The UK has been ‘following the science’ in response to the COVID-19 pandemic in line with the national framework for the use of scientific advice in assessment of risk. We argue that the way in which it does so is unsatisfactory in two important respects. Firstly, pandemic policy making is not based on a comprehensive assessment of policy impacts. And secondly, the focus on reasonable worst-case scenarios as a way of managing uncertainty results in a loss of (...) decision-relevant information and does not provide a coherent basis for policy making. Evidence-based policy-making (EBP) is widely seen as a key instrument for good policy-making. Yet in the wake of the Covid-19 pandemic, the debate on the relation of science and policy-making gained new momentum. The premises of EBP, its narrow understanding of what kind of knowledge counts and how to make decisions, appeared inapt to provide a sound foundation for policy-making under conditions of high complexity and uncertainty. This paper addresses the major shortcomings (...) of EBP and argues for revising its evidentialist framework. First, the idea of evidence itself has to be extended and pluralized by including alternative forms of knowledge. Second, uncertainty has to be taken seriously as a fundamental epistemic condition. To arrive at a more apt model of policy-making, this paper suggests to adopt a pragmatist perspective on the relation of politics, science and the public. This leads to an experimentalist account in the meliorist spirit. Such an account highlights the role of experience, participatory processes and collective learning. Furthermore, and in contrast to scientistic models, it underlines political responsibility and demands to cultivate sensitivity for possible failures and tragic constellations. Finally, a non-evidentialist model of policy advice is outlined. (shrink)

The claim that randomized controlled trials can improve policy-making in developing countries seemed to be severely challenged by the widespread belief that RCTs lack external validity. This belief led to the articulation of strategies to alleviate this problem which developed under the assumption that policy-making in developing countries can be best understood as a problem of prediction. The causal structures that characterize developing contexts, however, render this framing inadequate. I propose to understand policy-making in (...) developing contexts as a planning process. In this new framework, the relevance of several kinds of evidence is highlighted and the role of causal effects refocused. Interestingly, also the concern for the external validity of causal effects seems now less forceful than the critics of RCTs suggest. (shrink)

The author argues that in democracies a strong state and strong civil society are not mutually exclusive. Only a democratic, legitimate, and strong state can provide the environment for civil society activities to flourish; in return, only a strong and a participatory civil society can outline the reach of state strength vis-à-vis the society. The author discusses the need for civil society organizations to collaborate with policy-making institutions, in which they can negotiate policy concerns with ministers and (...) officials while retaining an independent distance from the state and the political parties. Further, the author argues that an environment as such would provide for the transformative capacity of human agency to manifest itself in full in a globalizing world. The author discusses how participatory state and civil society structures will enhance the role of the human agency in order to dissolve elite rule, especially in new democracies. (shrink)

Public engagement is increasingly advocated and applied in the development and implementation of technological innovations. However, initiatives so far are rarely considered effective. There is a need for more methodological rigor and insight into conducive conditions. The authors developed an evaluative framework and assessed accordingly the effectiveness of a project of the Dutch Ministry of Health, Welfare and Sport in which the application of interactive policy making was piloted in medical biotechnology, among others, to increase the legitimacy and (...) quality of the policy agenda. Relevant societal actors, including citizens, were actively involved in an open-exchange, action and reflection process, integrating relevant knowledge. Although the project was overall evaluated as effective, some difficulties were faced. These were mostly related to the novel roles public engagement requires of principal actors. The article concludes that more research is needed on the position of the executing team and on overcoming tensions existing between different governance modes. (shrink)

Purpose: Despite various comparative studies in the field of cultural heritage protection in the world, there is still a significant lack of comparative research on policies related to the legal system of countries' governance. The purpose of this study is to address the comparative policies in Iran and Italy, with a particular focus on the results of the executive experiences of two different types of policies in the cities of Oroumieh (North-West of Iran) and Turin (in North-West of Italy). Design/methodology/approach: (...) Utilising the comparative, analytical, bibliographic and descriptive historical research methodology, which is based on the study of the local, national and international comprehensive review of regulations and policy-making of cultural heritage preservation policies in Iran and Italy. In this research, the related documents in three languages (Persian, Italian and English) have been examined to compare profoundly and comprehensively the policies and regulations adopted in these two countries to be able to analyze the national and transnational regulations and local policies in the cultural heritage sector. Findings: In addition to many cultural similarities and numerous commonalities, especially in the multiplicity of urban cultural heritage in historical centers, the results suggest that the legislation structure in Iran is much more centralized than in Italy. Also, the findings suggest that Italy focuses on aligning its previously centralized national legislative system in line with contemporary European heritage and preservation policies. Bioethics is not only concerned with analyzing the actions of individual moral agents; it also analyses policy decisions and thereby has an interface with political philosophy. Bioethicists often give unsolicited policy advice, but many also have more official roles on various kinds of ethics committees advising political decision-makers. Democratic decision-making is difficult. Representatives often fail to represent the preferences of their constituents, and directly consulting members of the public can be costly. Inspired by these difficulties, several scholars have discussed the use of artificial intelligence (AI) models to support democratic decision-making. One such particular application is the use of AI to represent public policy preferences by predicting them. In this paper, we perform an analysis on the different ways AI models can be used to represent (...) public policy preferences. We make distinctions between using AI as epistemic tools and for procedure; group and individual predictions; and predictions about preferences and inferences about values. We also describe how AI models can help policymakers screen policies for potential worries and objections, double-check any beliefs they have about the acceptability of their policies, and justify policy proposals. We also consider a number of worries about the use of AI in policymaking. We argue that these worries, while legitimate, can be mitigated or avoided in the way we have proposed the use of AI. The main burden of this paper is to point up what are considered to be serious shortcomings in Barrow's [1] argument that the ‘philosophically competent’ head should control a school's curriculum policy. At the same time, whilst exigencies of space prohibit a comprehensive defence of ‘participatory decision-making’ and its pertinence for schools [2], it will be argued that curriculum policy is best controlled by governing bodies of the type proposed by the Taylor Committee [3], given, of course, (...) that such bodies must operate within a framework of national and local authority policy. Professor Whitty has endorsed the consensus that research into education is empirical social science, distinguishing ‘educational research’ which seeks directly to influence practice, and ‘education research’ that has substantive value but no necessary practical application.The status of the science here is problematic. The positivist approach is incoherent and so supports neither option. Critical educational science is virtually policy-inert. The interpretive approach is empirically sound but, because of the value component in education, does not support education research either, or account (...) for this component.A solution to the latter problem is sought in the debate between Carr and Hirst on the relationship between philosophy and education. This shows Carr making claims that rely on a conception of philosophy that he rejects, while Hirst insists on this conception, uses it to justify practical claims, but denies that this is possible.To achieve a practically relevant analysis of educational research, both need to include second-order, normative, conceptual enquiry into the philosophies that drive educational policy-making and partly regulate teaching methodology. Deweyan, first-order, ‘reflective practice’ needs, then, to be supplemented with second-order reflection.Educational research is philosophy- not science-driven, and is value-led. Los descubrimientos de las neurociencias permiten intervenir en el cerebro humano para mejorar su estado o sus capacidades sin indicación médica. Este fenómeno es conocido como “Neuroenhancement” y está sujeto a un amplio debate ético. Como “Neuroenhancement” es un fenómeno evolutivo, el debate de aspectos éticos está necesariamente orientado al futuro y depende de la información sobre el posible desarrollo de la tecnología y sus consecuencias para la sociedad. Sin embargo, hay que establecer límites para la formulación de previsiones especulativas (...) en argumentos éticos y justificaciones políticas. Propongo distinguir argumentos con tres propósitos distintos: la formación de intuiciones éticas, el reflejo sobre el futuro de la sociedad y justificación de normativas y políticas. Para cada uno de ellos necesitamos estándares adecuados. Es tarea de la filosofía política desarrollar un estándar para los argumentos justificadores.: Neuroscientific findings allow interventions in the human brain to improve its function or modify mental states even without medical indication. This procedure, termed as neuroenhancement, is subject to a broad ethical debate. As neuroenhancement is an evolving phenomenon, the debate is necessarily future-oriented and highly dependent on information about future developments. It remains an open question to what degree uncertain forecasting or even speculation should be considered in the ethical debate and policy-making. I propose to distinguish between arguments with three different purposes: intuition-forming, self-reflecting and justifying arguments. Adequate standards are required for all kinds of future-oriented arguments. The development of these standards for justifying arguments is a task for political philosophy. (shrink)

This paper provides an analysis of the evolution of thinking and talking about the role of scientific knowledge and expertise in food safety policy-making, and in risk policy-making more generally from the late 19th century to the present day. It highlights the defining characteristics of several models that have been used to represent and interpret the relations between policy-makers and expert scientific advisors and between scientific and political considerations. Both conceptual and empirical strengths and weaknesses (...) of those models are identified, focusing in particular on the ways in which they deal with scientific uncertainties and social choices. By drawing on both empirical evidence and conceptual analysis, a novel and more realistic model is provided along with an account of some conditions for food safety policy-making achieving both scientific and democratic legitimacy. Empirical legal research seeks to understand and explain how law works in the real world. Empirical research on law has become a recognized part of the social science research environment and the results of empirical research are central to an academic analysis of law. This article begins by offering some reflections on the relationship between research and government. It considers examples of empirical research on law influencing policy-making and reflects briefly on what these case studies suggest about the (...) relationship between empirical research on law and the policy-making process. Following this, it seeks to identify the factors that need to be addressed to ensure that the research and policy-making process is as strong and integrated as possible. In the end, the article argues that researchers and policy-makers should consciously work toward the development of a strategic program of empirical research on law, justified for its wider potential impact on society. This paper explores the possible impact of the recent legal developments on organizational whistleblowing on the autonomy and responsibility of whistleblowers. In the past thirty years numerous pieces of legislation have been passed to offer protection to whistleblowers from retaliation for disclosing organisational wrongdoing. An area that remains uncertain in relation to whistleblowing and its related policies in organisations, is whether these policies actually increase the individualisation of work, allowing employees to behave in accordance with their conscience and in line (...) with societal expectations or whether they are another management tool to control employees and protect organisations from them. The assumptions of whistleblower protection with regard to moral autonomy are examined in order to clarify the purpose of whistleblower protection at work. The two extreme positions in the discourse of whistleblowing are that whistleblowing legislation and policies either aim to enable individual responsibility and moral autonomy at work, or they aim to protect organisations by allowing them to control employees and make them liable for ethics at work. In the 1980s, a wave of newstudies revolutionized the Japanese politics field. The empirical findings of this literature remain the conventional wisdom on Japanese policy-making patterns under the. In this paper, we offer a critical reinterpretation of the new paradigm literature. We do not offer new empirical analysis, but, rather, reconsider this conventional wisdom by putting a new spin on the evidence previous authors utilized to analyze the policy-making process in Japan under the 1955 System. Contrary (...) to the conventional view of strong central bureaucratic power, we argue that in the 1960s policy making was quite fragmented. In contrast to literature suggesting substantial politician influence in the 1980s, we argue that there was a decline in the influence of politicians in general in policy making. (shrink)

This article analyzes media-related policy-making practices in the bureaucratic realm of Indigenous affairs in Australia. It considers the implications of an increasingly media-oriented bureaucracy for particular social policies in the light of recent mediatization theory. A qualitative study explored how bureaucrats working in Indigenous affairs articulated their understanding of the news media’s role in policy development. The article identifies and describes five dimensions of mediatized bureaucratic practice – expertise, monitoring, anticipating, reacting and strategizing – and concludes that (...) mediatized practices have permeated the very fabric of the policy-making process. It finds evidence of an increasingly intimate relationship between the logics and agendas of mainstream news media and bureaucrats working on complex and politically controversial policies. In Australia, mediatized policy-making practices contributed to both the intractability of Indigenous affairs policy and the introduction of radical policy solutions to address apparent policy failure. These findings add to the body of empirical research exploring the mediatization of policy-making and its implications for politically sensitive fields. (shrink)

Improving the quality of public policy-making is a matter of great importance for nearly everyone. Significant improvements, however, require major (and unlikely?) changes in the epistemological foundations accepted by social inquirers—changes that make possible a conception of “policy” that can be used to achieve real world purposes reliably. A theory of knowledge adequate for that purpose is outlined, and some of its major implications for inquiry (and for policy-making) are explored very briefly.

Since its introduction in the 1980s, use of the innovation systems conceptual approach has been growing, particularly on the part of national governments including, recently, the Hong Kong Government. In 2004, the Hong Kong Government set forth a ‘‘new strategy’’ for innovation and technology policy making. Because it marked a significant break from the past, it was necessary to convince a wider audience to accept this new strategy, a strategy that included the IS conceptual approach. Adopting a science (...) and technology studies perspective, I show how the IS conceptual approach is being used as a rhetorical resource by the Hong Kong Government in its innovation and technology policy making in an effort to persuade its perceived audience of the efficacy of its new strategy for its policies—policies that are in fact unrelated to the basic precepts of the IS conceptual approach. The case provides a cautionary tale in the ways in which policy makers transform scholarly work and scientific discovery into rhetorical instruments in support of a political agenda. (shrink)

ABSTRACTThe financial crisis of 2008 was unforeseen partly because the academic theories that underpin policy making do not sufficiently account for uncertainty and complexity or learned and evolved human capabilities for managing them. Mainstream theories of decision making tend to be strongly normative and based on wishfully unrealistic “idealized” modeling. In order to develop theories of actual decision making under uncertainty, we need new methodologies that account for how human actors often manage uncertain situations “well enough.” (...) Some possibly helpful methodologies, drawing on digital science, focus on the role of emotions in determining people's choices; others examine how people construct narratives that enable them to act; still others combine qualitative with quantitative data. Editor's Note: As a new, emerging branch of learning, the science of policy making is arousing the close attention of policymakers at various levels as well as theoretical workers. All kinds of complicated and arduous new problems posed by socialist modernization and the increasing complexity of the structure and laws of social activities make a scientific approach to policy making and its modernization an extremely urgent task. Herein lies the necessity and urgency of a philosophical analysis (...) of the question of policy making. A series of problems have arisen, such as scientific policy making and objective laws (including the laws of nature, society, and thought), scientific policy making and practice and recognition, scientific policy making and scientific prediction, scientific method and standard of value in scientific policy making, all of which must be answered from the high plane of philosophy. Meanwhile, the modern science of policy making is showing the trend of comprehensive use of all kinds of new achievements and new methods in science and technology. Such comprehensive application has opened up broad fields for applying Marxist world outlook and methodology in philosophy to solve all kinds of complicated problems. To seek effective ways of applying philosophy to the modernization drive, paying close attention to the development of new disciplines such as the science of policy making may be helpful in finding out the "joining points" between philosophy and various branches of concrete science, between philosophy and reality, between applied research and basic theory research in philosophy and opening up a new situation in the study of philosophy. What are the roles of scientific causal knowledge in relation to the evidential requirements of policy making? In this chapter, I review the existing approaches in philosophy of science to the policy relevance of causal knowledge. I assess the specific concerns and questions on which these philosophical accounts have focused and show how they only offer a partial perspective of the relation between causal knowledge and policy making. Most existing views are top-down approaches: they start (...) from philosophical concerns about causation and evidence, and then make general claims about (potential) policy implications, but leave the notion of “policy” unanalyzed. As an alternative, I put forward some ideas toward a bottom-up approach: one that understands policy making as a dynamic process with several stages, and that starts from concrete policy problems, to then examine how causal notions and methods can contribute in various ways to the specifics of the process of policy making. In the twenty-first century, the focus of science and technology (S&T) on the human interests and the accessible interests of society, and so the rise of some questions concerning the impact of S&T on social norms, has led to embedding ethical debates in S&T policy-making. The ethics of S&T policy-making, as a representation of the relationship between ethics and S&T policy-making, is a relatively new area of applied and professional ethics that addresses the dilemmas (...) and ethical challenges of the S&T policy-making process. Understanding and recognizing the ethical components of S&T policy-making, one can develop a normative framework to assist policymakers in designing and analyzing ethical policies in the S&T field. The design and development of such a framework is the main purpose of the present study. In this study, the components of the proposed framework for ethical policy-making in S&T, their ethical and policy approaches, as well as their fundamental ethical and policy principles have been identified through studying sources and texts related to meta-ethics, normative ethics, and S&T ethics. Then, these components have been categorized in the form of steps for ethical policy-making using the thematic analysis method. Based on the results of this study, the ethical policy-making steps in S&T include problem identification, information gathering and feeding of the policy process, policy advice and policy formulation, policy implementation, and policy evaluation, which follow 9 ethical principles and 13 policy principles. Stakeholder engagement is a crucial aspect of effective governance and policy-making in the field of artificial intelligence (AI). In Zimbabwe, the role of stakeholder engagement in the development and implementation of AI governance and policies has not been extensively studied. This research aims to fill this gap by using Actor-Network Theory (ANT) to explore the network of actors involved in AI governance and policies in Zimbabwe and how their interactions and relationships influence the outcomes. A case study approach (...) was used, incorporating qualitative methods, including interviews and literature review. This research identified key stakeholders, including chief executive officers from industry and the public sector, civil society organisations, ICT experts, and users, by examining their roles and relationships within the network. By applying ANT, this study uncovered the power dynamics and interests of these actors and how they shape the development and implementation of AI governance and policy-making in Zimbabwe. The findings of this research have implications for other countries and regions seeking to develop and implement AI governance and policies. It also contributes to the growing body of research on stakeholder engagement in the field of AI governance. (shrink)

Physician concern about regulatory scrutiny as a barrier to appropriate prescribing for pain management has been identified and studied. A 1991 Pain Research Group survey demonstrated a need to provide updated information about opioids and pain management to state medical board members. Indeed, a national survey even showed a need to provide more education about pain management to oncology Physicians. Two approaches for responding to these concerns have been undertaken in several states by the state medical boards and the pain (...) management community: the development and adoption of administrative policies designed to bring disciplinary standards in line with clinical practice; and the creation of education programs for state medical board members and staffs. Each can have a substantial impact on removing real and perceived regulatory barriers to effective pain relief. (shrink)

The overall question addressed in this article is,‘What kind of philosophy of education is relevant to educational policy makers?’ The article focuses on the following four themes: The meanings attached to the term philosophy by philosophers themselves; the meanings attached to the term philosophy by policy makers; the difference place and time makes to these meanings; how these different meanings affect the possibility of philosophy influencing policy.The question is addressed using philosophical methods and empirical evidence from conversations (...) and conversational interviews with some philosophers of education and other educational researchers.The argument begins with an investigation of different ways of understanding philosophy and philosophy of education in relation to education and educational policy. It then examines first the current policy context and secondly some evidence about the practices of policy makers in relation to ideas and to research. It goes on to present some of the findings from the conversational evidence.The article is drawn together in the penultimate section where I make some suggestions about possible fruitful relationships between doing philosophy and policy making. Finally, in the concluding section, some further—thorny—questions are raised by the analysis, especially in relationship to ethics and social justice. (shrink)

Within public health, and increasingly other areas of social policy, there are widespread calls to increase or improve the use of evidence for policy-making. Often these calls rest on an assumption that increased evidence utilisation will be a more efficient or effective means of achieving social goals. Yet a clear elucidation of what can be considered “good evidence” for policy is rarely articulated. Many of the current discussions of best practise in the health policy sector (...) derive from the evidence-based medicine movement, embracing the “hierarchy of evidence” that places experimental trials as pre-eminent in terms of methodological quality. However, a number of problems arise if these hierarchies are used to rank or prioritise policy relevance. Challenges in applying evidence hierarchies to policy questions arise from the fact that the EBM hierarchies rank evidence of intervention effect on a specified and limited number of outcomes. Background The COVID-19 pandemic posed many unprecedented challenges to health care systems and public health efforts worldwide. Policy making and science were deeply intertwined, in particular with regard to the justification of health policy measures. In this context, ethical considerations were often at the core of decision-making trade-offs. However, not much is known about the actual ethical challenges encountered by policy makers and scientists involved in policy advice. With this study, we therefore aim to (...) explore the ethical challenges during COVID-19-related political decision-making in Switzerland as perceived by policy makers and scientists involved in policy making. We also explore the role ethics advice had during the pandemic response and what can be learned for future public health crises. Methods We conducted thirteen qualitative expert interviews with policy makers and scientists involved in decision-making on COVID-19 policy responses in Switzerland on the regional and national level. We used inductive content analysis to analyse the interviews. Results Among the multitude of ethical challenges highlighted, interviewees perceived making trade-offs between the common good vs. the individual good and between economic welfare vs. health of the population, as well as proportionality of the policy measures, and the capacity of the public to accept uncertainty as central. Interviewees had diverging opinions on whether ethical considerations were sufficiently raised and discussed on the Swiss policy level during the COVID-19 pandemic. Among the reasons why ethics was not sufficiently discussed, they mentioned a lack of time in the fast-paced dynamic of the pandemic, ethics as a complex subject area, the interconnectedness between ethics and law, too much focus on few topics (mostly on vaccination-related ethical questions), and power relationships, such as dominance of medical professionals over ethicists. They evaluated ethics support to have been adequately present in the decision-making process, but wished for ethics training, involvement of the public in the discourse and for accompanying communication to build trust among the population for the future. Conclusions The study provides empirical insights into the ethical considerations of COVID-19 policy making in practice in Switzerland. It can help to develop ethics assistance for future crises and inform ethical health policy and decision-making not only in Switzerland, but also in other countries. (shrink)

The routinization of prenatal diagnosis is the source of bioethical and policy debates regarding choice, autonomy, access, and protection. To understand these debates in the context of cultural diversity and moral pluralism, we compare Israel and Germany, focusing on two recent repro-genetic “hot spots” of such policy-making at the beginning of life: pre-implantation genetic diagnosis and non-invasive prenatal genetic testing, two cutting-edge repro-genetic technologies that are regulated and viewed very differently in Germany and Israel, reflecting different medicolegal (...) policies as well as public and bioethical considerations. First, we compare policy-making in the context of PGD for HLA typing, used to create sibling donors, approved in Israel under specific conditions while prohibited in Germany. Second, we compare policy-making in the context of NIPT, which came under fire in Germany, while in Israel there has been little public debate about it. Both countries justify their contrasting policies as reflecting a concern for the well-being and care of the embryo/child, thus highlighting different concepts of embryo/child protection, autonomy, family relations, and the impact of religion and history on the promotion/protection of life. We use the juxtaposition of PGD and NIPT to highlight some inconsistencies in policies concerning the protection of extra- and intra-corporeal embryos. We conclude by drawing on the comparison to show how national variations exist alongside co-evolution. (shrink)

The Sámi have long desired a public process to examine and expose the Nordic states’ colonial, assimilationist practices and policies, past and present, toward the Sámi people. This article considers the truth and reconciliation process in Finland, assessing it in light of recent legislative and other measures. Employing settler colonial theory, it argues that reconciliation, although seemingly progressive, signifies a continuation of colonialism unless the state terminates its current approach of overlooking Sámi rights. The article concludes with a discussion of (...) structural reconciliation and justice and considers some concrete measures for structural change in order for the reconciliation process to be valid and successful in Finland. This paper concerns the development and use of ontologies for electronically supporting and structuring the highest-level function of government: the design, implementation and evaluation of public policies for the big and complex problems that modern societies face. This critical government function usually necessitates extensive interaction and collaboration among many heterogeneous government organizations (G2G collaboration) with different backgrounds, mentalities, values, interests and expectations, so it can greatly benefit from the use of ontologies. In this direction initially an ontology of public (...) class='Hi'>policy making, implementation and evaluation is described, which has been developed as part of the project ICTE-PAN of the Information Society Technologies (IST) Programme of the European Commission, based on sound theoretical foundations mainly from the public policy analysis domain and contributions of experts from the public administrations of four European Union countries (Denmark, Germany, Greece and Italy). It is a ‘horizontal’ ontology that can be used for electronically supporting and structuring the whole lifecycle of a public policy in any vertical (thematic) area of government activity; it can also be combined with ‘vertical’ ontologies of the specific vertical (thematic) area of government activity we are dealing with. In this paper is also described the use of this ontology for electronically supporting and structuring the collaborative public policy making, implementation and evaluation through ‘structured electronic forums’, ‘extended workflows’, ‘public policy stages with specific sub-ontologies’, etc., and also for the semantic annotation, organization, indexing and integration of the contributions of the participants of these forums, which enable the development of advanced semantic web capabilities in this area. We understand regulatory policy problems against the backdrop of existing implementations of a regulatory framework. There are argument schemes for proposing a policy and for criticising a proposal, rooted in a shared understanding that there is an existing regulatory framework which is implemented in social structures in society, yet has problems. The problems with the existing implementations may be attributed either to those implementations or to the constraints imposed by the regulatory framework. In this paper we propose that (...) calls for change of regulatory policy, and case-based and statistical evidence produced in support of policy proposals, are based in model-based problem solving activities. This perspective suggests schemes for a good argument pro or con a policy proposal, while avoiding the problem of backing up claims and evidence on the policy level with a conjectural deep model of the policy domain. I address the issue of whether differences in ethical theory have any relevance for the practical issues of environmental management and policy making. Norton’s answer, expressed as a convergence hypothesis, is that environmentalists are evolving toward a consensus in policy even though they remain divided regarding basic values. I suggest that there are good reasons for rejecting Norton’s position.I elaborate on these reasons, first, by distinguishing between different forms of anthropocentrism and nonanthropocentrism, second, by contrasting the different (...) goals that anthropocentrists, biocentrists, and ecocentrists set up for environmental policy making, and, lastly, by identifying three important policy areas (population growth, wilderness preservation, and wildlife management) where differences in basic values generate divergent policies.
