The pole vault Transformer is a Junkion and/or Autobot from the cartoon portion of the Generation 1 continuity family.

He's on the right, rocking the mouth-covered-by-scarf look.

The "pole vault Transformer" is an Autobot that lived between the First and Second Cybertronian War. In the year of 2006, he is a member of the Junkion tribe. Unless, of course, these two guys are not the same person but just happen to share a design and color scheme.
