Hebi Bugyo, along with her sisters and fellow delegates, had traveled to Eorzea to share the customs of Heavensturn with the people of Eorzea. Hebi Bugyo had explained to the Warrior of Light about the hebi, a creature that represented longevity and regeneration. She had mentioned that a small event called the "Slithery Trivia Trial" had been prepared. The event consisted of participants seeking out the bugyo's sisters, the three hebi yoriki, and testing their knowledge of the customs of the Far East in exchange for a reward.

After passing the three sisters' tests, the Warrior of Light had returned with a replica of the Great White Tsuchinoko they had received as a reward. As hebi bugyo had said she would send someone to replenish the stock of replicas, she had noticed the Warrior of Light's reward on the ground. She had been surprised when the supposed replica had made a noise and revealed itself to be the Great White Tsuchinoko. Hebi Bugyo had theorized that the Great White Tsuchinoko must have boarded the delegation's ship before they had set sail. She had stated that although the arrival of the sacred serpent was an event of great historical importance, the Great White Tsuchinoko had chosen to appear before the Warrior of Light, so the bugyo had asked them to take the creature on their journey.[1]
