A perennial question of political thought is how to stabilize a just regime in the face of disagreement. The importance of this question has been heightened with the Weberian state that monopolizes the power of coercion and anchors society under a single governance structure. This political form has given us both liberal democracy and totalitarianism. The stakes could not be higher in ensuring stability without dismantling pluralism. This paper provides a novel solution to the stability problem by focusing on dynamic (...) stability reached through polycentric democracy. Plural and overlapping centers of governance characterize such democracy. This renders a polycentric system more resilient to changing views than a monocentric one and superior on political risk-management grounds by diffusing decision-making risks. A polycentric system also fosters antifragility in society by avoiding seeking a single and fixed point equilibrium, thereby eluding the pitfalls currently afflicting liberal democracy. (shrink)

Polycentric Governance and the Good Society is the first extended academic work to explore in depth what it means, not only from an economic and organizational standpoint but also from a broader ethical, sociological, and anthropological perspective, to live in a polycentric political system.

Moral diversity poses significant challenges for normative theory building, because no particular conception of justice may be agreeable to all members of society. Polycentrism offers a potential solution by allowing a plurality of local regulative principles. For deeply diverse societies, however, polycentrism fails conceptually. This chapter argues that Moehler’s (2018) multilevel social contract theory can overcome this problem. The theory disposes the quest for justice as the sole and exclusive objective and considers agents’ liberty and peaceful interaction as the primary (...) goals of (new) social contract theory and the basis for an open society. To clarify its nature, the chapter contrasts the vision of the open society provided by Moehler’s theory with the vision provided by Gaus’s (2021) theory. Both theories move beyond polycentrism and offer promising versions of a ‘new social contract’ that shows how diverse societies can progress and become more robust and open in their social fabric. The starting point of this chapter is the observation that at the global level the climate system is failing to produce the outcomes it was set up to produce and as such is lacking consistency integrity. That is, it is failing to act in accordance with its public institutional justification and the values embodied in it. However, emerging so-called polycentric systems are increasingly successful at addressing the challenges of global climatic change, according to economist Elinor Ostrom. Many ethical issues facing managers of multinational corporations are polycentric problems. That is, they involve a number of distinct centers -- each of which define rights and obligations of a multiplicity of affected parties -- and resolving matters around one center typically creates unpredictable repercussions around one or more of the other centers. Polycentricity is a normative phenomenon especially unsuited for adjudication, often requiring recourse to alternative processes of contract (or reciprocal adjustment) and managerial direction. This study explores how (...) such concerns about the limits of adjudication (and its various moral counterparts) apply to international decisionmaking connected to human rights obligations of multinational companies. The focus is on ethical problems such as controlling child labor in LDCs such as Bangladesh, India and Pakistan; setting wages in developing countries like Honduras; and conducting business transactions with rights-violating regimes, such as the governments of Nigeria and Myanmar. This work sets out to demonstrate the inadequacy of current legal paradigms in explaining the phenomena of fragmentation through conceptions of modern law. It also addresses the possibility of legal and ethical alternativesand political counterstrategies.

Supranational governance is being challenged by politicians and citizens around the EU as over-centralized and undemocratic. This book is premised on the idea that polycentric governance, developed by Vincent and Elinor Ostrom, is a fruitful place to start for addressing this challenge. Assessing the presence of, and potential for, polycentric governance within the EU means approaching established principles and practices from a new perspective. While the debate on these issues is rich, longstanding and interdisciplinary, it has proven difficult to sidestep (...) the 'renationalisation/federalisation' dichotomy. The aim of this volume is not to reject the EU's institutional structure but provide a different benchmark for the assessment of its functioning. Polycentric theory highlights the importance of multilevel horizontal relationships within the EU - between states, but also between many sub-state actors, all the way down to individuals. The comparison drawn by the Neoplatonist Olympiodorus between the Stoic doctrine of the reciprocal implication of the virtues and the Neoplatonic doctrine of the presence of all the gods in each helps to elucidate the latter. In particular, the idea of primary and secondary “perspectives” in each virtue, when applied to Neoplatonic theology, can clarify certain theoretical statements made by Proclus in his Cratylus commentary concerning specific patterns of inherence of deities in one another. More broadly, the “polycentric” nature of (...) Neoplatonic theology provides a theoretical articulation for henotheistic practices within polytheism without invoking evolutionist notions of “monotheistic tendencies.” The Neoplatonic distinction between the modes of unity exhibited by divine individuals (“henads”) and ontic units (“monads”), which is integral to the polycentric theology, also provides a theoretical basis for the non reductive crosscultural comparison between deities. The polycentric theology thus offers a promising foundation for a polytheistic philosophy of religion. (shrink)

Structures for mission have been under review as a result of many factors. In particular have been the widening influences of globalisation, and to a lesser degree, glocalisation. Various models of leadership praxis and structures have been proposed along the way. As Christianity moved farther away from the Christendom model of centralised control to other models of structure and leadership, other paradigms have been proposed along the way. However, one possibility, called the concept of polycentrism, has not been considered with (...) any significant effort. In order to understand polycentrism, this research covered a literature review of seven spheres: (1) the urbanised-economic context; (2) political-ideological associations; (3) globalglocal socio-cultural situations; (4) organisational-leadership contexts; (5) missional movements; (6) the global church; and (7) the journey of the mission agency called the Wycliffe Global Alliance. The application of the concept of polycentrism to the specific context of the Wycliffe Global Alliance has enabled conclusions about the relevance of polycentrism in mission structures that are part of the missio Dei. The study concluded that polycentrism was a very helpful methodology that understood and resolved the inherent tensions and influences brought about by globalisation upon structures in God’s mission. The implications shaped what leadership communities look like in terms of values and ideals because of the benefits of polycentrism. Through polycentrism, there has been a deliberate movement away from established centres of power, so that leadership occurred among and with others, while creatively learning together in community.Keywords: Polycentrism, globalisaiton, glocalisation, mission leadership, global church. Persistent disagreement is perhaps one of the defining features of modern liberal democracy. Disagreement, though, is not merely a philosophical nuisance, but a source of friction and conflict. The goal of this work is to inquire, whether we can conceive of a political order that might be judged superior to our current modus vivendi arrangements for settling conflict from a diverse set of normative standards or perspectives. In this essay we develop the concept of Polycentric Democracy.

Though it began with an assumption that there was one universal and normative Christian theology, the modern missionary movement has resulted in the emergence of polycentric theology. As each new centre thinks through the meaning of the faith in contextual terms, it offers a distinctive theology – to the extent that it becomes a question whether any universal theological affirmation can be possible. Meanwhile the theory and practice of mission has been no less radically reshaped by a polycentric vision, with (...) the concept of “mission from the margins” capturing the imagination. A profound openness to others and, ultimately, the deep spiritual discernment that is sensitive to the presence and action of the Spirit of God in our world, is the essential equipment needed for leadership in mission today. Democracy has recently been criticized by several philosophers on grounds of poor epistemic performance. The proposed alternative – epistocracy – faces criticism for failing to uphold and express the core democratic values of civic equality and individual autonomy. In response, proposals have been offered that try to achieve epistocratic performance while retaining democratic inclusion. This paper raises two problems for such proposals, relating to the selection of experts and the incentive-compatibility of the system. Given these failures, I sketch what I (...) call the Wiki-Model. I argue that the Wiki-Model has desirable epistemic properties; realizes our democratic ideals; while also avoiding the two problems that other hybrid models face. (shrink)

As a response to the COVID-19 crisis, governments have turned to various discretionary measures such as cash transfers to consumers and businesses with mixed results. Universal Basic Income (UBI) is back on the agenda as well. One of the main advantages of UBI, as scholars like F.A. Hayek, Milton Friedman, and James M. Buchanan have argued, is that it does not depend upon competent and benevolent government discretion—which is often in short supply—but upon pre-established rules. This paper argues that the (...) UBI scheme holds tentative promise from the point of view of improving the institutional crisis preparedness of a complex socioeconomic order. The pre-established rules of UBI buttress the rule of law framework that improves the ability of economic agents to spontaneously coordinate their actions in times of crisis characterized by radical uncertainty, disequilibrium shocks, and institutional instability. Furthermore, UBI combines the distribution of fungible resources with the delegation of independent decision-making power to millions of crisis-struck individuals and communities. Compared to discretionary tax-and-transfer schemes, the rules of UBI therefore appear more compatible with the polycentric discovery of novel solutions from the bottom-up. In times of crisis, UBI may be relied upon as one cornerstone of what I shall call the permanent crisis management framework. Having such a permanent scheme may minimize - although it does not altogether eliminate - the need for discretionary transfers, targeted intervention, and technocratic management in times of crisis. However, this theoretical model of UBI as a facilitator of polycentric crisis preparedness faces several practical challenges that need to be addressed in further research. (shrink)

I critically assess the arguments advocating for the duty to vote, highlighting their implicit reliance on a monocentric conception of democracy. Through a comparative analysis, I demonstrate that a polycentric model of civic excellence is preferable to the traditional voting-centric monocentric alternative. This analysis underscores the limitations of the monocentric approach and advocates for a broader, more inclusive understanding of civic engagement within democratic systems.

This article demonstrates how white Christianity in urban South Africa is fated by demographic change. The repeal of apartheid in 1994 enacted some sociocultural changes in urban South Africa. The white population exited the city and town centres, followed by the black South Africans. The historical relationship of the government under the National Party (NP) and the Dutch Reformed Church (DRC) led to latters’ redundancy in the cities. The cultural development towards multiculturalism led to polycentric focus where the suburban peripheries (...) and the city centres experience some form of socio- and cultural-economic developments. Two proposals are made to redress the situation. Firstly, a rethinking was suggested of the theology of the city, which should always demonstrate solidarity with the poor and the marginalised trapped within the decadent city culture. Secondly, a missiological refocus was suggested, which should pursue, embrace and include activities that are not paternalistic. (shrink)

The much-welcomed recent acknowledgement that there is a plurality of philosophical traditions has an important consequence: that we must acknowledge too that there are many philosophical modernities. Modernity, I will claim, is a polycentric notion, and I will substantiate my claim by examining in some detail one particular non-western philosophical modernity, a remarkable period in 16th to 17th century India where a diversity of philosophical projects fully deserve the label.

The article examines the cultural and philosophical and socio-philosophical significance of polycentric urban planning strategies in the framework of the historical process of urbanization. Network and polycentric urban planning began to develop in the 19th century, was associated with a new course for the conscious and planned development of cities and assumed an even distribution of public facilities and communications, the unification of urban space with connecting axes, the integration of transport and engineering infrastructure. These trends in urban planning were (...) caused by interrelated technological, economic, social and political factors, such as scientific and technological progress, the industrial revolution, rapid urbanization. The purpose of the article is to determine the social and cultural significance of urban planning strategies implemented in some European capitals of the XIX century in the context of the general process of urbanization. The scientific novelty of the article is determined by the correlation of the topic under consideration with the problems of modern urban structures. The article is based on an interdisciplinary, complex and systematic theoretical approach. A theoretical analysis of urban planning strategies and urban space development was carried out in order to identify the most promising and progressive trends in urban planning that anticipated the modern principles of urban space formation. The conclusions of the article include the characterization of the influence of polycentric urban development on the formation of a psychosocial environment and typical characteristics of the spiritual life of citizens. A review of studies on socio-cultural and philosophical problems of urbanism helps to identify the impact of polycentric urban planning, including on modern society, residents of modern cities. Humanities and social sciences have so far adopted an approach keeping Europe at the heart of the scientific debates, to the detriment of the other continents and thus, of the other cultures in the world, relegated to the periphery of the dynamics of intellectual reflection and production. This Eurocentrism is also evident in the economic, socio-cultural, political and religious fields. The case of the relationships between Africa and Europe is quite enlightening.The recent crisis, which is not only financial and economic (...) but also cultural and more generally societal, reveals a loss of sense reinforced by the attempt to standardize the world’s cultures induced by the accelerated globalization leading to a real dehumanization of the relationships between individuals, peoples and States.It is urgent to make a paradigm shift through the reconstruction of humanities and social sciences, in the perspective of a polycentrism based on cultural and linguistic diversity in the world and capable of strengthening the dialogue between cultures and civilizations, and therefore, peace in the world. The United Nations ‘Protect, Respect and Remedy’ Framework,developed by the U.N. Special Representative JohnRuggie, brings together social expectations and law into anemerging policy framework of direct relevance to corporate social responsibility, CSR. The principle source of the Framework’s significance for the policy and practice of CSR is its definition of the theory of business responsibility for human rights as arising from business activities and relationships, and its deployment of due diligence for human rights risk as the core operational concept of (...) this theory of responsibility. The article considers the responsibility to respect human rights in light of theories about polycentric regulatory regimes and draws the conclusion that the Ruggie Framework creates a regulator dynamic in which both voluntarism and law have relevant and reinforcing roles to play in governing business behavior. In the wake of the adaptation of the Framework by the UN, the challenge for the field of CSR will be to adapt to an emerging reality in which business responsibility for ‘the social’ is increasingly a question of compliance and beyond. In an influential article, Brian Kogelmann argues that a polycentric political order offers an appealing way of reconciling deep diversity with Rawls’ ideal of the well-ordered society. Although I agree with this conclusion, I suggest an amendment to Kogelmann's argument. In particular, his argument abandons the deep diversity that originally motivates the project by stipulating that all citizens will accept liberal political conceptions of justice. I offer an alternative defence of polycentrism, one that shows its ability to achieve the goals (...) of the well-ordered society without assuming that all citizens endorse a liberal political conception. The focus of this article is to help readers understand polycentrism broadly and examine what it means for those seeking to lead fruitfully in God’s mission. Examples will be provided to illustrate what polycentric leadership can look like. Biblical and theological convictions that shape leaders who work out of this paradigm will be examined. The reality of tension points experienced by people who desire to lead from this paradigm will (...) be explored, as well as practical strategies and insights for those who have to navigate these tensions in their missional journeys. The concept of constituent power plays a major part in modern political and legal theory- in how we think about the political. This book tackles the twofold issue of public authority and public autonomy in the modern conception of the political by analysing the notion of constituent power, its function in the modern political apparatus, and debates about its meaning and function in our own context. Focusing on contemporary debates on constitutionalism "beyond" the state, Geneviève Nootens assesses the prospects for (...) recasting the notion of constituent power in a polycentric setting that challenges state sovereignty as embodying the autonomy of the political. In doing so, she argues that constituent power belongs with the conceptual apparatus of a theory of government peculiar to a statist way of knowing, and being into, the world, and that it is too much dependent upon the statist framework for it to have critical purchase on new mappings of public authority. Nootens stresses the critical need to frame public authority appropriately if we are to conceptualize a conception of collective political agency that can sustain public autonomy in the current era. In the first part of the article, the author substantiates the importance of philosophical communication as a kind of dependent variable that does not have an independent meaning without pointing to something else through which the philosophy itself (often negatively and non-reflectively) defines. We are talking about global centers of “systemic” communication (politics, science, religion, etc.), imposing their observations on other communities. It is argued that the priority of philosophical communication is justified by the ability to carry out “universal observations”, (...) which is deprived of all other communication systems.In the second part of the article, the methodological question is first solved about the possibility of explaining a number of phenomena (communications, observations), for which no indication of external factors justifying their existence is required. It is proved that the description and explanation of such phenomena is possible on the way of formulating “significant tautologies” (Peter Railton). Using this method, the author carries out a meaningful deployment of the significant tautology “philosophy is only philosophy” and substantiates that philosophy is communication, capable of defining itself in a universal way: through something else and through itself. The author concludes that philosophy can be considered as a communicative system (i.e.,observer), whose mission is to generate a unique product: a universal self-description of modern society, where philosophy combines three fundamental observational abilities: scientific, protest and artistic activity. Western tradition has always been fundamentally anthropocentric. With the scientific mind, modern humans have achieved a sort of colonization of the rest of nature, where only their own benefit makes any sense. This conception has been in a period of crisis since the second half of the 20th century, particularly the final third, and we are witnessing the toppling of some of the ontological principles that made western humanity. Greek philosophy, the Judeo-Christian tradition, the Renaissance, these are the three great (...) moments of this anthropocentrism; the fourth was human domination of nature and the cosmos. Since the second half of the 20th century this situation has produced a counter-consciousness, western anthropocentrism’s consciousness of hybris, the awareness of having overstepped every limit and every frontier with the self-destruction brought by the atom bomb. The dual posture of pride and fall into hybris forms the grand philosophical backdrop to the ethical, political and ideological debates that are currently going on around developments in biology and genetics. This being so, is it possible for human beings, in philosophical, intellectual and artistic terms, to transcend anthropocentrism? Yes, it is, through self-restraint, the ancient sofrosyne, which demanded moderation when faced with hybris. But westerners are afraid of transcending anthropocentrism; the idea that humans are nothing strikes fear into their hearts (pancosmic cold). An intermediate way is wanted: we need to rediscover awareness of a certain animism, rediscover the soul of the world. (shrink)

Without urgent, systemic, and collective global interventions to address the emerging climate emergency, we are likely to continue to see a range of increasingly significant adverse impacts globally. Temperatures will continue to increase, ice shelves will melt, seas will rise, crops will fail, water scarcity will increase and spread, wildfires will accelerate, and food and water insecurity, violence, and the largest human migration in history will ensue. According to the Institute for Economics and Peace (IEP), these climate changes will displace (...) over 1.2 billion people by 2050 at a rate currently exceeding 21.5 million people per year. This mass migration will create incredible burdens on political, legal, economic, agricultural, educational, and health infrastructures in future host countries, and we are globally unprepared. It is well-recognized that the solution to these crises lies in our collective awakening by embracing complexity and employing bold and holistic perspectives. However, theoretical and applied advancements that may meaningfully inform practical approaches to urgently address climate related threats remain scattered and insufficient. The purpose of our proposed paper is to advance the concept of adaptive polycentric meta-networks (APMNs) as a partial solution to collectively address climate crises. We draw upon key insights from works on polycentricity, complexity leadership, and meta-networks, to arrive at our integrative framework. We also discuss ways that the proposed framework aligns with the dynamics of collective mindfulness and practical wisdom, particularly to facilitate cross-sector and global collaborations, across cultures and spiritual practices, to achieve the climate change goals at a macro scale. We believe that our framework offers an important conceptual and practical pathway to tackle the complex dynamics of climate change, and to generate the needed collective sensemaking and awareness to awaken, engage, and align collective leadership where it is needed, at global, national, regional and local levels and across governments, NGOs, and corporate interests. It is nearly universally presumed that redistribution can be carried out effectively only at the national or even global level, because local redistribution will be negated through personal mobility: recipients will move to high-paying jurisdictions while taxpayers will move away from those jurisdictions. To avoid this situation requires redistribution to be concentrated at national and not at local levels. In contrast to this standard line of argument, we explore how redistribution might be carried out more effectively at local levels than (...) at the national level. To explain this reversal from standard analytical implications, we integrate three concepts that are not present in the standard analysis. These concepts are the Samaritan’s dilemma, co-production, and polycentricity. It is interaction among these three concepts that reverses the implications of the standard analysis of redistribution. Elinor (Lin) Ostrom was awarded the 2009 Nobel Memorial Prize in Economic Sciences for her pathbreaking research on "economic governance, especially the commons"; but she also made important contributions to several other fields of political economy and public policy. The range of topics she covered and the multiple methods she used might convey the mistaken impression that her body of work is disjointed and incoherent. This four-volume compendium of papers written by Lin, alone or with various coauthors (most notably including (...) her husband and partner, Vincent), supplemented by others expanding on their work, brings together the common strands of research that serve to tie her impressive oeuvre together. That oeuvre, together with Vincent's own impressive body of work, has come to define a distinctive school of political-economic thought, the "Bloomington School." Each of the four volumes is organized around a central theme of Lin's work. Volume 1 explores the roles played by the concept polycentricity in the disciplines of public administration, political science, and other forms of political economy. Polycentricity denotes a complex system of governance in which public authorities, citizens, and private organizations work together to establish and enforce the rules that guide their behavior. Itencapsulates an approach toward policy analysis that blurs standard disciplinary boundaries between the social sciences. Throughout their long and remarkably productive careers, Elinor and Vincent Ostrom never tired of reminding us of the capacity of ordinary humans to transcend their own limitations by engaging with others in the myriad forms of collective action required to build and sustain a self-governing society. Their careers stand as exemplars of the proper relationship between rigorous scholarship and responsible citizenship. (shrink)

This article argues that congregations should be seen as grassroots public moral agents, on the ground working to bring what they discern as God's preferred future into being. Deliberations among congregations of all social backgrounds are a way of doing ethics "polycentrically," without a dominant center. Because cultural and social boundaries are permeable and people in various social groups can imaginatively enter the worlds of people unlike themselves, they can engage those perspectives morally on an equal footing. The essay addresses (...) ethicists' participation in congregations' moral deliberation and action, and concludes with a plea for theological ethicists to consider congregations in their work. This article puts forth the claim that polycentric democracy needs to create basic standards for a right to free association on three levels: the individual’s choice of which polity to join, how each polity will enact the right to free association, and how each polity will associate with others. It will begin by discussing the theory of polycentric democracy as put forth by Julian Miller, Charles Tiebout, and Ryan Muldoon. After discussing the variations of polycentric democracy theory, it will review (...) several criticisms of polycentric democracy, most notably the claim that it will lead to unfair oppression. The article will then discuss the right to free association as it is understood in our society, focusing on the tensions between individual choice and social goods. Proponents of political experiments in living, such as Elizabeth Anderson and Ryan Muldoon, often emphasize their potential to generate useful observational data about the relation between social rules and ethically desirable outcomes. This paper highlights another epistemic dimension of political experiments: their potential to transform the cognitive perspectives of participants. I argue that this transformative dimension of experimentation offers an endogenous societal mechanism for increasing perspectival diversity. I explore the implications of this mechanism for institutional design.

This is a collections of papers largely written while or soon after the author was in the World Bank during the 1990s when the big issue as the privatization strategies for the post-socialist transition. The essays are a critique of the shock therapy promoted by the World Bank and the Western bi-lateral development agencies.
