Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU´s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the (...) AIA may be implemented by national and EU institutional bodies, encompassing longstanding bodies, such as the European Commission, and those newly established under the AIA, such as the AI Office. It investigates their roles across supranational and national levels, emphasizing how EU regulations influence institutional structures and operations. These regulations may not only directly dictate the structural design of institutions but also indirectly request administrative capacities needed to enforce the AIA. (shrink)

Empirical work has lately confirmed what many philosophers have taken to be true: people are ‘biased toward the future’. All else being equal, we usually prefer to have positive experiences in the future, and negative experiences in the past. According to one hypothesis, the temporal metaphysics hypothesis, future-bias is explained either by our beliefs about temporal metaphysics—the temporal belief hypothesis—or alternatively by our temporal phenomenology—the temporal phenomenology hypothesis. We empirically investigate a particular version of the temporal belief hypothesis according to (...) which future-bias is explained by the belief that time robustly passes. Our results do not match the apparent predictions of this hypothesis, and so provide evidence against it. But we also find that people give more future-biased responses when asked to simulate a belief in robust passage. We take this to suggest that the phenomenology that attends simulation of that belief may be partially responsible for future-bias, and we examine the implications of these results for debates about the rationality of future-bias. Within the existing metaphilosophical literature on experimental philosophy, a great deal of attention has been devoted to the claim that there are large differences in philosophical intuitions between people of different demographic groups. Some philosophers argue that this claim has important metaphilosophical implications; others argue that it does not. However, the actual empirical work within experimental philosophy seems to point to a very different sort of metaphilosophical question. Specifically, what the actual empirical work suggests is that intuitions are surprisingly (...) class='Hi'>robust across demographic groups. Prior to empirical study, it seemed plausible that unexpected patterns of intuition found in one demographic group would not emerge in other demographic groups. Yet, again and again, empirical work obtains the opposite result: that unexpected patterns found in one demographic group actually emerge also in other demographic groups. I cite 30 studies that find this sort of robustness. I then argue that to the extent that metaphilosophical work is to engage with the actual findings from experimental philosophy, it needs to explore the implications of the surprising robustness of philosophical intuitions across demographic differences. Pritchard (Synthese 175,133–51, 2010) and Vaesen (Synthese forthcoming) have recently argued that robust virtue epistemology does not square with the extended cognition thesis that has enjoyed an increasing degree of popularity in recent philosophy of mind. This paper shows that their arguments fail. The relevant cases of extended cognition pose no new problem for robust virtue epistemology. There is an ongoing debate about the “ontology” of consent. Some argue that it is a mental act, some that it is a “hybrid” of a mental act plus behaviour that signifies that act; others argue that consent is a performative, akin to promising or commanding. Here it is argued that all these views are mistaken—though some more so than others. We begin with the question whether a normatively efficacious act of consent can be completed in the mind alone. Standard (...) objections to this “mentalist” account of consent can be rebutted. Here we identify a much deeper problem for mentalism. Normatively transformative acts of consent change others’ reasons for acting in a distinctive—“robust”—way. Robust reason-changing involves acts aimed at fulfilling a distinctive kind of reflexive and recognition-directed intention. Such acts cannot be coherently performed in the mind alone. Consent is not a mental act, but nor is it the signification of such an act. Acts of consent cannot be “completed” in the mind, and it is a mistake to view consent behaviour as making known a completed act of consent. The robust reason-changing account of consent developed here shares something with the performative theory, but is not saddled with a label whose home is philosophy of language. Certain kinds of performative utterance may change reasons robustly, but not all robust reason-changing involves or requires acts of speech, and consent can be effected by a wide range of behavioural acts. By promising, requesting and commanding we can give ourselves and each other reasons for acting as promised, requested, and commanded. Call this our capacity to give reasons robustly. According to the triggering account, we give reasons robustly simply by manipulating the factual circumstances in a way that triggers pre-existing reasons. Here I claim that we ought to reject the triggering account. By focusing on David Enoch’s sophisticated articulation of it, I argue that it is overinclusive; it cannot adequately distinguish between (...) threats and robust reason-giving; and it cannot adequately explain why epistemic reasons cannot be robustly given. I suggest that when we give reasons robustly, we do so directly, without explanatory intermediaries. (shrink)

Much of the recent work on the epistemology of causation has centered on two assumptions, known as the Causal Markov Condition and the Causal Faithfulness Condition. Philosophical discussions of the latter condition have exhibited situations in which it is likely to fail. This paper studies the Causal Faithfulness Condition as a conjunction of weaker conditions. We show that some of the weaker conjuncts can be empirically tested, and hence do not have to be assumed a priori. Our results lead to (...) two methodologically significant observations: (1) some common types of counterexamples to the Faithfulness condition constitute objections only to the empirically testable part of the condition; and (2) some common defenses of the Faithfulness condition do not provide justification or evidence for the testable parts of the condition. It is thus worthwhile to study the possibility of reliable causal inference under weaker Faithfulness conditions. As it turns out, the modification needed to make standard procedures work under a weaker version of the Faithfulness condition also has the practical effect of making them more robust when the standard Faithfulness condition actually holds. This, we argue, is related to the possibility of controlling error probabilities with finite sample size (“uniform consistency”) in causal inference. (shrink)

In this contribution, I defend a robust model of political idealism, making the case for such an approach to both the theory and practice of politics. On this view, not only in framing a political philosophy but also in putting forward policy proposals and institutional designs, we need not think about feasibility as an overriding, make-or-break criterion for evaluating the soundness of that theory or proposal, neither of which loses its point simply because it is deemed to be unlikely (...) to be implemented. Feasibility, in other terms, cannot be taken as the only standard, or even as the main standard, on which basis to assess the practical worth of a political strategy. (shrink)

Atonement is the rectification of past sin. On a robust account of atonement, it has the power to retroactively delete our sins from history. In this paper, I defend the notion of robust atonement against various criticisms and lay bare the fundamental philosophical claims that we must employ if we want to take the Hebrew Bible at its word that atonement removes the sin from the sinner.

ABSTRACT There is a new argument form within theoretical biology. This form takes as input competing explanatory models; it yields as output the conclusion that one of these models is more plausible than the others. The driving force for this argument form is an analysis showing that one model exhibits more parametric robustness than its competitors. This article examines these inferences to the more robust explanation, analysing them as variants of inference to the best explanation. The article defines parametric (...) robustness and distinguishes it from more familiar kinds of robustness. This article argues that there are two fundamentally different types of alethic and epistemic progress in philosophy. It is widely assumed that such progress is to be assessed by reference to the quantity or quality of philosophy's product (i.e., a type of output or outcome, such as true answers, coherent views, knowledge, or understanding), rather than to the manner in which philosophy is done—its performance. That assumption is mistaken. Performance progress is not reducible to product progress. Most legal evidence scholars agree that proof of guilt beyond a reasonable doubt requires the belief that the defendant probably committed the alleged acts. However, they also agree that this is not a sufficient condition, as this belief may be unreasonable. I focus on two popular proposals for additional conditions: (i) that the degree of belief should be robust and (ii) that it should be reasonable given the available evidence (should be an evidential probability). Both criteria face difficulties regarding (...) their meaning and utility. I propose an interpretation which overcomes these difficulties and which combines the two conditions into a single criterion on which both conditions are about the possibility of overlooked, exculpatory information. Proof of guilt beyond a reasonable doubt requires that we are sufficiently certain that we did not miss such information for the sake of achieving accurate beliefs and a just error distribution. How certain we can be that we did not miss anything relevant depends on our higher-order evidence. One important type of higher-order evidence is whether the hypotheses under consideration are sufficiently detailed. This point leads to a novel way of combining the Bayesian and explanation-based accounts of rational legal proof. (shrink)

For synchronization of a class of chaotic systems in the presence of nonvanishing uncertainties, a novel time-varying gain observer-based sliding mode control is proposed. First, a novel time-varying gain disturbance observer is developed to estimate the uncertainties. Then, by using the output of TVGDO to modify sliding mode control, a new TVGDO-based SMC scheme is developed. Although the observation and control precision of conventional fixed gain disturbance observer-based control for chaotic systems can be guaranteed by a high observer gain, the (...) undesirable spike problem may be caused by the high gain if the initial values of estimate and true states are not equal. The most attractive feature of this work is that the newly proposed TVGDO can eliminate the spike problem by developing a time-varying gain scheme. Finally, the effectiveness of the proposed method is demonstrated by the numerical simulation. (shrink)

Bradford Skow’s Objective Becoming (2015) is a strikingly original and philosophically rich contribution to contemporary philosophy of time. The book rewards very careful study, and is surely a ‘must-read’ for anyone with an interest in current debates concerning time and change. Perhaps the most immediately compelling aspect of the book is its leading question: if I [Skow] didn’t already accept the ‘block universe theory’ (BU),1 which theory of time would I defend? Skow’s surprising (and, from my perspective, welcome!) answer is (...) that he would defend some version of the Moving Spotlight Theory (MST). However, Skow’s reason for this answer is less familiar: it is that MST—unlike BU and its popular rival Presentism—‘contains robust passage’. Skow goes on to (quite convincingly, in my view) defend two versions of MST against a number of common objections: ‘MST-Supertense’ and ‘MST-Time’. In the first part of this paper (§1), I investigate the question of what it is for a theory to contain robust passage in Skow’s sense. In particular, I argue that given Skow’s arguments in favour of robust passage, he should probably not count MST-Time as a theory that contains robust passage. I also argue that there are better reasons to reject BU than those Skow describes. In the second part of the paper (§2), I focus on Skow’s MST-Supertense. I argue that there are reasons for MSTers to reject MST-Supertense in favour of a more ‘traditional’ version of MST (the view I call ‘Classic MST’). (shrink)

More than 50 years ago, Glaser and Strauss constructed the grounded theory methodology to develop substantive and formal data-grounded theories. Grounded theory is a rigorous methodology for generating theory grounded in data. It incorporates compare-and-contrast and abductive reasoning as its intellectual engine. Whenever one of these cognitive processes is engaged, so is the other. However, there is a need for a systematic means to assess how rigorous the grounded theory research process was employed. This paper aims to start this conversation (...) among methodologists and practitioners by proposing three criteria to evaluate the trustworthiness of grounded theories’ research process. Grounded theory studies ought to include abductive discoveries, the results of variation-finding, and Tilly’s comparison framework. Examples from Forde’s macro-level grounded theory will be used to demonstrate the significance of adding evaluation criteria to assess the rigor of the research process. (shrink)

In this paper, a 3D jerk chaotic system with hidden attractor was explored, and the dissipativity, equilibrium, and stability of this system were investigated. The attractor types, Lyapunov exponents, and Poincare section of the system under different parameters were analyzed. Additionally, a circuit was carried out, and a good similarity between the circuit experimental results and the theoretical analysis testifies the feasibility and practicality of the original system. Furthermore, a robust feedback controller was designed based on the finite-time stability (...) theory, which guarantees the synchronization of 3D jerk master-slave system in finite time and asymptotically converges to the origin. Finally, we also give verification for the discussion in this paper by numerical simulation. (shrink)

The normalized, deterministic conception of evolution espoused by Dennett is increasingly being challenged by theorists who, following Gould, emphasize the role that historical contingencies play in it. I explore the conflict between these views and argue that correcting our understanding of the relationship between nature’s systematic necessities and historical temporality can resolve it. The mathematically precise laws science formulates describe the systematic patterns of nature abstractly and, as abstractions, these laws do not preclude but allow for the contingencies of historical (...) time. Drawing on Heidegger and Hume, I argue that historical time is characterized by the ingression of the unprecedented future into the present. This is the ontological infrastructure that makes the evolution of unprecedented ontological alterities possible. (shrink)

In this paper, the stabilization problem of nonholonomic chained-form systems is addressed with uncertain constants. In this paper, the active disturbance rejection control is designed to solve this problem. The proposed control strategy combines extended state observer and adaptive sliding mode controller. The control of nonholonomic chained-form systems with dynamic nonlinear uncertain terms and uncertain constants is first discussed in this paper. In comparison with existing methods, the proposed method in this paper has better performance. It is proved that, with (...) the application of the proposed control strategy, semiglobal finite-time stabilization of the systems is achieved. Philosophical work on self-respect has distinguished between various kinds of self-respect. In this paper, Shiying Li begins by introducing important kinds of self-respect and exploring the conceptual and empirical relations among them. She then discusses the value and political significance of social bases of self-respect for both individuals and society. While political theory on this topic, especially from the Rawlsian tradition, has focused on the social bases of self-respect in a well-ordered society, Li takes on the task of uncovering the (...) social bases of self-respect in an unjust society marked by structural injustices such as racism, sexism, social stigmas, and economic and other social inequalities. She provides arguments, including public reason arguments, for the political priority and urgency of securing robust self-respect for all in an unjust society, and thus paves the way for a discussion of the role that education, especially schooling, can and should play in securing robust self-respect. Li concludes by offering reasons to direct special attention to specific aspects of schooling and by making suggestions regarding a curriculum and pedagogy aimed at securing robust self-respect for all. Sentences involving embedded disjunctions give rise to distributive and free choice inferences. These inferences exhibit certain characteristics of Scalar Implicatures (SIs) and some researchers have proposed to treat them as such. This proposal, however, faces an important challenge: experimental results have shown that the two inferences are more robust, faster to process, and easier to acquire than regular SIs. A common response to this challenge has been to hypothesise that such discrepancies among different types of SIs stem from the (...) type of alternative used to derive them. That is, in contrast to regular SIs, distributive and free choice inferences are computed on the basis of sub-constituent alternatives, which are alternatives that are formed without lexical substitutions. This paper reports on a series of experiments that tested this hypothesis by comparing positive, disjunctive sentences giving rise to the two inference types to variants of these sentences involving either negation and conjunction, or negation and disjunction, for which the implicature approach predicts similar inferences on the basis of the same type of alternatives. The investigation also included deontic and epistemic modality, different positions of negation, and was extended to similar comparisons with simple disjunctions and the related ignorance inferences they give rise to. Our results show that, while the inferences are indeed quite robust in the disjunctive cases, regardless of whether negation is present or not, the inferences that their negative, conjunctive variants give rise to are not. These findings are challenging for the hypothesis that the type of alternatives involved in SI computation is a major factor responsible for differences in robustness. The central claim of constitutivism is that there is an inescapable, constitutive aim (or feature) of action that generates and grounds normativity in general, and moral normativity in particular. However, constitutivist accounts often face two significant challenges: the specificity challenge, which argues that any norm-generating aim is too specific to be genuinely inescapable (giving rise to so-called ‘shmagency’ objections), and the vagueness challenge, which contends that any sufficiently general aim fails to generate specific norms. This paper argues that a version (...) of constitutivism that draws on a Hegelian account of willing can overcome both challenges, thereby enabling constitutivism to maintain its viability as a metaethical theory. Derk Pereboom has recently elaborated a formulation of non-reductive physicalism in which supervenience does not play the central role and realization plays no role at all; he calls his formulation “robust non-reductive physicalism”. This paper argues that for several reasons robust non-reductive physicalism is inadequate as a formulation of physicalism: it can only rule out fundamental laws of physical-to-mental emergence by stipulating that there are no such laws; it fails to entail the supervenience of the mental on the (...) physical; it appeals to two relations that are physicalistically unacceptable; and it rules out certain epistemically possible ways that the world might turn out to be according to current physics. This paper further argues that the difficulties faced by Pereboom’s robust non-reductive physicalism can all be avoided if physicalism is instead formulated by appeal to a carefully-defined relation of realization. The Neo-Moorean response to the radical skeptical challenge boldly maintains that we can know we’re not the victims of radical skeptical hypotheses; accordingly, our everyday knowledge that would otherwise be threatened by our inability to rule out such hypotheses stands unthreatened. Given the leverage such an approach has against the skeptic from the very start, the Neo-Moorean line is an especially popular one; as we shall see, though, it faces several commonly overlooked problems. An initial problem is that this particular (...) brand of anti-skeptical strategy is available only to a theory of knowledge that will compromise itself to especially weak epistemic standards—indeed, standards as weak as our epistemic grounds are for accepting the denials of skeptical hypotheses. With this said, the aim here is to investigate whether the Neo-Moorean line could be advanced against the skeptic in a way that wouldn’t require wholesale lowering of epistemic standards. Unfortunately, as we’ll see, Sosa’s (2007; 2009) view as well as what I argue to be the other two most plausible contender-views for maintaining a Neo-Moorean line—Greco’s and Pritchard’s—run (for similar reasons) into dead ends. The way forward, I’ll argue, is to take on board a unique variety of robust virtue epistemology accord­ing to which knowledge is thought to be situated a certain way within a gradient balance between ability and luck. In this essay, I defend a view I call “Robust Realism” about normativity. According to this view, there are irreducibly, perfectly objective, normative truths, that when successful in our normative inquiries we discover rather than create or construct. My argument in support of Robust Realism is modeled after arguments from explanatory indispensability common in the philosophy of science and the philosophy of mathematics. I argue that irreducibly normative truths, though not explanatorily indispensable, are nevertheless deliberatively indispensable, and that (...) this kind of indispensability is just as respectable as the more familiar explanatory kind. Deliberative indispensability, I argue, justifies belief in normative facts, just like the explanatory indispensability of, say, theoretical entities like electrons justifies belief in electrons. In the introduction I characterize the view I will be arguing for and sketch the main argument of this essay. In chapter 1 I draw the analogy between explanatory and deliberative indispensability, and argue that there is no non-question-begging reason to take the former but not the latter seriously. Here I also present the master-argument of the thesis, and clarify the argumentative work that needs to be done by each of the following chapters. In chapter 2 I address the worries of the antirealist who is willing to reject arguments from explanatory indispensability as well. In other words, in this chapter I try to justify the move from indispensability (of whatever kind) to belief. In chapter 3 I develop an account of deliberation that supports the premises about deliberation needed for my master-argument to go through. In chapter 4 I reject some alternative views, showing that none of them can allow for sincere deliberation. In this chapter, in other words, I support the indispensability premise: I argue that it really is impossible to deliberate sincerely without believing in irreducibly normative truths.. (shrink)

This paper presents an active fault-tolerant control strategy for quadrotor helicopters to simultaneously accommodate sensor faults and external disturbances. Unlike most of the existing fault diagnosis and fault-tolerant control schemes for quadrotor helicopters, the proposed fault diagnosis scheme is able to estimate sensor faults while eliminating the effect of external disturbances. Moreover, the proposed fault-tolerant control scheme is capable to eliminate the adverse effect of external disturbances as well by designing a disturbance observer to effectively estimate the unknown external disturbances (...) and integrating with the designed integral sliding-mode controller. In this case, the continuous operation of the quadrotor helicopter is ensured while avoiding the unexpected control chattering. In addition, the stability of the closed-loop system is theoretically proved. Finally, the effectiveness and advantages of the proposed scheme are validated and demonstrated through comparative numerical simulations of the quadrotor helicopter under different faulty and uncertain scenarios. The H ∞ performance of a class of T-S fuzzy systems with Markovian-jump parameters is analyzed. A state feedback controller is designed for T-S fuzzy systems with Markovian-jump parameters. First, a new modal-dependent Lyapunov function composed of closed-loop functions is constructed, which can fully use system status information. Based on this function, the stability conditions with less conservatism are given by linear matrix inequalities. At the same time, a design algorithm for a state feedback controller is proposed for the Markovian-jump-parameters (...) T-S fuzzy systems, which ensures the system’s stability under the condition of H ∞ − γ performance. Simulation results demonstrate that the mentioned method is accurate and practical. (shrink)

In this paper I argue against two prevailing views of Kant’s Religion. Against commentators such as Michalson and Quinn, who have argued that Kant’s project in Religion is riddled with inconsistencies and circularities, I show that a proper understanding of Kant’s views on grace reveals these do not exist. And contra commentators that attribute to Kant at best a minimalist conception of grace, I show that Kant’s view of it is remarkably robust. I argue that Kant works with three (...) different conceptions of grace. These are: a) grace and the God within, b) grace and the transformation of the fundamental orientation, and c) grace that can be laid hold of; the first and the last play a significant role in his philosophy of religion. Aiming at the oscillation suppression of spacecraft with large flexible appendages, we propose a control strategy using H∞ control. The weighting functions are designed for the specific flexible modes of the spacecraft and the frequency of harmonic interference in its operating environment. Taking into account the structural uncertainty of systematic modeling and the comprehensive performance requirements of system bandwidth constraint and attitude stability, the H∞ comprehensive performance matrix is constructed. A space telescope with a large flexible solar array is presented (...) as an illustrative example, and a control design that meets the requirement for pointing accuracy is proposed. The simulation results show that the designed controller satisfies the requirements of attitude stability and high pointing accuracy and has effectively suppressed the disturbance of endemic frequency. The design scheme and selection method of the weight function shown in this paper can be a reference for the controller design for oscillation suppression of this type of spacecraft with flexible structures. According to the Principle of Alternative Possibilities, an agent is morally responsible for an action of hers only if she could have done otherwise. The notion of a robust alternative plays a prominent role in recent attacks on PAP based on so-called Frankfurt cases. In this paper I defend the truth of PAP for blameworthy actions against Frankfurt cases recently proposed by Derk Pereboom and David Widerker. My defence rests on some intuitively plausible principles that yield a new understanding (...) of the concept of a robust alternative. I will leave aside whether PAP also holds for praiseworthy actions -/- Según el Principio de Posibilidades Alternativas, un agente es moralmente responsable de una acción sólo si hubiera podido actuar de otro modo. La noción de alternativa robusta desempeña un papel prominente en ataques recientes al PPA basados en los llamados casos Frankfurt. En este artículo defiendo el PPA para la culpabilidad moral frente a casos Frankfurt propuestos recientemente por Derk Pereboom y David Widerker. Mi defensa descansa en algunos principios intuitivamente plausibles que dan lugar a una comprensión nueva del concepto de alternativa robusta. Matching in observational studies faces complications when units enroll in treatment on a rolling basis. While each treated unit has a specific time of entry into the study, control units each have many possible comparison, or “pseudo-treatment,” times. Valid inference must account for correlations between repeated measures for a single unit, and researchers must decide how flexibly to match across time and units. We provide three important innovations. First, we introduce a new matched design, GroupMatch with instance replacement, allowing maximum (...) flexibility in control selection. This new design searches over all possible comparison times for each treated-control pairing and is more amenable to analysis than past methods. Second, we propose a block bootstrap approach for inference in matched designs with rolling enrollment and demonstrate that it accounts properly for complex correlations across matched sets in our new design and several other contexts. Third, we develop a falsification test to detect violations of the timepoint agnosticism assumption, which is needed to permit flexible matching across time. We demonstrate the practical value of these tools via simulations and a case study of the impact of short-term injuries on batting performance in major league baseball. (shrink)

A fuzzy predictive fault-tolerant control scheme is proposed for a wide class of discrete-time nonlinear systems with uncertainties, interval time-varying delays, and partial actuator failures as well as unknown disturbances, in which the main opinions focus on the relevant theory of FPFTC based on Takagi-Sugeno fuzzy model description of these systems. The T-S fuzzy model represents the discrete-time nonlinear system in the form of the discrete uncertain time-varying delay state space, which is firstly constructed by a set of local linear (...) models and the nonlinear membership functions. The novel improved state space model can be further obtained by extending the output tracking error to the constructed model. Then the fuzzy predictive fault-tolerant control law based on this extended model is designed, which can increase more control degrees of freedom. Utilizing Lyapunov-Krasovskill theory, less conservative delay-range-dependent stable conditions in terms of linear matrix inequality constraints are given to ensure the asymptotically robust stability of closed-loop system. Meanwhile, the optimized cost function and H-infinity performance index are introduced to the stable conditions to guarantee the robust performance and antidisturbance capability. The simulation results on the temperature control of a strong nonlinear continuous stirred tank reactor show that the proposed control scheme is feasible and effective. (shrink)
