Would it make more sense and be more informative to not change this version number when the contents of the table don't change? How stable and old the table is is fairly interesting information. With each version release of Unicode, we update all code chart templates to show that it is reflective of the current version. This is both for maintenance purposes, but also to inform readers that any Unicode code charts are up to date. Information on how long the code chart has been in its current form can be found at the block article linked at the block title in the template, in this case Basic Latin (Unicode block). There may be an argument for adding functionality to {{Unicode version}} with a parameter such as stable_since to indicate that information, but that conversation would belong at a place like WT:WikiProject Writing systems, not here.
