Synopsis:
The League pursues T. O. Morrow to find out what happened to Red Tornado, but Morrow can't help them. They are attacked by their old foe the Tornado Tyrant, who puts them all out of commission except for Firestorm, who learns that Red Tornado was originally brought to life when the reformed Tornado Tyrant merged with him. Firestorm re-merges the two but keeps it secret from the League.

Synopsis:
The JSA's members are captured by future foes they have yet to meet, given they are from circa 1947, and led by an unknown menace. Only Hawkman, Atom, and Dr. Mid-Nite escape capture, thanks, in part, to Robotman's appearance. Meanwhile, FDR is worried at the White House, as he's been unable to contact the JSA, so they can stop the bombing of Pearl Harbor by the Japanese on December 7, 1941.

The story continues in All-Star Squadron (DC, 1981 series) #1.

The Seven Soldiers of Victory are explicitly named the Law's Legionnaires. An editor's note says "Later known as the Seven Soldiers of Victory", however this is misleading. The implication is that the team's name was originally the Law's Legionnaires, yet the only time that name was ever used in their original Golden Age adventures was on the cover of Leading Comics (DC, 1941 series) #4 (Fall 1942).
