Monoma Neito, also known as Phantom Thief, is a supporting character of the shounen manga and anime series Boku no Hero Academia by Kōhei Horikoshi.
Canon
Monoma is a member of UA's 1-B Hero Course. He doesn't like the attention that Class 1-A received from facing villains at USJ and declares a rivalry between the 2 classes to prove that 1-B is superior.
He is often hit on the back of the head by 1-B's class representative Kendou Itsuka when he goes on verbal tirades against 1-A.
He has an inferiority complex; often hyping up his classmates but not as confident in himself.
Quirk
Copy: He can copy another person's quirk after coming into physical contact with them. There is a limit to how many quirks he can copy at once and after he looses physical contact with the person he's copying a quirk from there is a time limit on how long he has access to that quirk. He can only use one quirk at a time.
Fandom
Due to being blonde (and because Toga can copy people's quirks after her quirk awakening), he's sometimes fanoned to be related to Toga Himiko[1] or Bakugou Katsuki[2][3].
He's often a smalltime antagonist or bully in fanfic.
When fanfic with whump or angst themes center on Monoma, it's often fanoned that he faced Quirk Discrimination because his quirk 'steals' other quirks and/or that he's practically quirkless without the presence/access to other people's quirks.
It's fanon that he can copy a person's quirk if he has access to/can touch something with their DNA like a strand of hair.

He is often associated with Shinsou Hitoshi platonically or romantically due to them both introduced by challenging Class 1-A before/during the Sports Festival Arc, and they show up in canon at similar moments that include the broader school like the Sports Festival and Joint Training Arc.
