Woody Thomas is a character in the Fallout Television Series.

Woody Thomas is a vault dweller in Vault 33 and member of the Vault 33 Council, alongside Reg McPhee and Betty Pearson.

S1E1 - The End
Woody, alongside Reg and Betty, is first seen listening to and approving Lucy Maclean's Triennial Trade marriage application as part of his duty as a member of the Vault 33 Council. As the council approves her application, he and Lucy share a smile.
Woody is next seen welcoming the guests from Vault 32 during the trade, and is then again alongside Reg preparing for Overseer Hank MacLean's speech following Lucy and Monty's wedding. During Hank's speech, he stands behind him alongside Reg. After the Vault 32 Raiders begin their attack, Woody stands among the carnage in shock before attempting to flee. As he runs, he sees a pair of vault dwellers bringing another Jelly Mold to the party. After instructing them to escort the jelly mold to safety, Woody witnesses as a raider guns down both the dwellers and the Jelly mold. He flees through the vault's classroom, witnessing another Vault Dweller getting beaten up before watching as Lee Moldaver and her guards kill another resident.
The following morning, Woody takes part in an assembly alongside his fellow council members to discuss the previous night's attack. When Lucy proposes that the outer vault door be opened to send a rescue party to find and retrieve the kidnapped Hank, Woody, along with Reg and Betty, shoots the idea down, stating that the vault door has never been opened before.
S1E3 - The Head
Woody joins his fellow Vault 33 Council members in overseeing the punishment of Lucy's co-conspirators, Chet and Norm, after they help her escape from the vault in pursuit of her kidnapped father. They reassign Chet, stripping him of his position as Gate-Keeper, before Woody invites Norm inside the council room. During the meeting, he chastises Norm for putting Lucy's life in danger by helping her leave the Vault and questions him for not attempting to stop his sister. While considering punishment, Woody remarks that every job Norm has been assigned to has reported that he "lacks enthusiasm". The council decides to re-assign Norm to bring food to the captured Vault 32 raiders.
Woody and Reg hold a meeting of Vault Dwellers in the atrium to discuss what to do about the captured raiders being held in the vault's repurposed Reading Room. Woody states that holding the raiders prisoner is an ethical dilemma like nothing the vault has dealt with before, while Reg believes it to be an ethical opportunity. Woody thanks him for putting a positive spin on it before once more being interrupted by Reg, who states that it is not a positive spin, it's "the gosh darn truth". Woody gets the meeting back on track, stating that, as a collective, they must decide what to do with the prisoners. Woody and Reg recount an event that happened earlier that morning, where, while interrogating a raider, the raider showed Woody his butthole, an event that Reg took to be an expression of a desire to communicate across the cultural divide. After Reg proposes his idea of reeducating the raiders and integrating them into vault society, Woody clarifies that it is not a process that would happen overnight, stating that, based on his experience with the butthole incident, he believes it may take years. He, however, states that there is nothing they can't do if they set their minds to it. When Norm suggests that they instead kill the prisoners, Woody responds with a shocked "wow". When Betty stands up, telling the crowd that he was just expressing his anger and was not seriously considering it, Norm agrees, stating that he was not intending to question the leadership of the "overseer", at which point both Reg and Woody thank him, thinking he was referring to them. When a vault engineer brought the bad news of the vault's water chip being destroyed, Woody thanked him before Reg abruptly adjourned the meeting, with Woody stating that he was also going to say "meeting adjourned".
S1E4 - The Ghouls
With Overseer Hank kidnapped, the members of the Vault Council all begin campaigning for the position of Overseer. Woody begins hanging campaign posters bearing slogans such as "Work with Woody", declaring him "Overseer of the Future". While viewing one of the prisoners, he is approached by Reg, who hands him a coffee cup and compliments him on his posters, with him reciprocating the compliment. The two discuss the prisoner, with Woody recounting asking questions such as who he is, why they took Hank, and what guiding principle they follow, to no avail. As the prisoner begins to awaken and attempts to free himself, Woody suggests tranquilizing him again.
S1E5 - The Past
Following Betty's victory in the overseer election, Woody and Reg commiserate during the celebration, remarking, "better luck next time". Later, Woody sadly observes his campaign posters when he is approached by Davey. Davey compliments him on a great campaign, with Woody responding that he knows, and that he must have put 10 posters up. Davey agrees, saying that "That's what you got to do. You put a few posters up and let democracy run its course." Davey reveals that he once ran for overseer, but due to a Weevil Famine, he lost to Hank MacLean. He recounts an old saying, "When things look glum, vote for somebody from Vault 31." Davey turns to leave before looking back at Woody and, unprompted, tells him, "I voted for Betty."
After Betty calls for a Vault meeting, Woody joins the assembled vault dwellers at Vault 32's door, where they are informed by Overseer Betty that they will visit the vault as a community. Betty also announced to the assembled community that her and the Vault 31 overseer had agreed to enact a resettlement campaign, with half of Vault 33's population moving to Vault 32 to recolonize. As the group enter Vault 32, they find the place spotless, completely clean and devoid the carnage previously discovered by Chet and Norm.
S1E7 - The Radio
When the imprisoned raiders are killed with poisoned food, Betty and Woody arrive to investigate. They are approached by Norm who inquires what happened, with them telling them that they will get to the bottom of it. They all watch as Veronika, the guard at the time, is taken away by security as a suspect. As Betty leaves, Woody tells her that people will be upset when they hear about this, to which Betty responds that "People like to have something to fuss about." Immediately after, he is notified that he has been re-assigned to Vault 32, to which he responds "Oh, fuck".
As the vault dwellers prepare to split into the two groups at the repaired Vault 32 door, Betty gives a speech praising the dwellers sent over for the traits that will make them succeed. Midway through the speech, she is interrupted by a nervous Woody, who begins repeating "I'm not going" and walking back towards Vault 33. He is stopped by Vault Security and tells them, "I don't live there." When he is not let through, he gives up, turning back around and rejoins the new Vault 32 colonists. As the move begins, Woody and Reg share one last tearful hug before he departs into Vault 32, where he is comforted by Davey as the door closes, and his new life in Vault 32 begins.
S2E4 - The Demon in the Snow
In Vault 32, Woody Thomas takes a wrong turn and enters the apartment of Davey as he is reading. Davey welcomes him, recognizing the mistake and comforting Woody as everyone mixes up their lefts and rights. When Woody says that he can't get the hang of it, Davey reveals that the day prior, he had accidentally walked into the "women's mensroom". Davey tells him that he would give anything to return to Vault 33.
Still lost, Woody Thomas walks through the vault before hearing voices coming from the Inter-Vault space. Following the sounds, he overhears Betty remark that Stephanie is holding them hostage, to which Stephanie objects. Betty tells Stephanie that she doesn't understand how bad things could get, causing Stephanie to respond that Betty is from Solvang and doesn't understand how bad things can get. As Stephanie turns to leave, Betty tells her that if she doesn't help, there won't be a Vault 33 anymore. Stephanie tells Betty that the experiment is over and they must make their own decisions now, which Woody hears clearly. As Stephanie re-enters Vault 32, Woody flees.
As Chet puts clothes away in his and Stephanie's apartment, Woody meets with Stephanie in the living room. Woody tells her that the Vault-Tec Handbook states that any violation that may put vault security at risk needs to be reported to the Overseer. When Stephanie questions whether someone has committed a violation, he states that she did. As Chet listens, Woody tells her that he witnessed her in the inter-vault space speaking to Overseer Betty of Vault 33, which is only allowed during Triennial Trades according to the handbook.
Stephanie thanks him for bringing it to her attention, stating that he has followed protocol to the letter. She assures him that she will escalate his report to the Overseer, and when he points out that she is the Overseer, she responds that that makes it easy. As Chet puts socks away in the dresser, he discovers a false bottom. As Woody questions why she was in the inter-vault space, Chet pulls a wallet out of the space beneath the false bottom. Opening it, he pulls out a pre-War Provisional Citizenship Card and discovers to his horror that Stephanie is, in fact, Canadian, being born in the year 2045.
Hearing Stephanie ushering Woody towards the door, Chet quickly stashes what he has found back in the drawer. As Woody leaves, he addresses Chet, stating he hopes he is adjusting to all the changes they have gone through lately. Glancing at Chet, he asks Stephanie what she meant when she said the word "experiment" when talking to Betty. While Chet stands in shock, Steph responds that she was talking about "overseer stuff" and closes the door in Woody's face.
S2E6 - The Other Player
Woody has gone missing, with nobody having seen him recently. Davey searches for him, as he missed their morning game of checkers.
S2E7 - The Handoff
While washing the dishes, Chet discovers Woody's glasses jammed into his and Stephanie's garbage disposal, explaining his disappearance. Horrified, he asks Stephanie if she has seen him recently, with her telling him that he went on a leadership exchange program to Vault 31.
Chet looks at the glasses again, before crushing them up and shoving them back into the disposal.
The next day at his and Stephanie's wedding, Chet reveals to the audience what he discovered, and that he believes she hurt Woody.
