We posit and find evidence consistent with a new mechanism of intra-firm enforcement spillovers: the leakage of scarce compliance resources across facilities within a firm. Using a facility-level panel data set of Clean Air Act (CAA) enforcement actions from 2005 to 2017, we find a facility is more likely to violate the CAA following penalties on its same-industry-same-state siblings. In contrast, there is no significant spillover across firms. We show that the intra-firm spillover is not due to changes in regulatory (...) attention or production shifting. Instead, our results suggest it may result from the redeployment of scarce compliance resources across siblings. Consistent with this mechanism, we find compliance leakage only occurs at privately held firms and facilities that lack the resources to invest in pollution prevention. The findings contribute to understanding the efficacy of environmental enforcement and have important implications for intra-firm management of environmental performance and regulatory enforcement approaches. Corruption involves greed, money, and risky decision-making. We explore the love of money, pay satisfaction, probability of risk, and dishonesty across cultures. Avaricious monetary aspiration breeds unethicality. Prospect theory frames decisions in the gains-losses domain and high-low probability. Pay dissatisfaction (in the losses domain) incites dishonesty in the name of justice at the individual level. The Corruption Perceptions Index, CPI, signals a high-low probability of getting caught for dishonesty at the country level. We theorize that decision-makers adopt avaricious love-of-money aspiration (...) as a lens and frame dishonesty in the gains-losses domain (pay satisfaction-dissatisfaction, Level 1) and high-low probability (CPI, Level 2) to maximize expected utility and ultimate serenity. We challenge the myth: Pay satisfaction mitigates dishonesty across nations consistently. Based on 6500 managers in 32 countries, our cross-level three-dimensional visualization offers the following discoveries. Under high aspiration conditions, pay dissatisfaction excites the highest- (third-highest) avaricious justice-seeking dishonesty in high (medium) CPI nations, supporting the certainty effect. However, pay satisfaction provokes the second-highest avaricious opportunity-seizing dishonesty in low CPI entities, sustaining the possibility effect—maximizing expected utility. Under low aspiration conditions, high pay satisfaction consistently leads to low dishonesty, demonstrating risk aversion—achieving ultimate serenity. We expand prospect theory from a micro and individual-level theory to a cross-level theory of monetary wisdom across 32 nations. We enhance the S-shaped Curve to three 3-D corruption surfaces across three levels of the global economic pyramid, providing novel insights into behavioral economics, business ethics, the environment, and responsibility. The position of immoralism in analytic aesthetics and the philosophy of art holds that a work's moral defects can sometimes contribute to its artistic value. This position has suffered massive criticism in recent years. In support of immoralism, I present in this paper a new argument by examining immorality in the artistic genre of transgressive art. I argue that in the category of transgressive art, due to the nature of immorality that is a transgressive and liberating force against morality's authority, (...) being immoral can contribute directly to an artwork's artistic value by contributing to the realization of its artistic aim. While prior literature has widely acknowledged that the entrepreneurial environment significantly fertilizes entrepreneurship, the impact of workplace receives limited attention, and the vital role of organizations in linking social entrepreneurial environment and employee entrepreneurship has been largely ignored. Therefore, this study aims to unfold how multiple entrepreneurial environments shape employee entrepreneurship and then further reveal how such relationships vary with employees’ risk propensity. Drawn on the theoretical lens of mindsponge process, which offers an explanation of why and how organizations and (...) individuals adopt new values through the cost-benefit analysis, we proposed a research model to explain the influence mechanisms of the social entrepreneurial environment on the cost-benefit analysis of both organizations and individual employees. Specifically, given that organizations deeply embedded in the society need to balance the costs and benefits under the pressure of the social entrepreneurial environment, the social entrepreneurial environment affects the organizational entrepreneurial environment. Similarly, employees’ cost-benefit analysis under the pressure of organizational hostility will influence their entrepreneurial intentions. Through analyzing the data collected from a two-wave survey with 220 employees, we showed that organizational hostility toward employee entrepreneurship plays a mediating role between social entrepreneurial environment and employees’ entrepreneurial intentions. In addition, such mediation relationship is moderated by coworkers’ unethical behaviors during their entrepreneurship and employees’ risk propensity, which are expected to influence organizations’ and employees’ cost-benefit analysis, respectively. Previous studies have demonstrated positive correlations between children’s interpersonal trust and social adjustment. However, the psychological mechanism underlying this effect is still unclear. The current study tested the indirect roles of teacher–student relationships from both students’ and teachers’ perspectives in a Chinese context. In total, 709 pupils from grade three to grade five, and their 17 head teachers from a Chinese public primary school participated in this study. The Children’s Generalized Trust Beliefs Scale, Social Adjustment Scale for Children and Adolescents, (...) and Teacher–Student Relationship Questionnaire were used in this study. All these variables were correlated with each other. Structural equation models showed that the interpersonal trust indirectly influenced social adjustment through the teacher–student relationship from students’ perspectives, while the teacher–student relationship from teachers’ perspectives did not play an indirect role. These findings suggest that the teacher–student relationship perceived by students is more important for children’s social adjustment than that perceived by teachers. Both parents and teachers should pay more attention to developing children’s interpersonal trust, build better teacher–student relationships, and focus more on how children feel about the relationship. ABSTRACT By integrating theories of social learning and moral judgment, we developed a theoretical model on whether and when peers imitate employees’ unethical pro-organizational behavior in the workplace. The study, which involved 256 employees in a large manufacturing company in China, revealed that employees’ UPB positively predicted peers’ vicarious learning of UPB, with the effect strengthened by employees’ organizational tenure but weakened by peers’ deontic injustice. Moreover, the positive effect of employees’ UPB on their peers’ vicarious learning was mitigated, and (...) even turned negative when employees’ organizational tenure was low, but peers’ deontic injustice was high. This paper aims to examine how humorous leadership enhances employee workplace creativity from a novel angle of employee psychological capital (EPC). This study also explores the moderating roles of supervisor–subordinate dyadic tenure and work autonomy in the proposed model. Data from a sample of 355 supervisor-subordinate dyads working in an information technology enterprise in the People’s Republic of China were used to test the assumed moderated mediation model. The results indicate the positive relationship between humorous leadership and employee workplace creativity, (...) which is partially mediated by EPC. Moreover, work autonomy significantly moderates the relationship between EPC and employee creativity. Humorous leadership drives creativity among subordinates; this can have a significant effect on the extra-role behavior of subordinates, leading to workplace creativity. The deliberate establishment of a humorous image by leaders may encourage subordinates to achieve creative goals. Combined with traditional management practices that emphasize the supportive behaviors of leaders, leaders can use humor to provide an open and friendly atmosphere for employees, thereby encouraging creativity in the workplace. Organizations should also place greater emphasis on employee work autonomy, allowing employees flexibility on when and how they do their job; this could enhance the positive impact of other factors on employee workplace creativity. The processes in construction are more likely than others to breed unsafe behaviors, and the consequences of these actions can be serious. This paper first reviews the research status on unsafe behavior in construction teams. It then analyzes the complex mechanisms that lead to unsafe behavior and constructs a three-layer structural model based on agent-based modeling technology. This modeling deals with complexity and elaborates on key points and potential research ideas in the study of unsafe behavior in construction teams. Using (...) the ABM method, the effects of different incentive strategies on the safe behavior of construction teams under different management scenarios were studied. The results showed that when members have a fair perception of the situation, the effect of the excess performance reward distribution, according to the member’s safety awareness level, is better than the average distribution effect. This is the case whether the member’s safety behavior level is positively or negatively related to the member’s safety awareness level. This study proves the feasibility, validity, and universality of the three-layer structural model. It also reaches certain management conclusions and ideas for further development. In this paper, an efficient chaos-based image encryption scheme is proposed, which uses the imitating jigsaw method containing revolving and shifting operations. In this scheme, there are three processes in encryption: preprocessing, encryption process, and postprocessing. In the preprocessing, the original image is partitioned into 64 × 64 pixel image blocks and then randomly revolved and shifted under control sequences which are generated by the hyperchaotic Lorenz system whose initial conditions are calculated by original image and keys. Therefore, the preprocessing (...) is sensitive to plain image against differential attacks. In the encryption process, the after-preprocessing image is partitioned into 32 × 32 pixel image blocks; next they are randomly revolved and encrypted by control sequence and key blocks which are generated by the skew tent map. In postprocessing, the after-encryption image is partitioned into 16 × 16 pixels’ image blocks, and they are randomly revolved and shifted again under control sequences which are related with encrypted image and keys. The postprocessing further increases the diffusion characteristics. Moreover, the test experiment and security analyses are given; the results show that our proposed cryptosystem has both security and speed performance. (shrink)

The preservation of historical archives is inherently linked to human memory, raising profound philosophical and theological questions about authenticity, truth, and the transmission of sacred and historical knowledge. While vivid oral narratives and reference data contribute to a more comprehensive collective memory, the reliability of historical records remains shaped by subjective cognition and sociocultural influences. This study examines the philosophical and religious dimensions of historical authenticity by analyzing the interplay between human memory, archival preservation, and epistemological trust. A human memory (...) coding scale is developed, incorporating subjective intentionality and objective influences, alongside a multi-level framework for assessing historical authenticity from macro, meso, and micro perspectives. Using historical collections from museums in Province D as a case study, Pearson’s correlation coefficient is applied to explore the relationship between human memory and historical truth, while regression models assess the impact of memory distortion on archival integrity. Findings indicate that the correlation between human memory and the authenticity of historical records is significantly negative at the 1%–10% level, with deliberate forgetting (O2) exerting the greatest influence. The study argues that the transmission of historical and religious knowledge is not merely a technical challenge but also a metaphysical and ethical concern, as collective memory shape’s cultural identity, spiritual heritage, and theological interpretation. To mitigate distortions, the research advocates for the integration of digital preservation technologies, enhanced historical evaluation mechanisms, and a theological-philosophical discourse on truth, memory, and divine testimony. Future studies should further investigate how religious traditions, faith-based historiography, and sacred narratives influence perceptions of historical authenticity and the construction of collective memory. Slight absolute changes in the Shanghai Stock Exchange Index (SHSE) corresponded to the city’s immediate increases in coronary heart disease deaths and stroke deaths. Significant fluctuations in the Shenzhen Stock Exchange Index (SZSE) corresponded to the country’s minor, delayed death rates. Investors deal with money, greed, stock volatility, and risky decision-making. Happy people live longer and better. We ask the following question: Who are the investors with the highest and most sustainable stock happiness, and why? Monetary wisdom asserts: Investors apply (...) their deep-rooted values (avaricious love-of-money aspiration and locus of control, Level 2) as a lens to frame critical concerns in the proximal-immediate (Shanghai Stock Exchange Index changes, Level 1) and the omnibus-distal contexts (domicile: city vs. country, Level 2) to maximize expected utility (portfolio changes, Level 1) and ultimate serenity (stock happiness, Level 1). We collected multilevel data—the longitudinal SHSE and 227 private investors’ daily stock happiness and portfolio changes for 36 consecutive trading days in four regions of China. Investors had an average liquid asset of $76,747.41 and $54,660.85 in stocks. This study is not a “one-shot” game with “nothing at stake.” We classified Shanghai and Beijing as the city and Shenzhen and Chongqing as the country. Our cross-level 3-D visualization reveals that regardless of SHSE volatility, investors with low aspiration, external control, and country domicile enjoy the highest and most sustainable stock happiness with minimum fluctuations. Independently, investors with low aspiration, external control, and country domicile tend to make fewer portfolio changes than their counterparts. Behaviorally, less is more, debunking the myth—risky decisions excite stock happiness. Our longitudinal study expands prospect theory, incorporates attitude toward money, and makes robust contributions to behavioral economics and business ethics. While studies on fictional entities have explored various fields, the question of whether fictional entities warrant moral consideration remains unclear. The purpose of this article is to examine the issue and assert that fictional entities lack moral status, which has implications for ethical criticism of art. Through my argument, I contend that fictional entities do not require moral concern, thus rendering any artwork's manifestation or prescription of attitudes towards fictional entities irrelevant in moral terms for the sake of fictional entities.

Immersive 360-degree video has become a new learning resource because of its immersive sensory experience. This study examined the effects of textual and visual cues on learning and attention in immersive 360-degree video by using eye-tracking equipment integrated in a virtual reality head-mounted display. Participants were randomly assigned to one of four conditions: no cues, textual cues in the initial field of view, textual cues outside the initial FOV, and textual cues outside the initial FOV + visual cues. The results (...) showed that the cues helped learners achieve better learning outcomes and spend more time focusing on the areas with cues. In addition, the study found a serious imbalance in the distribution of learners’ attention in each region of the video. The attention directed to textual cues in the initial FOV is much higher than the attention directed to textual cues outside the initial FOV. Adding visual cues can effectively direct attention to textual cues outside the initial FOV and alleviate the imbalance of attention distribution. Consequently, adding cues to immersive 360-degree video can be an appropriate approach to promote learning and guide attention in immersive 360-degree video learning environments. In this paper, I argue that since artworks cannot take moral responsibility, it is impossible to establish any sort of ethical criticism towards them for their own sake. Ethical criticism of art is inevitably directed at the artist(s), who can take moral responsibility for creating or performing the art in certain ways. Therefore, we should distinguish between two types of criticism towards art: (1) the ethical criticism should be contextualized within the author-work framework, meaning that the extent to which the (...) author can take moral responsibility will significantly affect the ethical criticism of art, while artworks can serve as acts or evidence of acts (of the author) in ethical criticism; (2) ‘ethical’ criticism of art for the work’s own sake should be excluded from the ethical issue and instead reconstructed in the causal issue. The level of financial literacy of rural residents will affect their financial decisions and the financial well-being behind the decisions. This paper uses mediating effect and moderating effect to test the influence path of rural residents’ subjective and objective financial literacy on their financial decision-making with survey data from Henan and Anhui provinces in China. The results show that subjective and objective financial literacy have positive effects on financial market participation. Subjective and objective financial literacy have negative direct effects on (...) insurance market participation. Subjective financial literacy plays an incomplete mediating effect in the impact of objective financial literacy on financial market and insurance market participation. Objective financial literacy is adjusted by subjective financial literacy on financial market participation and insurance market participation. At the same time, we introduce financial technology penetration as a threshold variable in the model and find that the financial literacy has stronger impact on financial decision-making if the financial technology penetration is above the threshold. Online shopping for customized garments has become the fastest-growing field of the Chinese eBusiness market. Most consumers not only limit themselves to buying standardized garments but also want to buy garments customized to their preferences. This phenomenon has pushed the fashion textile and apparel industry to change its supply chain operations to meet the customization demand. Besides, the fashion textile and apparel industry also want to study how different channel factors will affect consumers' perceived value and further influence consumers' purchasing (...) decisions. We initiated this study and empirically tested more than 200 experienced consumers. This study collaborated with a fashion textile and apparel company that aims to implement customized product lines soon. Based on the perceived value theory and risk management theory, we investigated whether product involvement and channel identification on supply chain design will affects potential customized product consumers' purchasing decisions. The findings reveal that channel recognition affects consumer decisions by having a positive impact on their perceived value. The perceived risk and shopping channel involvement of consumers have a negative impact on their perceived values and channel selections. In addition, product involvement has a moderating effect on the relationship between channel's perceived risk, perceived values, and channel selections as well. (shrink)

This longitudinal study investigated how different mediums of word explanation affected the use of English vocabulary strategies among Chinese Grade-7 students. 170 students were tested on their English receptive vocabulary size and vocabulary strategy application before and after an 8.33-month intervention. Students were divided into three experimental groups and one control group. The three experimental groups were provided with learning materials that explained the target vocabulary in three mediums, respectively: English-only, English-and-Chinese, and Chinese-only. Results showed that, after the intervention, receptive (...) vocabulary size did not have any direct significant impact on vocabulary strategy development, whereas mediums of word explanation materials impacted students’ application of vocabulary learning strategies (VLS) in different ways. Our findings showed that the English-only mediums significantly enhanced students’ use of metacognition, cognition, and memorization strategies, but decreased social strategy development. Chinese-only mediums significantly facilitated cognition and memorization strategy development. Implications for L2 vocabulary education are discussed. (shrink)

At present, the research on the influence mechanism of psychological capital on farmers’ entrepreneurial behavior is relatively mature. However, the relationship between farmers’ entrepreneurial behavior and macroeconomics by entrepreneurial psychological capital is still unclear. Based on this, firstly, this work analyzes the entrepreneurial PsyCap in detail. Secondly, the research hypothesis is put forward and a conceptual model is implemented. A questionnaire is designed to analyze the current situation of farmers’ entrepreneurial PsyCap and entrepreneurial behavior. Finally, a structural equation model is (...) implemented to explore the relationship between farmers’ entrepreneurial behavior and macroeconomics. The path test of the SEM is utilized to obtain the following. Macroeconomic growth has a significant positive impact on entrepreneurial behavior. Macroeconomics can affect farmers’ entrepreneurial behavior to varying degrees by affecting the four entrepreneurial PsyCap of farmers’ subjective cognition, Tenacity, hope and open-mindedness. This indicates that entrepreneurial PsyCap plays an intermediary role between farmers’ entrepreneurial behavior and macroeconomics. The purpose of this work is to explore the relationship among farmers’ entrepreneurial behavior, macroeconomics, and the role of entrepreneurial PsyCap through empirical analysis, thereby providing a theoretical reference for the subsequent country’s optimization of farmers’ entrepreneurial strategies. With the rapid growth of online product reviews, many users refer to others’ opinions before deciding to purchase any product. However, unfortunately, this fact has promoted the constant use of fake reviews, resulting in many wrong purchase decisions. The effective identification of deceptive reviews becomes a crucial yet challenging task in this research field. The existing supervised learning methods require a large number of labeled examples of deceptive and truthful opinions by domain experts, while the available unsupervised learning methods are (...) inefficient because they depend on the features of reviewers to detect each fake review. Therefore, by focusing on the detection efficiency problem and the limitation of large amount of labeled examples dependence, in this paper, we proposed an effective semisupervised learning approach for detecting spam reviews. Firstly, a time series model of all the reviews of a product is constructed, and then the suspected time intervals are captured based on the burst review increases in these intervals. Secondly, a co-training two-view semisupervised learning algorithm was performed in each captured interval, in which linguistic cues, metadata, and user purchase behaviors were synthetically employed to classify the reviews and check whether they are spam ones or not. A series of numerical experiments on a real dataset acquired from Taobao.com have confirmed the effectiveness of the proposed model, not only reaping benefits in terms of time efficiency and high accuracy but also overcoming the shortcomings of supervised learning methods, which depend on large amounts of labeled examples. Interactions of entrepreneurs through social networks provide an available path for corporate risk contagions. However, the issue how entrepreneurs’ social networks influence on corporate risk contagion is still received limited attention from scholars. In this study, a framework is proposed to describe entrepreneurs’ interaction and corporate value creation. The main results of multiagent simulations indicate the following. First, either weak ties or strong connections of social networks can enhance density of corporate risk contagion. However, only strong connections can be moderated (...) by entrepreneurs’ risk preference. Second, weak ties improve risk exposure of individual corporations, while strong connections may probably decrease systematical risk of the market. Third, weak ties are important for mature corporations to achieve business success. However, for startups, strong connections are more valuable to maintain. The findings of this study not only provide theoretical support from some widely accepted economic phenomenon but also provide explanations for conflicting results from some previous literatures. Except the two types of state, complete failure and perfect functioning, some intermediate states also existed between those two states. This characteristic enables multistate system whose components are often of more than two states. Moreover, because of dependence between components, common cause failure enhances the failure risk of components during the operating period of MSS. A protection mechanism needs to be adopted because of the importance of certain components. For a MSS with CCF and protection mechanism, its reliability can be (...) evaluated by a proposed approach. Certain components not only can cause failure at one state, but also can cause failure to other components because of the CCF. Under the impact of one type of CCF, those components can constitute a specific group that can overlap with certain components. Universal generating function is adopted to incorporate the CCF and protection mechanism of a component. Consequently, reliability indices of a MSS can be evaluated by the proposed approach based on UGF. Examples and comparisons illustrate and validate this method. ObjectivePregnancy leads to long-lasting changes in brain structure for healthy women; however, little is known regarding alterations in the cortical features of pregnant women with malformed fetuses. Isolated clefts of the lip and/or palate (ICL/P) are the most common congenital anomaly in the craniofacial region, which is highly gene-associated. We speculated that pregnant women carrying fetuses with ICL/P may have associated risk genes and specific brain changes during pregnancy.MethodsIn this study, we investigated T1-weighted brain magnetic resonance imaging data from 48 (...) pregnant women: 24 women carrying fetuses with ICL/P (ICL/P group) and 24 women carrying normal fetuses (normal controls), then explored intergroup differences in gray matter volume (GMV), cortical thickness (CT) and cortical complexity (gyrification).ResultsCompared with controls, the ICL/P group had decreased total intracranial volume (TIV) than normal controls; besides, they exhibited increased GMV in the left cuneus, decreased GMV in the right superior temporal gyrus; increased CT in the left precuneus and left superior parietal gyrus, decreased CT involving parsopercularis, fusiform, middle temporal in the left hemisphere and supramarginal, precentral gyrus (PreCG) in the right hemisphere; increased gyrification in the left insula and PreCG, the left middle temporal, and the right supratemporal gyrus.ConclusionPregnant women with ICL/P fetuses had brain morphology changes involving language, auditory, vision, and sensory cortex, which may be their special brain changes compared to normal pregnant women. The COVID-19 pandemic has caused a dramatic reshaping of passenger risk perception for airline industry. The sharp increase in risk aversion by air passenger has caused a disastrous impact on the tourism service industry, particularly airline industry. Although the existing literature has provided a lot of studies on the impact of the pandemic on travel industry, there are very few studies discussing the impact of change in passenger risk perception on the stock market performance of airline industry. This study considers (...) two types of airline companies, full-service and low-cost. In order to overcome the traditional problem of the Chow test, Quandt–Andrews test is used to identify structural change points during the pandemic in the stock prices of United States airline companies. The result shows that an industry-wide structural change in the stock market performance indeed is found to take place during the pandemic for United States airline companies. Meanwhile, no significant difference is found in the structural change date between the two types of airline companies. The selected airline companies are found to be clustered toward the end of 2020 in their structural change dates. Although the strike of the COVID-19 pandemic on airline industry has proven to be widespread and profound, our investigation implies that air passengers have gradually adapted to the new normal of travel activities at some level and partly rebuild their sense of safety under the strict epidemic-control measures. This paper firstly introduces the basic knowledge of music, proposes the detailed design of a music retrieval system based on the knowledge of music, and analyzes the feature extraction algorithm and matching algorithm by using the features of music. Feature extraction of audio data is the important research of this paper. In this paper, the main melody features, MFCC features, GFCC features, and rhythm features, are extracted from audio data and a feature fusion algorithm is proposed to achieve the fusion (...) of GFCC features and rhythm features to form new features under the processing of principal component analysis dimensionality reduction. After learning the main melody features, MFCC features, GFCC features, and rhythm features, based on the property that PCA dimensionality reduction can effectively reduce noise and improve retrieval efficiency, this paper proposes vector fusion by dimensionality reduction of GFCC features and rhythm features. The matching retrieval of audio features is an important task in music retrieval. In this paper, the DTW algorithm is chosen as the main algorithm for retrieving music. The classification retrieval of music is also achieved by the K-nearest neighbor algorithm. In this paper, after implementing the research and improvement of algorithms, these algorithms are integrated into the system to achieve audio preprocessing, feature extraction, feature postprocessing, and matching retrieval. This article uses 100 different kinds of MP3 format music as the music library and randomly selects 4 pieces each time, and it tests the system under different system parameters, recording duration, and environmental noise. Through the research of this paper, the efficiency of music retrieval is improved and theoretical support is provided for the design of music retrieval software integration system. (shrink)

A decentralized adaptive control based on human linguistic is investigated to learn human behaviors for multiple robotic manipulators. Many experts’ words or sentences can be transferred into the control actions by employing membership functions in robot systems, which can be synthesized fuzzy controller by employing reasoning mechanism. For the unknown model dynamical robot manipulators, one adjustable parameter that relates to the approximation accuracy of fuzzy logic systems is introduced at first, which be utilized to deal with the unknown dynamics of (...) robot manipulators. Switching fuzzy adaptive controller is designed to overcome the limitation of logic structure that the number of adaptive laws only focus on fuzzy rules in conventional fuzzy logic systems. Another advantage of this design method is that the control with human linguistic extend the semi-global stability to global stability. Finally, effectiveness of the developed control design scheme has been shown in simulation example. (shrink)

The central dilemma for Chinese science and technology (S&T) policy is how to reform and improve such policies without the deleterious interventions of the past. In a centralized S&T system, government intervention has proved at times disruptive and even destructive to efforts at national economic advancement. The historical processes within China have produced an S&T system with enormous potential but plagued by difficulties in investment strategies and capacity for innovation. Simply put, investment levels have been low, and the capacity to (...) generate more funding is lacking.
