Thomas Moore is the vocal abolitionist and proponent of opening the Vault City entrance to outsiders in Fallout 2.
Background[edit]
His unkempt hair and scruffy beard, contrast with his clothes that look clean and well-cared for.[1] Most citizens just ignore him.
In reality, Thomas Moore is an undercover NCR agent gathering intelligence on Vault City and smuggling its technology outside. His contact is John Bishop of New Reno, to who the Chosen One can deliver a briefcase containing Moore's intel and a piece of Vault City tech.

- Deliver Moore's briefcase to Mr. Bishop in New Reno: Moore asks the Chosen One to go to New Reno and deliver a briefcase to Mr. Bishop.
Effects of Player's Actions[edit]
- If the Chosen One is a slaver, they cannot do any quests with him until parroting his ideology in the speech interaction, by saying the options that sound similar to his rantings.
Other interactions[edit]
- Moore can be ratted out to Joanne Lynette, which ends up with him being permanently banished from the city and his citizenship getting revoked.
- The Chosen One can mention that he is a threat to Vault City to Lynette and offer to kill him, however she will refuse. Pushing the issue will have them exiled out of Vault City and citizenship revoked.

- Chris Avellone stated that both Moore in Fallout 1 and Thomas Moore being described in game as "scruffy" was not a coincidence, as both characters are "named after famed scruffy Interplay artist, Chad Moore, who constantly aspires to be as cool as me and fails because he is too scruffy."[Dev 2]
- A community member has submitted an Easter Egg on this topic: When the player character talks to Thomas Moore they can end the conversation by saying "Go sell crazy somewhere else - we're all stocked up here." This is a reference to a quote from As Good as It Gets.[2][3]
Bugs[edit]
If plastic explosives detonate in his inventory, it will crash the game, unless two explosives are placed, with staggered timers. (One set at 30 seconds, one at 40 seconds.)
