Externalism about mental content is now widely accepted. It is therefore surprising that there is no established definition of externalism. I believe that this is a symptom of an unrecognized fact: that the labels 'mental content externalism' -- and its complement 'mental content internalism' -- are profoundly ambiguous. Under each of these labels falls a hodgepodge of sometimes conflicting claims about the organism's contribution to thought contents, the nature of the self, relations between the individual and her (...) community, and the epistemic availability of thoughts. This situation stems from the fact that contributors to debates about externalism differ in how they understand 'internal property'; these differences reveal (or, perhaps, generate) disparate conceptions of what is at issue in these debates. I argue that this situation is irremediable. There is no way to understand 'internal property' that will conform with prevailing beliefs about the nature of internalism and externalism, and with the usual taxonomy of leading positions. This ambiguity carries a heavy price: participants in these debates often argue at cross-purposes, disagreeing even on the nature of the evidence that could settle the question of externalism. Progress on the broad range of issues associated with these debates requires that we abandon the categories 'internalism' and 'externalism'. I close by suggesting a promising avenue for future research related to these issues. (shrink)

In evolutionary theory, Explanatory Externalism—one of the pillars of the Modern Evolutionary Synthesis—holds that natural selection is the sole adaptive force driving evolution. This paper highlights several challenges to Explanatory Externalism, primarily advanced by developmental biology and its various subfields and theories. Based on this debate, I examine the implications for one of the most established accounts of biological function: the selected-effect theory. While externalist readings of selected-effect theory are common, I argue a conditional claim: if and when (...) SE is interpreted within an externalist framework, two central desiderata remain unresolved—the explanatory and the discriminatory desiderata. Internalist explanations are indispensable in evolutionary biology for two reasons. First, in connection with the explanatory desideratum, internalist explanations are necessary to account for the existence of traits—not only at their origin but also in their transgenerational persistence. Second, concerning the discriminatory desideratum, an internalist framework shows that traits may exist in nature without being either selected or accidental, arising instead from structural properties and constraints that render them necessary conditions for the organism’s existence. Due to the limits of an externalist SE, I propose a possible alternative in which selected functions are reconceptualized from an internalist perspective. Although this framework remains underdeveloped, key ideas can be outlined through the Agential Paradigm in biology. In this view, an organism’s capacity to regulate its environmental interactions generates specific trait functions, which in turn determine selection conditions across generations. Rather than treating selection as an external force imposing order on randomness, trait function itself drives selection—no selection without function. Selected functions are thus linked to the adaptive origins of traits and their persistence across phylogeny. From this agential perspective, developmental processes generate specific functions, which in turn cause the selection of traits. This article, consequently, offers an appraisal of selected-effect functions grounded in a reconceptualization of selection within the Agential Paradigm. (shrink)

According to the usual understanding, the boundary between the internal and the external is the skull or the skin of the subject. Our aim is to provide a topography of the relevant philosophical terrain with regard to the possible ways in which knowledge can be conceived of as extended. We begin by charting the different types of internalist and externalist proposals within epistemology, and we critically examine the different formulations of the epistemic internalism/externalism debate they lead to. Next, we turn to the internalism/externalism distinction within philosophy of mind and cognitive science. In light of the above dividing lines, we then (...) examine first the extent to which content externalism is compatible with epistemic externalism; second, whether active externalism entails epistemic externalism; and third whether there are varieties of epistemic externalism that are better suited to accommodate active externalism. Finally, we examine whether the combination of epistemic and cognitive externalism is necessary for epistemology and we comment on the potential ramifications of this move for social epistemology and philosophy of science. In his 1975 paper “The Meaning of ‘Meaning’”, Hilary Putnam famously argued for semantic externalism. Little attention has been paid, however, to the fact that already in 1973, Putnam had presented the idea of the linguistic division of labor and the Twin Earth thought experiment in his comment on Wilfrid Sellars’s “Meaning as Functional Classification” at a conference, and Sellars had replied to Putnam from a broadly inferentialist perspective. The first half of this paper aims to trace the development (...) of Putnam’s semantic externalism, situate his debate with Sellars in it, and reconstruct the two arguments he presented against Sellars. The second half of this paper aims to reconstruct how Sellars replied to Putnam. I argue that Sellars not only accepts the social character of language but also suggests how inferentialists can accommodate the contribution of the world. Sellars’s key idea is that substance terms have a “promissory note aspect” which is to be cashed out in a successor conceptual framework. I reconstruct Sellars’s position as ideal successor externalism, and compare it with temporal externalism. (shrink)

According to a variety of recent ‘enactivist’ proposals, the material basis of conscious experience might extend beyond the boundaries of the brain and nervous system and into the environment. Clark (2009) surveys several such arguments and finds them wanting. Here I respond on behalf of the enactivist. Clarifying the commitments of enactivism at the personal and subpersonal levels and considering how those levels relate lets us see where Clark’s analysis of enactivism goes wrong. Clark understands the enactivists as attempting to (...) provide hypotheses about the subpersonal mechanisms underlying experience according to which those mechanisms contingently include portions of the environment. But understanding enactivism instead as involving a relational conception of experience at the personal level, with apparent implications for the location of the subpersonal mechanisms of experience, allows us to make better sense of the enactivist arguments, and make the case for conscious externalism. This book charges that just about every philosophical theory of mind or language developed over the past 50 years in the West is systematically inaccurate. Systemic oppression has influenced the processes that theories of mind or language purport to identify; however, that same systemic oppression has also made it so that most middle-to-upper class White men (including most philosophers of mind or language) are ignorant of systemic oppression. Consequently, most theories of mind or language are systematically inaccurate because they fail (...) to account for the influences of systemic oppression. Philosopher Jeff Engelhardt argues for the de-idealization of two influential theories in the philosophy of mind and language--social externalism and objective type externalism--and considers some consequences of the de-idealization project. -/- Following the work of Charles Mills, Engelhardt argues that ideal theories adopt oppression-obscuring assumptions while nonideal theories avoid them (or at least try to). Ideal theories assume that language users are basically equal, and that social institutions and structures are basically just, but scholarship on Western social relations, institutions, and structures shows that in fact each of these is systematically influenced by oppression. Consequently, ideal theories tend to be systematically inaccurate. Moreover, since oppression systematically produces ignorance of systemic oppression, such systematically inaccurate theories are likely the norm rather than the exception. -/- Engelhardt shows that once we've shown that oppression systematically influences the processes that determine linguistic meanings (according to content externalism), then we have reason to expand our notion of hermeneutical injustice, we have evidence that hermeneutical injustice occurs systematically, and we have grounds for expanding discussions of conceptual engineering to include questions about engineering the processes that determine concepts, not just concepts themselves. One of the chief aims of Donald Davidson's later work was to show that participation in a certain causal nexus involving two creatures and a shared environment–Davidson calls this nexus “triangulation”–is a metaphysically necessary condition for the acquisition of thought. This doctrine, I suggest, is aptly regarded as a form of what I call transcendental externalism. I extract two arguments for the transcendental-externalist doctrine from Davidson's writings, and argue that neither succeeds. A central interpretive claim is that the arguments (...) are primarily funded by a particular conception of the nature of non-human animal life. This conception turns out to be insupportable. The failure of Davidson's arguments presses the question of whether we could ever hope to arrive at far-reaching claims about the conditions for thought if we deny, as does Davidson, the legitimacy of the naturalistic project in the philosophy of mind. The most popular and influential strategies used against semantic externalism and the causal theory of reference are critically examined. It is argued that upon closer scrutiny, none of them emerges as truly convincing.

The paper presents an extended argument for the claim that mental content impacts the computational individuation of a cognitive system (section 2). The argument starts with the observation that a cognitive system may simultaneously implement a variety of different syntactic structures, but that the computational identity of a cognitive system is given by only one of these implemented syntactic structures. It is then asked what are the features that determine which of implemented syntactic structures is the computational structure of the (...) system, and it is contended that these features are certain aspects of mental content. The argument helps (section 3) to reassess the thesis known as computational externalism, namely, the thesis that computational theories of cognition make essential reference to features in the individual's environment. It is suggested that the familiar arguments for computational externalism—which rest on thought experiments and on exegesis of Marr's theories of vision—are unconvincing, but that they can be improved. A reconstruction of the visex/audex thought experiment is offered in section 3.1. An outline of a novel interpretation of Marr's theories of vision is presented in section 3.2. The corrected arguments support the claim that computational theories of cognition are intentional. Computational externalism is still pending, however, upon the thesis that psychological content is extrinsic. (shrink)

Internalism and Externalism in Speech Act TheoryInternalism (Frege; Searle) and externalism (Putnam 1975; Burge 1979) are related doctrines in the philosophy of language and mind, mostly centered on the role of reference in the individuation of propositions. This debate has recently been extended in speech act theory from content to force. But here the landscape becomes more complicated. It has been recently argued that speech act theory got off the track after Austin by internalizing Austin's "felicity" conditions. Recent virtue theorists in psychology implicitly assume the truth of motivational internalism, and this assumption restricts the force and scope of the message that they venture to offer as scientists. I aim to contrive a way out of their impasse by arguing for a version of Aristotelian motivational externalism and suggesting why these psychologists should adopt it. There is a more general problem, however. Although motivational externalism has strong intuitive appeal, at least for moral realists and ‘Humeans’ about (...) motivation, it continues to be threatened by Smith’s fetishisation argument and burdened by the inability of its familiar counter-examples to internalism (of the immoral, wicked, listless and amoral persons) to bear full scrutiny. I argue that Aristotle’s example of the continent person (as distinct from the fully virtuous) offers a more persuasive counter-example to internalism. The moral judgements of continent persons do not motivate them intrinsically, yet the continent cannot be counted as practically irrational with regard to morality. If Aristotelian motivational externalism holds true, psychologists can offer full-fledged theories of virtue without the danger of turning the science of psychology into a prescriptive moralism. In this paper I challenge recent externalist interpretations of Ockham’s theory of intuitive cognition. I begin by distinguishing two distinct theses that defenders of the externalist interpretation typically attribute to Ockham: a ‘direct reference thesis’, according to which intuitive cognitions are states that lack all internal, descriptive content; and a ‘causal thesis’, according to which intuitive states are wholly determined by causal connections they bear to singular objects. I then argue that neither can be plausibly credited to Ockham. In particular, (...) I claim that the causal thesis doesn’t square with Ockham’s account of supernaturally produced intuition and that the direct reference thesis sits uneasily with Ockham’s characterization of the intentional structure of intuitive states. Humean externalism is the view that moral motivation must be explained in terms of desires that are “external” to an agent’s motivationally-inert moral judgments. A standard argument in favor of Humean externalism appeals to the possibility of amoral or morally cynical agents—agents for whom moral considerations gain no motivational traction. The possibility of such agents seems to provide evidence for both the claim that moral judgments are themselves motivationally inert, and the claim that moral motivation has its source (...) in desires external to those judgments. This essay makes the case that, rather than providing a compelling argument in favor of Humean externalism, the argument from amoralism can be recast to set up an important challenge to this view. On one hand, it appears that the central methodological considerations and types of evidence that undergird the externalist argument from amoralism are in tension with a central Humean commitment: namely, that desires can be sources of motivation. While it is possible for Humeans to escape this horn of the dilemma, the most plausible strategies for doing so can be co-opted by internalists to resist the argument’s externalist conclusion. According to the ‘Evidential Internalists’, one’s evidence supervenes on one’s non-factive mental states. ‘Evidential Externalists’ deny that, and allow for external factors to determine what evidence one has. After clarifying what Evidential Internalism and Evidential Externalism entail, and what they are silent on, this chapter provides an opinionated overview of the main arguments and motivations behind Evidential Internalism and Evidential Externalism. It concludes that Evidential Externalism is a more promising view.

Content-externalism is the view that a subject’s relations to a context can play a role in individuating the content of her mental states. According to social content-externalists, relations to a socio-linguistic context can play a fundamental individuating role. Åsa Wikforss has suggested that ‘social externalism depends on the assumption that individuals have an incomplete grasp of their own concepts’ (Wikforss 2004, p. 287). In this paper, I show that this isn’t so. I develop and defend an argument for (...) social content-externalism which does not depend on this assumption. The argument is animated by strands of thought in the later work of Wittgenstein. In addition to demonstrating that social externalists are not necessarily committed to thinking that a subject can have thoughts involving concepts which she incompletely understands, this argument is important insofar as it: (1) supports a form of content-externalism with extended scope; (2) avoids the controversy surrounding the claim that subjects can think with concepts which they incompletely understand; and (3) situates Wittgenstein’s later work with respect to contemporary debates about content-externalism. This chapter understands internalism and externalism as supervenience theses, or rejections thereof. It focuses on different arguments for various kinds of externalist theses, rather than on arguments for internalism. It also reviews the central thought experiments often considered as giving strong support to externalist theses, paying close attention to how internal duplicates figure in the experiments. The chapter looks at methodological and meta‐philosophical aspects of the internalism/externalism debate, and discusses what makes a particular kind of semantic externalist claim (...) true, when it is true. It outlines the central arguments for externalism by Saul Kripke, Hilary Putnam, and Tyler Burge. The chapter focuses on the consequences that a meta‐internalist view would have on the methodological questions raised, and suggests that a certain kind of meta‐internalist view can make good sense of the use of thought experiments in arguing for and against externalism about extension. Content externalism about memory says that the individuation of memory contents depends on relations the subject bears to his past environment. I defend externalism about memory by arguing that neither philosophical nor psychological considerations stand in the way of accepting the context dependency of memory that follows from externalism.

Boghossian has argued that Putnam's externalism is incompatible with privileged access, i.e., the claim that a subject can have nonempirical knowledge of her thought contents ('What the externalist can know a priori', PAS 1997). Boghossian's argument assumes that Oscar can know a priori that (1) 'water' aims to name a natural kind; and (2) 'water' expresses an atomic concept. However, I show that if Burge's externalism is correct, then these assumptions may well be false. This leaves Boghossian with (...) two options: (a) (heroically) to show that Burge's externalism is false; or (b) to reformulate the argument such that it does not require the two assumptions in question. I review a widely accepted argument to the conclusion that the contents of our beliefs, desires and other mental states cannot be causally efficacious in a classical computational model of the mind. I reply that this argument rests essentially on an assumption about the nature of neural structure that we have no good scientific reason to accept. I conclude that computationalism is compatible with wide semantic causal efficacy, and suggest how the computational model might be modified to accommodate this possibility.

This chapter first surveys general issues in the epistemic internalism / externalism debate: what is the distinction, what motivates it, and what arguments can be given on both sides. -/- The second part of the chapter will examine the internalism / externalism debate as regards to the specific case of the epistemology of memory belief.

Dynamic externalism offers a promising framework for explaining meaning change. However, despite references to it in foundational works and Cappelen’s incorporation of it into conceptual engineering, its theoretical foundations remain largely unexplored. This paper clarifies the relationship between Cappelen's externalist conceptual engineering and dynamic externalism, distinguishing their operational and meta-level structures. Through a critical analysis of Woodfield and Burge, this paper develops an expert-centric approach to dynamic externalism that integrates the core principles of future externalism while (...) proposing a modified version with an inverted direction of fit. The approach employs this expert-centric framework to provide explanatory resources for semantic change in specialized domains. The resulting account emphasizes the interplay between synchronic and diachronic relations, identifies mechanisms driving semantic evolution, and offers a systematic framework for understanding how technical terminology develops within expert communities. Paleolinguistics (or linguistic paleontology) is a scientific discipline that combines the methodology of historical linguistics with archaeological insights. Specifically, paleolinguists aim to reconstruct the linguistic expression of a particular archeological culture. In this paper I deal with the methodology of paleolinguistics since this has recently come under the scrutiny of philosophersfor instance, Mallory (2020) has argued that tools of the philosophy of language can be employed for charting the space of legitimate use of paleolinguistics, most notably the position of semantic (...) internalism. Specifically, in his view, linguistic reconstructions of the Proto-Indo-European lexicon express Sinn or sense, whereas the proto-lexicon is best understood as a model of conceptual capabilities of a particular historical community. I want to show that one can consider semantic externalism as a more fruitful alternative. In other words, I propose to see the proto lexicon as a model that shows a feedback loop between speakers’ conceptual capabilities and scaffolding of these capabilities through speakers’ interaction with the environment. I show that the process of scaffolding can be mediated by cognitive fossils which, in turn, forges a tighter methodological link between paleolinguistics, archaeology, and the study of human cognition. If internalism in ethics is correct, then moral beliefs necessarily motivate. Externalism rejects this thesis, holding that the relationship between beliefs and motives is only contingent. The position I develop is that both views are false. By defining a logical relationship between moral beliefs and motives that is weaker than logical necessitation, it is possible to maintain (contrary to internalism) that beliefs may occur without motives, but (contrary to externalism) that they cannot always do so. The logical point (...) is explicated through a psychological interpretation of moral emotions that gives their constituent beliefs an inherent link to action, together with a semantic characterization of moral concepts that ties their competent use to familiarity with these emotions. Several authors have argued that, assuming we have apriori knowledge of our own thought-contents, semantic externalism implies that we can know apriori contingent facts about the empirical world. After presenting the argument, I shall respond by resisting the premise that an externalist can know apriori: If s/he has the concept water, then water exists. In particular, Boghossian's Dry Earth example suggests that such thought-experiments do not provide such apriori knowledge. Boghossian himself rejects the Dry Earth experiment, however, since it (...) would imply that externalism is true of empty concepts as well as non-empty concepts. Yet in this paper I respond by defending empty-concept externalism, from criticisms suggested by Boghossian and Brown, and recently developed further by Besson. My contention is that an externalist can give a non-ad hoc descriptivist account of empty concepts. Accordingly, apriori self-knowledge does not enable an externalist to know contingent features of the external world. (shrink)

Åsa Maria Wikforss has proposed a response to Burge's thought-experiments in favour of social externalism, one which allows the individualist to maintain that narrow content is truth-conditional without being idiosyncratic. The narrow aim of this paper is to show that Wikforss' argument against social externalism fails, and hence that the individualist position she endorses is inadequate. The more general aim is to attain clarity on the social externalist thesis. Social externalism need not rest, as is typically thought, (...) on the possibility of incomplete linguistic understanding or conceptual error. I outline Brandom’s theory of de re and de dicto belief ascriptions, which plays a central role in Brandom’s overall theory of linguistic communication, and show that this theory offers a surprising, new response to Burge’s (Midwest Stud 6:73–121, 1979) argument for social externalism. However, while this response is in principle available from the perspective of Brandom’s theory of belief ascription in abstraction from his wider theoretical enterprise, it ceases to be available from this perspective in the wider context (...) of his inferential role semantics and his doctrines of scorekeeping and of the expressive role of belief ascriptions in discourse. In this wider context, Brandom’s theory of belief ascriptions implies that Burge’s argument trivially fails to have the disquieting implications for psychological explanations that it is widely taken to have. Yet since this is not trivially so, Brandom’s theory apparently provides a false picture of our practice of interpreting belief ascriptions. I then argue that Brandom might as well accept the alternative picture of interpreting belief ascriptions that Burge’s argument presupposes: even in the context of his overall project, Brandom’s take on our practice of interpreting them does not afford belief ascriptions with the discursive significance Brandom claims they have. I will present a comparative analysis between Thomas Kuhn's The Copernican Revolution published in 1957 and The Structure of Scientific Revolutions published in 1962, ir order to identify divergences in the views contained in each work. I shall set forth a comparative analysis of the historiographical assumptions employed by Kuhn in each of his books. I will explore some proposals which have pointed out several discontinuities between both books, as I introduce some tools to widen this interpretative trend. I will (...) argue that although Kuhn’s work in 1957 contains some concerns and problems which anticipate his later stances, these anticipations coexist with historiographical formulations and premises which are incompatible with the core of SSR. Therefore, I will assert that Kuhn adopts different historiographical frameworks in CR and in SSR. Finally, I will conclude that these differences are expressions of Kuhn's adoption of a more externalist view in the former, and a more internalist frame in the latter. (shrink)

People display recognizably characteristic behavioral patterns across time and situations, with a given degree of regularity. These patterns may justify the attribution of personality traits. It is arguably the commonsense view that the proper explanation of these behavioral regularities is given by intrinsic properties of the agent’s psychology. In this paper, I argue for an externalistic view of the causal basis of personality-characteristic behaviors. According to the externalistic view, the relevant behavioral regularities are better understood as the result of a (...) systematic interaction between features internal to the agent and environmental-situational factors. Moreover, if the premise is granted that people are typically able to exercise a certain degree of control over the environmental-situational conditions they find themselves in, the resulting picture is of active sort of externalism, as people may at times engage in selection and manipulation of environmental-situational conditions as a way of managing their own behavioral tendencies.
