It would be better if the ICT standard used hypertext cross references in throughout.
In particular, @bruce-usab noticed that the references (Chapter 7) mention the section numbers that use the references, but those number really should hypertext links.

The color pickers at the end of each accordion cause the accordion to scroll. This makes those pickers harder to access:
Adding .padding-bottom-05.overflow-visible to .usa-accordion__content will allow the it to color picker to overflow the accordion:
