Navarro (also known as Navarro Refinery[1] and Camp Navarro[2]) is a pre-War installation, where a Poseidon Energy refinery and an Enclave military base are located, located north of San Francisco along the coastline. Navarro was subsequently overrun by the New California Republic, its inhabitants killed.[3] Navarro can be found fifteen squares south of Arroyo in Fallout 2.

Before the War, Navarro served as a Poseidon Oil refinery.[1] After the Great War, the base was used by the Enclave, who converted it into a mainland outpost, establishing a location for refueling and maintaining their Vertibirds.[4]
Due to the limited range of the vertibird,[5][6] as well as frequent malfunctions, Vertibird schematics were present on site for necessary repairs and maintenance.[7] Navarro was still a relatively new base when the Chosen One approaches it, without a full complement of staff.[8] Replacements were transferred to the base from other, smaller installations on the mainland.[9][10]
Two Enclave scientists, Dr. Henry and Dr. Schreber, worked at the location. They worked together but had different theories about the mutations in the wastelander population and methods of curing them. Schreber told Henry in a fit of anger that he was going to recommend Henry's transfer to another Enclave facility and reassignment to cybernetic maintenance. Henry took the threat seriously and within hours, he stole a cybernetic dog and slipped away from the Navarro facility. Navarro's location on the mainland made it possible for others to abandon the Enclave, such as A. Ron Meyers and William Brandice.[11][12]
Fallout: New Vegas[edit]
Years after the destruction of Control Station ENCLAVE, Arcade Gannon was born at Navarro.[13] Later, the New California Republic attacked and overtook Navarro, stating that it posed a threat to the region, with Arcade being old enough at that point to remember leaving his home for the last time with the Enclave Remnants.[14][15][16][3][13] Enclave members on the East Coast remained unaware of the fall of Navarro, with Dr. Whitley of Adams Air Force Base referring to "Navarro scientists" in his audio logs, requesting that they continue development of the Duraframe eyebot prototype.[17] NCR salvage teams in Navarro discovered a package containing a detonator, along with markings matching those found at military bases near Ashton and Hopeville near Death Valley. The NCR sent the package via Courier to Hopeville, resulting in the detonator automatically connecting to the missile base systems and detonating the store nuclear weapons, creating The Divide.[18][19][20]
Location[edit]
Navarro can be found fifteen squares south of Arroyo once the Chosen One has been tasked with retrieving the FOB, stopping the Enclave or retrieving the vertibird plans for the Brotherhood, Shi or Hubologists, otherwise, it will not show on the map.
Layout[edit]
Navarro is divided into three districts.
Gas Station[edit]
The station acts as a checkpoint for the military base. The sentry's role is to turn away any undesirables and direct them through the minefield in the forest next to the station as well as receive replacement recruits from other mainland bases.
Main Base[edit]
The surface houses the vertibird landing pad as well as a vertibird hangar, maintenance workshop, air traffic control station, barracks, and the drill sergeant's quarters, with adjacent kennels.
Underground[edit]
The underground areas of the base contain the base's armory, mainframe, commander's office and the soundproofed science lab, operated by Dr. Schreber, participating in the deathclaw intelligence enhancement project.[21][22]

- According to one of the soldiers, personnel can be granted leave to SF.[23]
- The background music is City of the Dead, which was originally used for Necropolis in Fallout. It is also used in Vault 15.
- In Fallout 3, William Brandice, who lived across the street from Bryan Wilks in Grayditch, moved there from Navarro.[24]
- Potential companion Arcade Gannon in Fallout: New Vegas was born in Navarro.[25]

It's unlikely that the BOS seized it after the events in F2 because they didn't have a strong military presence up North at the end of F2.
