i’m a postgrad statistics researcher and i can tell you that the state honestly has NO IDEA what to do with the data it collects, it has an obsession with big data but it’s almost impossible to work with in practice. the traditional statistical approaches that are used can’t be scaled up, the adapted approaches are substantially weakened, and the machine learning approaches have the same problems and often tell them nothing. data scientists are only just coming around to these issues too, most still just push on with it anyway - incompetence is the word.
above all this though, like you say, the biggest issue for the state is at the point of data collection. they will NEVER get anything useful if they’re collecting shitty messy data. they will eventually figure out that the real solution is working how to collect accurate and meaningful data, we should make it as difficult as possible for them to do that

there's never enough money each month. there's always an unexpected illness. new symptoms pop up or old symptoms flare up. meds have to be managed always and refilled constantly and any refill has the opportunity to go wrong. any regular care has the opportunity to go wrong. any mistake can send your health spiralling. it's always "i just need to get through this bad patch" but as soon as one ends another begins. another crisis begins in the middle of the last crisis. managing one thing leaves another thing to be neglected until that becomes a major issue and has to be managed asap and the cycle starts anew over and over and over

It’s like you have to ease them into the idea, and then pat them on the back and try to cheer them up while it sinks in for THEM that YOU have an incurable condition.
Their entire world view is predicated on the idea that “all illness is temporary”. They genuinely cannot cope with the idea that someone will not Get Well Soon. And YOU have to be one to ease them through this existential crisis.
You can’t just say to people, “No I am not doing anything much until the one thing at the end of this month, because I am still sick, and will be still sick for the foreseeable future. Getting into a remission will require a few years of steady slow work which might not have any effect even if I do everything right. I am sick. I shall be sick. This is my LIFE now. I’m sad, yes it’s not what I wanted, but I’m a person not a tragedy so hold off on the pity okay?. No, there’s nothing to be done but what I am already doing. “

it's worse than that: The Helldivers devs were told that duplicating assets would help HDD load times, but then they actually tested it and it had basically zero effect on load times!
So they had more than sextupled the size of their game by following industry standard practice that actually did basically nothing!
