After decades of postcolonial development planning in the former colonies of Africa, one question that has been asked over and over again concerns how much has changed in Africa since the launch of what used to be called the first, second, third and other development decades. There is no doubt that national development policies and plans have played significant roles in influencing the direction of the post-political-independence development processes in Africa. This paper argues, however, that (...) far more serious attention needs to be paid by the African public to the important contributions that the nature of their development plans can make in the transformations of their lives. This paper uses development plans as an exemplar of social mechanisms in critical realist philosophy and argues that the development planning authorities in Africa need to take seriously the nature of the relations between their ‘informal’ and ‘formal’ sectors in the formulation and implementation of their development plans. In agreement with Comrade Hu Qiaomu's talk on the problem of social science philosophy planning, let me also offer a few suggestions. I shall speak on the topic, "Development Plan of Social Science Philosophy and the Policy of Let a Hundred Flowers Bloom and a Hundred Schools Contend.".

Argument Development planning was a form of interventionist social knowledge widely used in the mid-twentieth century. Planning was employed with different aims, and the adoption of concrete techniques and procedures was highly sensitive to each country’s institutional context. This article studies the life trajectory of Colombia’s Ten-year Plan, an internationally celebrated attempt to design economic development on a large scale in what actors characterized as a politically “democratic” and economically “liberal” setting. Based on the Colombian case, (...) I argue that a central function of planning in developing countries was to build trust, on behalf of local stakeholders and international donors, in the state’s capacity to credibly use public resources and foreign aid to achieve its development aims. In turn, planning also allowed outsiders to invigilate the actions taken by states on the economy, and to make them accountable for their commitments. I examine the media of persuasion used in the build-up to, and the publicization and revision of the Ten-year Plan, to account for the shift from the macro scale of comprehensive plans to the smaller-scale development interventions observed in the 1960s. This case shows that the malleability of planning procedures was key for the enduring resilience of the planning system. (shrink)

BackgroundThe global interest in developing therapies for Ebola infection management and its prevention is laudable. However the plan to conduct an emergency immunization program specifically for healthcare workers using experimental vaccines raises some ethical concerns. This paper shares perspectives on these concerns and suggests how some of them may best be addressed.DiscussionThe recruitment of healthcare workers for Ebola vaccine research has challenges. It could result in coercion of initially dissenting healthcare workers to assist in the management of EVD infected persons (...) due to mistaken beliefs that the vaccine offers protection. It could also affect equity and justice. For example, where people who are not skilled health care professionals but who provide care to patients infected with Ebola are not prioritized for vaccination. The possibility of study participants contracting Ebola infection despite the use of experimental vaccine, and the standard of care they would receive, needs to be addressed clearly, transparently and formalized as part of the ethics review process. Future access to study products in view of current status of the TRIPS agreement needs to be addressed. Finally, broad stakeholder engagement at local, regional and international levels needs to be promoted using available communication channels to engage local, regional and international support. These same concerns are applicable for current and future epidemics.SummarySuccessful Ebola vaccine development research requires concerted efforts at public dialogue to address misconceptions, equity and justice in participant selection, and honest discussions about risks, benefits and future access. Public dialogue about Ebola vaccine research plans is crucial and should be conducted by trusted locals and negotiated between communities, researchers and ethics committees in research study sites. To achieve impact, academics need to create personal impact development plans, focused on what and on whom to have an impact and the necessary competencies to do so. Profession and university leaders play a critical role in the successful implementation of such plans.

지식은 학문 지식, 교과 지식, 학교 지식 세 가지 층위의 지식으로 분류될 수 있다. 학문 지식은 교과를 성립시킨 배경이 되는 학문 분야에서 연구되거나 교육의 내용이 되는 지식을 말한다. 교과지식은 교과에서 필수적으로 가르치고 학습되어야 하는 것으로서 지식, 기능, 가치, 태도를 포괄한다. 학교 지식은 학교에서 정규 수업 단위로 가르쳐지는 교과에서 교수․학습되어야 하는 내용이다. 그 중 교과지식은 교과가 특정 학문 지식의 심화를 배경으로 성립한 경우에, 학문 지식을 근거로 구성된다. 반면에 교과가 특정한 국가․사회적 요구를 배경으로 성립한 경우에, 교과 지식은 교과의 성립 이후 교과 공동체 (...) 구성원들이 전개하는 교과의 학문적 정당화 과정에서 설정되기도 한다. 도덕과 교육과정이 후자의 방식으로 설계된 결과 도덕과 교육과정은 타당성, 적실성, 연계성 측면에서 문제점을 드러내 왔다. 학문 지식의 변화를 적절히 반영하지 못함으로써 학문 지식과 큰 간극이 있고, 학습자들의 요구를 적절히 충족시키지 못하는 문제를 안고 있다. 이 문제를 정확히 고찰하기 위해 도덕․윤리 교과지식의 변화를 알아보는 것이 유용하다. 교과 지식의 변화를 알아보는 것은 도덕⋅윤리과 교육과정에 따른 내용의 변천을 알아보는 방법이 있을 수 있다. 다른 하나로 그동안 도덕⋅윤리 교과의 교과서 내용 변화의 추이를 알아보는 것도 교과지식의 변화 추이를 알아보는 방법일 것이다. 이 논문은 도덕과의 내용영역 중 북한·통일교육 분야에서 교과지식의 변화 실태를 파악하고 새로운 개선 방안을 모색하는데 목적이 있다. 이를 위해 북한·통일 교육 분야에서 교육과정의 변천에 따라 내용이 어떻게 변화하였는지를 알아보았다. 다음으로 교육과정기 마다 교과서에 실린 내용이 어떻게 변화하였는지를 살펴보았다. 북한·통일 교육 분야에서 교과 지식의 변화를 알아보기 위해서는 고등학교 교과서를 분석하는 것이 가장 효과적이라고 판단하여 고등학교 윤리·도덕 교과서를 집중적으로 분석하였다. 그 분석을 통해 나타난 문제를 토대로 향후 도덕과의 내용영역 중 북한·통일교육 분야에서 교과지식의 새로운 방안을 모색하였다. Aim: This research aimed to determine the teaching competence towards job satisfaction and teacher performance of secondary school teachers of Cagayan de Oro City and Misamis Oriental for the School Year 2020-2021. Methodology: This study utilized a descriptive-survey method of research, a patterned and modified questionnaire of Javillonar and Boni of 2023. The data collected were analyzed using descriptive statistics such as mean and standard deviation to describe the variables of the study where the three hundred fifty secondary (350) secondary (...) public school teachers from the two divisions of Cagayan de Oro City are the respondents of the study. Results: The study examined with a 0.01 correlation coefficient (two-tailed) on the significance between teacher competence, job satisfaction, and job performance found that teachers demonstrated high competence in critical thinking, teamwork, leadership, professionalism, and career management. The job satisfaction was generally high, but areas like compensation, facilities, and interpersonal relationships showed lower satisfaction. Teachers also demonstrated high performance in content, pedagogy, diversity of learners, curriculum planning, and community linkage. It has found out that there is a significant positive correlation between teacher competence and job satisfaction and performance, suggesting that teachers with strong competence are more likely to experience higher job satisfaction and superior performance. Conclusion: The teacher's proficiency in influencing job satisfaction and performance outcomes demonstrated high competence in essential skills; concerns in areas like compensation and interpersonal relationships impact overall satisfaction levels. The positive correlation between teacher competence, job satisfaction, and performance underscores the need for investing in professional development to enhance skills and engagement. Their skill is crucial in creating job satisfaction, which means an improvement in teaching skills is correlated with higher job satisfaction levels. (shrink)

The article presents a series of urban regeneration programmes carried out in the Lazio Region from 2011 to 2016, and financed by the resources of the cohesion policy 2007–2013. It covers: programme background, experience of the Municipality of Aprilia analysed in its most relevant details, some reflections concerning opportunities and limits of the programme, and some key elements to be developed in future research.

Governments and non-govermental organizations (NGOs) that plan projects to conserve the environment and alleviate poverty often attempt to modify rural livelihoods by halting activities they judge to be destructive or inefficient and encouraging alternatives. Project planners typically do so without understanding how rural people themselves judge the value of their activities. When the alternatives planners recommend do not replace the value of banned activities, alternatives are unlikely to be adopted, and local people will refuse to participate. Human behavioral ecology and (...) behavioral economics may provide useful tools for generating and evaluating hypotheses for how people value economic activities in their portfolios and potential alternatives. This is demonstrated with a case example from southwestern Madagascar, where plans to create a Mikea Forest National Park began with the elimination of slash-and-burn maize agriculture and the encouragement to plant labor-intensive manioc instead. Future park plans could restrict access to wild tuber patches, hunting small game, and fishing. The value of these activities is considered using observational data informed by optimal foraging theory, and experimental data describing people’s time preference and covariation perception. Analyses suggest that manioc is not a suitable replacement for maize for many Mikea because the two crops differ in terms of labor requirements, delay-to-reward, and covariation with rainfall. Park planners should promote wild tuber foraging and stewardship of tuber patches and the anthropogenic landscapes in which they are found. To conserve small game, planners must provide alternative sources of protein and cash. Little effort should be spent protecting lemurs, as they are rarely eaten and never sold. (shrink)

The political developments in post-socialist countries are taken as a general frame for discussing rural development in the transition from centrally planned to market economies. Rural communities and agriculture in post-socialist countries are facing major problems related to decollectivization of property, the stimulation of effective private agricultural units, and the building up of integrated rural communities and their local autonomy. After presenting the developments in Slovenia in detail, the author comes to the conclusion that no foreign/western development model (...) can be literally applied to any post-socialist state. These nations must define their own goals and formulate the strategies to reach them based on the analysis of their specific situations, and in doing this they must engage their own scientists/professionals and take foreign experts only as occasional advisors. Australia is committed to looking at ways to modernize its healthcare delivery further by integrating digital health. Advance Care Planning (ACP) is an area of healthcare that would likely benefit from further digitalization. However, while greater integration of technology in the delivery of ACP could help improve practices and lead to increased uptake, the extent to which this is achievable will be influenced, in part, by current approaches to ACP regulation. Urban development is seen in this paper as the process of achieving more social justice in the city through changes both in social relations and in spatiality. Autonomy, in the sense used by Cornelius Castoriadis, is here regarded as the main parameter for the evaluation of processes and strategies for positive social change. Nevertheless, the Castoriadian philosophical notion of autonomy must first be made operational before it can be reasonably applied in empirical research or policy evaluations. Objective To develop an ethically, legally, and clinically appropriate ventilator allocation policy for AdventHealth Tampa and AdventHealth Carrollwood in Tampa, Florida, which could be enacted swiftly during the Covid-19 pandemic. Methods During Spring 2020, a subcommittee of the Medical Ethics Committee established consensus on the fundamental principles of the policy, then built on existing ethical, legal, and clinical guidance. Results The plan was finalized in May 2020. The plan triages patients based on exclusion criteria (imminent mortality), prognosis and expected benefit (...) of ventilation (using the Sequential Organ Failure Assessment), and change in prognosis over time. Decisions are made by committee in order to minimize moral distress among individual patient care providers. Conclusions Due to international concerns about healthcare resource shortages during the Covid-19 pandemic, hospitals need allocation policies informed by the crisis standard of care, the hospital’s ethical duty to plan for an emergency, and federal civil rights laws Policy Implications: This type of policy can serve as a model for other institutions to develop crisis standards of care resource allocation policies, which are a necessary component of disaster planning. In the first half of the twentieth century, women leaders in the Indian subcontinent placed nation-building at the core of their intellectual and political pursuits. The report of the sub-committee on Women’s Role in Planned Economy (WRPE), a part of the National Planning Committee (NPC), formed in 1938, encapsulates their thought on women’s equal role and status in the emerging post-colonial Indian state. This paper foregrounds the report’s economic thought and socio-political discourse as an attempt to make the nation-building (...) project more gender-just. As a heuristic device, the report enables us to locate the women architects of modern India and gauge the possibilities and limitations of their feminist thinking in the institution-building process. In doing so, the paper draws upon primary sources, including official reports, the personal writings of the women members of the sub-committee, their biographies, hagiographies, and the feminist historiography in general. Advance care planning is a voluntary process whereby individual preferences, values and beliefs are used to aid a person in planning for end-of-life care. Currently, there is no local instrument to assess an individual’s awareness and attitude towards advance care planning. This study aimed to develop an Advance Care Planning Questionnaire and to determine its validity and reliability among older people in Malaysia. The Advance Care Planning Questionnaire was developed based on literature review. Face and (...) content validity was verified by an expert panel, and piloted among 15 participants. Our study was conducted from October 2013 to February 2014, at an urban primary care clinic in Malaysia. Included were those aged >50 years, who could understand English. A retest was conducted 2 weeks after the first administration. Participants from the pilot study did not encounter any problems in answering the Advance Care Planning Questionnaire. Hence, no further modifications were made. Flesch reading ease was 71. The final version of the Advance Care Planning Questionnaire consists of 66 items: 30 items were measured on a nominal scale, whilst 36 items were measured on a Likert-like scale; of which we were only able to validate 22 items, as the remaining 14 items were descriptive in nature. A total of 245 eligible participants were approached; of which 230 agreed to participate. Factor analysis on the 22 items measured on a Likert-scale revealed four domains: “feelings regarding advance care planning”, “justifications for advance care planning”, “justifications for not having advance care planning: fate and religion”, and “justifications for not having advance care planning: avoid thinking about death”. The Cronbach’s alpha values for items each domain ranged from 0.637–0.915. In test-retest, kappa values ranged from 0.738–0.947. The final Advance Care Planning Questionnaire consisted of 63 items and 4 domains. It was found to be a valid and reliable instrument to assess the awareness and attitude of older people in Malaysia towards advance care planning. (shrink)

Research represents an avenue through which patients can contribute to the knowledge base surrounding their condition. However, persons with dementia cannot legally consent to participation in most scientific research. One possible avenue to preserve patient autonomy in the sphere of research is through an advance planning document. Scholars of medicine, ethics, and law have largely approached this topic from a theoretical angle, compelling the authors to develop and implement a tangible research-specific advance planning tool. In order to inform (...) the creation of this novel legal instrument, the present study leveraged semistructured telephone interviews with cognitively intact older adults in the Upper Connecticut River Valley region of New Hampshire. Participants were prompted to reflect on their attitudes toward participation in scientific research, should they develop dementia. They were also asked to consider the possibility of incorporating research into their advance planning regime, their preferred format for a research-specific advance planning tool, and the potential relationship between an advance planning tool and their surrogate decision maker in the context of research participation. Qualitative analysis was employed to extract themes from interview responses, revealing a pervasive desire for an advance planning tool that embraces specificity, flexibility, practicality, and the integral role of the surrogate decision maker. Ultimately, through collaboration with physicians and an elder law attorney in the region, these findings were translated into a research-specific advance planning component within the Dartmouth Dementia Directive. The purpose of this study is to assess the intention of typically developing peers towards learning in the classroom with students with Autism Spectrum Disorder. In developing countries, such as Ghana, the body of literature on the relationship between students with disabilities and typically developing peers has been sparsely studied. Using Ajzen's theory of planned behaviour as a theoretical framework for this study, 516 typically developing students completed four scales representing belief constructs, attitudes, subjective norms, and perceived behavioural controls, hypothesised (...) to predict behavioural intention. The data were subjected to a t-test, analysis of variance, and structural equation modelling. The modelling confirmed the combining ability of attitude, subjective norms, and perceived behavioural controls to predict intention. We conclude by revealing the need for policymakers to consider designing programmes aimed towards promoting social relationships between students with ASD and typically developing peers. (shrink)

‘Planetary sustainability’, as developed in this article, is a transitory term, marking the conceptional change from perceiving the Earth as a globe to recognising it rather as a planet. Although the traditional Brundtland sustainability definition comprises ecological, economic and social dimensions to perpetuate the fulfilment of humankind’s needs for the next generations, the planetary aspect of sustainability leads to the acknowledgement that there will be an end to human civilisation if humankind does not move into space sooner or later. Concerning (...) space mining, this move might happen in our age. Given this fact, and the contemporary situation concerning space debris, ‘ethics of planetary sustainability’ as well as space environment ethics are needed. It would also make sense to add an 18th Sustainable Development Goal called ‘Space Environment’ to the current 17 Global Goals, as a sort of a political demand to complete what then could better be called the ‘Planetary Plan’.Contribution: The increasing economic use of outer space makes it necessary to include this domain in the sustainability discussion. The article calls for an 18th United Nations Sustainable Development Goal “Space Environment”, providing theological and philosophical reasoning for the need of an ethics of planetary sustainability. The fundamental consequence of this is that for the first time in the history of man, we no longer need hypotheses, myths, theologies, but on the contrary we have enough scientific data to retrace the facts of mankind and related events. We can now outline the history of our planet, we have finally gathered a few hints on the evolution of the Universe. The history of men is but one chapter, (...) though the most complex and advanced, of the more general history of Life. Life, in turn, is but the manifestation, however singular and obscure, of a process that has globally involved our planet, and maybe the entire Universe, from its initial shapelessness to present diversifications. The fundamental thing is that this process is governed by a universal constant. The system always evolves from very simple to complex forms, from conflict to harmony. What happens to our conception of mind and rational agency when we take seriously future-directed intentions and plans and their roles as inputs into further practical reasoning? The author's initial efforts in responding to this question resulted in a series of papers that he wrote during the early 1980s. In this book, Bratman develops further some of the main themes of these essays and also explores a variety of related ideas and issues. He develops a planning theory of intention. (...) Intentions are treated as elements of partial plans of action. These plans play basic roles in practical reasoning, roles that support the organization of our activities over time and socially. Bratman explores the impact of this approach on a wide range of issues, including the relation between intention and intentional action, and the distinction between intended and expected effects of what one intends. This study presented the policy of functional integration of the product planning team as a strategy for the development of the pharmaceutical industry in Palestine. The study population consists of all the workers in companies operating in the field of medicine in Palestine, which are (5) companies producing in the West Bank only for pharmaceuticals used by these companies, which are (296) employees, and was used a simple random sample to choose the sample and size (87) employees of (...) the study population, and to achieve the objectives of the study (87) questionnaires were distributed. The descriptive analytical method was used, and SPSS was used to answer and discuss the study's questions. The results showed that there is a significant relationship between the effectiveness of the policy of product development and the competitiveness of pharmaceutical companies in Palestine (West Bank), where the policy of product development efficiency accounts for 56.6% of the total change in the competitiveness of companies. The product quality component was most influential at all levels of product development effectiveness policy, followed by product identification, product cost reduction, packaging and product deletion. The weakest areas of strategic direction in pharmaceutical companies in Palestine (West Bank) are 67%. The weakest aspects of job integration are: non-regular meetings of representatives of different positions to participate in any project related to product development, to achieve spatial convergence of members of the product planning policy team in offices, laboratories and workplaces. Comparing expression patterns of orthologous genes between insects and vertebrates, we have recently proposed that the ventral nerve cord in insects may correspond to the dorsal nerve cord in vertebrates. Here we show that the early development of the insect and vertebrate brain anlagen is indeed very similar. Insect and vertebrate brains express similar sets of genes in comparable areas with similar functions in the adult. In addition, early axogenesis establishes surprisingly similar patterns of axonal connectivity in both groups. (...) We therefore propose that insect and vertebrate brains are built according to a common ground plan, and that specific areas of the insect and vertebrate brains be considered as homologous, meaning that these areas already existed, with their specific functions, in their common ancestor. Organismal form arises by the coordinated movement, arrangement, and activity of cells. In metazoans, most morphogenetic programs that establish the recognizable body plan of any given species are initiated during the developmental period, although in many species growth continues throughout life. By comparing the cellular and molecular development of the bilaterians (bilaterally symmetrical animals) to the development of their closest outgroup, the cnidarians, it appears that morphogenesis and the cell fate specification associated with germ layer formation during the (...) process of gastrulation are separately controlled by two distinct downstream pathways (canonical and planar cell polarity) of Wnt signaling. Furthermore, a fundamental change in the early developmental program, the positioning of the site of gastrulation, allowed the spatial separation of gene regulatory networks that facilitated the rapid diversification of bilaterian body plans. The claim that randomized controlled trials can improve policy-making in developing countries seemed to be severely challenged by the widespread belief that RCTs lack external validity. This belief led to the articulation of strategies to alleviate this problem which developed under the assumption that policy-making in developing countries can be best understood as a problem of prediction. The causal structures that characterize developing contexts, however, render this framing inadequate. I propose to understand policy-making in developing contexts as a planning (...) process. In this new framework, the relevance of several kinds of evidence is highlighted and the role of causal effects refocused. Interestingly, also the concern for the external validity of causal effects seems now less forceful than the critics of RCTs suggest. (shrink)

Despite some clear positives, the draft text of the Sustainable Development Goals does not fulfill its self-proclaimed purpose of inspiring and guiding a concerted international effort to eradicate severe poverty everywhere in all of its forms. We offer some critical comments on the proposed agreement and suggest 10 ways to embolden the goals and amplify their appeal and moral power. While it may well be true that the world's poor are better off today than their predecessors were decades or (...) centuries ago, to judge whether this is moral progress, we must bring into view what was possible then and what is possible now. We may well find that there have never been so many people avoidably subjected to life-threatening deprivations as there are today, and if this is the case, we should insist that our governments end this oppression immediately through appropriate institutional reforms to be prominently outlined in their post-2015 agenda. This paper considers the available documentation on the Virtual Colombo Plan (or VCP for short), launched by the World Bank and the Australian Government in 2001. The Plan is one of the World Bank’s key projects for encouraging greater use of information and communications technologies (ICTs) in developing countries, with a focus on the using ICTs for education, as well as for economic benefits.

In practice, mathematical proofs are most often the result of careful planning by the agents who produced them. As a consequence, each mathematical proof inherits a plan in virtue of the way it is produced, a plan which underlies its “architecture” or “unity”. This paper provides an account of plans and planning in the context of mathematical proofs. The approach adopted here consists in looking for these notions not in mathematical proofs themselves, but in the agents who produced (...) them. The starting point is to recognize that to each mathematical proof corresponds a proof activity which consists of a sequence of deductive inferences—i.e., a sequence of epistemic actions—and that any written mathematical proof is only a report of its corresponding proof activity. The main idea to be developed is that the plan of a mathematical proof is to be conceived and analyzed as the plan of the agent(s) who carried out the corresponding proof activity. The core of the paper is thus devoted to the development of an account of plans and planning in the context of proof activities. The account is based on the theory of planning agency developed by Michael Bratman in the philosophy of action. It is fleshed out by providing an analysis of the notions of intention—the elementary components of plans—and practical reasoning—the process by which plans are constructed—in the context of proof activities. These two notions are then used to offer a precise characterization of the desired notion of plan for proof activities. A fruitful connection can then be established between the resulting framework and the recent theme of modularity in mathematics introduced by Jeremy Avigad. This connection is exploited to yield the concept of modular presentations of mathematical proofs which has direct implications for how to write and present mathematical proofs so as to deliver various epistemic benefits. The account is finally compared to the technique of proof planning developed by Alan Bundy and colleagues in the field of automated theorem proving. The paper concludes with some remarks on how the framework can be used to provide an analysis of understanding and explanation in the context of mathematical proofs. (shrink)

In her article from 2019, Fleur Johns describes a change: from a style of development work marked by a propensity for ‘planning’, to one marked by a propensity for ‘prototyping’. Our project in this paper is to propose a modest shift in perspective. Where Johns traces a transition from old to new styles, we emphasise the enduring links between planning and prototyping, such that both styles are best understood through their ongoing relationships and entanglements. Returning to Pulse (...) Lab Jakarta (PLJ), the site of Johns’ initial inquiry, we offer a reinterpretation of what might be novel about PLJ for development practice. Our claim is that to understand the particular intervention that PLJ represents, and the new modes of practice it produces, it may be helpful to understand PLJ's work in the manner of a ‘modular’ attachment to existing development apparatuses, that combines big data analytics with design thinking. We then develop some reflections and speculations on the forms and novelty of PLJ in light of our redescription of its work in the language of modularity. (shrink)

The call for a planned phase-out is at the forefront of the political debate about animal experimentation. While authorities like the European Commission start taking a strategic approach to regulatory animal testing, they refuse to develop specific roadmaps for the phase-out of animal research. I articulate the central argument that is advanced against phase-out planning in animal research, the argument from avoidable harms: By restricting research, we may incur avoidable future harms and thus, while we may regret having to (...) use animals in ways that harm them, for the sake of avoiding future harms we must not phase out animal research. The discussion of this argument yields two Conclusions: First, it applies only to ban-based phase-out plans, but not to plans consisting of a range of other interventions known from the literature on transformative governance. Second, the premises of the argument construe animal research as a necessary evil, thus as a conflict of unequal duties. But we have a duty not just to avoid avoidable harms, but also to avoid avoidable moral conflicts. This we can only do by taking a strategic approach. Thus, what initially looks like an argument against phase-out planning is in truth an argument for ban-free phase-out planning. This finding is important for practice because it shows that while government authorities’ reluctance to issue bans may be justified, their refusal to undertake strategic planning for the phase-out of animal research is not. We are purposive agents; but we—adult humans in a broadly modern world—are more than that. We are reflective about our motivation. We form prior plans and policies that organize our activity over time. And we see ourselves as agents who persist over time and who begin, develop, and then complete temporally extended activities and projects. Any reasonably complete theory of human action will need in some way to advert to this trio of features—to our reflectiveness, our planfulness, and our conception (...) of our agency as temporally extended. These are, further, features that have great significance for the kinds of lives we can live. For these two reasons I will say that these are among the core features of human agency. A theory of human action needs to say what these core features consist in and how they are related to each other. And such a theory needs also to clarify the relation between these core features of our agency and the possibility that we are fully embedded in an event causal order. (shrink)

En el artículo se realizó una revisión de los modelos de planificación estratégica en sentido general, pero que son aplicados en los momentos actuales en el ámbito de las instituciones de educación superior. El modelo globalizador, el cual es el básico en la mayor parte de los ejercicios de planificación; el modelo sectorial, que tiene un importante arraigo en el sector educativo latinoamericano, y el modelo situacional, cuya noción básica consiste en que planificar es una acción de todos los actores. Igualmente se describen otros como el denominado complejo, el cual va cobrando interés en los estudiosos del tema; pues aunque esta línea de pensamiento posee sus ángulos de interés en el campo específico de la planificación estratégica, en el ámbito universitario aún le queda camino por recorrer para el logro de una mayor profundización en la temática, de manera que ella pueda ser aplicada al proceso formativo universitario. In the article, a general revision of the strategic planning models that are applied to the present times in the field of high education institutions was made. The models are: the globalizing model, which is the basic in the most part of the planning exercises; the sectorial model, which is very well established in the Latin-American educational sector; and the situational model, the basic notion of which consists on the fact that planning is an action that correspond to all the actors. The model known as complex was described as well. This model has become important among the specialists in the subject because, although this line of thinking has established its angles of interest in the specific field of strategic planning, it still has a long way to run, in the university field, for getting a greatest deepening in the theme, in a way that it could be applied to the university formative process.
