In recent years, resilience has emerged as a central concept in national and international security discourses, featuring prominently in strategic frameworks and policy documents across various sectors. This paper will analyze how resilience has come to play a significant discursive role in the field of national and international security. Тhe analysis strongly suggests that resilience has become the new buzzword of national security. “Resilience” is the necessary ability of a critical entity to prevent, protect, respond, resist, mitigate, secure, adapt, and (...) recover from an incident. This is evidenced by positioning resilience as a core concept in many key strategic documents. In line with its broad applicability, the term has dominated security discourse on the strategic level. The paper argues for a more integrated and operationalized understanding of resilience—one that aligns institutional preparedness, community empowerment, and trategic foresight in addressing the complex security environment of the 21st century. In this paper we draw attention that there have been significant increases in activity relating to child sexual abuse and exploitation on both the surface web and dark web during the COVID-19 lockdown period. This paper aim is an analyse about how the COVID-19 pandemic is presently modifying the trends and threats of child sexual exploitation and abuse offences, which were already at high levels prior to the pandemic. This article highlights the trends and threats in the current COVID-19 context (...) compared to pre-pandemic measures, what impact these are having in the short-term, and what changes we have seen when COVID-19 measures are reduced. It contributes to the space of the dark web during lockdown by manifestation on the ongoing organised business model that has evolved as technology expands and the level of threat that it poses to children. The objective is to share these trends across the global law enforcement community and science in order to improve the monitoring and detection of child sexual exploitation and abuse online, further investigations and global police response. This paper will analyze how and to what extent terrorists and violent extremistshave interacted with generative artificial intelligence so far and identify potentialways in which they could misuse generative AI in the future. It is therefore necessaryto question assumptions that terrorist and violent extremist actors will quickly adoptgenerative AI solely based on an assessment of the capabilities it may offer. Althoughresearch has shown that technological capability and availability are key drivers of terroristinnovation, terrorist and violent extremist actors also assess any (...) new technologyon its compatibility (with both their modus operandi and ideology), relative complexity,cost, and the context in which they are operating. Understanding these factors, both inisolation and in relation to one another, will be a key aspect in monitoring the extent towhich terrorists and violent extremists adopt generative AI tools. In doing so, the paperwill seek to identify a likely trajectory for the abuse of this technology by terrorist actorsas well as conclude with some initial recommendations for policymakers. (shrink)
