Much of recent philosophy of perception is oriented towards accounting for the phenomenal character of perception—what it is like to perceive—in a non-mentalistic way—that is, without appealing to mental objects or mental qualities. In opposition to such views, I claim that the phenomenal character of perception of a red round object cannot be explained by or reduced to direct awareness of the object, its redness and roundness—or representation of such objects and qualities. Qualities of perception that are not captured by (...) what one is directly aware of or by representational content are instances of what Gilbert Harman has called “mental paint” (Block, 1990; Harman, 1990). The claim of this paper is that empirical facts about attention point in the direction of mental paint. The argument starts with the claim (later modified) that when one moves one's attention around a scene while keeping one's eyes fixed, the phenomenology of perception can change in ways that do not reflect which qualities of objects one is directly aware of or the way the world is represented to be. These changes in the phenomenology of perception cannot be accounted for in terms of awareness of or representation of the focus of attention because they manifest themselves in experience as differences in apparent contrast, apparent color saturation, apparent size, apparent speed, apparent time of occurrence and other appearances. There is a way of coping with these phenomena in terms of vague contents, but vague contents cannot save direct realism or representationism because the kind of vagueness required clashes wth the phenomenology itself. This volume of Ned Block's writings collects his papers on consciousness, functionalism, and representationism. A number of these papers treat the significance of the multiple realizability of mental states for the mind-body problem -- a theme that has concerned Block since the 1960s. One paper on this topic considers the upshot for the mind-body problem of the possibility of a robot that is functionally like us but physically different -- as is Commander Data of _Star Trek's_ second generation. The papers on consciousness treat such conceptual issues as phenomenal versus access consciousness, Dennett's theory of consciousness, and the function of consciousness, as well as such empirical matters as "How Not to Find the Neural Correlate of Consciousness," and (in an expanded version of a paper originally in Trends in Cognitive Sciences ) an argument that there are distinct neural correlates for access consciousness and phenomenal consciousness. Turning to the mind-body problem, Block defends physicalism against Max Black's argument concerning phenomenal modes of presentation. The papers on representationism consider "mental paint" as well as the "Inverted Earth" thought experiment -- a world in which colors are reversed but there is a compensating reversal in the words that are used to describe them. _Consciousness, Function, and Representation_, bringing together papers that have appeared primarily in journals and conference proceedings, can be regarded as Block's most complete statement of his positions on consciousness. This paper argues that the kind of inverted spectrum hypothesis that Wittgenstein endorsed is the thin end of the wedge that precludes a Wittgensteinian critique of the kind of inverted spectrum hypothesis he rejected. The danger of the dangerous kind is that it provides an argument for qualia, where qualia are contents of experiential states which cannot be fully captured in natural language. I will pinpoint the difference between the innocuous (...) and dangerous scenarios that matters for the argument for qualia, give arguments in favor of the coherence and possibility of the dangerous scenario, and try to show that some standard arguments against inverted spectra are ineffective against the version of the dangerous scenario I will be advocating. The leading idea of the paper is that an argument for qualia based on spectrum inversion does not require that the inversion be behaviorally indistinguishable. At one crucial point, I will rely on a less controversial version of an argument I gave in Block. Wittgenstein's views provide a convenient starting point for a paper that is much more about qualia than about Wittgenstein. (shrink)

This special issue aims to explore and investigate a new subfield, namely experimental philosophy of medicine. Whereas experimental philosophy is relatively new on the philosophical block, some of its takes and findings have already shaped central debates in ethics, philosophy of action, philosophy of language, and epistemology. Interestingly, the approach of this program was for a long time almost wholly ignored within bioethics and philosophy of medicine—although this seems to have changed somewhat recently. Michael Tye's response to my “Grain” (Block ) and “Windows” (Block ) raises general metaphilosophical issues about the value of intuitions and judgments about one's perceptions and the relations of those intuitions and judgments to empirical research, as well as specific philosophical issues about the relation between seeing, attention and de re thought. I will argue that Tye's appeal to what is (§. 2) “intuitively obvious, once we reflect upon these cases” (“intuition”) is problematic. Nozick (1977) was a critique of the view of Austrian economics which rejected the notion of indifference in human action. This author claimed that this stance was incompatible with the notion of the supply of a good, and, also, with diminishing marginal utility, both of which were strongly supported by this praxeological school of thought. Block (1980) was an attempt to rescue the Austrian school from this brilliant intellectual challenge. Hoppe (2005; 2009) rejected Nozick’s challenge, and, also, Block’s (...) (1980) response. Block (2009a) and Block and Barnett (2010), defended Block’s (1980) analysis of indifference. The latest contribution to this ongoing discussion is Wysocki (2021) who maintains that Hoppe was correct in his rejection of Nozick, while Block was not. In Block I offered a compromise between the pro choice position that fervently supports stem cell research, and the pro life philosophy which bitterly opposes it. The compromise was a contest: allow would be researchers to create as many fertilized eggs as they wished. But, also, these should be offered up to would be parents to adopt all of these “children” as they wanted. If and only if there were any unadopted fetuses remaining in the laboratories of the nation (...) would it be licit, on libertarian grounds, for research on them to take place. We learn what gives rise to serious thought about liberty and what causes a person (...) to dedicate a professional career or vocation to the cause. We also discover some interesting empirical information about the most influential libertarian writers. How people come to believe what they believe is a mysterious issue, but an important one to examine. The results have profound strategic implications for the future. If there is a theme that emerges here, it is that it is that the most powerful and effective message of liberty is the one that is both smart and truth telling, not the one that is evasive or consciously dumbed down. The two most influential libertarians that emerge from the contest here are Rothbard and Rand, and this is for a reason. This volume bears close study by anyone who is considering strategic issues. The present article is a continuation of the debate two sets of authors (Bagus and Howden vs. Barnett and Block) have been engaging in regarding one type of maturity mismatching: borrowing short and lending long (BSLL). All four authors had agreed that this practice can set up the Austrian Business Cycle; the present author denies that BSLL would be a legitimate commercial interaction in the free society; Bagus and Howden continue to maintain that it would be licit. Our main (...) criticism of Bagus and Howden is a reductio ad absurdum: that this opens them up to the charge of embracing the doctrine of market failure; this is something highly problematic for the two of them, since all four contributors to this debate are well-known supporters of laissez faire capitalism. Socialist Review Book Award, Socialist Review, 1987 This volume makes available in one place a complete statement of Fred Block's perspective for students and participants in the ongoing debate on state theory. His substantial Introduction serves as an intellectual autobiography in which he assesses the field-including the theories of Domhoff, Poulantzas, and Skocpoland situates his own work within it. Block also discusses his relationship to different strands of Marxism. In his analysis of the relationship between business and the (...) state, Block argues that while business interests have far more influence over state policy than other constituencies, state actors still have substantial autonomy in formulating policies. In particular, the business community's internal divisions and difficulties in assessing its own interests limit its capacity to control events. Block insists that when business influence is greatest, as during the Reagan years, state policies will be least successful in solving the society's problems. "What is at work here is a relatively simple sociological dynamic--that institutionalized relations of power tend to become visible only when they weaken. When these institutionalized relations are most effective, they tend to be invisible, precisely because the justifying ideologies so dominate people's commonsense understandings. The classic recent example is the existence of women's subordination. In the fifties, people would have responded to the claim that women were systematically discriminated against in American society with incredulity because they had so totally accepted an ideology that justified differential treatment of men and women as normal and natural. The full-blown analysis and critique of male domination emerges only in the seventies, when patriarchal arrangements are already weakening.... "In state theory, the development is analogous. In the fifties, pluralist arguments dominate because the exercise of power has been rendered invisible. The relation between business and the state works so well that it leaves few traces. Moreover, there is little real debate about how the society should be structured, so the extent to which everyone's basic assumptions fit with the interests of corporate capitalism is not at all obvious. Since nobody was even asking the big questions of who should make investment decisions and how should income and wealth be distributed, it was not apparent that the narrow limits of debate fit exactly with the interests of business.... However, the cumulative impact of Vietnam and racial conflict in the late sixties, the drama of Watergate, and the growing economic difficulties of advanced capitalist societies in the early seventies served to make the exercise of power in American society widely visible. Epstein, James Parker Hall Distinguished Service Professor of Law and Director, Law and Economics Program at the University of Chicago, and the Peter and Kirsten Senior Fellow of the Hoover Institution. The debate took place at the University of Chicago and was organized and moderated by J.H. Huebert, who (...) was at that time a law student at the University of Chicago and is now a clerk at the US Court of Appeals. What follows is a very lightly edited transcript of the proceedings of that debate. This is a debate between Walter Block and Lorne Gunter on public policy with regard to Canadian Aboriginals and human rights legislation.The exchange of opinion between Block and Gunter began with the latter’s publication in the Edmonton Journal. Block responded, Gunter replied, and several rejoinders followed, a baker’s dozen in all. (The times of day of the messages may not perfectly match the order as correctly depicted below, because the two correspondents were located in different time zones).

It all started in 2021 when we sparked a rather specific debate within Austrian economics in _Philosophical Problems in Science_ (_Zagadnienia Filozoficzne w Nauce_) – traditionally abbreviated as _ZFN_. The story unfolded as follows. First, Wysocki submitted a paper on the concept of indifference, as it is normally understood in the Austrian school of economics. To his astonishment and great relief, this then rising journal (now the one with well-established reputation, its Scopus ranking being as high as Q2 under the (...) rubric of philosophy) accepted the submission in question and published it promptly in ZFN 71 as (Wysocki, 2021). It was an honour and a privilege, especially given the fact that Austrian economics – with all due respect to its scientific achievements – is nowadays not a mainstream economic current, to say the least. Hence, being published in _ZFN_ only added to the strength of Wysocki’s belief that the journal is clearly unbiased towards any sort of philosophy of science. The very fact that Wysocki published a paper on indifference in Austrian economics and the fact that he spread the news about _ZFN_ being also open to publishing maverick (after all, as already observed, Austrian economics is not a branch of mainstream economics) papers related to philosophy of science prompted Walter Block (a prominent Austrian economist) to submit to _ZFN_ his rejoinder to Wysocki’s original paper on indifference, with the said response being ultimately published in ZFN 72 as (Block, 2022). Libertarian punishment theory was initially articulated by Murray N. Rothbard and Walter E. Block. It was broken down into four separate stages. To a great degree, this theory was accepted by Eduardo Blasco and Davie Marcos. However, they maintain it is in need of some slight adjustments and improvements, mainly dealing with the interest rate. The present paper claims their suggestion while valid, is unnecessary, since this theory already incorporates that element, at least implicitly.

This edition includes a new introduction by the author and three entirely new chapters, as well as updated images and corrections to the original translation. Lisa Block de Behar is Professor of Communications at the Universidad de la República in Montevideo, Uruguay and is a renowned Jorge Luis Borges scholar. William Egginton is Andrew W. Mellon Professor in the Humanities and Chair of the Department of German and Romance Languages and Literatures at Johns Hopkins University. He is the author of several books, including In Defense of Religious Moderation. HOLCOMBE (2004) ARGUED THAT government was inevitable. In Block (2005) I maintained that this institution was not unavoidable. Holcombe (2007) takes issue with that response of mine to his earlier paper, and the present essay is, in turn, a response to his latest missive in this conversation.1 In section I, I deal with what I can consider an anomaly in Holcombe’s argument. Section II is devoted to a consideration of his dismissal of my paper on grounds of “fallacy of (...) composition.” The burden of section III is to consider Holcombe’s supposed refutation of my views on the basis of his comments about the price ceiling; in section IV, I comment on the examples offered by this author, and in section V, I examine his claim that he is not actually supporting government. This chapter is about experiments that aim to isolate the neural basis of conscious perception, but in line with the methodology discussed in Chapter 1, I am putting the issues of consciousness to one side, focusing on the neural basis of perception itself as contrasted with the neural basis of perceptual judgment. The chapter discusses the “no-report” paradigm not from the point of view of homing in on the neural basis of consciousness independently of report but rather from the point (...) of view of separating perception from the cognitive processes underlying report. The global workspace and higher order theories of consciousness are implicitly committed to conscious perception being conceptual, as I will show in Chapter 13. What this chapter is about is neural evidence that perception is nonconceptual. I distinguish between phenomenal consciousness of perception, what it is like to have a perceptual experience, and access-consciousness, cognitive access to the perceptual content. Cognitive access to perceptual content is indeed conceptual but the perceptual content itself, or rather the state that has the perceptual content, is not conceptual. The chapter explains this point by noting what is by now a well known problem in identifying the neural basis of perception: Experiments typically require responses such as pressing one button rather than another, and it is difficult to see how to separate the neural basis of the perception itself from the neural basis of the cognitive processes involved in deciding on a response (Block, 1995a; 1997b). Those cognitive processes include deciding how the task set by the experimenter fits with the perception, maintaining the representation of the task and the perceptual categories in working memory and deploying those working memory representations in deciding what the response should be. This problem is especially acute when it comes to isolating the nonconceptual ground of perception, since the subjects’ cognitive processing will inevitably involve perceptual judgments and the application of concepts required for judgments. In addressing this problem, this chapter distinguishes the “no-report” paradigm from the “no-cognition” paradigm in the context of the “bored monkey” problem and the controversy over binocular rivalry and consciousness. Recent evidence showing that the “bored monkey” problem is an important factor using a mind-wandering technique will be presented. (shrink)

This article concerns the interplay between two issues that involve both philosophy and neuroscience: whether the content of phenomenal consciousness is 'rich' or 'sparse', whether phenomenal consciousness goes beyond cognitive access, and how it would be possible for there to be evidence one way or the other.

This book is the fruit of twenty-five years of study of Spinoza by the editor and translator of a new and widely acclaimed edition of Spinoza's collected works. Based on three lectures delivered at the Hebrew University of Jerusalem in 1984, the work provides a useful focal point for continued discussion of the relationship between Descartes and Spinoza, while also serving as a readable and relatively brief but substantial introduction to the Ethics for students. Collaboration on the First Edition of Spacetime Physics began in the mid-1960s when Edwin Taylor took a junior faculty sabbatical at Princeton University where John Wheeler was a professor. The resulting text emphasized the unity of spacetime and those quantities (such as proper time, proper distance, mass) that are invariant, the same for all observers, rather than those quantities (such as space and time separations) that are relative, different for different observers. The book has become a standard introduction to (...) relativity. There are two concepts of consciousness that are easy to confuse with one another, access-consciousness and phenomenal consciousness. However, just as the concepts of water and H 2 O are different concepts of the same thing, so the two concepts of consciousness may come to the same thing in the brain. The focus of this paper is on the problems that arise when these two concepts of consciousness are conflated. I will argue that John Searle's reasoning about the function of (...) consciousness goes wrong because he conflates the two senses. And Francis Crick and Christof Koch fall afoul of the ambiguity in arguing that visual area V1 is not part of the neural correlate of consciousness. Crick and Koch's work raises issues that suggest that these two concepts of consciousness may have different neural correlates – despite Crick and Koch's implicit rejection of this idea. (shrink)

Edwin Hartman explores Aristotle's metaphysical assumptions as they illuminate his thought and some issues of current philosophical significance. The author's analysis of the theory of the soul treats such topics of lively debate as ontological primacy, spatio-temporal continuity, personal identity, and the relation between mind and body. Aristotle presents a world populated primarily by individual material objects rather than by their parts or by universals. The author notes that defense of this view requires Aristotle to create the notion of (...) form or essence. A material object, the Philosopher holds, is identical with its particular essence, and is not a combination of form and matter. Most important, a person is a substance and his essence is his soul. Personal identify is therefore bodily identity, and survival consists in bodily continuity. Wysocki (2024) is a critique of Block (2022). The present paper is a response to the former. We are in effect debating the best reaction to Nozick (1977) which criticized Austrian economics on the ground that it makes two claims that are incompatible with one another. On the one hand, the praxeological school is noted for its aversion to the concept of indifference. On the other hand, the Austrian school also accepts supply and demand curves, and diminishing marginal utility. (...) These three concepts imply homogeneous elements that comprise them. But if they are truly homogeneous, people ought to be indifferent between the different elements of them. Hence, the tension, not to say logical contradiction, in this perspective. Block (1980) was an attempt to respond to Nozick (1977). Hoppe (2005a,b; 2009) and Wysocki (2016; 2017; 2021; 2024) who supports Hoppe, maintain that Block’s refutation of Nozick (1977) was not efficacious at all, at worst, or at best, certainly not fully successful. Specifically, Wysocki maintains that there is a bifurcation between choosing and preferring; for example, no one is even aware of which foot goes first when entering a restaurant, and, yet, one has to make a choice about it. He avers that it is entirely possible to prefer to save either son, equally, while actually picking one, and not the other. (shrink)

When I first received Milton Friedman’s letter in response to my article “Hayek’s Road to Serfdom” I did not realize it would lead to more. Over the past few years I have shared these letters with several colleagues, friends, and students. However, such are his fame and accomplishments that I thought these back-and-forth letters might be of interest to a wider audience of the Journal of Libertarian Studies (JLS) readers.

Cognitive ecology is the study of cognitive phenomena in context. In particular, it points to the web of mutual dependence among the elements of a cognitive ecosystem. At least three fields were taking a deeply ecological approach to cognition 30 years ago: Gibson’s ecological psychology, Bateson’s ecology of mind, and Soviet cultural-historical activity theory. The ideas developed in those projects have now found a place in modern views of embodied, situated, distributed cognition. As cognitive theory continues to shift from units (...) of analysis defined by inherent properties of the elements to units defined in terms of dynamic patterns of correlation across elements, the study of cognitive ecosystems will become an increasingly important part of cognitive science.
