Police corruption movies to me work best when they don’t fall out of a coconut tree. Dirty policing (which is the job of policing) exists in the context of what came before it. Unfortunately, we don’t get that much context, so unless we’re watching the video of the assault itself this flick doesn’t make you feel a whole lot. It has some stuff to say about smartphone distraction, but not too much more. At what should feel like a climax you’re just waiting for something to happen; the tension goes out of this after like 45 minutes.
