Conceptual engineers seek to revise or replace the devices we use to speak and think. If this amounts to an effort to change what natural language expressions mean, conceptual engineers will have a hard time. It is largely unfeasible to change the meaning of e.g. ‘cause’ in English. Conceptual engineers may therefore seem unable to make the changes they aim to make. This is what I call ‘the implementation problem’. In this paper, I argue that the implementation (...) problem dissolves if we expand our view of how conceptual engineers could implement the products of their work. I describe four implementation options: Standing Meaning, Meaning Modulation, Speaker-Meaning and Different Language. I query the feasibility and worth of pursuing these options. Unless each option fails because it is unfeasible or not worthwhile, conceptual engineers do not face an implementation problem worth worrying about. I argue that some of the options are feasible and worthwhile, and therefore, that conceptual engineers do not face an implementation problem worth worrying about. (shrink)

Ethical theories mostly focus on what constitutes right action, with competing theories offering their favoured answers: Do what maximises happiness; Do that which God would approve of; Refrain from actions which violate principles for the regulation of behaviour that no one could reasonably reject as a basis for informed, unforced, general agreement; and so on. They typically have much less to say about how one should implement their favoured answer. The question of implementation is the focus of this chapter. (...) According to predictive processing, an increasingly influential paradigm in cognitive science, the function of the brain is to minimize the prediction error of its sensory input. Conceptual engineering is the practice of assessing and changing concepts or word meanings. We contribute to both strands of research by proposing the first cognitive account of conceptual engineering, using the predictive processing framework. Our model reveals a new kind of implementation problem as prediction errors are only minimized if enough agents embrace (...) conceptual changes. Conceptual engineers endeavor to improve our concepts. But their endeavors face serious practical difficulties. One such difficulty – rational conceptual conflict - concerns the degree to which agents are incentivized to impede the efforts of conceptual engineers, especially in many of the contexts within which conceptual engineering is viewed as a worthwhile pursuit. Under such conditions, the already difficult task of conceptual engineering becomes even more difficult. Consequently, if they want to increase their chances of success, conceptual engineers should pay (...) closer attention to – and devise strategies to mitigate – rational conceptual conflict. After outlining the phenomenon at greater length and mapping its connections to other similar practical problems (Section 1), I explore the dynamics of such conflict by way of several detailed case studies (Section 2). In particular, I focus on cases driven by material, social, and moral incentives. I then consider some important methodological implications of rational conceptual conflict (Section 3). Among other things, I argue that conceptual engineers should focus more heavily on cultivating settings that modify the payoffs and penalties associated with conceptual conflict. By such indirect means, they can incentivize conceptual cooperation rather than conflict, thus making it easier to achieve success in conceptual engineering. Section 4 concludes. (shrink)

In this chapter, I examine Max Deutsch’s dilemma for the implementation of newly engineered concepts. In the debate over this dilemma, the goal of conceptual engineering tends to be set either too high or too low. As a result, implementation tends to be seen as either very unlikely to succeed or too easily achievable. This chaper aims to offer a way out of this dilemma. I argue that the success conditions for implementation can be better understood if (...) we distinguish between different stages in the implementation process. Implementation is a complex process involving several stages, each of which can be evaluated as a success or a failure. I argue that even if an implementation does not reach the final stage in which a new concept is widely used in the society at large, it may not be a complete failure: conceptual engineers may not even aim for a new concept to be widely used in the society at large; or even if they do and a new concept only circulates in a smaller subgroup, this can still be a significant achievement. The upshot is that we should take more seriously the possibility that conceptual engineering can be implemented locally at the subgroup level. (shrink)

In his 1955 essay "Meaning and synonymy in natural languages", Rudolf Carnap presents a thought experiment wherein an investigator provides a hypothetical robot with a definition of a concept together with a description of an individual, and then asks the robot if the individual is in the extension of the concept. In this work, we show how to realize Carnap's Robot through knowledge probing of an large language model (LLM), and argue that this provides a useful cognitive tool for conceptual (...) engineers to compare the extension of a proposed concept definition to the extensional knowledge represented as facts in a given knowledge base, providing a possible solution to the implementation problem in conceptual engineering. The evolutionary circuit design is an approach allowing engineers to realize computational devices. The evolved computational devices represent a distinctive class of devices that exhibits a specific combination of properties, not visible and studied in the scope of all computational devices up till now. Devices that belong to this class show the required behavior; however, in general, we do not understand how and why they perform the required computation. The reason is that the evolution can utilize, in addition to the (...) “understandable composition of elementary components”, material-dependent constructions and properties of environment (such as temperature, electromagnetic field etc.) and, furthermore, unknown physical behaviors to establish the required functionality. Therefore, nothing is known about the mapping between an abstract computational model and its physical implementation. The standard notion of computation and implementation developed in computer science as well as in cognitive science has become very problematic with the existence of evolved computational devices. According to the common understanding, the evolved devices cannot be classified as computing mechanisms. (shrink)

Consciousness supervenes on activity; computation supervenes on structure. Because of this, some argue, conscious states cannot supervene on computational ones. If true, this would present serious difficulties for computationalist analyses of consciousness (or, indeed, of any domain with properties that supervene on actual activity). I argue that the computationalist can avoid the Superfluous Structure Problem (SSP) by moving to a dispositional theory of implementation. On a dispositional theory, the activity of computation depends entirely on changes in the intrinsic (...) properties of implementing material. As extraneous structure is not required for computation, a system can implement a program running on some but not all possible inputs. Dispositional computationalism thus permits episodes of computational activity that correspond to potential episodes of conscious awareness. The SSP cannot be motivated against this account, and so computationalism may be preserved. (shrink)

The N-Queens problem plays an important role in academic research and practical application. Heuristic algorithm is often used to solve variant 2 of the N-Queens problem. In the process of solving, evaluation of the candidate solution, namely, fitness function, often occupies the vast majority of running time and becomes the key to improve speed. In this paper, three parallel schemes based on CPU and four parallel schemes based on GPU are proposed, and a serial scheme is implemented at (...) the baseline. The experimental results show that, for a large-scale N-Queens problem, the coarse-grained GPU scheme achieved a maximum 307-fold speedup over a single-threaded CPU counterpart in evaluating a candidate solution. When the coarse-grained GPU scheme is applied to simulated annealing in solving N-Queens problem variant 2 with a problem size no more than 3000, the speedup is up to 9.3. (shrink)

Communication strategies to shape public opinion can be applied to the philosophical program of conceptual engineering. I propose to look for answers to the implementation challenge for conceptual engineering on similar challenges that arise in other contexts, such as that of social movements. I claim that conceptual engineering is successfully practiced in other areas with direct consequences on the political landscape, and that we can apply to philosophy what we might learn from those successful practices. With that end in (...) mind, I explain the psychological approach to conceptual engineering. I present what has been called “the implementation challenge”, which is the problem that emerges from the possibility of control over the content of our concepts. The challenge consists in that if there is not such a control, conceptual engineering is not implementable. Then, I review some of the reactions that have been given to that challenge, and I defend the feasibility of conceptual engineering appealing to the collective action frames that social movements endorse as an instance of a successful kind of conceptual engineering and derive some strategies that might be of use for conceptual engineering in philosophy. The purpose of the study is to analyze the processes of implementing the import substitution policy, based on the use of techniques and methods of influencing participants in market relations used by public authorities, which make it possible to identify its strengths and weaknesses and build the author's vision of directions for its stabilization. The authors focus on the prevailing opinion on the phased implementation of the import substitution policy, as well as on its application as a retaliatory measure (...) to the current sanctions regimes. The analysis of scientific sources on the issues under study allows us to draw a conclusion about its special status as a tool for the development of territories. The scientific novelty of the article lies in the author's position of the reasons for the reduction in the production of the main import-substituting food products, as well as changes in the import supply of food products. As a result, the authors expressed the need to change the approaches used to stimulate the production of food products based on the principles of innovation and science. (shrink)

The so-called integration problem concerning mechanistic and computational explanation asks how they are related to each other. One approach is that a computational explanation is a species of mechanistic explanation. According to this view, computational or mathematical descriptions are mechanism sketches or macroscopic descriptions that include computationally relevant and exclude computationally irrelevant physical properties. Some suggest that this results in a so-called single hierarchy view of physical computation, where computational or mathematical properties sit together in the same mechanistic hierarchy (...) with the implementational properties. This view can be contrasted with a separate hierarchy view, according to which computational and physical descriptions have their own hierarchies which are related to each other via a bridging implementation relation. The single hierarchy view has been criticized for downplaying the explanatory value of computational explanations and not being hospitable to multiple realization of cognitive processes. In this paper, I argue that the aforementioned criticisms fail, and there might be a deeper problem with the single hierarchy view, which is that the single hierarchy view might collapse into a separate hierarchy view. The kind of abstraction used by the single hierarchy view does not seem to grant mathematical or computational descriptions but only more stripped physical or implementational descriptions. (shrink)

In The Brain Abstracted, Chirimuuta argues against the “literal interpretation” of computational models. The literal interpretation understands computational models as providing literally true descriptions of neural processes. According to Chirimuuta, the literal interpretation involves endorsing the computationalism thesis and adopting a theory of computational implementation. The connection between these views, Chirimuuta argues, is what forces the computationalist to reckon with two significant metaphysical problems, what I call the “problem of implementation” and the “problem of multiple realizability.” (...) Here, I examine the connections between the various views that Chirimuuta considers, and I argue that one who endorses computationalism can avoid both metaphysical problems. I do this by distinguishing computationalism from the literal interpretation and the implementation of computational models in neuroscience. Although this paper engages with Chirimuuta’s project directly, it is helpful for those who wish to make sense of the intricacies of the computationalism thesis and computational functionalism. There are some problems in the implementation of rulings of the Constitutional Court. The legislator should make more efforts for implementing the concept of the provisions of the Constitution provided in the reasoning parts of rulings of the Constitutional Court. The Statute of the Seimas should be supplemented with provisions obligating structural sub-units of the Seimas to carry out permanent and systemic analysis of reasoning parts of rulings of the Constitutional Court. It would allow timely to prepare proposals how (...) to amend still unchallenged legal regulation which, however, from the constitutional standpoint is doubtful. One should consider whether the norm of Item 4 of Paragraph 1 of Article 64 of the Law on the Constitutional Court, which allows one to challenge the compliance of a legal act with the Constitution on the grounds of the procedure for adoption regardless of any terms expired after the adoption of a law or other legal act, should be amended. It is to be presumed that the principles of legal certainty and legal security entrenched in the Constitution, as well as other constitutional provisions, imply a certain reasonable period of time within which the subjects provided for in the Constitution may apply to the Constitutional Court with a petition requesting to investigate whether a law or other legal act is not in conflict with the Constitution according to the procedure of their adoption. This period of time should not be a long one, for example, half a year or a year since the official publishing of the law; this term should be a prescriptive one–after it has finished, it would not be allowed to challenge the compliance of a law or other legal act with the Constitution according to the procedure of their adoption. In order to speed up the consideration of cases at the Constitutional Court, one would have to change the procedure of consideration of cases in this Court in essence. (shrink)

Implementing a postcolonial feminist perspective in nursing research related to non‐Western populationsIn this article, I argue that implementing a postcolonial feminist perspective in nursing research transcends the limitations of modern cultural theories in exploring the health problems of non‐Western populations. Providing nursing care in pluralist countries like Canada remains a challenge for nurses. First, nurses must reflect on their ethnic background and stereotypes that may impinge on the understanding of cultural differences. Second, dominant health ideologies that underpin nurses’ everyday practice (...) and the structural barriers that may constrain the utilization of public healthcare services by non‐Western populations must be further examined. Postcolonial feminism is aimed at addressing health inequities stemming from social discriminative practices. I will draw on extant literature and data of an ongoing ethnography exploring the Haitian caregivers’ ways of caring for ageing relatives at home to unveil how the larger social and cultural world has an impact on caregivers’ everyday lives. Marginalized locations represent privileged sites from which health problems, intersecting with power, race, gender, and social classes, can be addressed. Postcolonial feminism provides the analytic lens to look at the impact of these factors in shaping health experiences. It also suggests redirecting nursing cultural research and practice to achieve social justice in the healthcare system. (shrink)

Background Despite the ubiquity of ethical challenges in psychiatric practice, many psychiatric hospitals in Germany have not yet successfully established clinical ethics support services (CESS). Aim Offering and evaluating a program that supports professionals in implementing CESS in psychiatric hospitals in Germany, and identifying which barriers and facilitators they encounter in the process. Research design, participants and research context We offered online implementation support to four psychiatric hospitals over a period of 14 months, which included regular support meetings with (...) members of the hospitals’ ethics committees. We conducted three focus groups with a total of 12 members of the respective clinical ethics committees at the beginning of the project, after 6 and after 12 months. Focus group transcripts and protocols of the support meetings were analyzed using qualitative content analysis. Ethical considerations The study was approved by the University’s Research Ethics Committee. Results Barriers for implementation included structural factors, such as a lack of financial and time resources, a lack of knowledge about ethics consultation and its benefits in psychiatry, and difficulties distinguishing ethical questions from medical and legal questions or team conflicts. Participants assumed that specific psychiatric expertise was necessary to offer ethics consultation for psychiatric cases but generally found interdisciplinary and multiprofessional ethics committees helpful. Further helpful factors included the support of hospital management and strategies to increase awareness for ethics support services among different professional groups. Participants found the online support program helpful to discuss specific problems and identify next steps for implementation, and reported improvements in the implementation of CESS in the respective hospitals. Conclusions The provision of adequate personnel and time resources is essential to address structural implementation barriers. Our study demonstrates that establishing support programs on a broader scale is promising to improve the implementation of CESS in psychiatry. (shrink)

Humans have now amassed a sizable knowledge of widespread, nonconscious cognitive biases which affect our behavior, especially in social and economic contexts. I contend that a democratic government is uniquely justified in using knowledge of cognitive biases to promote pro-democratic behavior, conditionally justified in using it to accomplish ends traditionally within the scope of government authority, and unjustified in using it for any other purpose. I also contend that the government ought to redesign institutional infrastructure to avoid triggering cognitive biases (...) where it is not permitted intentionally to manipulate such biases and to optimize the effects of such biases where permissible. I shall use the United States of America as an example throughout, but my conclusions apply equally to any democracy which values the political autonomy of its populace. (shrink)

This paper focuses on the _ethics of how_ to approach the introduction of MAiD as an organizational ethics challenge, a focus that diverges from the traditional focus in healthcare ethics on the _ethics of why_ MAiD is right or wrong. It describes a method co-designed and implemented by ethics and medical leadership at a tertiary hospital to develop a values-based, grassroots response to the decriminalization of assisted dying in Canada. This organizational ethics engagement method embodied core tenants that drew inspiration (...) from a variety of sources, including poetic ones. These tenants are: make the problem bigger; focus on values; cultivate open moral spaces; and trust emergence. The paper describes how these tenants were put into practice in order to create a rigorous and sustainable MAiD program that delivers high-quality care to patients and families while honoring the moral diversity of the hospital workforce. One of the goals in sharing this method is to provide a roadmap for healthcare organizations in Canada and other jurisdictions around the world that are facing the challenge of responding to patient requests for MAiD following the decriminalization of this care option. We modify the payment rule of the standard divide the dollar (DD) game by introducing a second stage and thereby resolve the multiplicity problem and implement equal division of the dollar in equilibrium. In the standard DD game, if the sum of players’ demands is less than or equal to a dollar, each player receives what he demanded; if the sum of demands is greater than a dollar, all players receive zero. We modify this second part, which involves a (...) harsh punishment. In the modified game $(D\!D^{\prime })$, if the demands are incompatible, then players have one more chance. In particular, they play an ultimatum game to avoid the excess. In the two-player version of this game, there is a unique subgame perfect Nash equilibrium in which players demand (and receive) an equal share of the dollar. We also provide an $n$ -player extension of our mechanism. Finally, the mechanism we propose eliminates not only all pure strategy equilibria involving unequal divisions of the dollar, but also all equilibria where players mix over different demands in the first stage. In this chapter it is demonstrated that the way in which leaders implement a decision largely depends on the nature of it, that is, whether it is strategic or not. Leaders must be as open as possible and not withhold information from the persons involved in the process. Therefore, they should distribute as much relevant information as possible to meeting participants before a meeting. At the same time, they must be able to steer the process. It is not unusual for (...) there to be a separation between the formulation and implementation of a strategic decision. Often, it is the top leadership that formulates the decision problem and the middle managers that implement its solution. For this reason, it is relatively common that the top leadership signals that the implementation has been successful as soon as the middle managers begin to report positive results. This can sometimes happen even though most of the implementation is incomplete. However, there are also cases where the top leaders rule out certain implementation processes as failures when in fact they prove later on to be successful. A common problem in organizations is that leaders often inherit the task of implementing decisions that past leaders have made. In order to succeed with an implementation, leaders must understand the importance of the process. They must communicate their vision clearly, evaluate and monitor continuously, and allow interested parties to participate actively in the process. Research universities, in my judgment, are the most central. As anchor institutions, they often engage in partnerships with government, the private sector, and community-based organizations to revitalize local neighborhoods and schools (“Anchor Institutions Task Force”). Schooling, more than any other subsystem, as John Dewey claimed, influences the functioning of the societal system as a whole. According to Max Deutsch, conceptual engineers face a dilemma: either they target semantic meanings, in which case they are engaged in an infeasible activity (the “implementation challenge”), or they target speaker meanings, in which case they are engaged in a trivial enterprise (the “trivialization challenge”). Focusing on the first horn of the dilemma, I argue that the “transubstantiation version” of the implementation challenge only holds for representationalist approaches to conceptual engineering, according to which concepts are individuated by their (...) representational relation to phenomena or sets of objects in the world. From a non-representationalist (e.g. pragmatist) perspective, the dilemma is therefore dissolved. Nevertheless, Deutsch’s article still deserves a response from the pragmatist, since it raises a more general challenge to conceptual engineering that I dub the “practical implementation challenge”. I offer a pragmatist solution to that challenge, drawing on John Dewey’s theory of inquiry and Robert Brandom’s inferentialism. This solution includes recommendations distributed across all stages of the engineering process, in privileging projects that are (1) problem-driven, (2) bottom-up; ensuring that the proposal is (3) clearly justified, (4) maintains continuity with the existing inferential role; and finally, in (5) enforcing the novel concept in practices of deontic scorekeeping, (6) backed up by institutional or intellectual authority. A neural network is a model of the brain’s cognitive process, with a highly interconnected multiprocessor architecture. The neural network has incredible potential, in the view of these artificial neural networks inherently having good learning capabilities and the ability to learn different input features. Based on this, this paper proposes a new chaotic neuron model and a new chaotic neural network model. It includes a linear matrix, a sine function, and a chaotic neural network composed of three chaotic neurons. One (...) of the chaotic neurons is affected by the sine function. The network has rich chaotic dynamics and can produce multiscroll hidden chaotic attractors. This paper studied its dynamic behaviors, including bifurcation behavior, Lyapunov exponent, Poincaré surface of section, and basins of attraction. In the process of analyzing the bifurcation and the basins of attraction, it was found that the network demonstrated hidden bifurcation phenomena, and the relevant properties of the basins of attraction were obtained. Thereafter, a chaotic neural network was implemented by using FPGA, and the experiment proved that the theoretical analysis results and FPGA implementation were consistent with each other. Finally, an energy function was constructed to optimize the calculation based on the CNN in order to provide a new approach to solve the TSP problem. (shrink)

A central issue in conceptual engineering is the “implementation challenge”: the problem of how—or whether—conceptual revisions can be brought about, given our lack of control over the factors that determine meaning. Social externalism, which holds that semantic meaning is determined by the usage of experts within a linguistic community, seems to offer a path to controlled implementation. This paper argues that this route encounters serious obstacles in politically and socially significant cases. Drawing on Ball's (2020) distinction between (...) Power Metasemantics and Virtue Metasemantics, the paper presents challenges for both perspectives. Power Metasemantics makes it very difficult for marginalized groups to bring about meaning change, as it is sensitive to how structural inequalities affect distributions of credibility and authority—though implementation remains possible. Virtue Metasemantics, on the other hand, faces epistemic and structural problems that may lend support to Cappelen's (2018) skepticism about implementation. (shrink)

Four types of implementation actors (international organizations, states, nongovernmental organizations, and business associations) and three implementation tasks (communicate, monitor, and sanction) are identified. The ease of implementation is affected by issues and events that occur early in the life cycle of a policy. Ten propositions are put forward regarding the effects of problem definition and policy formulation on implementation. Many aspects concerning the practical implementation of the Regulation are still unclear. In particular, which proofs are recognized upon import remains to be seen. The current staffing and financial resources available to the authorities responsible for carrying out controls and checks can be considered inadequate. It is to be expected that many problems will only be solved gradually and over time, and that further information and guidelines will be made available to the public in this regard.

This paper surveys the state-of-the-art in machine ethics, that is, considerations of how to implement ethical behaviour in robots, unmanned autonomous vehicles, or software systems. The emphasis is on covering the breadth of ethical theories being considered by implementors, as well as the implementation techniques being used. There is no consensus on which ethical theory is best suited for any particular domain, nor is there any agreement on which technique is best placed to implement a particular theory. Another unresolved (...) problem in these implementations of ethical theories is how to objectively validate the implementations. The paper discusses the dilemmas being used as validating ‘whetstones’ and whether any alternative validation mechanism exists. Finally, it speculates that an intermediate step of creating domain-specific ethics might be a possible stepping stone towards creating machines that exhibit ethical behaviour. (shrink)

Background In neonatal intensive care, a child's death is often preceded by a medical decision. Nurses, social workers and pastors, however, are often excluded from ethical case deliberation. If multiprofessional ethical case deliberations do take place, participants may not always know how to perform to the fullest. Setting A level-IIID neonatal intensive care unit of a paediatric teaching hospital in the Netherlands. Methods Structured multiprofessional medical ethical decision-making (MEDM) was implemented to help overcome problems experienced. Important features were: all professionals (...) who are directly involved with the patient contribute to MEDM; a five-step procedure is used: exploration, agreement on the ethical dilemma/investigation of solutions, analysis of solutions, decision-making, planning actions; meetings are chaired by an impartial ethicist. A 15-item questionnaire to survey staff perceptions on this intervention just before and 8 months after implementation was developed. Results Before and after response rates were 91/105 (87%) and 85/113 (75%). Factor analysis on the questionnaire suggested a four-factor structure: participants' role; structure of MEDM; content of ethical deliberation; and documentation of decisions/conclusions. Effect sizes were 1.67 (p<0.001), 0.69 (p<0.001) and 0.40 (p<0.01) for the first three factors respectively, but only 0.07 (p=0.65) for the fourth factor. Nurses' perceptions of improvement did not significantly exceed those of physicians. Conclusion Professionals involved in ethical case deliberation perceived that the process of decision-making had improved; they were more positive about the structure of meetings, their own role and, to some extent, the content of ethical deliberation. Any theory of information needs to comply with what we call the implementation, formalization, and representation constraints. These constraints are justified by basic considerations concerning scientific modelling and methodology. In the first part of this paper, we argue that the implementation and formalization constraints cannot be satisfied because the relation between Shannon information and IIT must be clarified. In the second part of the paper, we focus on the representation constraint. We argue that IIT cannot succeed in satisfying (...) this constraint for semantic contents without offering models for concepts, conceptual roles, and context sensitivity. In the final part of the paper, further complications are raised with respect to the distinction between consciousness and attention, which apply more specifically to the representation constraint. We conclude with some recommendations as to how IIT may succeed in solving these problems, highlighting the advantages and enormous potential of IIT as a scientific theory. (shrink)

The editor has raised what for me is the central present problem of Lonergan studies. His invitation to me is that I provide an etching of the problem, a brief basis for discussion. Immediately I think of Fr. Fred Crowe’s old question, What functional speciality are you working in?, and my reply has to be an honest “none.” This seems to me to be an important but simple aspect of the present problem. If one takes Lonergan’s methodological (...) doctrine, as described in Method in Theology , seriously, then one has to attempt some contribution to its implementation. (shrink)

Conceptual engineering concerns the assessment and improvement of our concepts. But how can proposals to engineer concepts be implemented in the real world? This is known as the implementation challenge to conceptual engineering. In this paper, I am concerned with the meta-philosophical implications of the implementation challenge. Specifically, must we overcome the implementation challenge prior to undertaking conceptual engineering? Some critics have recently answered this question affirmatively. I intend to show that they are mistaken. I argue as (...) follows. First, successful implementation is not an integral part of conceptual engineering. Debates centered on the merits of privatizing public services neglect a less visible and less well-understood privatization effort, that of the privatization of public policy implementation. This paper examines two types of public/private partnerships for environmental policy implementation: problem conversion and power sharing. Collaborations for problem conversion are examined in the context of state sponsored brownfields programs to remediate hazardous waste sites. Collaborations for power sharing are examined in the context of state supported environmental management system (...) implementation. This article presents data from the Growing up with Media study related to the implementation of a risk reduction protocol that resulted in three groups of youth: low-risk youth (no flags), youth flagged because of violence involvement and not clinically referred; and flagged youth who were referred to a team clinician due to additional risk considerations. Data are from 3,979 US youth 14–15 years of age recruited through social media between October 2018-August 2019. Four in ten youth were flagged (...) for review. Findings suggest that this methodology of identifying and reviewing cases appears to be working as intended: Not only did referred youth have more flags than non-referred youth, but post-hoc analyses suggested that these youth also had higher rates of psychosocial problems (e.g., non-victimization adversity, substance use, and depressed mood). The implementation of a risk reduction protocol such as the one described in this article adds a layer of human subject protection beyond the more standard list of websites and hotlines provided to all participants in most studies. This protocol leads the way for future studies to recreate a similar process to address concerning responses collected from survey research. (shrink)

This paper synthesizes four studies conducted at a special education independent school and affiliated liberal arts university with teachers, senior high school students, and college learners 18 and up, focusing on applying AI to (1) design course blueprints, (2) create comic strip assignments, (3) mediate interactive Socratic discussions, and (4) use learning data to assist students with disabilities in mathematics classes. Gordon Pask’s cybernetics is used to visualize interactions to show how AI acts as a component in emergent networks of (...) minds in motion. The four sets of results, taken together, showcase how to implement principles of cybernetics in designing AI-mediated collaborative classrooms. Five out of six configurations of AI’s collaborative use outlined by Mike Sharples that the author’s research program has so far explored are presented through the four study scenarios and tied back to grey areas carved out by experts in AI education research concerned with design and implementation, classroom relationships, and assessment. Implications of current progress in the principal investigator’s research and further directions yet to be undertaken in implementing a series of subject-specific educational scenarios to utilize AI as a collaborative coach are discussed. Practical suggestions to shepherd effective AI-mediated curriculum design, classroom problem-solving and information acquisition, as well as nimble student evaluation are provided. (shrink)

To Shh, or not to Shh: that is the question. Paraphrasing Hamlet, one of the main ethical dilemmas for workers and organisations can be represented: to blow the whistle or to remain silent when facing a wrongdoing. Whistleblowing is analysed from psychological, normative and organisational points of view, but the implementation in the company is less represented. And it should not be like that, since internal whistleblowing mechanisms allow organisational wrongdoing staying inside the organisation, where it can be remedied (...) and its reputational effects, alleviated. With a content analysis methodology, this paper analyses disclosed information about the implementation of whistleblowing mechanisms in Spanish listed companies (Ibex35), a country where corruption scandals have once again brought to the fore the problem of reporting wrongdoing. The implementation of whistleblowing mechanisms is heterogeneous in terms of denominations, channels and procedures, identifying weak points in the reporting of irregularities in CSR and sustainability reports. This study aims to integrate hadith, astronomy and sociology studies in examining the implementation of Hijri calendar unification through a multidisciplinary approach. The Hijri calendar is based on the astronomical phenomena of the earth-moon-sun system and should refer to the provisions of Islamic law or fiqh to be implemented in worship. For the preparation of a good Hijri calendar, agreement on criteria, date line, and authority is necessary. Furthermore, agreement on criteria requires a valid argument based on astronomical studies. (...) An agreement on the implementing region boundaries is necessary due to the round earth and the hilal [crescent moon] cannot be observed simultaneously anywhere. It is also needed to resolve unavoidable differences, specifically in the appearance of the hilal and in schools of Islamic law. The problems to be solved are as follows: What is the strategy for implementing Hijri calendar unification? This study is based on a review of hadith and fiqh literature, analysis of astronomical data related to criteria, and experiences of Indonesia and Islamic countries regarding the Hijri calendar unification. The results show that implementing the Hijri calendar unification through the three approaches above can be carried out and accelerated. Contribution: This study contributes to showing the results of a multidisciplinary approach in the problem of implementation of the new Ministers of Religious Affairs of Brunei Darussalam, Indonesia, Malaysia, and Singapore (MABIMS) criteria towards unification of the Hijri calendar. Interval Temporal Logic is a finite-time linear temporal logic with applications in hardware verification, temporal logic programming and specification of multimedia documents. Due to the logic's non-elementary complexity, efficient ITL-based verification tools have been difficult to develop, even for propositional subsets. MONA is an efficient implementation of an automata-based decision procedure for the logic WS1S. Despite the non-elementary complexity of WS1S, MONA has been successfully applied in problems such as hardware synthesis, protocol verification and theorem proving. Here we consider (...) a rich propositional subset of ITL, PITL, whose expressive power is equivalent to that of WS1S, and in turn to that of regular languages. PITL not only includes operators such as chop, star and projection, but also past operators such as previous, chop in the past and since. We provide an interpretation of PITL formulas in WS1S, which led us to a direct translation from PITL formulas to MONA specifications. We present the tool PITL2MONA as an implementation of such translation. With PITL2MONA acting as a front-end, MONA is used as a decision procedure for PITL. To our knowledge, this is one of the few implementations of a decision procedure for PITL, the first one based on automata, and the only one which handles both projection and past operators. We have tested our implementation on a number of examples; we show in this paper the application of PITL and its MONA-based decision procedure in solutions to the dining-philosophers and a multimedia synchronisation problem, together with some experimental results on these and some other examples. While implementing Directive 2009/52/EC of the European Parliament and of the Council of 18 June 2009 providing for minimum standards on sanctions and measures against employers of illegally staying third country nationals (hereinafter referred to as ‘Directive’), Lithuania supplemented the Lithuanian Criminal Code with an additional Article 292-1, entitled “Labour of illegally staying third country nationals in the Republic of Lithuania”, which came into force on 6 January 2012. The author of this article aims to find out whether the main (...) goals and objectives of the Directive regarding criminal liability of the employer have been fully transposed into national law, and by using various scientific methods and the objectives of the Directive, to reveal the objective and subjective attributes of Article 292-1 of the Criminal Code. The second aim is to discuss the criteria distinguishing criminal liability from administrative liability enshrined in Article 41-3 of the Lithuanian Code of Administrative Offences, in particular that that article was not changed at the time of establishing criminal liability. The detailed scientific analysis revealed that Lithuania has essentially transposed all the basic requirements and obligations of the Directive, even though it was somewhat late (the Member States were obliged to implement the Directive by 20 July 2011, and Article 292-1 has come into force on 6 January 2012, while the Law Prohibiting Illegal Work has not yet been enacted). In addition, only four of the five criminal offences enumerated in Article 9 of the Directive have been fully implemented. The Lithuanian legislators have not established criminal liability for an infringement committed by employer using work or services of an illegally staying third country national, with the knowledge that he or she is a victim of trafficking in human beings. This infringement is partially criminalised in Articles 147-1 and 147-2 of the Criminal Code of the Republic of Lithuania, but in order to punish the employer one needs either to establish one of the alternative means by which the will of the third country national has been affected (e.g. coercion, force or threat, deceit or fraud, abuse of authority or abuse of a vulnerable position and etc.), which is not required by the Directive and, in the author’s opinion, makes practical application of criminal liability in this respect rather difficult. Another problem related to the implementation of the Directive is that we still do not have the respective Law and no systemic approach exists, while in the Criminal Code none of the terms used in Article 292-1 are defined and the law enforcement authorities might encounter practical difficulties in applying that Article, in particular considering that some of the definitions could be found only in the Directive itself. Possible difficulties could arise while deciding on whether criminal or administrative liability should arise in cases of continuous or persistently repeated infringements, because in the Criminal Code this feature is defined as “for business purposes”, which is rather subjective and should be established in every single case after thorough evaluation of factual data. Background Teaching ethical competencies is an essential component of professional and postgraduate curricula. Developing practical–ethical problem-solving competencies as well as appraising program-specific studies and related research ethics are topics typically addressed. However, assessment of these ethical competencies poses a challenge. Written or oral assessment formats addressing relevant learning objectives is mainly limited to knowledge testing alone, often not capturing relevant skills or attitudes pertinent to those competencies. Aim During the reaccreditation of the masters of science program in Nursing Science (...) at Witten/Herdecke University, this challenge was addressed by implementation of an innovative examination format for postgraduate education. Procedure For the module “Ethics in nursing practice and research” a format based on the Objective Structured Clinical Examination format was developed. This assessment method incorporates evaluation of acquired skills and attitudes of nursing students. Conclusion The article demonstrates development and adaption of the OSCE format for this purpose. While the theory of belief change has attracted a lot of interest from researchers, work on implementing belief change and actually putting it to use in real-world problems is still scarce. In this paper, we present an implementation of propositional belief change using Binary Decision Diagrams. Upper complexity bounds for the algorithm are presented and discussed. The approach is presented both in the general case, as well as on specific belief change operators from the literature. In an effort to (...) gain a better understanding of the empirical efficiency of the algorithms involved, a fault diagnosis problem on combinational circuits is presented, implemented and evaluated. On 19 May 2011, the Lithuanian Parliament adopted the Law on Temporary Agency Employment to implement the EU Directive on temporary agency work. Up to now there has been no special regulations for the so called “personnel lease”, although Lithuanian companies have been using such service since 2003. The law basically followed the recommendations of the Directive without setting additional restrictions. Temporary agency workers will be subject to the same conditions as permanent workers of employment agency clients are regarding working (...) and leisure time regime and work safety. The Law on Temporary Agency Employment will enter into force on 1 December 2011. The purpose of this article is to analyze the EU Directive on temporary agency work transfer to the Lithuanian legal system and the peculiarities of the theoretical and practical problems associated with the new regulation. Conclusions and suggestions for the improvement of the legal provisions are presented. (shrink)

Many of the elements of the problem of implementation have been assembled in Philip McShane’s paper and addressed in his life’s work to date. The dimension to which I wish to contribute is the need to lift the chapter on Systematics in Method in Theology out of its tired and minimalist context into the context that Lonergan seems to have had in mind when, at the time of the breakthrough to functional specialization, what eventually was called Systematics was (...) named ‘Explanation’ and its mediated object was said to be Geschichte. At that point Lonergan had in mind, I submit, not simply summing up and integrating the dogmatico-theological context – and even that task does not emerge clearly in Method’s chapter – but also advancing that context, in fact catapulting it into the third stage of meaning and onto the plateau where a normative source of meaning has been articulated that, while remaining normative, pays full recognition to historical mindedness. For over two decades, international environmental equity - the fair and just sharing of the burdens associated with environmental changes - has been the subject of much debate by philosophers, activists and diplomats concerned about climate change. It has been manifested in many international environmental agreements, notably the Framework Convention on Climate Change and the Kyoto Protocol. The question arises as to whether it is being put into practice in this context. Are the requirements of international environmental equity merely words (...) and principles in international instruments, or are they having a practical effect on the policies of state governments? This article aims to start answering these questions. It examines whether the European Union (EU) and its member states are sharing the burdens of climate change. The article introduces equity in the context of the climate change agreements and looks at some normative and practical considerations. It suggests that Europe has been a leader on international equity in the climate change negotiations over the last decade, and it points to what European states and the EU have done to take on some of the burdens of climate change. Europe's actions are briefly assessed from practical and normative perspectives. Europe is doing more than any other part of the world to address climate change and to share the burdens associated with it. Nevertheless, Europe is not doing as much to address this problem as it can and should do. Both practical and normative imperatives demand more urgent action by Europe to implement climate equity. The implementation probability changes linearly between these (...) two extreme cases. We derive a condition on the feasible set under which the two-stage game has a unique subgame perfect equilibrium. In this equilibrium, there is first-stage agreement on the egalitarian demands. We also study two n-player versions of the game. In either version, if the underlying bargaining problem is “divide-the-dollar,” then equal division is sustainable in a subgame perfect equilibrium if and only if the number of players is at most four.
