I don’t mean to sound like one of those power scalers but Forager is a lot more powerful than anyone gives him credit for.
His power is canonically defined as “the ability to overcome insurmountable odds”. Which may not be grand or flashy like a lot of the other gods but it’s insanely useful, even at a low level.
His suit does some pretty cool things. It lets him walk on walls, shoots acid, it has some kind of electronic nerve matrix that I’m pretty sure was designed to help him navigate tunnels and small spaces, and in the latest New Gods run it even had wings.
He also fights at the same level as a lot of the best warriors on New Genesis despite being considerably younger than most of them. Gods reach physical maturity at about 30 and Forager is a teenager in most of his appearances. He’s pretty consistently referred to as young by Orion, in his first appearance he was called a “Teen Type”, and my personal favorite was Jezebelle calling him “Little Friend”. Correct me if I’m wrong but I’m pretty sure that most of the main New Gods like Orion, Lightray, Barda, and Scott are anywhere from 250-300 years old in most stories and I’d say it’s safe to assume that gods only get more powerful the older they get.
Plus he’s got some crazy feats under his belt. Among others instances, he built a fully functioning Mother Box in minutes when it normally takes weeks, saved the earth and by extension the Milky Way galaxy and the entire universe, and stopped the Black Racer dead in his tracks.
There’s also the fact that a good majority of the bugs will willingly take orders from him. There are not only a lot of them but they’re all very talented and resourceful in their own right.
Being overlooked does have plenty of significance to his character though. I once saw someone argue that Forager represents the common foot soldier that doesn’t really get any credit and I can see a lot of merit in that.
