Lieutenant Hayes is a lieutenant of the New California Republic Army, 5th Battalion, 1st Company. In 2281, he has been charged with the containment of the Powder Gangers, who have taken control of the NCR Correctional Facility (NCRCF).[1][2]
Background[edit]
He is located in Primm, on the opposite side of the bridge from the fast travel point. He can always be found in his tent. After retaking the NCRCF from the Powder Gangers, he will relocate to Camp Forlorn Hope, where he will stand by the campfire opposite the supply shack.

- Don't Make a Beggar of Me: After obtaining the chems from Tyrone, one has the option to bring up his smuggling to Hayes, doing so will complete the quest and give the player character Good Karma points.[3]
- I Fought the Law: After finding the NCR's plan for the NCRCF, one can choose to help the NCR with the assault by talking to Hayes.[4]
- My Kind of Town: Primm is in need of some law and order. The NCR is willing to protect them, but Hayes informs the player character that they need more manpower to do it successfully.[5]

Notes[edit]
- After taking care of Eddie and the Powder Gangers at the NCRCF, Hayes will travel to Camp Forlorn Hope. However, he will sometimes be seen by the facility, likely en route to the camp.
- Hayes was originally scripted as a Corporal in the same town, instead of Lieutenant, as suggested by his GECK Editor ID (PrimmCorporalHayes).
- Hayes will walk all the way to Camp Forlorn Hope from Primm, which may result in his death.
- Upon his death, a popup will inform the player that "Lieutenant Hayes has died!" similar to a companion.
- Lieutenant Hayes will mention he's stationed to take care of the Powder Gangers, even while in the middle of assaulting NCRCF.
- This is changed in version 1 of YUP.
