Patrol Division

The men and women of the Patrol Division are responsible for responding to all calls for service within the City of Temple Terrace. They wear many hats to ensure that the citizens of our city receive the superior service for which the Temple Terrace Police Department has become known. Our patrol officers are highly trained and the most visible element of the department. In addition to emergency response, patrol officers are also responsible for providing various services ranging from traffic enforcement to non-emergency calls for service. The Patrol Division proudly maintains an average response time of under five minutes for in-progress calls.

CarlisleJACOB CARLISLE

Captain Jacob Carlisle began his law enforcement career with the Temple Terrace Police Department in 2001, serving as a patrol officer in the Uniformed Patrol Division. Throughout his time there, he held various assignments, including Patrol, Professional Standards, Training, and Investigations. With extensive law enforcement experience, he dedicated 19 years to the Special Weapons and Tactics (SWAT) team, where he held roles as an operator, sniper/observer, and team leader. He is presently serving as the Special Operations Commander. 

Captain Carlisle was promoted to a supervisory position in 2010, overseeing officers in the Uniformed Patrol Division, Field Training Unit, and Investigative Services Division. He also sits on the Hillsborough County Board of County Commissioners' Human Trafficking Task Force. Throughout his career, Captain Carlisle has committed himself to serving his community and this country. 

A native Floridian, Captain Carlisle was born and raised in Hillsborough County. He is a veteran of the United States Marine Corps, where he served as a Non-Commissioned Officer in the Infantry. He holds a Bachelor of Arts Degree in Criminal Justice and a Master of Science Degree in Criminal Justice with a concentration in Critical Incident Management from Saint Leo University. He is also a graduate of the prestigious FBI National Academy’s 285th Session. 

Captain Carlisle is married and has three children.

The department also offers two K-9 teams available to officers and detectives as needed. K-9 teams play an invaluable role in the department, often assisting with narcotics investigations and tracking down fleeing suspects.

The department also offers full-time marine patrol services for the Hillsborough River. Through an agreement with the Sheriff’s Office, our Maine Unit is responsible for marine, fish, and wildlife law enforcement along the Hillsborough River from the 4o th Street bridge in Tampa, all the way north to Nature’s Classroom in Hillsborough County. Honor Guard

The Honor Guard represents the agency at funerals, parades, and special events.

The Community Liaison Unit (CLU) is responsible for managing all requirements related to the Marjory Stoneman Douglas Act and functions as a liaison to all schools located within the City of Temple Terrace. Members of the unit also coordinate resources for those experiencing homelessness, perform outreach at our local Boys and Girls Clubs, and partner with representatives from various non-profit organizations to improve the safety and quality of life for those who visit and reside within the City of Temple Terrace.
