Since April 1996, the National Science and Technology Council (NSTC), in collaboration with the Office of Science and Technology Policy (OSTP) in the Executive Office of the President, has been leading the development of a government-wide Federal policy for research misconduct. The author is a Senior Policy Analyst in the Office of Science and Technology Policy and a participant in this process. This paper places the NSTC/OSTP effort in historical context, outlines the process by which the policy will be finalized, (...) and discusses the principal issues raised during the policy development process. In this synthesis, we summarize studies that yielded evidence of jealousy in young infants. To shed light on this phenomenon, we present evidence that jealousy’s foundation rests on history of dyadic interactions with caregivers which engender infants’ expectations of exclusivity, and on maturation of sociocognitive capacities that enable infants to evaluate whether an exchange between their caregiver and another child represents a violation of that expectation. We conclude with a call for greater study of the antecedents and sequelae of both (...) normative and atypical presentations of jealousy. In addition, we recommend approaches that address jealousy across a range of relationships, both within and beyond those which include attachment figures. (shrink)

The emergence of dimensional analysis in the early nineteenth century involved a redefinition of the pre-existing concepts of homogeneity and dimensions, which entailed a shift from a qualitative to a quantitative conception of these notions. Prior to the nineteenth century, these concepts had been used as criteria to assess the soundness of operations and relations between geometrical quantities. Notably, the terms in such relations were required to be homogeneous, which meant that they needed to have the same geometrical dimensions. The (...) latter reflected the nature of the quantities in question, such as volume vs area. As natural philosophy came to encompass non-geometrical quantities, the need arose to generalize the concept of homogeneity. In 1822, Jean Baptiste Fourier consequently redefined it to be the condition an equation must satisfy in order to remain valid under a change of units, and the ‘dimension' correspondingly became the power of a conversion factor. When these innovations eventually found an echo in France and Great Britain, in the second half of the century, tensions arose between the former, qualitative understanding of dimensions as reflecting the nature of physical quantities, and the new, quantitative conception based on unit conversion and measurement. The emergence of dimensional analysis thus provides a case study of how existing rules and concepts can find themselves redefined in the context of wider conceptual changes; in the present case this redefinition involved a generalization, but also a shift in meaning which led to conceptual tensions. The rise of dimensional analysis in the latter part of the nineteenth century occurred largely in the context of electromagnetism. It soon appeared that the subject, albeit seemingly straightforward, was in fact wrought with difficulties. These revealed deep conceptual issues regarding the character of physical quantities. Usually, whether or not these problems actually constituted inconsistencies was itself a matter of debate. In one instance, however, regarding the electrostatic dimensions of the magnetic pole, all protagonists agreed that the matter required attention. (...) A controversy ensued in 1882. Its resolution partly relied on the realization that it arose from differences between the scientific cultures prevalent on the Continent versus in Great Britain. These cultural differences concerned the possible relevance of the medium in which interactions involving magnetic poles take place, as well as the understanding of permeability in Ampère’s model of magnetism. The controversy around the electrostatic dimensions of the magnetic pole entailed crucial issues that were soon to play just as central a part in a wider debate about the dimensions of electromagnetic quantities in different systems of units. Why the latter topic was never raised during the 1882 controversy provides insights into the early understanding of dimensional analysis. (shrink)

Francis Hutcheson (1694–1746) was a White philosopher from Ireland who spent much of his career in Scotland. He was a proponent of moral sentimentalism and moral sense theory, arguing that what makes actions right or wrong is the way our moral sense naturally responds to them. This chapter is a selection from Hutcheson’s work A System of Moral Philosophy, which was published posthumously but composed in the 1730s. It discusses slavery mainly in a general way, though it is quite (...) clear that some of the arguments target transatlantic slavery in particular. Hutcheson’s discussions of slavery had an immense influence on other antislavery writers. They are also noteworthy because Hutcheson uses moral sense theory to rebut standard justifications of slavery, including natural slavery, war slavery, and hereditary slavery. As a result of his commitment to moral sense theory, human emotions and desires play a central role in his arguments. (shrink)

THE SENSE OF BEAUTY: A FIRST APPROXIMATION It is generally acknowledged that during the first half of the eighteenth century a profound change was wrought in the theory of art and natural beauty. To this period we owe the establishment of the modem system of the arts. 1 In England, the notion of a separate and autonomous disci pline devoted solely to art and to beauty came into being through the concept of "aesthetic disinterestedness. " 2 In addition, emphasis in (...) the theory of art shifted from object to subject - from the work of art to the perceiver and critic. Focal point for this change was the sense of beauty which, in concert with the moral sense of the British school, represented a dominant force in Enlightenment value theory. It is Francis Hutcheson who, more than anyone else, can be thought of as the founder and principal spokesman of this philosophical coterie. If the aesthetic sense was instrumental in the transfer of interest, in the philosophy of art, from object to perceiver, the aesthetic and moral senses together were no less important in a parallel transference of value judgment from the rational to the sensate.
