That is absolutely an anglerfish (Lophius piscatorius), in fact the anglerfish, the original fish known by that name - as well as monkfish, devilfish, goosefish, and many other monikers besides.
And if it was a wobbegong, it would be even more unusual to find a tropical Indo-Pacific species in Norway.
