About
The City of Cody functions under a mayor-council system, and a City Administrator is appointed to manage daily operations and internal affairs, as outlined by charter ordinance (1-7C-43). Through a professional staff, the City Administrator ensures public service delivery and policy enforcement, as adopted by the Governing Body of elected Councilmembers.
The City Administrator oversees all City personnel and acts as chief adviser to the Mayor and Council. Essential functions of the office of the City Administrator include preparation of annual fiscal budgets, coordination of departmental meetings, and participation in intergovernmental activities.
Council appoints the City Administrator on the basis of education, training, and experience.
Tony Tolstedt was appointed as City Administrator by the City of Cody Governing Body in June 2025.
Tony is a seasoned municipal leader with two decades of public administration experience. His background includes over ten years as a City Administrator in Wyoming, and he previously served as an Assistant City Administrator for the City of Spring Hill, TN. In these leadership roles, Tony has honed his expertise in municipal operations, economic development, and community engagement.
Tony is an ICMA Credentialed Manager, and his education includes a Bachelor of Arts in Philosophy from Regis University (Denver, CO) and a Master of Public Administration from the University of Colorado Denver.
