on kyoshika’s gi, I noticed this character. At first I thought it was 侍/さむらい, but it appears to be 待/たい? is the joke that kyoshika misspelled it? or is there an actual meaning for writing 待 here?

Yes, the kanji character on Kyoshika's chest is “待” (たい / EN: wait, idle), which looks a lot like “侍” (さむらい / EN: samurai)! I think this reflects the fact that she never received a proper education and is quite foolish.
Due to her lack of proper education, Kyoshika mixes up many things. For one, it's odd that she wears a judo uniform despite using a sword. According to Kodaka's comment in the second ハンドラ通信 video, 本人は侍だと思ってる ("She thinks she's a samurai"), so she should have a style closer to that of a samurai. However, after transforming with the Infuser, her pose resembles that of a ninja. (This might be confusing for some people overseas, but ninjas and samurais are completely different!)
Given all this, I think it's reasonable to assume that misspelling the kanji was an intentional joke, emphasizing her lack of knowledge.
