Abstract

Contemporary discourse oscillates between two extremes: the rejection of absolute truth being unknowable or its assertion as self-evident. Both positions mistake the nature of truth by failing to distinguish between truth itself and our access to it. This paper proposes that truth exists independent from knowledge, yet knowledge unfolds truth through constrained modes of access ordered in time. To resolve this tension, I will introduce the Universal Truth Framework (UTF), a structural model capable of ordering all truths while preserving epistemic humility. Within this framework, Absolute Truth Theory defines what truth is, while Ordo Veritatis explains how truth becomes accessible without reducing it to evidence, belief, or perspective. The UTF does not assert which propositions are true, but specifies the structural conditions under which any proposition can meaningfully claim truth while also accounting for time. All truth – past, present, and potential – can exist within this framework regardless of the limitations imposed by human knowledge.
