When did parents stop teaching their kids manners?

I was running late to class, reasons of which I will not talk about, and I quiltely slip into class and into my seat and start to take notes as soon as possible.

As the teacher was talking so was Christlina and Velisa. She had already told them once that their talking was distracting her. On top of that, they where on their phones the whole time. I don't know if they where doing Twitter, Facebook, Insantgram or whatever, either way it is rude!
