Jeremi Joslin แบ่งปันสิ่งนี้I keep seeing new initiatives that promise to build a new layer for digital public infrastructure to enable AI. Most of the needed standards already exist. Most are running in countries today. Here is what each layer actually does, and which standard already covers it: → Telling the world what data you have, under what terms. That is a catalogue. The standard is DCAT (W3C). At least 12 national profiles live: EU, Germany, Italy, the Netherlands, the US, Brazil, Indonesia, and more. → Defining what each field means, so "household" or "beneficiary" carries the same meaning across two systems. RDF, SHACL, JSON-LD (W3C) and JSON Schema. Applied via EU SEMIC, Belgium's OSLO, Brazil's ePING. Newer community profiles like PublicSchema build on the same stack. → Proving who is asking, with credentials they cannot fake. W3C Verifiable Credentials and DID. At national scale already: EU EBSI in production, eIDAS 2.0 rolling VC + OpenID4VC across member states, Thailand's NDID running W3C VC for 34M accounts. The stacks not yet on VC (Singapore's NDI, India's ABDM) use OIDC and SAML on the same standards layer. → Expressing the rules: who can use this data, for what, under what conditions. ODRL (W3C). Still emerging at country scale, running in @EclipseFoundation EDC and Gaia-X. → Enforcing those rules at runtime, at the door of every API. OAuth 2.0 and OpenID Connect (OpenID Foundation). In production at Singapore's APEX, Italy's PDND, India's e-Pramaan, US api.data.gov. → Moving the data. OpenAPI (The Linux Foundation). Everywhere. Rwanda's 2026 shared-data-hub procurement mandates OpenAPI 3.1 alongside AsyncAPI, CloudEvents and GraphQL Federation, in one go. → Speaking the same language inside (and across) sectors. HL7 FHIR FOUNDATION has done this for health for over a decade. DCI Standards (Digital Convergence Initiative - DCI) do the equivalent for social protection. GovStack packages cross-sector building blocks (registration, consent, payment, identity) on top of the same standards. → Negotiating exchange between participants in a dataspace. The Dataspace Protocol (Eclipse Foundation, ISO/IEC). Still maturing, already running in Eclipse EDC and Gaia-X. That is every layer of what people propose to "build". Most of it is already deployed at country scale. Jeremi Joslin แบ่งปันสิ่งนี้I just stumbled upon a presentation I gave almost 20 years ago, on data portability for social networks. Twenty years later I'm working on #SocialProtection, and I keep running into the same problem: data systems that don't talk to each other. Without a standard, every system has to integrate with every other: with N producers and M consumers of data, that's N×M bespoke connectors. Add a standard and it drops to N+M, because each system only integrates with the standard. Hohpe and Woolf wrote a book about this almost 25 years ago (*Enterprise Integration Patterns*); the economics haven't changed. In social protection that compounds. Every hour spent re-doing one-off integrations between social registries, civil registry, farmer registry, payments and ID is overhead that doesn't go into the program itself. At country scale, it's a serious tax on already-stretched budgets. We don't have more standards because shipping one used to be expensive, and nobody wanted to be the first adopter. Most died there. AI collapsed that cost. I built a Modular Open Source Identity Platform (MOSIP) Claim 169 QR credential with AI assistance in a couple of days. Digital Convergence Initiative - DCI was similar: OpenCRVS and I (OpenSPP) implemented our halves independently, on our own time. When it came time to integrate, we were exchanging data after a couple of tests. That's why, as part of my work with OpenSPP, I've spent the last three years participating in G2P Connect, Digital Convergence Initiative - DCI, Modular Open Source Identity Platform (MOSIP) Claim 169, GovStack, PublicSchema and the wider #DPI standards work. Not because standards are pretty. Because without them, every government, agency or NGO pays the same integration tax over and over. That's budget and time that should be funding the program itself. Before we go in, I'd love feedback on two ideas. ▸ 𝗙𝗶𝘃𝗲 𝘀𝘆𝘀𝘁𝗲𝗺 𝘁𝘆𝗽𝗲𝘀 𝗮𝗿𝗼𝘂𝗻𝗱 𝘁𝗵𝗲 𝗦𝗣-𝗠𝗜𝗦 (image 1) The MIS is the orchestrator. Early Warning Systems, GIS tools, the social registry, payment rails, and notification rails sit at the edges. The standard defines the contracts on the arrows, leveraging existing ones when available. Countries pick their own EWS and their own GIS stack; the API surface stays the same. ▸ 𝗔𝗹𝗲𝗿𝘁 𝗴𝗲𝗼𝗺𝗲𝘁𝗿𝘆 ≠ 𝗽𝗿𝗼𝗴𝗿𝗮𝗺 𝗴𝗲𝗼𝗺𝗲𝘁𝗿𝘆 (image 2) One hazard polygon from the EWS becomes many program geofences. Buffered for evacuation routes. Clipped to operational scope. Split by response type. Each carries its own eligibility rules on top of geography. Jeremi Joslin โพสต์สิ่งนี้I've spent the last few years building OpenSPP and participating in interoperability work across social protection (Digital Convergence Initiative - DCI, GovStack, #Claim169). Through that, I keep running into the same problem. When you try to exchange data between systems, the hard part isn't the API or the transport anymore, that's being solved by those organizations. It's that the same words mean different things. One system records disability as yes/no. Another uses Washington Group categories. Another uses detailed medical codes. There's no single right model, but without a shared vocabulary to describe the differences, every integration reinvents the translation. One system models a household as a group with roles (head, spouse, dependent). Another stores it as flat fields on a single record. "Enrollment status: active" means three different things in three systems. These aren't mapping problems you solve with a lookup table. The concepts themselves don't align. I've started working on this gap: shared definitions for the concepts and vocabularies that sit underneath the API contracts. Over the years I've done this kind of analysis again and again for different projects. Now I looked at OpenSPP, openIMIS, OpenCRVS, DHIS2, and others, putting it all together into an open, public resource that countries and humanitarian organizations can reuse and adapt to their needs. These questions miss where accountability actually lives. Accountability is not a property of the model. It is a property of an institutional architecture. In my new Digital Statecraft essay, I argue that fast and fair decisions in the age of AI need two conditions: 1. A modular state, where five roles are separated - Regulator publishes rules, Registrar holds facts, Operator decides, Appellate Authority corrects, Audit Authority watches. 2. Four shared objects that carry accountability between them - rules (versioned and machine-readable), facts (registrar-owned and revisable), decision receipts (reconstructable records of what happened), and correction orders (executable remedies that propagate back through the system). Without modularity, AI scales the worst features of administration - opacity, dispersed responsibility, dead ends - at machine speed. With it, the digital state can finally do what the paper state always promised but rarely delivered: decide quickly, explain clearly, and correct when it is wrong. Public trust in AI-assisted decisions will not come from better models. It will come from the architecture around them. See the link in the comment. #DigitalGovernance #AIGovernance #DPI

Mais parce qu'il illustre quelque chose que je vis de près depuis plusieurs mois : le Sénégal est en train de poser les fondations d'une infrastructure numérique publique sérieuse. Et les bonnes personnes sont aux commandes. J'étais la semaine dernière au Senegal AI Scaling Hub Stakeholder Validation Workshop, un événement de deux jours porté par Sénégal Numérique S.A. (ex-ADIE), la Gates Foundation, Dalberg Data Insights, et Haskè Ventures. Ce qui s'est passé dans cette salle n'était pas un atelier de plus. C'était une conversation de fond sur comment l'IA peut réellement transformer des secteurs clés tels que la santé, l'éducation et l'agriculture au Sénégal. Avec des cas d'usage concrets, des acteurs engagés, et une volonté politique qui se sent. Des gens comme Mohamed DIABY, Cheikh NDONGO, Ben Diop, et leurs équipes ne sont pas des technocrates qui collectionnent les ateliers. Ce sont des praticiens qui comprennent que l'interopérabilité n'est pas un sujet technique réservé aux architectes systèmes. C'est un choix politique. Un choix de souveraineté. Ce qui a résonné dans nos échanges, c'est une philosophie commune : des outils qui autonomisent les équipes locales, sans dépendance, sans vendor lock-in, construits pour durer et pour s'adapter. Des systèmes que les institutions comprennent, contrôlent, et peuvent faire évoluer elles-mêmes. Les pays qui réussissent leur transformation numérique ne sont pas ceux qui achètent les meilleures solutions. Ce sont ceux qui construisent les meilleures équipes. Le Sénégal a ces équipes. RecordTV, the company founded by Fernandes, is widely regarded as one of the few companies on the forefront of disrupting the TV industry and was named as one of the Top 100 startups in the World by Red Herring. <br><br>At RecordTV, Fernandes led product development through commercialisation and the release of the InstantTV app, making RecordTV the fastest growing Over-the-Top (OTT) service in Singapore, hitting #1 in the Apple App Store as well as the Google Play Store in Entertainment.<br><br>Fernandes has served the "Future of Media" Global Agenda Council at the World Economic Forum in Davos that covered the interplay of technology, media and copyright. In the area of public policy, Fernandes has served the Commonwealth Nations, ASEAN Nations and the Government of Singapore as an advisor on matters related to technology and entrepreneurship. <br><br>Most recently he served on the Entrepreneurship Review Committee for the Singapore Government and continues to sit on the Pro-Enterprise Panel (PEP), a board that was recognised by the United Nations, and tasked with reviewing the regulatory framework around new innovations. Fernandes has been a Board Member for TiE Singapore, an adjunct professor at NUS and guest lecturer at INSEAD and SMU where he has lectured on Disruptive Innovation and Entrepreneurship.<br><br>Fernandes has been named by the Singapore Computer Society as its youngest-ever “Young Professional of the Year”. The World Economic Forum subsequently named him a Young Global Leader. BusinessWeek has also identified him as among Asia’s Top 25 Entrepreneurs.<br><br>Fernandes has an MBA (High Honors) from the University of Chicago, a Bachelor’s Degree in Electronic Engineering from Bombay University, a Masters in Information Technology. He is also an alumnus of Harvard University and Yale University YGL programs.
