On March 14–15, 2006, at the US National Institute of Standards and Technology (NIST) in Gaithersburg, MD, there took place the first Upper Ontology Summit (UOS). This was a convening of custodians of several prominent upper ontologies, key technology participants, and interested other parties, with the purpose of finding a means to relate the different ontologies to each other. The result is reflected in a joint communiqué, directed to the larger ontology community and the general public, and expressing a joint (...) intent to build bridges among the existing upper ontologies in ways designed to increase and rationalize their utilization and to enhance their semantic interoperability. The Upper Ontology Summit was sponsored by NIST, Ontolog, the National Center for Ontological Research (NCOR), MITRE, and many other organizations. The UOS was organized by a committee consisting of Pat Cassidy, Peter Yim, Steve Ray, Dagobert Soergel, and Leo Obrst. (shrink)

This volume explores on the material, social, and ideological aspects of Asoka's reign in light of advances made in archaeology, epigraphy, and numismatics. Thematically divided into three parts, the first to pillars and rocks, which bear his inscriptions. The second part examines the interconnectedness of the edicts, their monumentality, and the different concept of kingship they conveyed. The third part analyses the making of the cultural memory of Asoka and raises pertinent questions crucial for understanding the relationship between the past (...) and the present. The essays outline the importance of Asoka not only for the Indian nation-state but also for the entire Buddhist world of South and South-east Asia. Moving away from conventional periodization of Indian history, it raises important questions on the beginning of history and archaeology in the modern period. We are developing the Neurological Disease Ontology (ND) to provide a framework to enable representation of aspects of neurological diseases that are relevant to their treatment and study. ND is a representational tool that addresses the need for unambiguous annotation, storage, and retrieval of data associated with the treatment and study of neurological diseases. ND is being developed in compliance with the Open Biomedical Ontology Foundry principles and builds upon the paradigm established by the Ontology for General Medical Science (OGMS) (...) for the representation of entities in the domain of disease and medical practice. Initial applications of ND will include the annotation and analysis of large data sets and patient records for Alzheimer’s disease, multiple sclerosis, and stroke. (shrink)

This paper challenges a recent argument of Bird’s, which involves imagining that Réné Blondlot’s belief in N-rays was true, in favour of the view that scientific progress should be understood in terms of knowledge rather than truth. By considering several variants of Bird’s thought-experiment, it shows that the semantic account of progress cannot be so easily vanquished. A key possibility is that justification is only instrumental in, and not partly constitutive of, progress.

This book examines cultural recognition and the struggle for identity in America's schools. In particular, the contributing authors focus on the recognition and misrecognition as antagonistic cultural forces that work to shape, and at times distort identity.

I present an account of nihilism, following Foucault and Nietzsche, as a sort of colonization of our thinking by a religious form of normativity, grounded in our submission to truth as correspondence, in the idea that the facts themselves could be binding upon us. I then present Brassier’s radicalization of nihilism and showed how it remains subservient to this religious ideal of truth. I argue, further, that far than showing how a commitment to Enlightenment reason and science demands a cold (...) metaphysics of death, in dismissing the irreducibly plural ways in which what is determines thought, Brassier’s attempt to secure a fit between thought and disenchanted world suggests that the view is an expression of the unliveable condition of nihilism, rather than its proof. Finally, I present a form of naturalism that makes legitimate claim to the legacy of Enlightenment, drawing from French historical epistemology, and dispenses with the problems animating Brassier’s nihilism by radically transforming the concept of truth and how we relate to it. SummaryDuring the 1920s and 1930s, Italian physicists established strong relationships with scientists from other European countries and the United States. The career of Bruno Rossi, a leading personality in the study of cosmic rays and an Italian pioneer of this field of research, provides a prominent example of this kind of international cooperation. Physics underwent major changes during these turbulent years, and the traditional internationalism of physics assumed a more institutionalized character. Against this backdrop, Rossi's early work was crucial in (...) transforming the study of cosmic rays into a branch of modern physics. His friendly relationships with eminent scientists — notably Enrico Fermi, Walther Bothe, Werner Heisenberg, Hans Bethe, and Homi Bhabha — were instrumental both for the exchange of knowledge about experimental practices and theoretical discussions, and for attracting the attention of physicists such as Arthur Compton, Louis Leprince-Ringuet, Pierre Auger and Patrick Blackett to the problem of cosmic rays. Relying on material from different archives in Europe and the United States, this case study aims to provide a glimpse of the intersection between national and international dimensions during the 1930s, at a time when the study of cosmic rays was still very much in its infancy, strongly interlaced with nuclear physics, and full of uncertain, contradictory, and puzzling results. Nevertheless, as a source of high-energy particles it became a proving ground for testing the validity of the laws of quantum electrodynamics, and made a fundamental contribution to the origins of particle physics. A variant of realizability for Heyting arithmetic which validates Church’s thesis with uniqueness condition, but not the general form of Church’s thesis, was introduced by Lifschitz (Proc Am Math Soc 73:101–106, 1979). A Lifschitz counterpart to Kleene’s realizability for functions (in Baire space) was developed by van Oosten (J Symb Log 55:805–821, 1990). In that paper he also extended Lifschitz’ realizability to second order arithmetic. The objective here is to extend it to full intuitionistic Zermelo–Fraenkel set theory, IZF. The machinery (...) would also work for extensions of IZF with large set axioms. In addition to separating Church’s thesis with uniqueness condition from its general form in intuitionistic set theory, we also obtain several interesting corollaries. The interpretation repudiates a weak form of countable choice, ACω,ω, asserting that a countable family of inhabited sets of natural numbers has a choice function. ACω,ω is validated by ordinary Kleene realizability and is of course provable in ZF. On the other hand, a pivotal consequence of ACω,ω, namely that the sets of Cauchy reals and Dedekind reals are isomorphic, remains valid in this interpretation. Another interesting aspect of this realizability is that it validates the lesser limited principle of omniscience. (shrink)

Aim Genetic research representative of the population is crucial to understanding the underlying causes of many diseases. In a prospective evaluation of informed consent we assessed the willingness of individuals of different ethnicities, gender and drug dependence history to participate in genetic studies in which their genetic sample could be shared with a repository at the National Institutes of Health. Methods Potential subjects were recruited from the general population through the use of flyers and referrals from previous participants and clinicians (...) with knowledge of our study. They could consent to 11 separate choices so that they could specify how and with whom their genetic sample could be shared. Rates of affirmative consent were then analysed by gender, ethnicity and drug dependence history. Results Of 1416 volunteers enrolled, 99.7% gave affirmative informed consent for studies of addiction conducted in our laboratory. No significant difference was found for participation in genetic studies conducted in our laboratory by gender, ethnicity or drug dependence history. Over all 11 questions, individuals with a history of drug use were more likely to agree to consent to participate in our study than were healthy volunteers. Conclusion A high percentage of each category of gender, ethnicity and drug history, gave affirmative consent at all levels. The level of detail in and the amount of time spent reviewing the informed consent, and a relationship of trust with the clinical investigator may contribute to this outcome. (shrink)

Galilean space-time plays the same role in nonrelativistic physics that Minkowski space-time does in relativistic physics. In this paper, the fundamental concepts (velocity, momentum, kinetic energy, etc.) and principles (laws of motion and conservation laws) of classical physics are formulated in the language of Galilean space-time. Much of the development closely parallels the development of similar concepts and principles in the theory of special relativity.

The usual quantum mechanical treatment of a Schrödinger particle is translated into manifestly Galilean-invariant language, primarily through the use of Wigner-distribution methods. The hydrodynamical formulation of quantum mechanics is derived directly from the Wigner-distribution formulation, and the two formulations are compared. Wigner distributions are characterized directly, i.e., without reference to wave functions, and a heuristic interpretation of Wigner distributions and their evolution is developed.

This short paper will discuss the background to the special issue through a consideration of the basic knowledge representation issues in AI. We will briefly introduce the symbolic and sub-symbolic representations which are traditionally associated with AI, before noting the socially constructed views of knowledge with which they are at odds and the techniques for knowledge elicitation which they use. This forms the context against which this special issues sits, highlighting the broad view of knowledge elicitation and representation and the (...) issues that they raise which we feel are important to debate in the discipline. By gathering this set of papers together, we hope to encourage researchers to see the value in differing approaches and to encourage a more synthetic view of the discipline, where contributions and insights from different perspectives may be of use. An exploration of the theories, histories, practices, and contradictions of liberalism today. What does it mean to be a liberal in neoliberal times? This collection of short essays attempts to show how liberals and the wider concept of liberalism remain relevant in what many perceive to be a highly illiberal age. Liberalism in the broader sense revolves around tolerance, progress, humanitarianism, objectivity, reason, democracy, and human rights. Liberalism's emphasis on individual rights opened a theoretical pathway to neoliberalism, through private property, (...) a classically minimal liberal state, and the efficiency of “free markets.” In practice, neoliberalism is associated less with the economic deregulation championed by its advocates than the re-regulation of the economy to protect financial capital. Liberalism in Neoliberal Times engages with the theories, histories, practices, and contradictions of liberalism, viewing it in relation to four central areas of public life: human rights, ethnicity and gender, education, and the media. The contributors explore the transformations in as well as the transformative aspects of liberalism and highlight both its liberating and limiting capacities. The book contends that liberalism—in all its forms—continues to underpin specific institutions such as the university, the free press, the courts, and, of course, parliamentary democracy.
