Doctor Andrew is a doctor in Vault City in Fallout 2.

Andrew is a scruffy-looking man in a dirty brown shirt, who has a bright red rash covering his arms.[1] He treats his patients with help from an old Auto-Doc, which "mostly" does its job.[2]
