BOARD OF ADJUSTMENT: 1 vacancy with term to expire May 1, 2031. Must be a resident of the City of Columbia. The Board is responsible for hearing and deciding appeals where it is alleged there is an error in any order, requirement, decision, or determination made by administrative officials in the enforcement of the zoning, planning, and subdividing ordinances. Monthly meetings generally held on the second Tuesday of the month at 7:00 p.m.
BUILDING CONSTRUCTION CODES COMMISSION: 1 vacancy with term to expire August 1, 2028. One alternate member, to serve in the absence of or disqualification of a regular member, is needed from the following category: master plumber. The Commission periodically reviews and makes recommendations relating to building construction codes. Monthly meetings generally held on the fourth Monday of the month at 4:30 p.m.
CITIZENS POLICE REVIEW BOARD: 2 vacancies with terms to expire November 1, 2027 and November 1, 2028. Must be residents and registered voters of the City of Columbia, and cannot be employed by the City, be a party to any pending litigation against the City, be an elected public office holder, or be a candidate for elected public office. Members should reflect the cultural and racial diversity of Columbia and have no serious criminal record. A criminal history of all applicants of this Board will be conducted and the City Council will be advised of any convictions for violations of federal, state, or local law. The Board reviews appeals from the police chief’s preliminary determination on alleged police misconduct, reviews records of the police department related to complaints of alleged misconduct, and prepares and submits annual reports to the City Council that provide data on citizen complaints related to police misconduct. CLIMATE AND ENVIRONMENT COMMISSION: 1 vacancy with term to expire November 30, 2028. Must be a resident of Boone County, and shall not be a paid officer or employee of the City, a party to any pending litigation against the City, or an elected public office holder. Members should have an interest or expertise in the three pillars of sustainability: economic prosperity, environmental integrity, and social/cultural vibrancy. The Commission advises City staff in the preparation of an annual Climate Adaptation and Action Plan (CAAP) progress report and recommendations, identifies opportunities for and barriers to equitable implementation of CAAP strategies, and educates and engages the public on Commission priorities. COLUMBIA AND BOONE COUNTY LIBRARY DISTRICT BOARD: 1 vacancy with term to expire June 30, 2029. The Board sets the District’s annual tax rate, adopts a budget, provides for fiscal oversight of the library, and reviews and approves policies to ensure library services meet the needs of the community. COMMISSION ON CULTURAL AFFAIRS: 1 vacancy with a term to expire October 31, 2027. Must be a resident of the City of Columbia or Boone County, and demonstrate significant knowledge, interest, or expertise in one or more areas of the arts, including music, dance, literature, visual arts, theater, folk arts, media arts, design, and arts education. Member shall not serve on the board of directors or be employed by any agency which applies for funding through the Commission or which receives funding upon recommendation of the Commission, be a paid officer or employee of the City, be a party to any pending litigation against the City, or be an elected public office holder. Selection of members shall be made so as to encourage representation of the socio-economic, geographic, and demographic diversity of the community as well as representation of a wide-range of stakeholders within the community including business, neighborhoods, and nonprofit and educational institutions. The Commission advises the Council in all matters pertaining to the arts and cultural environment of the City. Monthly meetings generally held on the second Monday of the month at 4:15 p.m.
COMMISSION ON CULTURAL AFFAIRS STANDING COMMITTEE ON PUBLIC ART: 1 vacancy with term to expire July 1, 2029. Must be a member of the business community. The Committee makes recommendations to the Council regarding the City’s Percent for Art Program. Meetings held on call.
DANGEROUS OR AGGRESSIVE ANIMAL ADVISORS: Up to five vacancies with terms to expire June 15, 2029. One advisor must be a licensed veterinarian who resides within Boone County. The remaining advisors must be residents of the City of Columbia, have a working knowledge of domesticated animals and be sympathetic to the community interest of safety and appropriate animal regulation. In addition, advisors must not be employees of the City nor have any city code violations under Chapter 5 of the City Code. The advisors shall attend hearings, as requested, to review any appeal concerning a declaration that an animal is dangerous or aggressive, evaluate the evidence, and provide advice to the director on the classification and disposition of animals which have been declared to be dangerous or aggressive. DISABILITIES COMMISSION: 4 vacancies with terms to expire June 15, 2029. Three must have a significant disability as defined by the Americans with Disabilities Act, and one must own or operate a business within the Columbia area. All must be residents of the City. The Commission considers concerns relating to residents with disabilities. Monthly meetings generally held on the second Thursday of the month at 3:00 p.m.
HISTORIC PRESERVATION COMMISSION: 1 vacancy with term to expire September 1, 2028. Must have a background and expertise as a real estate investor. The Commission makes recommendations to the Council regarding historically significant structures. Monthly meetings generally held on the first Tuesday of the month at 5:30 p.m.
PERSONNEL ADVISORY BOARD: 1 vacancy with term to expire September 30, 2027. Must be a resident and registered qualified voter of the City, and shall have significant, substantive knowledge of social, legislative, political, and administrative factors affecting personnel management and employee relations. In addition, members must not hold a lucrative position in City government nor any other lucrative public office during their term. The Board advises the Council on its findings, opinions, various conclusions, and recommendations on the status of the personnel system. Meetings held on call.
PLANNING AND ZONING COMMISSION: 2 vacancies with terms to expire May 31, 2027 and May 31, 2029. Must be qualified voters and residents of the City for at least one year immediately prior to appointment, and shall hold no other office or position in City government. The Commission makes recommendations pertaining to planning and zoning related issues. Work sessions and regular meetings generally held on the Thursdays following Council Meeting Mondays at 5:30 p.m. and 7:00 p.m. respectively.
RAILROAD ADVISORY BOARD: 3 vacancies with terms to expire July 15, 2030. One must represent a business or firm that routinely ships or receives goods or raw materials over said branch line. All must have knowledge and interest in either railroad, shipping, transportation, or business, and be sympathetic with the principle of municipal ownership and operation of branch line rail operations. The Board advises the Council on the operations and needs of the Columbia Terminal Railroad. Meetings generally held on the second Thursday of the month at 8:00 a.m. at least once quarterly.
WATER AND LIGHT ADVISORY BOARD: 2 vacancies with terms to expire June 30, 2029 and June 30, 2030. Must be sympathetic with the principal of municipal operation of the water and light system, and be qualified voters and residents of the City for at least one year prior to appointment.
