The Civic Level was the highest of Pau City's eleven levels. It contained the city's government, bureaucracy, civic and ceremonial buildings, and cultural and recreational facilities, such as the Pahum Cultural Center. The Pau'an elite also lived on the level.[1]
During the Clone Wars, the Confederacy of Independent Systems occupied Pau City and began using part of the Civic Level to produce Mankvim-814 interceptors. Soon after, the Jedi Master Obi-Wan Kenobi arrived on Utapau and landed on a landing platform on the level.[1]
