1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

This research article is a collaborative set of reflections and provocations stemming from the National Science Foundation (NSF) funded workshop on STS as a Critical Pedagogy, hosted online during the summer of 2021 by Shannon N. Conley and Emily York at James Madison University. The workshop occurred over four separate sessions, bringing together forty participants (including six undergraduate students who contributed as both facilitators and research assistants). Participants self-organized into panels, leading the workshop collective to engage a host of questions, (...) challenges, methods, and practices related to STS and critical pedagogy. Questions included the following. What characterizes critical STS pedagogies? How are critical STS pedagogies enabled and constrained by our institutional and disciplinary locations? What makes STS pedagogies travel? How might we imagine STS pedagogies otherwise? How do our pedagogies shape our research and engagement in the world? The standard model of cosmology is acclaimed in physics as accurate, robust, well-tested, our best scientific theory of the cosmos, but it has had serious anomalies for a while, including the Hubble tension, anomalous galaxies, and the completely unexplained nature of dark energy and dark matter. And lurking behind it all is the lack of a unified theory: General Relativity (GR) and quantum mechanics (QM) are inconsistent. Now startling new observations by the James Webb Space Telescope (JWST) in 2022 (...) of the early universe present the strongest challenge yet to the standard model, and whispers have started that this shows there is something wrong with the fundamental theory, General Relativity itself. This would be a crisis for cosmology. But haven’t they tested this theory already, and shown it is correct? How could it turn out wrong at this late stage? Here we compare the standard cosmology with an alternative fundamental theory, that has a strikingly different overall cosmological behavior: a simple cyclic expansion function. It is simple and deterministic. There are only two or three general parameters. The interesting result is that this alternative cosmology: (A) closely matches the expansion observed and modelled through the CDM standard model, now going back to red-shifts of 5-15; and (B) it also predicts unexpected early galaxy formation now being reported by the JWST. The point here is not to try to prove this alternative theory however, but rather show how it compares to the conventional cosmology. This show us clearly how weak the empirical evidence for the standard model really is against a counterfactual fundamental theory. Some results established in science are robust against theory change, but we find the standard cosmological model and the implications drawn from it are not robust at all. (shrink)

Today no one can read what the Webbs wrote in the '30s or what Sartre wrote in the early ‘50s without laughing, though we should recall the seriousness of the crimes they managed to represent — and, for the relevant audience, successfully. We have come a long way from all that, or so it seems. Actually, left-wing writing these days on the whole is (...) still apologetic — even if in indirect forms. McKennaThe Self Between: From Freud to the New Social Psychology of France, by Eugene Webb; ix & 268 pp. Seattle: University of Washington Press, 1993, $35.00.That psychology and sociology are one science is the fundamental premise guiding Eugene Webb’s The Self Between, which he defines early on as “a self constituted dynamically and (...) continuously by the relationships it finds itself involved i n.” The “new social psychology of France” designated by his subtitle is mostly the one inspired by René Girard’s mimetic model of human behavior, to which four of Webb’s seven chapters are specifically devoted.Girard’s idea, which he learned from our literary masterpieces, is that human desire is mimetic, that it imitates other desires in its choice of objects and in pursuit of their possession. As desires converge on a single object, the locus of conflict will be between subjects rather within their individual psyches, a consequence that motivates Girard’s ongoing critique of Freudian psychoanalysis.But Freud’s theories are everywhere disputed in this book, which reports reliably on the devastating critiques advanced by François Roustang, Marie Balmary, and Mikkel Borch-Jacobsen. Roustang has convincingly (and entertainingly) uncovered Freud’s blindness to the pathologies of transference and discipleship investing the foundation of psychoanalysis. A pattern of rivalry for recognition and preeminence guides Freud’s career in a way that is reenacted around Lacan. Balmary, somewhat a Lacanian her self, has turned psychoanalytic theory against Freud to explore his own family secrets, while severely questioning the master’s bid for a universal theory pursued via self-analysis amidst a period of emotional upheaval. And Borch-Jacobsen has shown how th e dynamics of hypnosis that Freud rejected early on were brought back as transference, while arguing for his own part that mimetic identification with the other, rather than any primordial drives, is what brings the subject into being. These informat ive chapters help bring us up to date on significant debates that have developed since Lacan drew the French intellectual world, and so many Americans after it, into the orbit of psychoanalysis.But by far the bulk of Webb’s attention goes to Girard’s work and to that of [End Page 191] scholars and practitioners who have sought to extend it further in the social sciences. Principle among them is Jean-Michel Oughourlian, whose Puppet of Desire (translated by Webb in 1991) demonstrates how the mimetic model plays out in psychotherapy, notably in the workings of hypnotism and somnambulism, in cases of demonic possession, and in obsessional neurosis. In each case, the subject is unwitt ingly captive of another’s desire in a way that produces behavioral anomalies and disorders that are nonetheless available to lucid, jargon-free diagnosis. What is appealing here is the deployment of a rational explanation for irrational behavior, once we grasp the paradoxical rationale of desire; equally appealing prospects of actual healing are outlined here and at the end of the book, where possibilities of freedom and responsibility are resurrected from a technical vocabulary that smothers them.Girard’s idea of the self as relation, as interdividuality, rather than as a discreet unit, has social and political dimensions to which we only find tantalizing allusions in his works. They have been pursued with acumen by such writers as André Orléan, Paul Dumouchel and especially Jean-Pierre Dupuy, who figures importantly among those aligning systems theory with theories of social and economic organization. Like Borch-Jacobsen and Roustang, Dupuy restores due attention to concep tions of crowd behavior outlined at the end of the last century by Tarde and Le Bon, whose best insights Freud studiously discarded.This is richly interdisciplinary work, strongly suggesting that we variously redraw and erase lines defining academic fields. The Politics of Method in the Human Sciences provides a remarkable comparative assessment of the variations of positivism and alternative epistemologies in the contemporary human sciences. Often declared obsolete, positivism is alive and well in a number of the fields; in others, its influence is significantly diminished. The essays in this collection investigate its mutations in form and degree across the social science disciplines. Looking at methodological assumptions field by field, individual essays address anthropology, area studies, economics, history, the philosophy (...) of science, political science and political theory, and sociology. Essayists trace disciplinary developments through the long twentieth century, focusing on the decades since World War II. Contributors explore and contrast some of the major alternatives to positivist epistemologies, including Marxism, psychoanalysis, poststructuralism, narrative theory, and actor-network theory. Most of what has been written on the ECSC/ EEC/ EC/ EU, has not been done by international relations (IR) theorists, but by comparativists, sociologists, historians, anthropologists, legal scholars, and many others. These writings are in general classified as intergovernmentalist, federalist, and supranationalist (functionalist and neo- functionalist) in most accounts of the theoretical perspectives on the EU (Webb 1983, Rosamond 2000). Wiener and Diez 2004 add a rational choice institutional category, as well, as they think that the policy analysis (...) within the polity developed into an autonomous brand of literature. It is only Andrew Hurrell in his chapter in Fawcett and Hurrell 1995, who makes an attempt to present the EU, as a regional integration, from the point of view of diverse IR approaches. Drawing on his classification scheme, I conduct an inquiry of the IR theories about European unification from the point of view of whether they allow for the iteration of the European experience in other parts of the world or not. The basic conclusion is that almost all IR work on Europe falls in the inter- governmentalist category, which tends to conceptualize the European Union as representing an n of 1. (Inter- governmentalism is the choice of realism and neo-realism, English School, and neoliberal institutionalism.) Within the liberal IR paradigm, there is a tension between law-focused and security-focused approaches, on the one hand, and economic approaches, on the other. The first believe in the possibility of multiple integrations, while the latter does not think that they are desirable. Critical theories are also hindered by divergent normative commitments, though the class-based theorizing is very clear about pursuing the social control of markets. (shrink)

For those to whom John Bowring's name means anything, the most likely association with it is the complex and question-begging term ‘Benthamite’. Contemporaries certainly used the term, particularly when they wanted to suggest that his actions were narrowly ideological or theoretical. But to some of Bowring's contemporaries another association served hostile intent almost as well: his Unitarianism.

No thinker in the modern world has laid the way for the development of philosophy so influentially as Immanuel Kant, and it is hard to think of the philosophy of education without some sense of Kant in the background. Yet simplified exegeses and synoptic accounts abound, making for a' picture that readily succumbs to caricature. Interpreting Kant for Education exposes the errors in this picture. Through a spiralling series of arguments, Sheila Webb dismantles the sclerotic dualisms of fact and (...) value, subject and object, and body and mind that have done so much to hamper appreciation of Kant and to harm education. This ground-breaking work in the philosophy of education allows a reappraisal of Kant; it plays its part in the reengagement with Kant in the wider analytic tradition and provides a secure footing for better research and practice in education. This book grew out of a graduate student paper [261] in which I set down some criticisms of J. R. Lucas' attempt to refute mechanism by means of G6del's theorem. I had made several such abortive attempts myself and had become familiar with their pitfalls, and especially with the double edged nature of incompleteness arguments. My original idea was to model the refutation of mechanism on the almost universally accepted G6delian refutation of Hilbert's formalism, but I kept getting stuck on (...) questions of mathematical philosophy which I found myself having to beg. A thorough study of the foundational works of Hilbert and Bernays finally convinced me that I had all too naively and uncritically bought this refutation of formalism. I did indeed discover points of surprisingly close contact between formalism and mechanism, but also that it was possible to under mine certain strong arguments against these positions precisely by invok ing G6del's and related work. I also began to realize that the Church Turing thesis itself is the principal bastion protecting mechanism, and that G6del's work was perhaps the best thing that ever happened to both mechanism and formalism. I pushed these lines of argument in my dis sertation with the patient help of my readers, Raymond Nelson and Howard Stein. I would especially like to thank the latter for many valuable criticisms of my dissertation as well as some helpful suggestions for reor ganizing it in the direction of the present book. (shrink)

This article explores the work of Rethinking Schools (RS). RS is at one and the same time a grassroots movement of teacher-activists, a quarterly journal, and a publishing house. For almost four decades the movement has sought to enact Freirean-inspired curricular/pedagogical initiatives within US public schooling. What makes the work of RS significant is the way it connects critical pedagogy to specific examples of concrete practice. It thus provides an invaluable corrective to the abstruseness and high levels of theoretical abstraction (...) one finds in critical pedagogy as an academic field. Of particular interest is the explicitly utopian dimension to the work of the movement. Underpinning all the curriculum materials, resources, lesson plans, reading lists, and pedagogical strategies is a desire to provide children and young people with an opportunity to flex their utopian imaginations. Drawing on Freirean theory to reflect on the practice of the movement, Webb highlights the ways in which RS finds utopian possibility blooming in that most unpromising of grounds — public schooling. While the context for utopian praxis feels unpropitious to say the least, Rethinking Schools offers a corrective to doom-laden assessments of the scope for radical pedagogical initiatives within public schooling, not only in the US but more widely. Hoping is an integral part of what it is to be human, and its significance for education has been widely noted. Hope is, however, a contested category of human experience and getting to grips with its characteristics and dynamics is a difficult task. The paper argues that hope is not a singular undifferentiated experience and is best understood as a socially mediated human capacity with varying affective, cognitive and behavioural dimensions. Drawing on the philosophy, theology and psychology of hope, five (...) modes of hoping are outlined: patient, critical, sound, resolute and transformative. The key aim of the paper is to illustrate how different modes of hoping are associated with different pedagogical strategies. Phrased differently, the paper seeks to delineate a range of pedagogies of hope. The phrase ‘pedagogy of hope’ is very much associated with critical theory—one thinks instantly of, for example, Paulo Freire, Henry Giroux or bell hooks. There are many pedagogies of hope, however, and an explicitly conservative text such as William Bennett’s Book of Virtues has as strong a claim to the title as Freire’s radical and utopian ideas. A broader argument, therefore, is that there is nothing inherently radical or subversive about a pedagogy of hope. Pedagogies of hope can serve to reproduce social relations as well as to transform them. (shrink)

How should biological behaviour be modelled? A relatively new approach is to investigate problems in neuroethology by building physical robot models of biological sensorimotor systems. The explication and justification of this approach are here placed within a framework for describing and comparing models in the behavioural and biological sciences. First, simulation models – the representation of a hypothesis about a target system – are distinguished from several other relationships also termed “modelling” in discussions of scientific explanation. Seven dimensions on which (...) simulation models can differ are defined and distinctions between them discussed: 1. Relevance: whether the model tests and generates hypotheses applicable to biology. 2. Level: the elemental units of the model in the hierarchy from atoms to societies. 3. Generality: the range of biological systems the model can represent. 4. Abstraction: the complexity, relative to the target, or amount of detail included in the model. 5. Structural accuracy: how well the model represents the actual mechanisms underlying the behaviour. 6. Performance match: to what extent the model behaviour matches the target behaviour. 7. Medium: the physical basis by which the model is implemented. No specific position in the space of models thus defined is the only correct one, but a good modelling methodology should be explicit about its position and the justification for that position. It is argued that in building robot models biological relevance is more effective than loose biological inspiration; multiple levels can be integrated; that generality cannot be assumed but might emerge from studying specific instances; abstraction is better done by simplification than idealisation; accuracy can be approached through iterations of complete systems; that the model should be able to match and predict target behaviour; and that a physical medium can have significant advantages. These arguments reflect the view that biological behaviour needs to be studied and modelled in context, that is, in terms of the real problems faced by real animals in real environments. He forthrightly states that his concern here is to determine "[w]hat those principles are, which give rise to the original belief, and what those accidents and causes are, which direct its operation."1 That is (...) to say, his express intentis, via an empirically based study, to determine and elucidate the causal or natural origin of religion—its beliefs and practices. These are among his first remarks. Consider now his very last remarks: The whole is a riddle, an aenigma, an inexplicable mystery. Doubt, uncertainty, suspence of judgment appear the only result ofour most accurate scrutiny, concerning this subject. But such is the frailty of human reason, and such the irresistible contagion of opinion, that even this deliberate doubt could scarcely be upheld; did we not enlarge our view, and opposing one species ofsuperstition to another, set them a quarrelling; while we ourselves, during their fury and contention, happily make our escape, into the calm, though obscure, regions ofphilosophy. (NHR 4:363) These last remarks should strike one as enigmatic: for, given that his purported aim is to offer a naturalistic account ofwhy humans hold religious beliefs, it is strange that he should be content to end in mystery—particularly sosince theworkitselfonersaplausible account ofsuch origins. Still, even ifHume should have felt the project to have failed, what does that have to do with "suspense of judgment," "quarrelling superstitions," and especially his "happy escape"? But of course he is up to much more in the Natural History than he lets on. Indeed,he offersnotonly acausal accountofreligiousbeliefbutamoral critique ofitas well. Why shouldhe doboth in the same work? I suggest that the causal account and the moral critique are intimately connected; and that the work is first and foremost a moral critique intended to sever allegiance to "traditional religion"—traditional theism in general, and Christianityin particular. One aim ofthis paper Volume XVII Number 2 141 MARKWEBB is to offer a unified reading of the Natural History, while the other is to assess the cogency ofHume's project on this reading. To this end we should first situate the Natural History among Hume's other works. It follows the firstEnquiry which addresses inter alia the credibility of "revealed" religion (particularly section 10, "Of Miracles"), and the second Enquiry which advances a naturalistically based morality. It was completed about the time he began the Dialogues, the main contention ofwhich is that natural theology offers minimal if any support for most traditional religious claims. In the Natural History, then, it is reasonable to suppose he is assuming the cogency of his claims against revealed religion, the viability of a naturalistically based morality, and the utter inability of natural theology to ground either traditional religious tenets or morality. The Dialogues in particular illuminate Hume's thought: after concluding that a posteriori arguments offer absolutely no grounds for ascribing the traditional moral attributes to the Deity, Philo goes on to counter Cleanthes' claim—that "[r]eligion, however corrupted, is still better than noreligion atall"2—bycontendingthattraditional religion simply is unessential andeven harmful to the needs ofsociety. Hume advances his causal account because he believes both that traditional religion lacks any basis in reason, and that recourse to a supernatural origin is untenable. And it will become evident in the course of this paper that the Natural History is most accurately understood against the backdrop of his moral theory as expounded in the second Enquiry—indeed the former is an exercise in applied ethics. The Strategy ofthe Natural History The sceptical tone ofmany ofits passages should strike one as out of place. For the scepticism is directed not towards providing a causal account of the origin ofreligious beliefs and practices (the purported aim), but rather towards their plausibility. Yet one might well expect such passages if Hume is assuming that religion has no tenable basis in reason nor for its revelational claims, and that he intends the work to be more than merely a natural history—as indeed he does. By aligning his thought with the challenge to Kantian philosophy from mathematics and science in the late-19th and early-20th centuries, he shows how Foucault established his own perspective on the future of critical philosophy.

It is widely acknowledged that hoping is an integral part of what it is to be human. The present article strives to make sense of the myriad competing conceptions of hope that have emerged over the past half-century. Two problems with the literature are highlighted. First, discussions of hope tend to take place within rather than between disciplines. Second, hope is often taken to be an undifferentiated experience. In order to address the first problem, the article takes an interdisciplinary approach, (...) drawing on research from the fields of philosophy, anthropology, psychology, theology and politics. In order to address the second problem, the article proposes that hope be regarded as a human universal that can be experienced in different modes. A variety of theories and models of hope are discussed, including those offered by Marcel, Dauenhauer, Bloch, Moltmann, Bovens, Pettit, Snyder, Rorty and Gutiérrez. While many of these claim to have identified the characteristics of hope, it is argued that each captures something about a particular mode of hoping. The theories and models are integrated into a framework comprising five modes of hoping: patient, critical, estimative, resolute and utopian. Examining hope in this way, as a human universal that can be experienced in different modes, may help us see the varying conceptions that presently exist within the human sciences not as conflicting, nor even as competing, but rather as complementary. The metamathematical theorems of Gödel and Church are frequently applied to the philosophy of mind, typically as rational evidence against mechanism. Using methods of Post and Smullyan, these results are presented as purely mathematical theorems and various such applications are discussed critically. In particular, J. Lucas's use of Gödel's theorem to distinguish between conscious and unconscious beings is refuted, while more generally, attempts to extract philosophy from metamathematics are shown to involve only dramatizations of the constructivity problem in foundations. Many feminist epistemologists have been inclined to embrace socialized epistemology. There are, however, many different theses that go by that name. Sandra Harding, Lynn Hankinson Nelson, and Elizabeth Potter hold various of these theses, but their reasons for holding those theses, while they do support less ambitious theses, do not support the theses they are offered to support.

In this essay, P. Taylor Webb and Kalervo N. Gulson argue that educational policy is a spatial process and that implementation processes in particular produce crucial emergent geographies for policy research. Webb and Gulson describe how emergent geographies are produced when policy folds actors through senses and enactments of policy. The idea that policy is sensed and enacted is developed into the concept of a policy intension that extends approaches to spatial and, in particular, micropolitical analyses in policy (...) research. We prove various results connected together by the common thread of computability theory.First, we investigate a new notion of algorithmic dimension, the inescapable dimension, which lies between the effective Hausdorff and packing dimensions. We also study its generalizations, obtaining an embedding of the Turing degrees into notions of dimension.We then investigate a new notion of computability theoretic immunity that arose in the course of the previous study, that of a set of natural numbers with no co-enumerable subsets. We demonstrate how (...) this notion of $\Pi ^0_1$ -immunity is connected to other immunity notions, and construct $\Pi ^0_1$ -immune reals throughout the high/low and Ershov hierarchies. We also study those degrees that cannot compute or cannot co-enumerate a $\Pi ^0_1$ -immune set.Finally, we discuss a recently discovered truth-table reduction for transforming a Kolmogorov–Loveland random input into a Martin-Löf random output by exploiting the fact that at least one half of such a KL-random is itself ML-random. We show that there is no better algorithm relying on this fact, in the sense that there is no positive, linear, or bounded truth-table reduction which does this. We also generalize these results to the problem of outputting randomness from infinitely many inputs, only some of which are random.Abstract prepared by David J. In this analysis Jane Blanken-Webb extends Elliot Eisner's account of how learning in the arts contributes to the creation of mind. Drawing on the psychoanalytic theory of D. W. Winnicott, Blanken-Webb argues that the acts of meaning making to which Eisner attends rely on a prior developmental achievement — namely, the establishment of self-in-relation-to-world. This prior development is important to recognize in order to appreciate all that is at stake and at play within acts of meaning making. To (...) demonstrate this, Blanken-Webb points to reverberations of an earlier process of psychological differentiation embedded within such acts that are crucial for aesthetic experience and that carry on a continual process of refinement of self-in-relation-to-world. While Eisner has a great deal to offer regarding the importance of providing students access to multiple forms of representation, this perspective adds that in doing so we are expanding on a foundation of self-in-relation-to-world, thus facilitating an educational unfolding that is much deeper than we typically recognize. Building on Karl Jaspers’s psychology of worldviews and Jean Piaget’s developmental psychology, Webb looks at a broad spectrum of religions—especially the history of Christianity, Judaism, and Islam in their various forms—to explore the subjective factors that sometimes render religions conflictual and aggressive and to consider conditions that might foster more helpful and reconciling forms of religiousness. He explores what psychological analysis reveals about the relationship between stages of psychological development and ways of being religious—ways that range from closed-minded literalism to open-minded tolerance. He also identifies unconscious and developmental obstacles to religious maturity and depicts the mature person as one who participates in the mystery of self-transcending love. Webb argues that authentic religion need not succumb to dogmatism, or support fanaticism, or be consigned to the stages of immature culture. Responding to critics of religion, from Sigmund Freud to Daniel Dennett, he demonstrates that religious traditions have more spiritual depth than these critics have granted and a greater potential for development than they believe, along lines they might even favor. His insightful book proposes that, if religious people can step back from their traditions and consider them as partial ways of relating to transcendent ultimacy, the world’s religions might manage to develop a way of living together with mutual appreciation and respect.
