成周之會,墠上張赤帟陰羽,天子南面立,絻無繁露,朝服八十物,搢珽。唐叔、荀叔、周公在左,太公望在右,皆絻,亦無繁露,朝服七十物,搢笏,旁天子而立於堂上。堂下之右,唐公、虞公南面立焉,堂下之左,殷公、夏公立焉,皆南面,絻有繁露,朝服五十物,皆搢笏。為諸侯之有疾病者,阼階之南,祝淮氏、榮氏次之,珪瓚次之,皆西面,彌宗旁之,為諸侯有疾病者之醫藥所居,相者太史魚、大行人皆朝服,有繁露。堂下之東面,郭叔掌為天子菉幣焉,絻無繁露。內臺西面正北方,應侯、曹叔、伯舅、中舅,比服次之,要服次之,荒服次之,西方東面正北方,伯父、中子次之。方千里之內為比服,方二千里之內為要服,方三千里之內為荒服,是皆朝於內者。堂後東北為赤帟焉,浴盆在其中,其西,天子車立馬乘六,青陰羽鳧旌,中臺之外,其左泰士,臺右彌士,受贄者八人,東面者四人。陳幣當外臺,天玄毼宗馬十二,玉玄繚璧綦十二,參方玄繚璧豹虎皮十二,四方玄繚璧琰十二。外臺之四隅張赤帟,為諸侯欲息者皆息焉,命之曰爻閭。周公旦主東方所之青馬黑𦼵,謂之母兒,其守營牆者,衣青操弓執矛,西面者正北方,稷慎大麈,穢人前兒,前兒若獮猴立行,聲似小兒,良夷在子,在子幣身人首,脂其腹,炙之藿則鳴曰在子。揚州禺,禺,魚名,解隃冠,發人。麃麃者,若鹿,迅走,俞人雖馬,青丘狐九尾,周頭煇羝,煇羝者,羊也。黑齒白鹿白馬。白民乘黃,乘黃者,似狐,其背有兩角,東越海𧊧,歐人蟬蛇,蟬蛇順食之美,於越納,姑妹珍。具區文蜃,共人玄貝,海陽大蟹,自深桂,會稽以𪓽,皆西嚮,正北方。義渠以茲白,茲白者,若白馬,鋸牙食虎豹。央林以酋耳,酋耳者,身若虎豹,尾長參其身,食虎豹。北唐以閭,閭似隃冠。渠叟以鼩犬,鼩犬者,露犬也,能飛食虎豹。樓煩以星施,星施者,珥旄。卜盧以䊵牛,䊵牛者,牛之小者也。區陽以鱉封,鱉封者,若彘,前後有首。規規以麟,麟者,仁獸也。西申以鳳鳥,鳳鳥者,戴仁抱義掖信。氐羌以鸞鳥。巴人以比翼鳥。方煬以皇鳥。蜀人以文翰,文翰若皋雞。方人以孔鳥。卜人以丹沙。夷用𨶲木。康民以桴苡,桴苡者,其實如李,食之宜子。州靡費費,其形人身,反踵自笑,笑則上脣弇其目,食人,北方謂之土螻。都郭生生欺羽,生生若黃狗,人面能言。奇幹善芳,善芳者,頭若雄雞,佩之令人不昧,皆東嚮。北方臺正東,高夷嗛羊,嗛羊者,羊而四角。獨鹿邛邛,邛邛善走者也。孤竹距虛。不令支玄模。不屠何青熊。東胡黃羆。山戎戎菽,其西般吾白虎黑文。屠州黑豹,禺氏騊駼,大夏茲白牛,茲白牛,野獸也,牛形而象齒。犬戎文馬,文馬赤鬣縞身,目若黃金,名吉黃之乘。數楚每牛,每牛者,牛之小者也。匈奴狡犬,狡犬者,巨身,四足果。皆北嚮。權扶玉目。白州比閭,比閭者,其華若羽,伐其木以為車,終行不敗。禽人菅。路人大竹。長沙鱉,其西,魚復鼓鐘鐘牛。揚蠻之翟。倉吾翡翠,翡翠者,所以取羽。其餘皆可知自古之政。南人至,眾皆北嚮。
At the assembly in Chengzhou, red banners with black feathers were displayed on the courtyard. The Son of Heaven stood facing south; his headdress was not adorned with Fanlu, and he wore a court robe with eighty ornaments, holding a jade tablet in his belt. Duke Tangshu, Duke Xunshu, and the Duke of Zhou stood to the left; Tai Gong Wang stood to the right. All wore headdresses without Fanlu, court robes with seventy ornaments, held tablets in their belts, and stood beside the Son of Heaven on the hall. To the right below the hall, Duke Tang and Duke Yu stood facing south. To the left below the hall, Duke Yin and Duke Xia stood; all faced south, wearing headdresses with Fanlu and court robes with fifty ornaments, each holding a tablet in their belt. For the feudal lords who were ill, to the south of the eastern steps of the hall stood the priests Huai Shi and Rong Shi, followed by those bearing jade gui and zan. All faced west, with Mi Zong standing beside them; this was where medical treatment for the ailing feudal lords took place. The attendants Tai Shiyu and Da Xingren both wore court robes and had Fanlu on their headdresses. Facing east below the hall, Duke Guoshu was in charge of preparing green silk offerings for the Son of Heaven; he wore a headdress without Fanlu. To the west of the inner terrace, facing north directly were Yinghou, Dukes Caoshu, Bojiao, and Zhongjiao; those in the next rank wore matching robes, followed by those in the intermediate rank, then those in the outermost rank. To the east of the western side, facing north directly, were Bofu and Zhongzi, standing in order. Within a thousand li was the Bi Fu; within two thousand li, the Yao Fu; and within three thousand li, the Huang Fu. These were all those who paid homage inside. To the northeast behind the hall was a red banner; within it stood a bath tub. To its west, six horses were harnessed to the Son of Heaven's chariot, adorned with blue-black feathered goose banners. Outside the central terrace, on the left stood Taishi and on the right, Mishi. Eight people received tribute: four faced east. The silk offerings were arranged before the outer terrace: twelve black horses with embroidered collars, twelve dark jade discs with red tassels, twelve tiger and leopard pelts with three-colored jade discs in dark tassels, and twelve yin jade discs with four-colored jade discs in dark tasseling. At the four corners of the outer terrace, red banners were displayed; these were places where feudal lords wishing to rest could do so. They were named Yaolou. Duke of Zhou Dan was in charge of the blue horses and black oxen from the eastern region, which were called Mu'er. The guards responsible for the camp walls wore green clothes, held bows, and wielded spears; those facing west stood directly to the north. Ji Shen carried a large 麈 (a ceremonial staff), while Hui people led by Qianer followed. Qianer walked upright like a macaque, making sounds similar to a child. The Liangyi were called Zizi; they had human bodies and heads but with fur on their bellies. When roasted with legumes, they would cry out "Zizi." Yuzhou Yu—Yu is the name of a fish—Jieshu Guan, Fa Ren. Biao Biao was like a deer, swift in running. Yu Ren rode it as if on a horse; the nine-tailed fox of Qingqiu had a head like that of Zhou Tou Hui Di. Hui Di is a sheep. Black-teethed white deer and white horses. The White People rode Huang, which resembled a fox with two horns on its back. East of the sea were the Haiyue people; the Ou people had cicada snakes, whose smooth flesh was considered delicious. In Yuezha, they offered Gu Mei Zhen as tribute. Jiuqu Wen Shen, Gong Ren Xuan Bei, Haiyang Da Xie, Zishen Gui, Kuaiji Yi Shui—these all faced west toward the direct north. Yiqu offered Zibai; Zibai was like a white horse with saw-like teeth that ate tigers and leopards. Yangling offered Qiu'er; Qiu'er had a body like that of a tiger or leopard, with a tail three times the length of its body. It ate tigers and leopards as well. Beitang offered Lu; Lu resembled Jieshu Guan. Qusou offered Ququan; Ququan, also known as Luxuan, could fly and eat tigers and leopards. Loufan offered Xingshi; Xingshi was a kind of ornamented flag with feather tassels. Bulu offered Zhu Niu; Zhu Niu were small cattle. Quyang offered Bie Feng; Bie Feng resembled a pig with heads at both the front and back. Guigui offered qilin; the qilin was a symbol of benevolence, a mythical creature representing virtue and peace. Xishen offered Fengniao; the Fengniao bore the virtues of benevolence on its head, righteousness in its embrace, and trustworthiness at its side. Diqiang offered Luan Niao. The Ba people offered Biyi Niao (the bird with two wings). Fangyang offered Huangniao. The Shu people offered Wenhan; Wenhan resembled Gaogi (a type of bird). Fang Ren offered Kongniao. Burun offered cinnabar. The Yi people used Lu Mu (a type of wood). Kangmin offered Fu Yi; Fu Yi was a fruit resembling plums, and eating it promoted fertility. Zhoumi Feifei had human bodies but walked on their heels backward, laughing by themselves. When they laughed, the upper lip covered their eyes; they ate people and were called Tulu in the north. Duguo Shengsheng Qiyu—Shengsheng resembled a yellow dog with a human face and could speak. Qigan Shanfang; Shanfang had a head resembling a rooster, and wearing it prevented one from losing direction. All faced east. To the east of the northern terrace were Gaoyi people who offered Qianyang; Qianyang was a sheep with four horns. Dulu Qiongqiong—Qiongqiong were swift runners. Guzhu Juxu. Buling Zhixuanmu. Butuhe Qingxiong. Donghu Huangpi. Shan Rong Rongsu; to its west were Banwu, who offered white tigers with black patterns. Tuzhou Heibao; Yu Shi offered Tuotu; Daxia offered Zibainiu. Zibainiu were wild beasts with the body of a cow and the tusks of an elephant. Quan Rong Wenma; Wenma had red manes, white bodies, and golden eyes. They were called Jihuang's steeds. Shuchu Meiniu; Meiniu were small cattle. Xiongnu Jiaoquan; Jiaoquan had large bodies and four feet with fruit-like growths. All faced north. Quanfu Yumu. Bai Zhou Bilu; Bilu had flowers resembling feathers. Its wood was used to make chariots, which never broke down during travel. Qin Ren Jian. Luren Dazhu. Changsha Bie; to its west, Yufu offered drum and bell cattle. Yangman Zhai. Cangwu Feicui; Feicui were birds whose feathers were collected. The rest can be understood from the political customs of ancient times. When southerners arrived, all turned to face north.

湯問伊尹曰:「諸侯來獻,或無馬牛之所生,而獻遠方之物,事實相反,不利。今吾欲因其地勢所有獻之,必易得而不貴,其為四方獻令。」伊尹受命,於是為四方令曰:「臣請正東符婁、仇州、伊慮、漚深、九夷、十蠻、越漚、鬋髮文身,請令以魚皮之鞞、𩶭鰂之醬、鮫瞂、利劍為獻。正南甌鄧、桂國、損子、產里、百濮、九菌,請令以珠璣、玳瑁、象齒、文犀、翠羽、菌鶴、短狗為獻。正西昆侖、狗國、鬼親、枳已、闟耳、貫胸、雕題、離丘、漆齒,請令以丹青、白旄、紕罽、江歷、龍角、神龜為獻。正北空同、大夏、莎車、姑他、旦略、豹胡、代翟、匈奴、樓煩、月氏、孅犁、其龍、東胡,請令以橐駝、白玉、野馬、騊駼、駃騠、良弓為獻。」湯曰:「善。」
Tang asked Yi Yin, "When feudal lords come to present tribute, some do not have the means to raise horses or cattle but instead offer things from distant lands. This is contrary to reality and brings no benefit." "Now I wish for them to present what they have according to their local resources. This would make it easy and inexpensive to obtain, and thus establish a tribute system for the four directions." Yi Yin accepted the command and thus issued an order for all directions, saying: "Ministers, please know that in the far east are Fulu, Chouzhou, Yilv, Oushen, Jiuyi, Shiman, Yueou, Jianfa Wenshen. Please require them to present as tribute fish-skin armor, sauce made from Xue and Li fish, jiao fan (a kind of fabric), and sharp swords." In the far south were Oudeng, Guiguo, Sunzi, Chanli, Bai Pu, Jiujun. Please require them to present pearls and beads, tortoiseshell, elephant tusks, patterned rhinoceros horns, emerald feathers, junhe (a type of bird), and short-haired dogs as tribute. In the far west were Kunlun, Gouguo, Guiqin, Ziyi, Xie'er, Guanxiang, Diaoti, Liqiu, Qichishu. Please require them to present cinnabar and blue pigments, white banners with tassels, fine furs, Jiangli (a type of fabric), dragon horns, and divine turtles as tribute. In the far north were Kongtong, Daxia, Shache, Guta, Danlue, Baohu, Dai Zhai, Xiongnu, Loufan, Yuezhi, Qianli, Qilong, and Donghu. Please require them to present camels, white jade, wild horses, Tuotu (a type of horse), Jutu (another kind of horse), and fine bows as tribute." Tang said, "Good."
