Representative Diane Welch is a pre-War politician in the Fallout Television Series.
Background[edit]
Diane Welch is a pre-War congresswoman representing the District of Glendale. She prides herself in not accepting corporate funding, believing that America cannot afford more corporate influence in Washington, D.C. However, due to this, she lacks the funds to afford television or billboard advertisements.[1] Her personality is described as sweet, well-meaning, and non-threatening, with her being an "ISTP on the old Myers-Briggs."[2]
Welch traveled to the Defense Contractors' Summit at the Lucky 38 in Las Vegas to protest corporate interference in the American government. She is subsequently arrested, only to be bailed out by Cooper Howard. She helps Cooper organize a meeting with the U.S. President, where Cooper delivers the Cold Fusion Diode to the president.
Welch has her head removed and affixed with a Command Helmet. It acts as part of the mainframe of the Vault-Tec X-Branch.[3]

S2E3 - The Profligate[edit]
Representative Welch hosts the American Veteran Entertainment Alliance Annual Fundraiser at the Veterans Of Foreign Wars building. As the lights dim, she approaches the podium and introduces herself. She tells the audience that she refuses donations from corporations, and is told to "get on with it" by a member of the audience. Welch proceeds to tell the assembly that she is honored to present an award before dropping her cue cards.
After Charles Whiteknife finishes his acceptance speech, she presents him a Commemorative Lighter bearing the insignia of the U.S. Marines.
S2E5 - The Wrangler[edit]
Welch travels to the Defense Contractors' Summit at the Lucky 38 in Las Vegas to protest corporate interference in the American government.
As Cooper and Barb Howard pull up to the Lucky 38 the Defense Contractors' Summit, Cooper witnesses several protestors outside the casino, while a police Securitron and several military police observe. As their car stops to drop them off, a man rushes the window, accusing Cooper of selling out. As the pair walk towards the front door, Cooper notices and remarks on Vault 21, with Barb telling him that his ad campaign was a massive success. As Cooper shakes hands with a fan, Representative Welch is seen being forcefully removed from the premises as she protests the involvement of corporations in American politics. As she informs the crowd that she deserves to be part of this meeting as she is a Congresswoman, she is thrown to the ground by one of the Military Police officers, which shocks the crowd. She is helped to her feet by Cooper, who instructs her to "keep at it".
S2E7 - The Handoff[edit]
Atomic Wrangler Casino[edit]
Cooper Howard enters the packed Atomic Wrangler Casino, and as he approaches the bar, he notices Representative Welch in the mirror, sitting alone at a table. Sitting with her, he thanks her for meeting with him, with her responding by thanking him for bailing her out of prison following her arrest at the Defense Contractors' Summit. Cooper tells her that while he knows she is a good person who is trying to do the right thing, and that he wants to believe in people like her, she doesn't make it easy. He points out her performance at the VA meeting where she presented the award to Charles Whiteknife, and asks why good people like her can't "sell" it better. She retorts by asking how that has worked for him.
Welch proceeds to question Cooper on how much he actually knows about Vault-Tec, with him responding that he now knows more than he did when he intially signed the contract. When pressed, he reveals he knows why his wife is in Vegas, and the plans of Robert House and Vault-Tec. Cooper asks Welch what she would do if she got the Cold Fusion Diode, with her quickly answering that she would give it away to the public. Cooper then tells her that he knows how the diode is being transported, and asks for assurances if he were to give it to her. Welch tells Howard that two hours prior, the U.S. President arrived in Las Vegas via an unmarked plane at McCarran airport, and offers to get him a meeting with him. She tells him that if he gives the president the diode, they can bring an end to the Resource Wars.
The Past[edit]
Las Vegas[edit]
Welch arrives to the meeting spot with the President in a black car. Cooper enters the car, sitting beside Representative Welch, and greets the man across from him, the President of the United States. The president thanks him for doing the right thing and is given the diode by Cooper.
Cooper looks over at Welch, who smiles at him.
The Present[edit]
Vault-Tec X-Branch[edit]
Lucy opens the door to the mainframe and is horrified by what she sees inside. On a table, wired into the computers, is the head of Representative Welch, wearing a Command Helmet.
S2E8 - The Strip[edit]
Vault-Tec X-Branch[edit]
Inside the mainframe room of the Vault-Tec X-Branch, a horrified Lucy MacLean approaches the head of Representative Welch. Looking at the computer consoles, she sees eight Black Boxes, all being programmed by Welch's brain by way of the Command Helmet affixed to her head.
As Lucy approaches the table, she is shocked when Welch blinks and begins looking at her. She questions her if she is alive, and Welch responds by asking her to kill her. Lucy protests, telling her that they could help save her, with Welch reiterating that she needs to kill her to stop Hank MacLean. Lucy questions why she must keep killing people before tearfully obliging Welch's repeated request. As she strikes Welch with her crowbar, the machinery around her ceases to function.
Behind the Scenes[edit]
Her personality being described as "an ISTP" is a reference to the real-world Myers–Briggs Type Indicator.
