L’ouvrage Gentrifications et résistances à Montréal brosse un portrait des dynamiques sociales et politiques dans différents quartiers montréalais en processus de gentrification, à partir de perspectives tant universitaires que militantes. Le pari qui est ainsi fait par l’éditeur de l’ouvrage Marcos Ancelovici est que « la recherche universitaire ne peut que bénéficier de l’expérience pratique et des savoirs tacites des gens engagés sur le terrain », tandis que ces derniers peuvent tirer enseignement de recherches qui font « ressortir des régularités et des particularités ainsi que des éléments négligés jusqu’alors » (35-36).

O artigo investiga como o Judiciário pode avaliar e monitorar a implementação de planos voltados a reformas estruturais e ao aprimoramento de políticas públicas. A pergunta que buscamos responder é: quais critérios e técnicas o Judiciário pode utilizar para homologar e monitorar um plano de ação? Para respondê-la, dividiremos os critérios e técnicas em duas fases: a primeira, chamada de fase de homologação, trata dos critérios que devem ser utilizados pelo magistrado para considerar um plano adequado e, por isso,
passível de homologação; a segunda é a fase de monitoramento, em que as metas e o indicadores do plano serão acompanhados, a fim de verificar em que medida a realidade realmente foi modificada. A pesquisa adota uma metodologia qualitativa, baseada na análise documental e revisão bibliográfica, que permite identificar os componentes essenciais – objetivos, metas específicas, indicadores quantitativos e qualitativos, cronograma e responsáveis – para a elaboração de planos que sejam eficazes e passíveis de acompanhamento técnico. Além disso, analisa-se a experiência de monitoramento do Supremo Tribunal Federal em ações estruturais, especialmente nas ADPFs 347, 635, 709, 743 e 760. Conclui-se que a homologação de um plano bem estruturado, aliado ao acompanhamento contínuo, não somente viabiliza a avaliação dos resultados, mas também fomenta a implementação de medidas
que produzam impactos concretos no curto, médio e longo prazo.

Linguistic borrowing is a dynamic phenomenon of language contact, yet Spanish
loanwords in Modern Greek have remained largely unexplored. This paper aims
to document and analyze such borrowings, focusing both on their linguistic characteristics
and their lexicographic treatment. The study is based on a corpus of
105 Spanish-derived words extracted from the Lexiko tis Koinis Neoellinikis (Triantafyllidis
Foundation), complemented by 25 items collected from social media
and online discourse. The analysis considers types of borrowings, morphophonological
adaptation, and semantic categories, while also evaluating how these
words are represented in the LKN and proposing additions to its entries.
The significance of this research lies in filling a gap in the study of Modern Greek
borrowing by turning to a donor language not traditionally examined. Its originality
stems from a combined linguistic and lexicographic approach, contributing
new data to borrowing studies and highlighting the need for more comprehensive
lexicographic coverage.

International studies and a small number of New Zealand studies have shown that boarders staying in the poorest condition boarding houses experience high levels of poverty, poor health and disability and are vulnerable to eviction. Due to inadequate tenancy protection and a lack of privacy, boarders can be considered to be essentially homeless. Some boarders cycle between boarding houses, other forms of temporary accommodation, and sleeping rough. Wellington, New Zealand. Résumé Le présent texte s’intéresse aux problèmes d’exclusion et de pauvreté, mais surtout à une initiative de lutte contre la pauvreté, soit Mères avec pouvoir (MAP) à Montréal. La pauvreté étant une situation complexe et multidimensionnelle, l’entrée comme le processus de sortie de la pauvreté doivent être envisagés dans une perspective multidimensionnelle. De ce fait, il faut faire appel à la diversité des ressources et acteurs mobilisables, et c’est précisément là l’intérêt du projet MAP. Malgré des difficultés de nature organisationnelle, il montre l’intérêt de mobiliser des acteurs locaux et externes autour du projet, afin de mettre en place une expérience innovante, soutenue par un grand nombre d’acteurs. Le cas illustre à la fois les difficultés de l’intervention multisectorielle et les avantages d’une prise en charge globale de la sortie de pauvreté. This article explores how the right to respect for one's home under Article 8 of the European Convention on Human Rights would apply in the context of housing and social control. After explaining the connections between social control, housing, and human rights, it analyzes the selected case law of the European Court of Human Rights on Article 8 in certain cases concerning housing with a view to understanding the protection asymmetries inherent to the provision, and what that would entail for the employment of social control in the sphere of housing. These protection asymmetries are identified between, first, the homeless/inadequately housed and those with a home, and second, with regard to the latter, between lawful occupiers and unlawful occupiers. The examination is conducted, first, by analyzing the Court's interpretation of the definitional scope of Article 8 and its exclusion, in principle, of the provision of housing therefrom, and second, by looking at the application of Article 8 in public eviction cases.

This paper demonstrates why it is important to have a separate international covenant for the human rights protection of women or CEDAW. The paper begins by discussing the birth of human rights and its evolution to human rights of women in particular. Using Pakistan as an example, the paper discusses Pakistan's CEDAW country reports to date. The key issues presented by the Government of Pakistan in it's state CEDAW reports are highlighted. Then, applying the 'gatekeeper theory' some of the findings of the respective shadow reports are highlighted. Finally, there are suggestions for a plan of action that should be adopted by the Government of Pakistan to ensure human rights in general and the human rights of women in particular.

This 2025 annual report from HLRN’s Violation Database (VDB), Imagining Reparation: Data, Numbers and Entitlements from Protracted Habitat Rights Violations, focuses on the concept of reparation for housing, land, and property (HLP) rights violations, particularly in the context of Palestine. It builds on previous HLRN reports analyzing violations documented in the VDB, which contains some 2,000 records of habitat-related human rights violations globally.

This year’s report highlights the historical and ongoing violations of Palestinians habitat-related human rights, including forced eviction, demolition, dispossession and environmental harm under Zionist colonization, including the Nakba, the demolitions of Palestinian villages in the southern Naqab, the occupation of Palestinian territories since 1967, and the destruction in Gaza.  It estimates that over 16.5 million Palestinians have been victimized by habitat rights violations since 1900, with significant economic and non-economic losses.  The report emphasizes the need for reparations, including restitution, compensation, rehabilitation, guarantees of non-repetition, and victim satisfaction.

The document identifies Israel as the primary liable party for these violations, supported by international legal rulings, including those from the International Court of Justice (ICJ).  It also highlights the role of third-party states in enabling Israel's actions through military, economic and diplomatic support.  The report stresses the importance of transitional justice mechanisms and international best practices to address the trauma and ensure accountability.

Imagining Reparation discusses the economic costs of the occupation, including lost GDP, infrastructure damage, opportunity costs, cumulative pain and suffering and restricted access to resources, estimating cumulative losses in the billions of dollars.  It also emphasizes the importance of reliable documentation for pursuing reparations, citing the Bseiso Family Archive as an example of evidence for dispossession claims.

Finally, the report proposes repurposing Israeli parastatal institutions, such as the World Zionist Organization/Jewish Agency and Jewish National Fund, to administer reparations to Palestinian victims.  It concludes by emphasizing the urgency of preparing for reparations to restore justice and deter future violations.

En los últimos años han proliferado los textos normativos que consagran el derecho de los ciudadanos a una vivienda digna y adecuada. Sin embargo, en un contexto de crisis habitacional como el actual, la preocupación por dar efectividad a este derecho se enfatiza cuando los sujetos afectados se
encuentran en situación de vulnerabilidad. Partiendo de estas premisas, el trabajo, en primer lugar, analiza los conceptos de vivienda y vulnerabilidad, prestando especial atención a su configuración en los instrumentos normativos internacionales, europeos y nacionales. En segundo lugar, por referencia al ámbito estatal, se diseccionan tanto las normas de naturaleza general en cuyo dictado se aprecia el ánimo de poner fin a la discriminación en el contexto de la vivienda (por su carácter reciente, la Ley 15/2022, de 12 de julio, integral para la igualdad de trato y la no discriminación y la Ley 12/2023, de 24 de mayo, por el derecho a la vivienda), como aquellas otras que, en el ámbito propio del derecho civil, se erigen en instrumentos tuitivos de las personas vulnerables. Y para finalizar, dentro de estas últimas, se
toma como caso de estudio el de las personas con discapacidad, a cuya protección se han orientado reformas acometidas en la Ley 49/1960, de 21 de julio, sobre propiedad horizontal, en la Ley 29/1994, de 24 de noviembre, de Arrendamientos Urbanos o en el propio Código civil.
De la investigación ejecutada se concluye que la falta de un tratamiento sistemático, homogéneo e integral del fenómeno habitacional no solo condiciona con carácter general ese derecho a la vivienda digna y adecuada, sino que perjudica de modo especialmente odioso a las personas vulnerables.
In recent years, a proliferation of regulatory texts has enshrined the right of citizens to decent and adequate housing. However, the current housing crisis has heightened concerns about the effective implementation of this right for those in vulnerable positions. Against this backdrop, this paper first analyses the concepts of housing and vulnerability, paying particular attention to how they are defined in international, European and national regulatory instruments. Secondly, at the state level, it examines the general regulations that aim to eliminate housing discrimination (Law 15/2022, of 12 July, on
comprehensive equal treatment and non- discrimination, and Law 12/2023, of 24 May, on the right to housing, both recently enacted), as well as other civil law instruments that protect vulnerable persons.
Finally, the case study focuses on persons with disabilities, whose protection is central to reforms undertaken in Law 49/1960, of 21 July, on horizontal property, Law 29/1994, of 24 November, on urban leases and the Civil Code itself.
The research findings indicate that the lack of a systematic, consistent and comprehensive approach to the housing issue affects the right to decent and adequate housing generally and disproportionately impacts vulnerable persons

El presente artículo analiza la viabilidad de adaptar el modelo brasileño de Regularización Fundiaria Urbana (REURB), establecido por la Ley Federal 13.465/2017, al contexto argentino como respuesta a las demandas históricas de los movimientos sociales por el acceso a la tierra y la vivienda digna. A través de un análisis documental comparativo de los marcos normativos de ambos países y el estudio de la movilización social en Argentina, se evidencia la ausencia de instrumentos jurídicos integrales para abordar la problemática de los asentamientos informales en este país. Mientras Brasil ha desarrollado mecanismos innovadores que combinan regularización dominial, urbanística y ambiental, Argentina mantiene una legislación fragmentada e insuficiente frente a la magnitud del déficit habitacional. La investigación demuestra que existe compatibilidad constitucional entre ambos sistemas jurídicos y que la adaptación de la REURB podría proporcionar soluciones estructurales a las más de cuatro millones de personas que viven en barrios populares argentinos, respondiendo así a las reivindicaciones de organizaciones como la CTEP, el MOI y otros movimientos territoriales.

This work aims to present the right to housing both as a human right and as a fundamental
pillar for the development and security of the individual, which makes part of the legal
safeguards, present in the Constitution, that enables the individual fully exercise his/her
citizenship, enjoy his/her fundamental rights and act democratically for their defense,
whenever necessary. Through comparative historical analysis, documents and reports, this
essay intends to highlight the repetition of certain historical patterns regarding both violations
of and the struggle for human rights and, more specifically, the right to housing. The author
compares the actions undertaken by the government and the justifications that it presented
during the housing demolitions of 19th century’s Rio de Janeiro with the many other similar
urban interventions that ensued during its urbanization process, as the “relocations”
undertaken to accommodate mega-events such as the World Cup and the Olympics. Doing so,
he highlights the human rights violations committed against underprivileged families, the
leniency of the government regarding those violations and its omission in the defense of the
fundamental rights of the “relocated” population.

U radu su razmatrani ekonomski i pravni aspekti izbeglicke krize nastale zbog rata u Siriji. Cilj rada jeste da pokaže kompleksnost problema izbeglicke krize na teritoriji Republike Srbije. Pocetak istraživanja obuhvata analizu izbeglicke krize u Srbiji koja se odnosi na broj izbeglica koji su izrazili nameru da traže azil i strukturu izbeglica prema zemlji porekla. Nakon toga, procenjen je deo direktnih troskova države kao i ukupna potrosnja izbeglica pri prolasku kroz Srbiju u 2015. godini. Identifikovani su troskovi koji se nalaze u operativnom planu Vlade Republike Srbije, troskovi prihvatnih i azilantskih centara, kao i izvori finansiranja direktnih troskova. Dodatno je analiziran Zakon o azilu u svim zemljama bivse Jugoslavije i utvrđene su tacke konvergencije i divergencije u ovim zakonima.

Se presentan los resultados de un proyecto de investigación llevado a cabo durante el año 2024 que tuvo por objetivo diagnosticar cuál ha sido el grado de acogimiento de los estándares elaborados por la Corte Interamericana de Derechos Humanos en materia de responsabilidad por omisión, género y garantías judiciales,  tanto por la normativa de responsabilidad del Estado de la Ciudad de Buenos Aires (Ley No 6325 y normas específicas y complementarias) como por la casuística de los tribunales locales.

Greece is the only country in Europe that took no measures to relieve borrowers in CHF from currency losses. This is even though the ECB chair Christine Lagarde, has openly encouraged European governments to undertake such measures. The losses exceed 60% of the loans due to the appreciation of the CHF against the euro. Recently, the Greek government leaked a plan for the relief of this category of borrowers. Nevertheless, the plan is more of a hoax than a relief, as explained in the article. (PARON 16/11/2025)

تتناول هذه الورقة النهج الاقتصادي البديل القائم على الوصول المشترك إلى الأرض والسكن. نبدأ أوّلًا بعرض المفاهيم المرتبطة بالحيازة المشتركة، لننتقل إلى التركيز في لبنان من خلال تقديم لمحة عن السياق التاريخي لتحول الملكية المشتركة إلى ملكية فردية خلال العهد العثماني والاستعمار الفرنسي، واستعراض أشكال الملكية المشتركة في السياق اللبناني الحالي، لنتناول في الجزء الأخير تجارب الملكية المشتركة في السياقات الإقليمية في كلٍّ من مصر والمغرب والسودان. ونسعى من خلال هذه الورقة إلى تبيان كيف يمكن لنهجٍ اقتصادي بديل المساهمة في الوصول إلى الحق في السكن الميسَّر واستعادة القيمة الاجتماعية للأرض.

Objetivos: analizar el Decreto Ley 3/2023, de medidas urgentes sobre el régimen urbanístico de las viviendas de uso turístico, que sujeta las mismas a licencia urbanística temporal de cinco años y permite su cese en los municipios que no dispongan de suficientes viviendas habituales o este uso ponga en riesgo el equilibrio urbano, así como examinar su mecanismo indemnizatorio, a través de su régimen transitorio, que ha planteado un debate jurídico sobre la eventual responsabilidad patrimonial del Estado legislador. Metodología: la investigación se basa en un análisis crítico, a través de la jurisprudencia y la doctrina, de la nueva regulación y singularmente de la responsabilidad patrimonial del Estado legislador. Resultados: el mecanismo indemnizatorio del Decreto Ley, avalado por la STC 64/2025, de 13 de marzo, se considera adecuado para compensar todos los conceptos indemnizables, a pesar de que sería deseable un desarrollo normativo que redujera la discrecionalidad en la aplicación de su régimen transitorio. Conclusiones: la normativa estudiada posibilita intervenir y revisar el mercado de viviendas turísticas, a priori sin costes económicos para la administración, lo que permite avanzar hacía un planeamiento urbanístico mucho más dinámico y adaptativo.

Conclusiones: la normativa estudiada posibilita intervenir y revisar el mercado de viviendas turísticas, a priori sin costes económicos para la administración, lo que permite avanzar hacía un planeamiento urbanístico mucho más dinámico y adaptativo. / Objectives: To analyze Decree-Law 3/2023, on urgent measures regarding the urban planning regime of tourist housing, which subjects them to a temporary five-year urban planning license and allows their cessation in municipalities that do not have enough habitual housing or this use puts urban balance at risk, as well as to examine its compensation mechanism, through its transitional regime, which has raised a legal debate on the possible public authority liability of the legislative State. Methodology: The research is based on a critical analysis, through jurisprudence and doctrine, of the new regulation and particularly of the public authority liability of the legislative State. Results: The compensation mechanism of the Decree-Law, endorsed by STC 64/2025, of March 13, is considered adequate to compensate all compensable concepts, although a regulatory development that would reduce discretion in the application of its transitional regime would be desirable. Conclusions: The regulations studied make it possible to intervene and review the tourist housing market, a priori without economic costs for the administration, which allows progress towards much more dynamic and adaptive urban planning.

Este artículo tiene una pretensión muy acotada que se limita a
describir el contenido del Derecho internacional de los derechos humanos en
relación con derechos de niños, niñas y adolescentes y el medio ambiente.
Se justifica porque, por primera vez en la historia, las personas menores de edad
alzaron sus voces respecto de un tema de política pública que, por razones obvias, los afecta no solo a ellos sino a la propia especie.
En lo que puede ser caracterizado como una inversión de responsabilidades y roles frente a las omisiones, de diversa índole, del mundo adulto, los niños adquirieron un protagonismo desconocido en el pasado en el reclamo por la protección del planeta.
Ello llegó al punto de presentar comunicaciones en organismos internacionales, como fue el caso del Comité sobre Derechos del Niño. Si bien la comunicación fue rechazada por el incumplimiento de requisitos de admisibilidad (el Tercer Protocolo Facultativo de la Convención sobre Derechos del Niño está copiado casi literalmente de otros similares correspondientes a tratados de derechos humanos que regulan derechos de personas adultas, dificultad que no es posible analizar aquí), el organismo emitió una Observación General sobre el tema para expresar su preocupación y reconocer la importancia de las opiniones de los niños.
En lo que sigue se repasarán las normas internacionales que regulan la cuestión, para luego centrar el análisis en la mencionada Observación General.

The K.G. residence in Kefalari was designed and built by Nicos Valsamakis in 1964 as the primary home of a family of four, without ever having been photographed or published until today. It is developed on two levels: a ground floor with living areas, auxiliary spaces, and a garage, and an upper floor with the bedrooms. Today, 60 years after its construction, the residence remains in excellent condition, preserving almost intact the character that the architect intended to convey at the time of its creation. The K.G. residence in Kefalari belongs typologically to the group of houses from the architect’s first creative period (1957–1965), which employ the neoplastic (De Stijl) syntax as their compositional point of departure, typically developing the (free) plan horizontally, and structuring the building through independent planes—parallel or perpendicular to one another (reinforced concrete slabs and masonry or brick walls, combined with light partition panels)—in three dimensions.

Esta investigación doctoral (summa cum laude) se plantea como pregunta central  ¿De qué forma los mecanismos, salvaguardias y prácticas administrativas y judiciales existentes aseguran con efectividad la protección y garantía del derecho a una vivienda adecuada de conformidad con el elemento de la seguridad legal de la tenencia en México?

Sobre la institucionalidad administrativa de vivienda, se analizaron detenidamente ocho prácticas y mecanismos específicos sobre la seguridad jurídica de la tenencia, que dieron cuenta de los múltiples problemas específicos que fueron comprobados a partir de la evidencia existente.

En cuanto al ámbito judicial, se analizaron dos cuestiones; por una parte, el efecto que tiene la articulación de las reglas prevalecientes en las legislaciones civiles en materia hipotecaría está teniendo y generando efectos adversos en la seguridad legal de la tenencia del derecho a la vivienda. Por otra, a partir del análisis de 405 sentencias de fondo emitidas por juzgados de primera instancia, derivadas de demandas interpuestas por el INFONAVIT por incumplimiento de contratos de apertura de crédito con garantía hipotecaria,  se examinaron las formas en qué el Poder Judicial de la Ciudad de México está aplicando los estándares de protección y garantía del derecho a la vivienda y el elemento de la seguridad de la tenencia en aquellos juicios que dan lugar a desalojos forzados, desahucio y lanzamientos, que provocan la pérdida de la vivienda y en consecuencia la violación de este derecho social.

La investigación tuvo hallazgos significativos que documentan detalles poco conocidos en investigaciones previas sobre la materia y en numerosos casos, se pormenorizan prácticas nunca evidenciadas en investigaciones jurídicas anteriores o en otros trabajos en áreas del conocimiento de las ciencias sociales. La investigación ayuda a una mejor comprensión de las violaciones la seguridad jurídica de la tenencia del derecho a la vivienda que se producen en México.

El Comité DESC a partir del 2015 comenzó a elaborar su doctrina jurisprudencial en
torno al derecho a la vivienda por reclamos individuales, luego de la entrada en vigor del Protocolo Facultativo al Pacto Internacional de Derechos Económicos, Sociales y Culturales (PIDESC) en 2013 que habilitó esa competencia. Se ocupó, principalmente, de la crisis de desalojos de inmuebles públicos y privados producidos en España y su impacto en familias y grupos desaventajados.
Forjó, con diversos matices, las condiciones a partir de las cuales puede decirse que un desalojo cumple con los estándares del derecho internacional y no viola el PIDESC, aunque los diversos temas involucrados (tales como seguridad en la tenencia, garantías y recursos jurídicos efectivos, notificación adecuada, alternativa habitacional, proporcionalidad, etc.) son suficientemente amplios como para exceder ese limitado campo y hablar de “derechos habitacionales” que emergen del art. 11 del Pacto.
Las consideraciones del órgano de vigilancia del Pacto que obliga a la Argentina –en tanto tiene jerarquía constitucional– son relevantes, ya que los organismos internos de los Estados tienen el deber de no entorpecer con sus prácticas el cumplimiento de buena fe de las cláusulas del tratado internacional, a cuyos fines la aplicación por parte de su intérprete autorizado es un dato que no pude pasar desapercibido.
Mi propuesta en este trabajo es investigar dichos estándares del sistema universal de protección de derechos humanos y su posible utilización en la Ciudad Autónoma de Buenos Aires, donde la regulación a nivel infralegal de los desahucios de inmuebles públicos (dto. 1128/97) puede resultar exigua o insuficiente para proteger adecuadamente el derecho en cuestión.

تعد خصائص شبكة توزيع مياه الشرب أمراً حيوياً لضمان توفير مياه نقية وصالحة للشرب للسكان في مركز طلخا، لذا تأتي هذه الدراسة لشبكة مياه الشرب باستخدام تقنيات الجيوماتكس، متمثلة في نظم المعلومات الجغرافية (GIS) وتقنيات الاستشعار عن بعد، خلال عام 2022م. وتهدف الدراسة إلى تقييم الأداء الحالي لشبكات المياه وتحديد مناطق الكفاءة المختلفة.
اعتمدت الدراسة على جمع وتحليل البيانات المكانية لتحديد السعة الحجمية وتوزيع المياه عبر مختلف مناطق المركز. وأظهرت النتائج وجود تفاوت في كفاءة توزيع المياه، حيث تتركز الكفاءة العالية بالقرب من فرع دمياط بينما تعاني المناطق البعيدة عن النهر من كفاءة أقل. ومن خلال هذه التحليلات، تم تحديد النقاط الحرجة( ) في الشبكة وأوصت الدراسة بضرورة تحسين البنية التحتية في المناطق ذات الكفاءة المنخفضة، بالإضافة إلى الاستثمار في تقنيات إدارة المياه الحديثة.
The characteristics of the drinking water distribution network are crucial to ensuring the supply of clean and potable water to the residents of Talha Center. Therefore, this study examines the drinking water network using geomatics technologies, specifically Geographic Information Systems (GIS) and remote sensing technologies, during the year 2022. The study aims to assess the current performance of the water networks and identify areas with varying levels of efficiency.
The research methodology involved the collection and spatial analysis of data to determine the volumetric capacity and distribution of water across different areas within the center. The findings indicate a variation in the efficiency of water distribution, with higher efficiency observed in areas proximal to the Nile River, while regions farther from the river exhibit lower efficiency.

Este panel invita a repensar la relación entre indigeneidad y urbanidad en América Latina. Para ello, propone un diálogo entre los estudios de indigeneidad urbana y las investigaciones sobre el importante rol de las poblaciones migrantes y marginalizadas en la construcción de la ciudad.

Invitamos a considerar la ciudad no solo como espacio de negociación y reconfiguración de identidades indígenas, sino también como el resultado de la agencia indígena. Planteamos desplazar la mirada desde una concepción del indígena como sujeto con capacidad de adaptación a la vida urbana, hacia una que reconozca y visibilice su contribución simbólica y material a la construcción de la ciudad en contextos de racialización y marginalización.

في إطار مشروع “الإسكندرية تحت المجهر”، أعددنا سلسلة تقارير مُفصّلة تغطي الأحياء التسعة للمدينة، بالإضافة إلى مركز ومدينة برج العرب. يأتي هذا المشروع سعيًّا لفهم أفضل للواقع العمراني والاجتماعي والاقتصادي والبيئي لكل حي، مما يتيح رؤية شاملة ودقيقة تسهم في دعم السياسات المحلية وتعزيز ممارسات التخطيط العمراني العادل.

نستكمل سلسلة التقارير من رابع أحياء المدينة، حي المنتزه أول، الذي تعود قصته إلى أواخر القرن التاسع عشر، حين أعجب الخديوي عباس حلمي الثاني بالمنطقة. فعلى الرغم من كونها آنذاك منطقة معزولة وغير مأهولة بالسكان، كانت تطل على شاطئ البحر المتوسط وتتميّز بطبيعة زراعية ومسطحات خضراء خلابة. في عام 1892، أمر الخديوي ببناء قصر وحدائق المنتزه، والتي أصبحت لاحقًا أبرز معالم الحي وأكثر ما يميّزه على مدار أكثر من مئة عام، بما تحتويه من أشجار ونباتات نادرة وشواطئ ساحرة.
تحوّلت المنطقة إلى مقر صيفي للعائلة الملكية، ثم شهد الحي لاحقًا تحولات عمرانية وسكانية واجتماعية وبيئية على مدار عقود. كانت المنطقة في السابق تتبع حي شرق، إلى أن صدر قرارًا بإنشاء حي المنتزه أول وفصله إداريًا عام 1982.
وفي العقد الأخير، مرّ الحي بجملة من التغيرات تحت مسمى التطوير، أثّرت بوضوح على هويته العمرانية والبيئية، خاصة في المناطق التاريخية.

يتناول التقرير بيانات للواقع السكاني والعمراني والتعليمي والصحي والبيئي والاقتصادي والخدمي للحي، ليكون أول خطوة في مشروع يهدف إلى الوقوف على الواقع، ثم تحليله لإيجاد حلول وبناء للمستقبل.

Existe en muchos de los países iberoamericanos una amplia experiencia acumulada en materia de políticas de vivienda que reflejan resultados con mayor o menor éxito. El escenario tendente a la metropolización, donde gran parte de la población vive en ciudades de más de un millón de habitantes y algunas de ellas, como Buenos Aires o Ciudad de México, con más de 10 millones, y donde se han dado procesos de crecimiento urbano acelerado sin una planificación sostenible y sin capacidad de dar respuesta a los requerimientos habitacionales que tal crecimiento exige, ha llevado, a muchos de sus gobiernos, a tener que hacer frente, mediante políticas públicas, a la cuestión del derecho a la vivienda.  El presente libro tiene como objetivo realizar un estudio comparado de cómo, durante los últimos años, se ha afrontado jurídica y políticamente el problema de la vivienda en países como México, Argentina, España, Bolivia, Ecuador, Cuba o Chile, analizando sus éxitos y fracasos en aras a afrontar el desafío de un horizonte de mayor igualdad en el acceso a la vivienda y el hábitat.
