In recent years, many Small Island Developing State governments have worked to increase openness and transparency of their transactions as a means to enhance efficiency and reduce corruption in their economies. In order to achieve a cost-effective and efficient strategy to implement a transparent government, Information Communication Technologies offer an opportunity of virtualization by deploying e-government services to promote transparency, accountability and consistency in the public sector and to minimize corruption. This paper explores the potential impact of (...) class='Hi'>government virtualization by SIDS and against corruption by comparing the corruption perception index rates of 15 SIDS countries. The CPI relates to the degree by which corruption is perceived to exist among public officials and politicians by business people and country analysts. In order to reveal the long-term impact of virtual deployment and its consequences on corruption, an in-depth case analysis based on the CPI index rates was conducted on the deployment of the e-government system in Cyprus. Many governments in the world have created e-government initiatives including developed and developing countries. In order to better understand e-government evolution, different maturity models have been developed by many authors. In this paper the most cited e-government maturity models are analyzed using the meta-synthesis approach. As a result, five stages of e-government maturity are identified. The comparative results show the supported stages by each e-government initiative as important elements in the decision making process. In the research work, the application of electronic government, which is considered a new state administration and marks the beginning of a new stage in administration, is investigated and analyzed in different states. At the same time, egovernment models are mentioned, various approaches and views are shown, and attention is paid to the possible directions of e-government development in Azerbaijan. The development of ICT has necessitated the transition of governments to a new public administration, and the corresponding situation (...) is of particular importance in the direction of optimization and efficiency of government expenditures. In the study, the models put forward by researchers, state institutions and international organizations were shown, and their characteristics and signs were noted. The maturity levels and stages of these models are analyzed and development directions are indicated. Then, in the research work, the models are shown in five directions for service areas according to the direction of development of government structures and information technologies. At the same time, the Western and Eastern models of electronic government were mentioned in the research work, and the countries according to these models were indicated, as well as the development directions of electronic government belonging to those countries were emphasized. Similar and different features, positive and missing aspects of the egovernment implementation process by country are shown. In the Republic of Azerbaijan, which pays special attention to the application and formation of electronic government, attention was paid to the importance of the activity of "ASAN service" centers and the factor of providing services from one center. In the end, the importance of all models was noted, suggestions and recommendations were shown based on the research carried out in a generalized form, the use of international experience and the expectation of security measures were considered appropriate, taking into account the future prospects of egovernment. This article discusses the manipulation and measurement of levels of situational self-focus, which is generally labeled ''self-awareness.'' A new scale was developed to quantify levels of public and private self-awareness. Five studies were conducted to assess the psychometric properties, reliability, and validity of the Situational Self-Awareness Scale (SSAS). The SSAS was found to have a reliable factor structure, to detect differences in public and private self-awareness produced by laboratory manipulations, and to be sensitive to changes in self-awareness within individuals over (...) time and across situations. The SSAS can be used as a manipulation check of laboratory self-awareness manipulations and as a means of assessing naturally occurring fluctuations in public and private self-awareness in order to clarify the relation between self-awareness and other variables (e.g., mood and memory). Purpose Citizen engagement (CE) in public policy is increasingly considered to be an important feature of governance worldwide. The aim of this study is to explore the impact of e-government usage (EGU) on citizens’ engagement. In addition, the study investigates the mediating effect of government reputation (GR) and the moderating role of digital divide (DD) in EGU and citizens' engagement relationship. Design/methodology/approach Data were collected from 938 respondents in Vietnam with a random method. This study used the partial (...) least squares – structural equation modeling method to examine hypotheses. Findings The results show that e-government and GR are critical determinants of CE. Furthermore, GR plays a mediating role in the relationship between e-government and CE. The results also show how DD moderates this nexus. Practical implications The findings of this study provide valuable evidence and implications. Public officials must improve the GR and administrative capacity as the determination for the CE. Moreover, the government should continually carry out policies to reduce the DD. The rapid development of digital technologies has significantly impacted governance structures globally, with e-governance emerging as a crucial tool for enhancing governmental efficiency, transparency, and public participation. This study explores the role of e-governance in shaping political ideologies within online media in Indonesia, focusing on the influence of social media platforms on political engagement and public discourse. Despite Indonesia's advancements in e-governance, as evidenced by its rising E-Government Development Index (EGDI) and E-Participation Index scores, challenges such as disinformation, digital (...) divides, and the polarization of online content persist. This paper used a literature review methodology to analyze the intersection of e-governance and online media, examining both the opportunities and obstacles faced by Indonesia in providing social media for political engagement. The findings highlight the dual nature of social media, which can both facilitate political participation and exacerbate political distrust. The study concludes that while e-governance in Indonesia has made significant strides, addressing the challenges of digital literacy, content regulation, and inclusive access is essential for fully realizing the potential of digital platforms to enhance political participation and shape a more democratic society. Given the need for enforceable guardrails for artificial intelligence (AI) that protect the public and allow for innovation, the U.S. Government recently issued a Blueprint for an AI Bill of Rights which outlines five principles of safe AI design, use, and implementation. One in particular, the right to notice and explanation, requires accurately informing the public about the use of AI that impacts them in ways that are easy to understand. Yet, in the healthcare setting, it is unclear what (...) goal the right to notice and explanation serves, and the moral importance of patient-level disclosure. We propose three normative functions of this right: (1) to notify patients about their care, (2) to educate patients and promote trust, and (3) to meet standards for informed consent. Purpose This study aims to investigate and comprehend the key factors that affect citizens’ adoption of electronic government (e-government) in Nigeria. In addition, the exploration intends to assess the potential determinants that may affect the Nigerian’s behavioural intention (BI) to adopt e-government services. The findings can be helpful for policymakers and government officials to provide e-government practices effectively. Design/methodology/approach The research adopted a quantitative method using the unified model of e-government adoption (UMEGA). In this (...) study, data are collected from 410 citizens aged above 18 years old and analysed using partial least squares path modelling technique. Findings The results showed that performance expectancy and effort expectancy positively influenced attitude (ATT) towards e-government. In contrast, perceived risk negatively impacted ATT towards e-government. However, social influence did not have a significant influence. The results showed that ATT and facilitating conditions (FC) positively influenced the BI to use e-government services. The explanatory and predictive power of UMEGA in Nigeria accounted for 63.9%. Originality/value To the authors’ knowledge, no prior studies analysed citizens’ adoption of e-government in Nigeria. This study, however, filled this gap. This paper aims to measure the quality of all Romanian cities’ websites in 2019 and 2022, before and after the disruptive event of COVID-19. Since the official websites are the core instrument of e-governance, the changes in the quality of Romanian cities’ websites reflect the changes in the development of urban e-governance in Romania. The COVID-19 lockdowns and contact restrictions and the moving of most activities into the online environment had the potential to impact the performance of Romanian cities’ websites (...) significantly and catalyze the progress of local e-governance. The quality of Romanian cities’ official websites was measured using an adapted survey instrument proposed by Holzer and Kim and Manoharan, Melitski, and Holzer. The tool covers five critical criteria of website quality or performance: personal data security, usability, content, services, and citizen participation. The research results may seem contrary to expectations: the improvements of websites have been incremental rather than transformational. Although our research provides only a case study, we may assert that the reform of traditional administration remains a step-by-step process. Our study’s main contribution consists in showing that the progress of e-governance is an incremental process even in a situation of emergency that requires the moving of most activities into the online environment. R&D collaborations between industry, government, civil society, and research (also known as ‘quadruple helix collaborations’ (QHCs)) have recently gained attention from R&D theorists and practitioners. In aiming to come to grips with their complexity, past models have generally taken a stakeholder-analytical approach based on stakeholder types. Yet stakeholder types are difficult to operationalise. We therefore argue that a processual model is more suited for studying the interaction in QHCs because it eschews matters of titles and identities. We develop such (...) a model in which the QHC is represented as a process of generating four types of value: research value, market value, political value, and societal value. We then apply this processual model in analysing reallife cases of friction in QHCs. Friction is seen, not as an interpersonal clash, but as a discrepancy between two or more value-creation processes that compete for limited resources (some overperforming while others under-performing). Against the backdrop of the recent emergence of disturbing currents of populism in several countries, including the United States, this article argues for a conception of hope as a democratic civic virtue. In section 1, it offers a general overview of hope and sketches an initial conception of hope as a democratic civic virtue. In section 2, the stage is set for further theorizing of this conception in the present American context. Drawing on the work of Ghassan Hage, the article (...) makes the point that the United States is in the process of becoming a nation of worriers in part because of the failure of the government to distribute social hope. Section 3 fleshes out what hope as a democratic civic virtue could look like in the United States today. A fundamental cognitive function found across a wide range of species and necessary for survival is the ability to navigate complex environments. It has been suggested that mobility may play an important role in the development of spatial skills. Despite evolutionary arguments offering logical explanations for why sex/gender differences in spatial abilities and mobility might exist, thus far there has been limited sampling from nonindustrialized and subsistence-based societies. This lack of sampling diversity has left many unanswered questions regarding the effects (...) that environmental variation and cultural norms may have in shaping mobility patterns during childhood and the development of spatial competencies that may be associated with it. Here we examine variation in mobility, performance on large-scale spatial skills, and performance on small-scale spatial skills among Twa forager/pastoralist children whose daily lives have been dramatically altered since settlement and the introduction of government-funded boarding schools. Unlike in previous findings among Twa adults, boys and girls show similar patterns of travel on all measures of mobility. We also find no significant differences in spatial task performance by gender for large- or small-scale spatial skills. Further, children performed as well as adults did on mental rotation, and they outperformed adults on the water-level task. We discuss how children’s early learning environments may influence the development of both large- and small-scale spatial skills. (shrink)

The article highlights the significance of conducting public procurements electronically and how the application and development of information and communication technologies (ICT) contribute to the efficient organization of public administration and economic development. Public procurement refers to the process of acquiring products or services for any government agency in the required quantity, quality, and at the most economical cost. The growing consumer market, reduced costs, and stimulation of the country's economy further underscore the relevance of procurement, while also encouraging (...) the development of the private sector. In a digitalized world, implementing the procurement process electronically ensures the principles of efficiency, transparency, and fairness are upheld. The advancement of ICT leads to the complete digitization of the procurement process, safeguarding privacy for both purchasers and suppliers, which in turn fosters healthy competition in the procurement process. In every democratic government, steps are taken and reforms are implemented to ensure transparency in this area. International experiences are also examined, analyzing government approaches to electronic public procurement and identifying potential challenges. Additionally, the article emphasizes the steps taken in the Republic of Azerbaijan towards budget savings, fostering healthy competition, and ensuring transparency through the introduction of electronic procurement, along with the reforms implemented. The importance of the new law adopted to prevent potential issues and tender fraud is also highlighted. The South African political and social landscape has been dominated and characterised by, among others, a growing number of protests in recent years. Protesting and marching are allowed by the constitution of the country, provided the required permission is granted by relevant authorities. Unfortunately, very few protests and marches end peacefully. Most lead to the destruction of property and even loss of life. Recent violent protests demanding the release of the jailed former President, Jacob Zuma, were estimated to cause losses (...) of not less than a hundred million rand, with shops looted and trucks burnt. Violent protests have become the norm – similar to the period of contestations against the apartheid government. The point of departure of this article is that destructive protests need to be investigated to determine the causes while unveiling the challenges such protests bring to the community and the nation at large. The critical reading of post-apartheid academic and non-academic texts relevant to the topic will be read within the South African context, to determine the causes as we seek ways to minimise or even eradicate the violence that is destroying South Africa. The article will also advance the role of theology, particularly practical theology, in the elimination of such practices. Contribution: Working towards eliminating and arresting the social ills that are destroying South Africa cannot be achieved without addressing the destructive protests, which are delaying and even reversing the achievements of democracy. It is the role of practical theology, through its pastoral care and counselling, to engage with broken communities in trying to teach, counsel and show them the importance of avoiding vandalism and cruelty when seeking service delivery from their leaders. Most of the literature on phase one trials has focused on ethical and safety issues in research on patients with advanced cancer, but this article focuses on healthy, adult subjects. The article makes six specific recommendations for protecting the rights and welfare of healthy subjects in phase one trials: 1) because phase one trials are short in duaration (usually 1 to 3 months), researchers should gather more data on the short-term and long-term risks of participation in phase one studies by (...) healthy subjects; 2) researchers should develop strict inclusion/exclusion criteria that exclude unhealthy or vulnerable subjects, such as decisionally impaired people, in phase one studies; 3) subjects should not participate in more than one phase one study at the same time and should wait at least 30 days between participating in different studies; 4) researchers should develop a database to keep track of phase one participants; 5) subjects should be guaranteed a minimum wage equivalent to the equivalent type of unskilled labor, but there should be no upper limits on wages; and 6) subjects should be allowed to engage in collective bargaining with research sponsors. *Disclaimer: The ideas and opinions expressed in this article are the authors' personal views and do not represent the views of the National Institute of Environmental Health Sciences, the National Institutes of Health, or the United States government. The European project European and Latin American Systems of Ethics Regulation of Biomedical Research Project (EULABOR) has carried out the first comparative analysis of ethics regulation systems for biomedical research in seven countries in Europe and Latin America, evaluating their roles in the protection of human subjects. We developed a conceptual and methodological framework defining ‘ethics regulation system for biomedical research’ as a set of actors, institutions, codes and laws involved in overseeing the ethics of biomedical research on humans. This (...) framework allowed us to develop comprehensive national reports by conducting semi-structured interviews to key informants. These reports were summarised and analysed in a comparative analysis. The study showed that the regulatory framework for clinical research in these countries differ in scope. It showed that despite the different political contexts, actors involved and motivations for creating the regulation, in most of the studied countries it was the government who took the lead in setting up the system. The study also showed that Europe and Latin America are similar regarding national bodies and research ethics committees, but the Brazilian system has strong and noteworthy specificities. (shrink)

Does a hard-headed realist approach to international politics necessarily involve scepticism towards progressive foreign policy initiatives and global reform? Should proponents of realism always be seen as morally complacent and politically combative? In this major reconsideration of the main figures of international political theory, Bill Scheuerman challenges conventional wisdom to reveal a neglected tradition of progressive realism with much to contribute to contemporary debates about international policy-making and world government. Far from seeing international reform as well-meaning but potentially irresponsible (...) idealism, progressive realists like E.H. Carr, John Herz, Hans J. Morgenthau, and Reinhold Niebuhr developed forward-looking ideas which offer an indispensable corrective to many presently influential views about global politics. Progressive realism, Scheuerman argues, offers a compelling and provocative vision of radical global change which - when properly interpreted, can help buttress current efforts to address the most pressing international issues. After recovering key subterranean strands in mid-twentieth century realism, Scheuerman underscores their relevance to contemporary international theory. Criticizing more recent realists for abandoning their tradition's best insights, he also demonstrates that reform-minded international theories - including versions of cosmopolitanism, constructivism, the English School, liberalism, and republicanism - could all benefit from taking Progressive Realism seriously. In a recent line of cases, senior judges in the UK have been called upon to adjudicate in complaints over the failure of health and local authorities to meet the welfare needs of citizens. Local authorities claimed that the disputes had been precipitated by a lack of resources allocated by central government to meet local demand. This article examines the role of the courts in resolving a fundamental tension between central government policy of financial cost-cutting on the one (...) hand and welfarist principles embodied in legislation for the delivery of public services on the other. Questions are raised about the relevance and appropriateness of rights-based adjudication in welfare needs contexts and about the reluctance of courts to intervene in the resolution of resource allocation disputes even where fundamental rights, particularly in areas such as health, community care, and education where notions of rights are inextricably bound up with use of financial resources. These key cases have arisen prior to the implementation of the Human Rights Act 1998. Where relevant, the likely impact of the Act on welfare needs disputes is considered. (shrink)

Locke bases his moral and political philosophy on his doctrine of the ‘law of nature’. Scholars have debated the content and grounding of this law and its relationship to Christian theology. The ambiguities of the Lockean natural law’s content are traceable to an unclear grammatical construction in a crucial passage of the Treatises of Government, which can be resolved by following out a related set of arguments in that work. The ambiguities of the Lockean natural law’s grounding can then (...) be resolved by the hypothesis, strongly supported by textual evidence, that Locke relies tacitly on the reasoning of a parallel passage in Hobbes. Lockean natural law rests on neither atheistic nor specifically Christian premises but on a hypothetical natural theology. Locke’s conclusions from that natural theology represent an attempt to follow out Hobbesian logic while also tightening it up on one important point on which Hobbes himself appears to vacillate. A bunch of people imprisons or execute an innocent man. Ordinarily, when caught, they are punished for this transgression. But not if they are government jailors, executioners, juries, judges. Why the difference? Why is it that when this occurs, and given human fallibility, it occurs to a greater degree than we would like, these people get off scot-free without paying any penalty at all, without being considered, even in the slightest, as criminals? This is a challenge all governments face. (...) After recognizing that technologies are socially constructed, questions arise concerning how technologies should be constructed, by what processes, and granting how much influence to whom. Because partisanship, uncertainty, and disagreement are inevitable in trying to answer these questions, reconstructivist scholarship should embrace the desirability of thoughtful partisanship, should focus on strategies for coping intelligently with uncertainties, and should make central the study of social processes for coping with disagreement regarding technoscience and its utilization. That often will entail siding with have‐nots, (...) meaning that reconstructivist scholars often will be opposing the behaviors of government, business, and technoscientific elites. Because reconstructivists normally will be outnumbered, we need to devote more systematic professional attention to setting our collective agenda concerning what is most worth researching. (shrink)

SummaryThis introductory article sketches out the evolution of the concept of sociability in moral and political debates from Grotius to the German Romantics, so as to elucidate the range and scope of the contributions to this special issue. The article argues that the concept of sociability serves as a bridge between moral theory, domestic politics and international relations, just as it also connects the jurisprudential mode of enquiry to subsequent Enlightenment enquiries into political economy, aesthetics, individual and collective moral psychology, (...) forms of government and philosophical history. Particular attention is paid to sociability's relationship to moral scepticism, and to its position between morality and anthropology. The article highlights the central role of Rousseau in radically reformulating the debate and in sparking new controversies up to the nineteenth century. (shrink)

In this brief paper, offered as a policy viewpoint, I introduce what I believe to be a novel concept for supporting individual citizen interaction with the U.S. Federal government, termed the individual social account. I explore whether and how the concept might be implemented so as to strengthen the U.S. social safety net and further citizen trust and responsibility in e-government interactions. This paper examines the UK’s response to a recent European Clinical Trials Directive, namely the Department of Health, Central Office for Research Ethics Committee guidance, Governance Arrangements for NHS Research Ethics Committees. The revisions have been long awaited by researchers and research ethics committee members alike. They substantially reform the ethical review system in the UK. We examine the new arrangements and argue that though they go a long way toward addressing the uncertainty surrounding ethics committee function, the system favours (...) the facilitation of research over the protection of the dignity and welfare of research participants. In terms of civilian casualties directly and indirectly caused by the war, the Taiping Heavenly Kingdom Movement was the largest war in world history in the second half of the nineteenth century and had a strong East Asian Christian background. This article adopts the ‘historical contextualism’ approach of the Cambridge School in the history of political thought, and through a comparison of the relevant views of Karl Marx, Max Weber and Kang Youwei, it reveals that this intentional omission comes from (...) a specific combination of modernisation routes and modernisation political construction choices. In contemporary China, the study of Christian theory and the practice of church organisation still need to answer the question of the general public as to whether Christianity can bring about a better life, both materially and spiritually. Contribution: This article pointed out that three contemporaries, Marx, Weber and Kang, all evaluated the Taiping Heavenly Kingdom Movement as a revolution of Christianity in China from the standpoint of ‘China’s need for modernisation’, but differed in their evaluation of the position and role of the religious reform factor in the process of modernisation in China. However, they differed in their assessment of the position and role of the Reformation factor in the process of modernisation in China. The article reveals that for Protestant Christianity in contemporary China, it is still necessary to carefully handle its relationship with the government and to satisfy the people’s real needs for a modernised material and spiritual life. Meanwhile, it sheds light on the issue of ‘heterocultural adaptability’ brought about by the expansion and spread of Protestant Christianity in East Asia, as well as on the question of whether Protestantism and Confucianism in the process of modern conversion can achieve peaceful coexistence. In 2008 New Zealand's pharmaceutical management agency, PHARMAC, made its final decision on the funding of trastuzumab (Herceptin) for HER2-positive early stage breast cancer. PHARMAC declined to fund the 12-month Herceptin regimen requested by the drug's manufacturer, funding instead a 9-week treatment regimen. The decision was justified on the grounds that there was insufficient evidence of additional long-term health benefits from the longer treatment course, which, coupled with the high cost of the drug, did not make the 12-month regimen sufficiently (...) cost-effective. This paper examines the criticism of PHARMAC's decision that ultimately led to the government's decision to expand the health budget in order to fund the 12-month regimen. It defends PHARMAC's decision against the charge of unfairness, arguing that for high-cost drugs with limited proven effectiveness it is not unfair to deny funding on grounds of cost-effectiveness, since although some moral priority must be given to helping those with serious diseases like breast cancer, the capacity of such drugs to swamp health care budgets is itself a significant moral issue. This book presents three of the works of Abdu'l-Bahá, son of the founder of the Bahá'i Faith, dealing with social and political issues.00In 'The Secret of Divine Civilization' (1875) Abdu'l-Bahá supports the administrative and broader social reforms of Mirzá Hosayn Khán, but looks mainly for organic reform through the efforts of Iranian intellectuals to waken and educate the masses. In this work, Abdu'l-Bahá gives virtuous and progressive Islamic clerics a leading role among these intellectuals, indeed most of his appeals are (...) directed specifically to them. 'A Traveller's Narrative' (1889/90) is an authoritative statement of the broad lines of Bahá'i social and political thinking. 'The Art of Governance' (1892/93) was written as Iran entered a pre-revolutionary phase, and ideas that we recognise today as the precursors of political Islam were spreading. It sets out the principles underlying the ideal relationship between religion and politics and between the government and the people.00In addition to presenting the first parallel text translations of these works, the Persian texts incorporate notes on variants in the early published sources. Recently, our society has experienced lots of social structural change such as low birthrate and aging population. The most important ways that can practice filial piety, for example, supporting parents and memorial rites are increasingly difficult nowadays. As a solution associated with supporting parents, I suggest to shift policy that estimates public supporting which government supports more than private supporting that children support their parents in family. In addition, in order to complete the joint responsibility that family as well (...) as government are involved with, I suggest that institutional arrangements for the financing(for example, tax system) should be accompanied. As a solution related with memorial rites, I primarily suggest the turning perception that mutually understands ancestor worship from the point of filial piety, not the religious perspective. Furthermore, in order to succeed filial piety culture, I suggest that we need to switch the traditional ancestral rite to the more simplified and reasonable form of memorial ceremony that may be suitable to thepattern of modern life, and the sense of value of younger generation. Since the turn of the century, the number of small-scale farmers in the U.S. and farmlands they owned have declined very sharply (structural change). Although the decrease in number is generally true for both white and Black farm operators, it has been more significant for Blackfarm operators than whites. The declining trend in the number of Blackfarm operators in the country is derived from individual state experiences that resulted from a combination of various political and economic factors. Using the census (...) of agriculture data from 1900 to 1987, this paper gives a brief historical overview of Black farm operators in Maryland. The census data for the study period shows that at their peak number in 1910, there were 6,382 Blackfarmers in the state of Maryland. However, by 1987, only 371 of that number remained, representing a loss of 94 percent since 1910. According to the 1987 census data almost all Black operated farms in Maryland were not only small-scale but also in the lower sales class, less than $20,000 a year. Their household net family income is below that of non-metropolitan median household income. This concentration of Blacks in the lower economic class of farm operators in the state, for the most part, is closely related to their resource endowments, patterns of tenure, type of farm enterprises, and government farm programs and policies. On the average, Blackfarmers in Maryland have less land, capital and management skills than their white counterparts. Government policies and programs had, and continue to have, a devastating effect on Maryland Black farmers because they were tied to productive resources rather than farm income needs. Under conditions of low income, years of neglect by federal and state programs and policies, and limited resources Blackfarmers were unable to adopt capital intensive production practices and expand their farm operations. This resulted in most of them leaving agriculture, in the past and today, at a faster rate than whites. To avert or at least lessen the unfortunate situation of Black farm operators, projections and possible solutions are offered. This includes how the 1890 Land-Grant institutions because of their tradition, expertise and experience of research, teaching and outreach can take the leadership role in shaping the future direction of these farmers and their operations. In the late nineteenth and early twentieth century the name of Adam Smith was popularly associated with the sort of ‘laissez faire’ policy that is expounded with all the fervour of a religious faith. Smith, so the story ran, in his eagerness to combat the excessive mercantilist government intervention of his day, had resorted to supra-natural claims in his general onslaught against central control and planning by governments. Such intervention was ‘unnatural’ and conflicted with Deistic Design. Only through private (...) actions could mankind reach satisfying and ‘natural’ fulfillment. Action through private self-interest was twice blessed; it. blessed him who profited and his fellows who were ‘profited from’. True there was a kind of central planning that was of supreme importance; but it had a divine origin and it worked not through governments but through individual free trade. Private actions in fact were directed by an Invisible Hand which brought society into a grand and spontaneous Natural Harmony. (shrink)

This essay review discusses criticall the book the universal excemption of Slavoj Zizek. Just after finishing my two recent books: Tracing Spikes in Fear and Narcissism in Western Democracies Since 9/11 and The Challenges of Democracy in the War on Terror. While in the first work I traced back the limitations of Psychoanalysis as well as its complicities to legitimate the advance and expansion of capitalism, the latter focused on the role of torture –as a lesser evil- of contemporary (...) class='Hi'>government in their war on terror. One of my arguments sounded polemically as though not only terrorism is the organization of labor by other means but psychoanalysis organized a specific ethics, which extracting its nature from ancient Greek philosophy, ascribed to the theory of scarcity which is the touchstone of capitalism. Secondly but most important, Occident carefully developed a doctrine of security, which the part may be sacrificed at the moment the body is in danger. Let me put the medical metaphor of cancer. While the medical gaze is programmed to look and eradicate the pathology, the illness, cancer derives from an anomaly of cell growth. Once some organs are affected, the medical gaze does not hesitate in extirpating the affected organ. The same allegory can be applied to the war on terror and the serious risks of ghettoization the Muslim community daily faces. (shrink)

Recently, there have been a number of government proposals and reforms seeking to ensure that standard setting in risk regulation is carried out in a more accountable and transparent manner. These proposals were a direct and indirect response to distrust in government both in relation to risk regulation and across government more widely. The problem, however, is that few of these proposals and reforms have been grounded in an understanding of the nature of standard setting in risk (...) regulation. Such standard setting has three significant features. It is directly concerned with normative issues about risk acceptability, is carried out in circumstances of scientific uncertainty, and requires some form of expert judgment. Rather, these proposals were based on a presumption that standard setting is primarily an analytical process which is verifiable and objective. There are a number of likely consequences of the disjunction between the nature of standard setting and these developments which include problems of ossification, the submersion of normative debate, and a fundamental shift in the nature of public administration. These problems provide an excellent example of the dangers of implementing accountability mechanisms without regard to the complexities of the decision-making context. (shrink)

The greatest defender of democracy in the twentieth century could only say of it that it was a bad form of government, but better than any of the alternatives. It is thus a tribute to academic insularity that there can continue to be an academic discipline, subdiscipline, or interdiscipline devoted to "democratic theory." The major premise of "democratic theory" is that, contrary to the experience of Churchill and all other perceptive democratic statesmen, democracy can be viewed and justified without (...) reference to the circumstances in which it is found or to the available alternatives. A new economic phenomenon, in which physicians refer their patients to ancillary facilities of which they themselves are owners or substantial investors, presents a ‘laboratory’ for assessing philosophers' potential contributions to public policy issues. In this particular controversy, ‘prohibitionists’ who wish to ban all such self-referral focus on the dangers that patients and payers may receive or be billed for unnecessary or poor-quality care. ‘Laissez-fairists’, in contrast, argue that self-referral should be freely permitted, with a reliance on personal ethics and (...) internal professional monitoring to guard against abuse. Undue government regulation, they argue, infringes providers' and patients' economic freedom, and stifles the competition that can yield better quality care at lower prices. As this debate features basic values and large amounts of money, it has been marked by rancorous rhetoric, shallow argument, and muddled reasoning. The philosopher's first contribution, therefore, is to expose simplistic and fallacious arguments, whether empirical, conceptual, moral, or legal. Beyond this, the philosopher can help to identify the important values at stake and, perhaps, to identify resolutions that honor those values better than the more simplistic answers proffered previously. For abusive self-referral, as distinguished from kickbacks, the author recommends that civil remedies be favored over criminal prohibitions. She suggests that the doctrine of ‘bad faith breach of contract’ might appropriately be extended into this new area to provide a powerful means by which aggrieved patients and payers can hold physicians personally accountable for abusive self-referrals. SummaryIn his early years Herder is known to have been a follower of Rousseau. This article argues that there was indeed a substantial overlap between Herder's and Rousseau's ideas in Herder's early writings, particularly in terms of their joint critique of abstract philosophy and their understanding of the sentimental foundations of morality, as well as their commitment to the ideals of human moral independence and political freedom. Yet Herder's admiration for Rousseau's moral philosophy did not lead him to adopt Rousseau's (...) critique of sociability even in this early period, and there was in fact a deep divergence between their political views. Herder attempted to combine a Rousseauian cultural critique, ‘human’ moral philosophy and philosophy of education with ideas inspired by Thomas Abbt's theory of monarchical patriotism. In contrast to Rousseau, and following Abbt, Herder posited the existence of natural patriotic feelings and underlined their importance in guaranteeing good government and political freedom. Thus, Herder could have a relatively optimistic view of the role of ‘human philosophy’ in regenerating patriotism in a modern setting. Herder embraced Abbt's emphasis on the positive aspects of modern monarchies and ‘modern liberty’ when compared to ancient republics, highlighting the compatibility of Christianity, international commerce and religious tolerance, and the general possibility of developing one's natural inclinations in modern monarchies. The nine essays in this volume resulted from a symposium on "criminal justice and punishment" at the University of Nebraska at Omaha, in response to concerns about the workability and defensibility of any system of punishment. Among the contributors are Professors of Philosophy, Law, and Government, and the executive director of a Law Enforcement Commission. What emerges as the central focus of the book is a predominant interest in "retributivism." As J. B. Cederblom writes in the introduction, the retributive (...) or "just deserts" theory of punishment has come to dominate at the present time. The extent to which the retributivist position is promoted in opposition to an indistinct representation of utilitarianism, makes the book less challenging as a statement of the retributive position on punishment. Without a doubt, the more recent works of R. M. Hare and David Lyons, among others writing on utilitarian theory, do much to make easy claims against the theory appear facile if not naive. It is interesting that the bibliography does not refer to Hare’s work and mentions only one essay by Lyons. This is not to condemn the book, however, for it serves an important role in reawakening philosophers to the importance of a long-standing debate with a revived and healthy retributivism. But it is a warning that it is oftentimes too easy to defend a position when the opposition is not represented at the hearing. (shrink)

This paper introduces a collection of essays exploring different aspects of the relationship between medical knowledge and administration in the Habsburg Monarchy. The collection brings together a range of perspectives upon the confrontation between programmes for centralised medical bureaucracy emanating from Vienna, and their implementation in a variety of different cultural, linguistic, social and practical circumstances. Such confrontations raise issues about the nature and limits of enlightened universalism, the relationship between knowledge and government in the seventeenth and eighteenth centuries, (...) and the similarities between the processes of centralisation and the issues addressed by historians of empire. The case of Gerard van Swieten, Catholic Dutch medical practitioner appointed as the chief physician to the Habsburg Imperial family, is used to illustrate some of the main issues involved. (shrink)
