In this highly relevant and important contribution to the debate on the future of the welfare state, Stuart White reconsiders the principles of economic citizenship appropriate to a democratic society, and explores the radical implications of these principles for public policy.

A rational person doesn’t believe just anything. There are limits on what it is rational to believe. How wide are these limits? That’s the main question that interests me here. But a secondary question immediately arises: What factors impose these limits? A first stab is to say that one’s evidence determines what it is epistemically permissible for one to believe. Many will claim that there are further, non-evidentiary factors relevant to the epistemic rationality of belief. I will be ignoring the (...) details of alternative answers in order to focus on the question of what kind of rational constraints one’s evidence puts on belief. Our main question concerns how far epistemic permission and obligation can come apart.1 Suppose I am epistemically permitted to believe P, i.e., it would not be irrational for me to believe it. Am I thereby obliged to believe P, or are other options rationally available to me?2 Might I be equally rational in remaining agnostic about P, or even believing not-P? Or could even a slightly stronger or weaker degree of confidence be just as reasonable? (shrink)

In early 1864, disappointed by the response to his previous work, the young Manchester academic W. Stanley Jevons announced that he was undertaking a study of the so-called coal question: ‘A good publication on the subject would draw a good deal of attention … it is necessary for the present at any rate to write on popular subjects’. When Jevons's The Coal Question was published in April 1865, however, it received comparatively little attention and sales were slow. Jevons and his (...) publisher, Alexander Macmillan, then began sending complimentary copies to luminaries such as Sir John Herschel and Alfred Tennyson. In February 1866 the marketing campaign produced its first substantial return. Macmillan had sent CQ to William Gladstone who responded with letters to both Macmillan and Jevons, noting that the book had strengthened his ‘conviction’ on the necessity for reducing the National Debt. In April, John Stuart Mill praised CQ in the House of Commons, calling for action on the Debt and, three weeks later, as Chancellor of the Exchequer, Gladstone introduced the budget using half his speech to examine the Debt situation and referring to CQ in support for a proposed measure of Debt reduction. With the extensive publicity given to CQ following Mill's speech and the budget, Jevons had achieved his objective in writing the text which went into a second edition in 1866. On the face of it, CQ 's success was due to its effect of introducing a change in budget policy and this is the impression given by some accounts of the episode. (shrink)

White's view of responsibility spans across ethics, action theory, and interpersonal epistemology. Its core idea is that to be responsible for doing or believing something is to be answerable for why one has done it or why one believes it, and to be responsible for a state of affairs is to be answerable (...) for why things are that way, rather than some other way. White deploys this conception of responsibility to illuminate the notions of autonomy, coercion, shared reasoning, self-prediction, doxastic wronging, and peer disagreement. He also investigates the nature of practical reasoning: he argues against a production-oriented conception of practical reasoning, delineates the scope of transmission principles in means-ends reasoning, and identifies a limited for self-prediction in practical reasoning that is subject to an anti-opportunism constraint. The papers form the outline of a deep ethical outlook that takes seriously our personal and collective responsibilities and yet leaves room for personal autonomy both in thought and in action. In his recent article ‘Notes Towards a Critique of Buddhist Karmic Theory’ Paul J. Griffiths makes four criticisms of Buddhist karmic theory: it is empirically false, it is incoherent, it is morally repugnant, and it is vacuous. After listing these four criticisms, Griffiths concludes that ‘all these mean that Buddhist karmic theory as expounded in the major theoretical works devoted to it must be false’.

In light of many recent critiques of Western modernity and its conceptual foundations, the problem of adequately justifying our most basic moral and political values looms large. Without recourse to traditional ontological or metaphysical foundations, how can one affirm — or sustain — a commitment to fundamentals? The answer, according to Stephen White, lies in a turn to “weak” ontology, an approach that allows for ultimate commitments but at the same time acknowledges their historical, contestable character. This turn, White suggests, (...) is already underway. To raise the question of the nature of narrative is to invite reflection on the very nature of culture and, possibly, even on the nature of humanity itself. So natural is the impulse to narrate, so inevitable is the form of narrative for any report of the way things really happened, that narrativity could appear problematical only in a culture in which it was absent—absent or, as in some domains of Western intellectual and artistic culture, programmatically refused. As a panglobal (...) fact of culture, narrative and narration are less problems than simply data. As the late Roland Barthes remarked, narrative "is simply there like life itself . . . international, transhistorical, transcultural."1 Far from being a problem, then, narrative might well be considered a solution to a problem of general human concern, namely, the problem of how to translate knowing into telling,2 the problem of fashioning human experience into a form assimilable to structures of meaning that are generally human rather than culture-specific. We may not be able fully to comprehend specific thought patterns of another culture, but we have relatively less difficulty understanding a story coming from another culture, however exotic that culture may appear to us. White's dense article on narrative discusses the ways that different groups of 20th century historians, particularly historical theorists (see pp.8-9), have constructed and deconstructed narrative as a means of communicating history. White himself acknowledges that narrativity challenges the scientific of history, but suggests that narrativity is not only unavoidable, but also offers a form of literary or allegorical truth.\n\nWhite first discusses the critiques of narrative as a means of communication--it focuses too heavily on political players, it is "unscientific," it is (...) inherently limited because narrative itself cannot be objective (although it's authors sometimes claim it to be).\n\nHe then moves on to discuss other, heavily theoretical, takes on why narrative is still useful as a means of historical communication: that narrative works because it performs as a trope which readers can easily recognize from myth and fiction, or, that narrative works because it allows us to transform events from the present to a synthesized past.\n\nWhite's article is difficult to read, but important background for anyone who wants to see what people have said about narrative in the past 100 years--and why it is still important. John White's study is the most substantial work on what the aims of education should be since Whitehead's Aims of Education of 1929. It draws on material not only from schools and colleges, but also from the broader educative or miseducative nature of the 'ethos' of society and some of its major institutions. There are many morally significant problems whose solution requires the combined or collective action of many different people. The main question White pursues in this paper is this: Supposing there are irreducibly collective obligations, what is the normative significance for an individual person of the fact that he or she is a member of group of people who are together obligated to behave in a certain way? White defends a principle he calls Defeasible Transmission, according to which the fact that (...) you and others are collectively obligated to do A gives you a reason to do your part in A regardless of whether others do their parts, although a reason that may be overridden by countervailing considerations. Agonism emerged three decades ago as an assault on the overemphasis in political theory on justice and consensus. It has now become the norm. But its character and relation to core values of democracy are not as unproblematic today as is often thought, an issue that becomes more pressing as contemporary politics increasingly seem locked into notions of unrelenting conflict between “friends” and “enemies.” This essay traces alternative ontological roots and ethical implications of agonism, distinguishing between “imperializing” and “tempered” modes. The former, exemplified in the popular Schmitt-Mouffe formulation, is shown to be fundamentally flawed in its failure to conceive politics in a fashion that does not allow the dynamic of friend–enemy to imperially trump appeals to democratic norms. In a world of insurgent white nationalism in democratic polities, this is no small fault. “Tempered” agonists, such as William Connolly and Bonnie Honig, offer ontologies where democratic norms can gain traction. Despite the admirable qualities of these alternatives, their formulations are nevertheless not fully persuasive. The difficulty lies in their underarticulated accounts of equality. I suggest an alternative formulation of agonism that embraces a central role for the idea of the moral equality of voice, a value that resides in the seam between notions of difference, resistance, and conflict emphasized by agonists, on the one hand, and the idea of fairness emphasized by notions of democratic justice, on the other. It is notoriously difficult to spell out the norms of inductive reasoning in a neat set of rules. I explore the idea that explanatory considerations are the key to sorting out the good inductive inferences from the bad. After defending the crucial explanatory virtue of stability, I apply this approach to a range of inductive inferences, puzzles, and principles such as the Raven and Grue problems, and the significance of varied data and random sampling.

In her essay collection First, Second, and Other Selves: Essays on Friendship and Personal Identity, well-known scholar of ancient philosophy Jennifer Whiting gathers her previously published essays taking Aristotle's theories on friendship as a springboard to engage with contemporary philosophical work on personal identity and moral psychology. Whiting examines three themes throughout the collection, the first being psychic contingency, or the belief that the psychological structures characteristic of human beings may in fact vary, not just from one cultural context to (...) another, but also from one individual to another. The second theme is the belief that friendship informs an understanding of the nature of the self, an idea that springs from Whiting's uncommon reading of Aristotle's writings on friendship. Specifically, Whiting explains a scenario in which a "virtuous agent" adopts a kind of impersonal attitude both towards herself and towards her "character" friends, loving both because they are virtuous; this scenario ties in with an examination of the Aristotelian concept of the ideal friend as an "other self," or a friendship that evolves from character rather than ego, as well as Whiting's meditation on whether or not a virtuous individual should have a "special" sort of concern for her own future self, distinct in kind from the concern that she has for others. The third theme is that of rational egoism, a concept that Whiting critiques, especially in the context of Aristotle's eudaimonism. The central tenet of the collection is the message that taking "ethocentric" attitudes both towards ourselves and towards our friends sheds light on the nature of personal identity and helps to combat ethnocentric and other objectionable forms of bias, a message that is becoming increasingly urgent in light of the recent deaths of Trayvon Martin and Michael Brown. The politics of interpretation should not be confused with interpretive practices such as political theory, political commentary, or histories of political institutions, parties, and conflicts that have politics itself as a specific object of interest. In these other interpretive practices, the politics that informs or motivates them—“politics” in the sense of political values or ideology—is relatively easily perceived and no particular meta-interpretive analysis is required. The politics of interpretation, on the other hand, arises in those interpretive practices which are ostensibly (...) most remote from overtly political concerns, practices which are carried out under the aegis of a purely disinterested search for the truth or inquiry into the natures of things which appear to have no political relevance at all. This “politics” has to do with the kind of authority the interpreter claims vis-à-vis the established political authorities of his society, on the one side, and vis-à-vis other interpreters in his own field of study or investigation, on the other, as the basis of whatever rights he conceives himself to possess and whatever duties he feels obligated to discharge as a professional seeker of truth. This politics which presides over interpretive conflicts is difficult to identity because traditionally, in our culture at least, interpretation is thought to operate properly only as long as the interpreter does not have recourse to the one instrument which the politician per vocationem utilizes as a matter of course in his practice—the appeal to force as a means of resolving disputes and conflicts.11. I have followed the lead of Max Weber in defining the phrase “politics of interpretation.” In “Politics as Vocation,” Weber wrote that “ ‘politics’ means for us striving to share power or striving to influence the distribution of power, either among states or among groups within a state” . Rather than discuss the age-old problem of the professional interpreter’s political responsibilities, I will consider that politics which is endemic to the pursuit of truth—the striving to share power amongst interpreters themselves. The activity of interpreting becomes political at the point where a given interpreter claims authority over rival interpreters. As long as this claim is not reinforced by appeal to the power of the state to compel conformity of belief or conviction, it is “political” only in a metaphorical sense. Of course, interpretation becomes political when a given point of view or finding is taken as orthodoxy of belief by those holding political power, as in the Soviet Union, Germany under Hitler, or any number of religiously puritanical regimes. But these are the easy cases. It is much more difficult to determine the political nature of interpretive practices which, as in literary criticism or antiquarian scholarship, appear to have no bearing upon political policies or practices.Hayden White is a professor and director of the program in the history of consciousness at the University of California, Santa Cruz.
