Ruzka, also known as Ruzka the Wonder Bear, is a unique Yao Guai living in the far northwest corner of Point Lookout in Fallout 3.[Pub 1]
Background[edit]
Ruzka is the only Yao Guai that inhabits Point Lookout. In Pre-War posters found across Point Lookout, Ruzka is depicted balancing atop red ball while also balancing an object on her nose.[1] Now completely feral, Ruzka plays with a giant red ball and the remains of Swampfolk within her alcove.[Pub 1] Her alcove is located at the end of a small inlet channel, near the Jet Crash Site and the Sacred Bog.

“You may have spotted posters around Point Lookout for Ruzka, who is now completely feral and amuses herself playing with a big red ball and the entrails of encroaching Swampfolk. Ruzka lives in a small alcove at the end of a small inlet channel, and is dangerous and threatening, unless you have the Animal Friend Perk.”— Fallout 3 Official Game Guide/Wasteland Census p.94
