Description

Problem

This was tested on the beta environment on November 1, 2018.

Defect: On the beta environment, if an admin is partially blocked they cannot revisiondelete on any page on the wiki.

Expected behaviour

If an admin is partially blocked from a page they should be allowed to revisiondelete on all other pages except for the blocked page(s).
- For example, if an admin is blocked from Chocolate they should be able to revisiondelete a revision on Strawberry but not be able to revisiondelete a revision on Chocolate

Similarly,

If an oversighter is partially blocked from a page they should be allowed to suppress content on all other pages except for the blocked page(s).
- For example, if an oversighter is blocked from Kilogram they should be able to suppress a revision on Ton but not be able to suppress a revision on Kilogram

I think this is directly related to T208560: If a user is partially blocked they should be able to perform rollback on unrelated pages

@jrbs What other actions were not allowed (edits, suppress, rollback, etc) for "privileged" users if they were blocked? (before partial blocks was implemented.
Also, to your knowledge, what extensions require special rights for access since this also seems to be affected?. See T208512: CheckUser tool is inaccessible while partial-blocked
