That's pretty much what I suspected; it's a fairly big leap from "suspicious of outsiders" to "barring potential allies (which the Elves certainly could be) from even coming in."

But then, he strikes me as someone who'd be a bit suspicious of any outsiders -- being the leader of a nation under a constant threat of war will do that to a person.
