Scope of Work
San Francisco Recreation & Park Department (RPD), in partnership with the Department of Emergency Management (DEM), will be renovating Kezar Pavilion. The site will continue to serve as a regional destination for tournaments and other recreational programming as well as a neighborhood rec center. During major emergencies, Kezar Pavilion will function as a Disaster Response Facility.
Background
In March 2020, San Francisco voters approved the Earthquake Safety and Emergency Response (ESER) bond. This bond is designed to address critical public safety needs in San Francisco. After a major earthquake or other disaster, San Francisco will rely on select public buildings to act as Disaster Response Facilities, to deploy aid, provide shelter and coordinate emergency response and recovery.
Kezar Pavilion has been identified as a Disaster Response Facility under the 2020 ESER Bond. The renovation will allow Kezar Pavilion to provide multiple disaster-response functions in the event of a major emergency, while serving as a public recreation facility during non-emergencies For more information, see this San Francisco Public Works page on Kezar's role as a Disaster Response Facility.
Kezar Pavilion currently serves as a regional destination for recreational events including high school basketball regional and state championships, and the acclaimed San Francisco Bay Area Professional-Amateur Basketball League, better known as the SF Bay Area Pro-Am. The renovated facility will be designed to serve current uses and expanded use as a neighborhood recreation center with additional programming. The goal of the renovation is to preserve the building’s historic character, while modernizing and enhancing its interior to be more comfortable, flexible, and resilient.
Funding
This project has received an initial $20 million from the 2020 Earthquake Safety and Emergency Response (ESER) Bond. The remainder of the project funding is anticipated to come from a 2028 Parks Bond.
