OVERVIEW[edit]
The New California Republic is a federation of city states located in what was once Southern California. By post-apocalyptic standards, the NCR is a paragon of economic success and good ethical character: political enfranchisement, rule of law, a reasonable degree of physical security, and a standard of living better than mere subsistence are daily realities for its 700,000+ citizens.
Fallout: New Vegas finds the NCR in a state of transition, with rapid economic growth and a sea change in political leadership endangering its grand humanitarian ideals. Nowhere is this more evident than in the Mojave, where the occupation of Hoover Dam has improved access to electricity and water - at the cost of straining its budget and embroiling its armed forces in a morally corrosive imperialist project.
GOALS[edit]
The NCR government's aim is to annex New Vegas as the republc's sixth state. While it already controls Hoover Dam, its treaty with Mr. House and the three families compels it to allot one-fifth of the dam's electrical and water production to local use free of charge. Adding injury to insult, the NCR is locked into protecting New Vegas from invasion by Caesar's Legion even as it receives not one cap in tax revenue from the Strip's highly lucrative resort operations.
NCR citizens in the Mojave have largely come here for economic reasons, whether as paid citizen soldiers or as prospectors and fortune-seekers.
HISTORY[edit]
- Inception
The New California Republic was born from the remnants of the survivors of Vault 15 and the small walled community they founded, Shady Sands. Under the leadership of Aradesh, and with the assistance of the Vault Dweller (who saved Tandi, Aradesh's daughter and a future president of the NCR), the community prospered. Trade routes with other settlements allowed cultural exchange, and a movement to form a national entity gradually took root
In 2186, the town of Shady Sands changes its name to "New California Republic" and formed a [town?] council government to draft a constitution. Four more settlements joined the council and in 2189 the NCR was sprung into existence as a sprawling federation of five states: Shady, Los Angeles, Maxson, Hub and Dayglow.

2196 - Tandi (Aradesh's daughter) is unanimously elected President by the NCR council Her popularity is [illegible] will continue to serve until her death in 2244, at the age of 95.
2242-2243 - The events of Fallout 2 takes place.
2244 - President Tandi takes ill and dies. Her presidency lasted 48 years. Vice President Joanna Tibbets assumes office.
2247 - President Tibbett is removed from office by a vote of "no confidence" following her "timid" response to the massacre of 38 NCR citizens at the hands of Mojave raiders. Her replacement, President Wendell Peterson, orders three battalions of NCR infantry into the Mojave.
2248- The extirpation of tribals in the area of present-day Bullhead City is complete. The Pacification of the Mojave," as it comes to be known, makes General James Kimble a national hero.
2249 - The NCR's Mojave outpost is established.
2250 - James Kimble retires from the NCR military and runs for office as one of Hub's political representatives (or "governors," as Hub idiosyncratically calls them). Less than two months into his term, Wendell Peterson is voted out of office and James Kimble becomes the NCR's next President.
2251 - NCR forces move East and occupy Hoover Dam. The NCR reluctantly signs the Treaty of New Vegas recognizing Mr. House and his stewards, the Three Families, as the rightful owners of the Strip. The Strip opens for business.
2252 - Camp McCarran is established as NCR Headquarters in the Mojave. Sporadic fighting begins with the Mojave Brotherhood of Steel. The NCR government withdraws official support from the Followers of the Apocalypse and founds The Office of Science and Industry.
2253 - Conflict with the Brotherhood of Steel escalates, culminating in decisive victory at HELIOS One. The Mojave Brotherhood is considered "neutralized."
2254 - Following the abduction and killing of four soldiers, NCR troops assault the Great Khans' [illegible]] unreported in NCR press.
2255 - Legion forces under the command of the Malpais Legate attempt to seize control of Hoover Dam. Casualties are heavy on both sides. The NCR retains control of the dam.
2256 - Fallout: New Vegas begins.
2277 - Fallout 3 begins.
CULTURE[edit]
- Attitudes Towards Other Factions
While there is diversity of opinion among individuals, here is what NCR citizens tend to think of the Mojave's other factions:
- Caesar's Legion: Crazy-eyed murderers. Blood-drinkers who'll butcher a town for sport! Slavers, too. The only good Legionary is a dead fucking one.
- Mr. House and his Three Families. That House is a mystery man. No one knows shit about him, except he's put together one hell of an operation to suck caps outta your pockets. That'd be fine if he and his thralls was paying their dues for all the protection we give 'em.
- The Gun-Runners: Business people. The NCR has a need, and they fill it.
- The Followers of the Apocalypse. There's people back home who could use their help, so why're they out here tending to savages who'd just as soon spit as kill one of us? Those Followers are goddamned unpatriotic. No wonder the government stopped working with them.
- The Brotherhood of Steel: Crazed fanatics. Caused a lot of trouble around here until they got wiped out at Helios One in 2153.
- The Great Khans: Nothing great about 'em. Tried to make trouble a few years back and got taught their place.
- The Boomers. Never heard of 'em. Oh, you mean those freaks over at Nellis? They stick to their turf and we steer clear.
- The Kings. You mean those leather-wearing toughs lording it up over Freeside? Ha! Kings of Freeside? Kings of garbage is more like it.
- The Enclave. Murderin' fascists who got their comeuppance years back. If there's any still alive. they're smart to keep their heads down, for we'll gladly finish the job on 'em.
- National Pride
Ask almost any NCR citizen, and he or she will tell you the NCR is the greatest nation co Earth. And it's only going to get better. For over 65 years, it's gotten bigger, stronger, and richer Its military.can kick anyone's ass and has dons just that on several dramatic occasions that the citizen can tell you all about. NCR citizens get to choose their leaders; they hare rights guaranteed by law, and a lot of people are making good caps and moving up in life.
It's hard to argue with them. Especially since the NCR is the only nation known to exist at this point in history
- Optimism
A hopeful attitude towards the future et deeply ingrained in NCR citizens. Complain as they might about their present circumstances, or the misdeeds of certain groups or congenital idiots (sen below) they can't help believing that they'll come out on top in the end.
- Blame towards [Insert Chosen Group of Idiots Here]
Though it may seem paradoxical to their claim that the NCR is the greatest nation on Earth, NCR citizens frequently proclaim that their nation is "riding to hell on a hand grenade!" due to the incompetence or malfeasance of one or more groups of idiots.
The blamed parties range from politicians (the ruling council is a "pit of radscorpions") to the wealthy Brahmin Barons [illegible] to one of the most popular hobby of blaming citizen from a state other and your own ("Damn Shadies" or "Damn Hub-Heads!" or "Dman Glowsters!" etc.)

Much of the NCR Faction Profile is the same as the section on the New California Republic printed in the Fallout: New Vegas Official Game Guide: Collector's Edition. The Important Dates, National Pride, Blame towards... [Insert Chosen Group of Idiots Here], Controversy over Economic Development and Equality sections appear in both documents with some differences. For example, the important dates are described largely the same, but have different years they occurred at and Kimball was instead named James Kimble.
