Existe Déficit cuando la diferencia entre los ingresos y los gastos del Estado es negativa, es decir, los gastos son superiores a los ingresos.
Al contrario, existe Superávit cuando dicha diferencia es positiva, es decir, los ingresos superan a los gastos.
En España el déficit público está compuesto por el déficit del Estado, el déficit de la Comunidades Autónomas y el Déficit de los ayuntamientos.
Al igual que en el caso de la deuda, para medir su importancia en una economía el déficit se compara con el PIB para así calcular cual es su porcentaje sobre éste.
