About the Housing Programs Division

The Housing Programs Division develops City-wide plans and goals for the implementation of federal and local resources dedicated to meeting affordable housing and community development needs.

What we do:

  • Provide grant administration and compliance for CDBG, HOME and local funds.
  • Oversee grant processes supporting City departments, housing developers and social service organizations.
  • Operate internal affordable housing programs.

The City of Columbia is excited to announce the launch of a new program to help residents maximize energy savings and increase the value of their homes.

Request for Proposal: FY 2027 Community Development Block Grant and HOME Funds

The City of Columbia anticipates receiving approximately $1,000,000 in FY 2027 Community Development Block Grant (CDBG) funds and $500,000 in FY 2027 HOME funding from the Department of Housing and Urban Development (HUD) available during 2027. These funds will be provided for CDBG and HOME eligible activities identified in the 2025-2029 Consolidated Plan. An informational session for any interested individuals or organizations was held in City of Columbia, City Hall, 701 E. Broadway, on March 11, 2026. Attendance at the informational session is not a requirement to receive funds.

The Request for Proposal period opens on March 25, 2026. The deadline for the required letter of intent is April 8, 2026, at 11:59 p.m. Late letters of intent will not be accepted. The deadline for proposals is May 1, 2026, at 11:59 p.m. Late proposals will not be accepted.

CDBG Funding

CDBG funds primarily benefit low to moderate-income households, and can be used for affordable housing, public service activities, community facilities and neighborhood infrastructure.

HOME Funding

Eligible HOME activities include: new construction for homeownership, or for rental occupancy by households with special needs, tenant-based rental assistance (TBRA), and rehabilitation for homeownership or rental occupancy. All HOME-assisted housing must benefit lower-income households.

Staff will review project eligibility; the Housing and Community Development Commission (HCDC) will review criteria, application submission procedures, and project implementation and requirements.

Notice of Public Hearing: Housing and Community Development Needs Hearing

The City of Columbia will hold a public hearing at 7:00 pm on Wednesday, February 18, 2026, in the Council Chambers of City Hall, 701 E. Broadway. The City Development Block Grant (CDBG) and $400,000 in HOME Investment Partnerships estimates that it will receive approximately $1,000,000 in Community Program (HOME) funds in FY 2027.

The purpose of this hearing is to receive citizen input in identifying housing and community development needs within the community. Any comments received at the hearing or during the comment period will be considered by the Housing and Community Development Commission (HCDC).

Members of the community are encouraged to come and provide public comment regarding our community’s priority housing and community development needs.

This housing study was conducted to provide a comprehensive understanding of housing market conditions, community housing needs, and the gaps between housing supply and demand that should be addressed to strengthen the local economy and improve peoples’ lives in Boone County, Missouri and the City of Columbia.

The study area includes the entirety of Boone County with results sometimes displayed against the State of Missouri and comparable counties, or split into smaller regions, such as the City of Columbia, for analytical and policy making purposes.
