PAFFREL was established in 1987 by representatives of several national-level civil society organizations.
Mr. Saman Sri Rathnayake, the Commissioner General of the Election Commission of Sri Lanka, retired on the 14th of November 2025.
CSO leaders and stakeholders from the North, East, and Polonnaruwa districts came together to honour his dedicated service to democracy and presented a remembrance statue in appreciation of his remarkable contributions over his 30 year career.
