Yəni hər kəs, hər hansı bir dili öyrəndiyi zaman, qarşısında iki məqsəd dayanır; ya o dili sevir, ya da o dili öyrənmək onun üçün lazımdır. Hər bir vətəndaşın borcudur ki, əvvəlcə öz ana dilini mükəmməl şəkildə öyrənsin. Lakin elm və texnologiyanın yüksək inkişaf etdiyi bir zamanda yalnız ana dilini bilmək kifayət etmir. İnsanın hər bir sahədə inkişafı üçün bacardığı (...) qədər başqa dillərə də yiyələnməsi artıq zəruridir. Yeni dil öyrənmənin faydaları çoxdur, yaddaşın güclənməsinə, söz ehtiyatının artmasına, nitqin gözəlləşməsinə səbəb olur. Həmçinin yeni dil öyrənməklə, insanın özünə güvəni artır, ünsiyyət dairəsi genişlənir. Bununla insan yalnız yeni sözlər deyil, yeni mədəniyyətlərlə də tanış olur və nəticədə dünyagörüşü artır. Background and objectives: Summary measures of overall health inequality are independent of group membership and enable international comparisons of distribution of health. We compare inequality between and within countries over time and identify normative issues underlying such comparisons. Methods: We used a set of modeled historical life tables for 193 World Health Organization member states from the years 1990, 2000 and 2008 and calculated inequality in age at death and inequality-adjusted life expectancy. Results: Our calculations suggest that overall health inequalities (...) in age at death have been decreasing in the period 1990–2008 in most countries of the world. Only 20 countries experienced increasing distribution in age at death. Simultaneously, overall life expectancy has increased in 85 per cent of all countries. Thus, the combined measure IALE has improved globally. The same overall trend of reduced health inequality applies to all groups of countries stratified by income level. Conclusion: Overall health inequalities, in addition to average health outcomes, could be reported regularly to monitor the health status of populations and the performance of health systems. We find, on normative grounds, the combined measure IALE to be preferable to measuring trends in inequality only. Likewise, we find the Absolute GiniH to be preferable to Relative GiniH. (shrink)

The article is dedicated to the study of Ali Bey Huseynzadeh's contribution to the realization of national self-awareness and political awakening in Azerbaijan. During his lifetime, The prominent reformist thinker, who struggled to ensure the sustainability of the people's development, tried to determine the superiority of the West in science and technology, and the reasons for the East's lag behind in this development. For this purpose, the article examines its activities in 3 directions: The first part of the article is (...) devoted to the application of Western science to the East in the way of modernization. It mainly reflects the principles he proposed to build a strong society, based on his works. The second part analyzes two factors, such as conservatism and imitation, which thinker considers as a threat to the formation of a strong society. These two sides are assessed as the greatest threat to the development of the people. The third part of the article touches on the attitude to ideological views in the struggle for free governance. In conclusion, once again emphasizes the services of Ali bey Huseynzade in the process of national self-awareness. (shrink)

Aucun argument ne permet de décider si l'espace est euclidien ou non euclidien. Les expériences permettent seulement à l'observateur d'affirmer que l'espace est pratiquement euclidien en son voisinage.

Background In the context of limited health care budgets in countries where Neglected Tropical Diseases are endemic, scaling up disease control interventions entails the setting of priorities. However, solutions based solely on cost-effectiveness analyses may lead to biased and insufficiently justified priorities. Objectives The objectives of this paper are to 1) demonstrate how a range of equity concerns can be used to identify feasible priority setting criteria, 2) show how these criteria can be fed into a multi-criteria decision-making matrix, and (...) 3) discuss the conditions under which this decision-making procedure should be carried out in a real-world decision-making context. Methods This paper draws on elements from theories of decision analysis and ethical theories of fair resource allocation. We explore six typical NTD interventions by employing a modified multi-criteria decision analysis model with predefined criteria, drawn from a priority setting guide under development by the WHO. To identify relevant evidence for the six chosen interventions, we searched the PubMed and Cochrane databases. Discussion Our in vitro multi-criteria decision analysis suggested that case management for visceral leishmaniasis should be given a higher priority than mass campaigns to prevent soil-transmitted helminthic infections. This seems to contradict current health care priorities and recommendations in the literature. We also consider procedural conditions that should be met in a contextualised decision-making process and we stress the limitations of this study exercise. Conclusion By exploring how several criteria relevant to the multi-facetted characteristics of NTDs can be taken into account simultaneously, we are able to suggest how improved priority settings among NTDs can be realised. In "De l’Allemagne", Mme de Staël develops a sophisticated philosophical psychology that centers not on reason, but imagination. She does this by bringing French Enlightenment philosophy, particularly Rousseau and Diderot, into dialogue with German thinkers, including Kant and Herder. For Mme de Staël, imagination transcends the epistemic limits of sensibility and reason by incorporating sentiment.

This paper compares the occurrence and use of virtue language among physicists, chemists, and historians in late nineteenth-century Germany, with a special focus on obituaries written for the Göttingen professors Wilhelm Weber, Friedrich Wöhler, and Georg Waitz. Although virtue language was far more prevalent in Waitz’s necrologies than in those commemorating Wöhler and Weber, historians, chemists, and physicists resembled each other in that they invoked epistemic virtues if and only if they felt that defining features of what it (...) took to be a scholar were at stake. For all of them, epistemic virtues were shorthand for scholarly personae that they invoked at moments when they perceived those personae as being under pressure. More concretely, categories of virtue and vice served as means for taking sides in debates about such fundamental issues as the proper relation between academy and industry or the relative importance of source criticism in relation to writing – aspects of scientific work that made different demands on scientists in terms of the virtues or dispositions they required. SUMMARYHistorians of historiography have recently adopted the language of ‘epistemic virtues’ to refer to character traits believed to be conducive to good historical scholarship. While ‘epistemic virtues’ is a modern philosophical concept, virtues such as ‘objectivity’, ‘meticulousness’ and ‘carefulness’ historically also served as actors' categories. Especially in the late nineteenth and early twentieth centuries, historians frequently used virtue language to describe what it took to be a ‘good’, ‘reliable’ or ‘professional’ scholar. Based on three European case studies—the German historian Georg (...) Waitz, his French pupil Gabriel Monod and the Belgian historian Henri Pirenne —this article argues that such virtues cannot neatly be classified as ‘epistemic’ ones. For what is characteristic about virtue language in historical scholarship around 1900 is an overlap or entanglement of epistemic, moral and political connotations. The virtues embodied by, or attributed to, Waitz, Monod and Pirenne were almost invariably aimed at epistemic, moral and political goods at once, though not always to the same degrees. Consequently, if ‘epistemic virtues’ is going to be a helpful category, it must not be interpreted in a strong sense, but in a weak one. (shrink)

This book sheds light on the unique aspects of ‘communal liberalism’ in Mme de Staël’s writings and considers her contribution to nineteenth-century French liberal political thought. Focusing notably on the ‘Considérations sur les principaux événements de la Révolution française’, it examines the originality of Stael’s liberal philosophy. Rather than contrasting liberalism with either multiculturalism or republicanism, the book argues that Staël’s communal liberalism challenges the conventions of nineteenth-century political thought, notably through her assertion of the need to institutionalize an organic (...) intermediary connecting the two spheres, an idea later advanced by thinkers such as Jürgen Habermas. Offering a critical reappraisal of Staël’s multifaceted work, this book assesses the political impact of her work, arguing that the political influence of the ‘Considérations’ permeates the liberal historiography of the French Revolution up to the present day. XX əsrin Sovet fəlsəfə tarixçisi olan Şeydabəy Məmmədovun (1912-1984) Mirzə Fətəli Axundzadənin ictimai-fəlsəfi görüşlərinin təhlili ilə bağlı tədqiqatları da, bu mənada, ideoloji xarakteri ilə seçilməkdədirlər. Ş.Məmmədov tədqiq etdiyi Axundzadəni görmək istədiyi kimi göstərməyə çalışır. Onun tədqiqatları Axundzadənin irsini araşdırmaqdan daha çox, böyük maarifçini müasirləşdirmək və Sovetlər dönəminin (...) ideoloji formatında təqdim etməyə yönəlmişdir. Ş.Məmmədovun ideoloji örtüklü tədqiqatları təbii ki, Axundzadənin ictimai-fəlsəfi görüşlərinin analizində şişitmələr və təhrifləri də qaçılmaz edir. Onun bütün tədqiqatlarında Axundzadə, Sovetlər dönəminin ruhuna uyğun mübariz materialist və qatı ateist kimi təqdim olunur. Ş.Məmmədov Axundzadənin maarifçiliyini fransız maarifçiliyi ilə əlaqələndirsə də, konkret səbəbləri açıqlamır. O, fransız maarifçilərinin Axundzadənin materialist və ateist kimi formalaşmasında rollarını qeyd etmək ilə kifayətlənir. O, həm də, maarifçilik dövrünün sonrakı inkişaf prosesi və XX əsrdəki tənqidləri haqqında da danışmır. Sovetlər dönəmində Azərbaycan mədəniyyətinin nümayəndələri haqqında aparılmış belə tədqiqatlar müasir dövrdə aktuallıq kəsb edir. Bu mənada, fəlsəfi irsimizin ayrılmaz tərkib hissəsi olan Sovetlər dövrü tədqiqatlarının konstruktiv tənqidi vacibdir. Məqalədə Ş.Məmmədovun Axundzadə haqqında əsərlərinin tədqiqində də, bu metoda müraciət edilmişdir. This paper sets out her personal and family history before locating her action in the collective context of women’s engagement in public affairs. Debatbog der spørger om vi bør dømme fortidens ugerninger, udradere historiens mindesmærker og sige undskyld på vegne af forlængst døde landsmænd? Til læsere der ønsker en større saglig forståelsesramme til de etiske argumenter. "Denne lille bog stiller spørgsmål til og diskuterer, hvorvidt vi kan dømme vores historie, og hvordan vi bør reagere på den. Særligt behandler bogen tre spørgsmål. For det første om man kan foretage etiske vurderinger af historiske personer og handlinger. For det andet om det kan være berettiget (...) at fjerne bestemte historiske monumenter fra gadebilledet. For det tredje om stater bør give undskyldninger for tidligere tiders ugerninger. Der er derfor tale om aktuelle spørgsmål, som alle tiltrækker sig særdeles stor opmærksomhed. Der er ingen tvivl om, at de tre spørgsmål, der er i fokus, er yderst kontroversielle og genstand for voldsom debat. Formålet med bogen er dog ikke polemisk. Snarere sigter bogen mod at kvalificere argumenter til en opbyggelig diskussion, hvor Jesper Ryberg guider læseren rundt i argumenternes styrker og svagheder. Bogen er skrevet af Jesper Ryberg, professor i etik og retsfilosofi ved Afdelingen for Filosofi og Videnskabsteori, Roskilde Universitet.
