This paper reports a study of planning processes in the five-disc Tower of London (TOL) task in 20 younger and 20 older adult participants. A concurrent direct ''think-aloud'' method was used to obtain data on planning processes prior to moving discs in the TOL. A check was made of the effects of verbalising by comparing performance data from the experimental groups with data from control groups who did not verbalise during planning or moving. Verbalising slowed down (...) class='Hi'>planning and moving but did not appear to distort the participants' approaches to the task. Older and younger participants did not differ in average moves taken to solve the tasks. However, older participants' planning was less complete and more error-prone than that of younger participants. The planning processes were characterised as showing a means-ends ''goal selection'' strategy. In this strategy participants (1) identify a single active goal disc at the start, (2) select moves and move sequences to enable the placing of the current goal disc in its target position, and (3) continue in this way until all discs are in their target positions. Age differences were found in the planning stage, during which there was no stimulus support and hence a substantial working memory load. During the move phase there was stimulus support and hence little loading of working memory. Age differences in moves required were not found in the move phase. As older participants tend to have depleted working memory capacity the present results suggest that working memory is heavily loaded in TOL planning but less so in the move phase of TOL. (shrink)

In the article, a general revision of the strategic planning models that are applied to the present times in the field of high education institutions was made. The models are: the globalizing model, which is the basic in the most part of the planning exercises; the sectorial model, which is very well established in the Latin-American educational sector; and the situational model, the basic notion of which consists on the fact that planning is an action that correspond to all the actors. The model known as complex was described as well. This model has become important among the specialists in the subject because, although this line of thinking has established its angles of interest in the specific field of strategic planning, it still has a long way to run, in the university field, for getting a greatest deepening in the theme, in a way that it could be applied to the university formative process. Organisational planning processes often materialise as a series of meetings, where the future of the organisation is jointly discussed and negotiated as a part of local decision-making sequences. Using conversation and discourse analytical approaches, this article investigates how proposals concerning the future can also be resisted by employing a specific device, a conditional construction. The data for the study originate from a city organisation, whose customer services are being developed. The results show how the conditional constructions work in two (...) interrelated ways. First, by introducing a problematic hypothetical situation, they outline the undesirable consequences of the proposed idea in real work life. Second, by highlighting the experience of the customer, they present the organisation as benefitting from the potential rejection of the idea. The article discusses the implications of the results for the study of proposal and decision-making sequences in longitudinal, multisemiotic discursive processes. (shrink)

Speech planning is a sophisticated process. In dialog, it regularly starts in overlap with an incoming turn by a conversation partner. We show that planning spoken responses in overlap with incoming turns is associated with higher processing load than planning in silence. In a dialogic experiment, participants took turns with a confederate describing lists of objects. The confederate’s utterances (to which participants responded) were pre‐recorded and varied in whether they ended in a verb or an object (...) noun and whether this ending was predictable or not. We found that response planning in overlap with sentence‐final verbs evokes larger task‐evoked pupillary responses, while end predictability had no effect. This finding indicates that planning in overlap leads to higher processing load for next speakers in dialog and that next speakers do not proactively modulate the time course of their response planning based on their predictions of turn endings. The turn‐taking system exerts pressure on the language processing system by pushing speakers to plan in overlap despite the ensuing increase in processing load. (shrink)

This paper discusses the possible uses of economic analysis for strategic planning decisions in firms. It proposes an approach which emphasizes the role of common knowledge for decentralized parallel decision processes. Planning is interpreted as an interactive process among a set of agents who use a plan to formalize a theory of action and an invalidating procedure. In the course of action the agents are supposed to cope with uncertainty as long as the chosen theory remains justified. (...) This approach has strong connections with some recent trends in managerial economics and in particular with the current work in the production sphere which similarly illuminates the role of common knowledge through objective physical flows to promote global efficiency of the firm. Safety-critical systems manufacturers have the duty of care, i.e., they should take correct steps while performing acts that could foreseeably harm others. Commonly, industry standards prescribe reasonable steps in their process requirements, which regulatory bodies trust. Manufacturers perform careful documentation of compliance with each requirement to show that they act under acceptable criteria. To facilitate this task, a safety-centered planning-time framework, called ACCEPT, has been proposed. Based on compliance-by-design, ACCEPT capabilities permit to design Compliance-aware Engineering Process Plans, (...) which are able to show the planning-time allocation of standard demands, i.e., if the elements set down by the standard requirements are present at given points in the engineering process plan. In this paper, we perform a case study to understand if the ACCEPT produced models could support the planning of space software engineering processes. Space software is safety and mission-critical, and it is often the result of industrial cooperation. Such cooperation is coordinated through compliance with relevant standards. In the European context, ECSS-E-ST-40C is the de-facto standard for space software production. The planning of processes in compliance with project-specific ECSS-E-ST-40C applicable requirements is mandatory during contractual agreements. Our analysis is based on qualitative criteria targeting the effort dictated by task demands required to create a CaEPP for software development with ACCEPT. Initial observations show that the effort required to model compliance and processes artifacts is significant. However, such an effort pays off in the long term since models are, to some extend, reusable and flexible. The coverage level of the models is also analyzed based on design decisions. In our opinion, such a level is adequate since it responds to the information needs required by the ECSS-E-ST-40C framework. (shrink)

Within the planning discourse two poles have materialised over the last decades: a participatory ideal guided by substantive rationality, opposed to an algorithmic governmentality subordinated to instrumental reason. This rift within socialist thought is also observable when it comes to the discovery of needs. The paper understands this discovery procedure primarily as a forecasting problem and demonstrates how many authors dedicated to a participatory planning process call for consumers to write down their desires in the form of (...) wish lists. As a response to this epistemically questionable discovery procedure, the state of the art in capitalist demand-forecasting at enterprises like Amazon is presented, where machine-learning algorithms excel at modelling interrelated time series on a global level by extrapolating demand patterns in real-time. The paper closes with a proposal to reconfigure this predictive apparatus for socialist ends and raises questions concerned with the political implications of centralising decision-making in black-box algorithms. Background Nurses have an essential role in caring for end-of-life patients. Nevertheless, the nurse’s involvement in the passive euthanasia decision-making process is insufficient and lower than expected. Objectives To explore factors associated with nurses’ intention to be involved in non-treatment decisions (NTD) regarding passive euthanasia decision-making versus their involvement in the palliative care of patients requesting euthanasia, using the Theory of Planned Behavior (TPB) framework. Design A cross-sectional study utilizing a random sample. Participants and research context The study was (...) conducted in one of the largest hospitals in Israel among 125 nurses employed in internal and surgical care wards. Data was collected through face-to-face interviews between March and April 2019. Method A closed structured questionnaire was developed according to TPB instructions. A paired sample t test and two multiple hierarchical regressions were conducted. Variance explained (R 2 ) and the significance of F change were calculated for each regression. The study used the STROBE statement guideline. Ethical considerations The study was approved by the hospital’s Helsinki Committee (#20.11.2017). Findings A paired sample t test revealed that nurses’ involvement in the palliative care of patients requesting passive euthanasia was significantly higher than in NTD regarding euthanasia. Regression analyses revealed that nurses’ position and attitudes explain their intention to be involved in decision-making; attitudes and perceived behavioral control explain nurses’ intention to be involved in the care of patients requesting euthanasia. Conclusions According to the TPB, nurses’ attitudes explained their intention to participate in decision-making regarding passive euthanasia. It is recommended to enhance open discussion of this complex issue to encourage nurses’ willingness to participate in NTD decision-making regarding euthanasia. (shrink)

In practice, mathematical proofs are most often the result of careful planning by the agents who produced them. As a consequence, each mathematical proof inherits a plan in virtue of the way it is produced, a plan which underlies its “architecture” or “unity”. This paper provides an account of plans and planning in the context of mathematical proofs. The approach adopted here consists in looking for these notions not in mathematical proofs themselves, but in the agents who produced (...) them. The starting point is to recognize that to each mathematical proof corresponds a proof activity which consists of a sequence of deductive inferences—i.e., a sequence of epistemic actions—and that any written mathematical proof is only a report of its corresponding proof activity. The main idea to be developed is that the plan of a mathematical proof is to be conceived and analyzed as the plan of the agent(s) who carried out the corresponding proof activity. The core of the paper is thus devoted to the development of an account of plans and planning in the context of proof activities. The account is based on the theory of planning agency developed by Michael Bratman in the philosophy of action. It is fleshed out by providing an analysis of the notions of intention—the elementary components of plans—and practical reasoning—the process by which plans are constructed—in the context of proof activities. These two notions are then used to offer a precise characterization of the desired notion of plan for proof activities. A fruitful connection can then be established between the resulting framework and the recent theme of modularity in mathematics introduced by Jeremy Avigad. This connection is exploited to yield the concept of modular presentations of mathematical proofs which has direct implications for how to write and present mathematical proofs so as to deliver various epistemic benefits. The account is finally compared to the technique of proof planning developed by Alan Bundy and colleagues in the field of automated theorem proving. The paper concludes with some remarks on how the framework can be used to provide an analysis of understanding and explanation in the context of mathematical proofs. (shrink)

Advance care planning is a process that encourages people to identify their values, to reflect upon the meanings and consequences of serious illness, to define goals and preferences for future medical treatment and care, and to discuss these goals with family and health-care providers. Advance care planning is especially important for those who are chronically ill, as patients and their families face a variety of complex healthcare decisions. Participating in advance care planning has been associated with (...) improved outcomes; yet, despite over 25 years of public awareness campaigns, research, and interventions developed to increase participation, advance care planning completion rates for people with chronic illnesses are no different than those in the general public (approximately 25%). Advance care planning has traditionally used an individualistic approach to autonomy, which puts forward an understanding of agents as independent, rational and self-interested persons. Because this individualistic approach has been largely unsuccessful in improving advance care planning uptake, a re-examination of the philosophical underpinnings of this practice and an exploration of alternative frameworks is warranted. In offering this exploration, we briefly outline two current perspectives on autonomy: the individualistic view and the relational view as articulated by feminist philosophers. Using a critical examination of the theoretical and empirical work on this topic, we argue that the individualistic view of autonomy does not sufficiently capture the relational and social complexities of the decision-making process of advance care planning. To offer a counterpoint, we examine the relational view of autonomy and suggest that this perspective is better aligned with the process of advance care planning. Specifically, we demonstrate that a relational model of autonomy is well suited to exploring advance care planning for four main reasons: (1) it recognizes the importance of relationships, (2) it reflects the fluctuating nature of autonomy in chronic illness, (3) it recognizes vulnerability, and (4) it is consonant with empirical work examining the advance care planning process. This paper is concerned with those elements of planning knowledge that are common to both understanding someone else's plan and creating a plan for one's own use. This planning knowledge can be divided into two bodies: Knowledge about the world, and knowledge about the planning process itself. Our interest here is primarily with the latter corpus. The central thesis is that much of the knowledge about the planning process itself can be formulated in terms (...) of higher‐level goals and plans called meta‐goals and meta‐plans. These entities can then be used by the same understanding and planning mechanisms that process ordinary goals and plans. However, the meta‐planning knowledge now enables these mechanisms to handle much more complicated situations in a uniform manner.Systems based on meta‐planning would have a number of advantages over existing problem solving and understanding systems. The same knowledge could be shared by both a planner and understander, and both would be able to handle complex situations elegantly. In addition, in planning, the use of meta‐planning has several advantages over more traditional methods involving constraints or critics. Meta‐planning allows the full power of a problem solver to be applied to situations that are generally amenable only to special purpose processing. In addition, meta‐planning facilitates the representation of some situations that are difficult to express otherwise. We have begun to introduce meta‐planning knowledge into two systems: PAM, a story understanding program, and PANDORA, a problem solving and plannin̈g system. (shrink)

The analogy between humans and computers as language processors has previously been exploited primarily with respect to the parsing or analysis phase of processing, as opposed to a synthesis phrase. Here we pursue the analogy on the synthesis side by positing cognitive algorithms that correspond to target language code generated by a compiler. We consider the computational resource demands of these cognitive algorithms and compare them to what is required to carry out syntactic and semantic processing. It is argued that (...) cognitive demands are responsible for certain empirical results in developmental psycholinguistics that have previously been attributed to syntactic complexity. This paper presents a cognitive model of the planning process. The model generalizes the theoretical architecture of the Hearsay‐ll system. Thus, it assumes that planning comprises the activities of a variety of cognitive “specialists.” Each specialist can suggest certain kinds of decisions for incorporation into the plan in progress. These include decisions about: (a) how to approach the planning problem; (b) what knowledge bears on the problem; (c) what kinds of actions to try to plan; (d) (...) what specific actions to plan; and (e) how to allocate cognitive resources during planning. Within each of these categories, different specialists suggest decisions at different levels of abstraction. The activities of the various specialists are not coordinated in any systematic way. Instead, the specialists operate opportunistically, suggesting decisions whenever promising opportunities arise. The paper presents a detailed account of the model and illustrates its assumptions with a “thinking aloud” protocol. It also describes the performance of a computer simulation of the model. The paper contrasts the proposed model with successive refinement models and attempts to resolve apparent differences between the two points of view. (shrink)

Maintaining systems of military plans is critical for military effectiveness, but is also challenging. Plans will become obsolete as the world diverges from the assumptions on which they rest. If too many ad hoc changes are made to intermeshed plans, the ensemble may no longer lead to well-synchronized and coordinated operations, resulting in the system of plans becoming itself incoherent. We describe in what follows an Adaptive Planning process that we are developing on behalf of the Air Force (...) Research Laboratory (Rome) with the goal of addressing problems of these sorts through cyclical collaborative plan review and maintenance. The interactions of world state, blue force status and associated plans are too complex for manual adaptive processes, and computer-aided plan review and maintenance is thus indispensable. We argue that appropriate semantic technology can 1) provide richer representation of plan-related data and semantics, 2) allow for flexible, non-disruptive, agile, scalable, and coordinated changes in plans, and 3) support more intelligent analytical querying of plan-related data. This article examines the distribution of cognitive capacities across animal taxa and advances an organizational account of the evolution of conscious agency. It explores how vertebrate and invertebrate body plans have shaped brain evolution and embodiment. The central thesis is that while invertebrate body plans generally constrain brain development, the vertebrate body plan has facilitated brain complexification and bodily integration. A key focus is the exceptional case of coleoid cephalopods,the only invertebrates to evolve large brains. Despite their remarkable cognitive abilities, (...) these animals remain a borderline case of conscious invertebrates. Although they probably exhibit a form of consciousness, their body plan limits both brain complexification and evolutionary diversification, preventing them from following the same trajectory as vertebrates. We examine the reasons why only the vertebrate body plan has enabled the sustained expansion of cognition, leading to greater complexity and diversification. Finally, the paper argues that the evolution of conscious agency in vertebrates results from a distinctive form of embodiment: a feedback loop in which bodily development supports brain growth, which in turn enhances bodily integration, fostering further brain complexity in a self-reinforcing process. The article concludes with reflections on the significance of conscious agency as a major evolutionary transition in animals. (shrink)

Background: Advance care planning gives patients and their family members the possibility to consider and make decisions regarding future care and medical procedures. Aim: To explore the view of people in the early stage of dementia on planning for future care. Research design: The study is a qualitative interview study with a semistructured interview guide. The data were analyzed according to the Qualitative Analysis Guide of Leuven. Participants and research context: Dementia nurses assisted in the recruiting of people (...) with dementia for participation in the study. Study information was mailed to 95 people with early stage dementia. Ten people with dementia and eight caregiver spouses participated in the study. Ethical considerations: People with dementia belong to a vulnerable patient group, and care was taken in the areas of informed consent and accessible information. Findings: The views of people with dementia are characterized by a complex storyline involving tensions and movement within the themes of wants, beliefs, and levels of insight. Participants wanted to think about the future but also wanted to live in the here and now. Discussion: High demands are placed on the advance care planning process for people with dementia and their family caregivers. A dignity-enhancing approach in dementia care emphasizes the dignity of and respect for this vulnerable and care-dependent patient group. Conclusion: The process of advance care planning in dementia care needs to go beyond person-centered care to a relationship-centered process. The illness trajectory and the impact on autonomy need to be taken into consideration. (shrink)

Planning is a significant process function and counterpoises a very complex,dynamic and specific activity, which means that its subject consists of all forms of socialactivity, activities and life. Planning and programming are equally important to allentities regardless of their size and goals, as they all have experienced painful problemswith their planning efforts. Some emerge from the planning process itself, and somefrom the implementing procedure. Therefore the question arises: „How to help overcomefailures in planning (...) from failures in implementation?” Hence, the management teamhas no choice regarding the question: “Do they want to plan or not?” The sole alternativeis to carry out the planning completely, pragmatically and systematically. Onthe other hand, programming connects planning with budgeting and execution, andcounterpoises a sort of rational assumption to “turn” plans from adopted plans into programs,that is, projects and activities across main accounting categories, in accordancewith the desired capabilities and priorities. The analysis of the entire matter processedin this paper is carried out in a very specific way through the prism of identifying notonly the problems related to planning, programming and budgeting, but also makinga scientific contribution to the foundation of this rather significant conditionality andinterdependence. Counterexamples are constructed for classical decision theory, turning on the fact that actions must often be chosen in groups rather than individually, i.e., the objects of rational choice are plans. It is argued that there is no way to define optimality for plans that makes the finding of optimal plans the desideratum of rational decision-making. An alternative called “locally global planning” is proposed as a replacement for classical decision theory. Different researchers from psychology and neuroscience state that navigation involves the manipulation of cognitive maps and graphs. In this paper, I will argue that navigating – specifically, journey planning – can be conceived as a process of practical reasoning. First, I will argue that journey planning constitutes a case of means-end reasoning involving inferences with cartographic representations. Then, I will argue that the output of journey planning functions as an instrumental belief in means-end reasoning. More specifically, (...) journey planning can deliver an instrumental rule that plays a normative role in spatial cognition. This paper will set out the key planning considerations regarding the establishment of a dedicated online portal for Gaeltacht and Irish-medium schools at post-primary level as detailed in the Policy on Gaeltacht Education 2017-2022 (PGE). The research topic is intrinsically linked with action points highlighted within strategy and policy papers concerning the improvement of online supports for teachers in recent years by the Department of Education (DE) in Ireland. The Digital Strategy for Schools 2015-2020 refers to the objective of (...) establishing digital communities of practice and the PGE highlights the need for a ‘dedicated online portal’ for Irish-medium schools. Embracing a problem-solving spirit, forging coalitions, building inter-agency collaboration, and ensuring teacher buy-in from the outset are all critical factors in the necessary planning process. Through the adoption of a mixed-methods approach, questionnaire and focus group respondents verified the most important thematic issues for L1 (Irish-medium) post-primary teachers respecting the establishment of what has the capacity to become a flourishing online community of practice (OCoP). The research process cast a spotlight upon how best to serve the teachers’ professional needs, confirmed the need for a collaborative approach that prioritised the significance of the collective, ascertained the existence of greater teacher openness to systemic change, and the centrality of transformative digital solutions in the L1 educational sphere. After decades of postcolonial development planning in the former colonies of Africa, one question that has been asked over and over again concerns how much has changed in Africa since the launch of what used to be called the first, second, third and other development decades. There is no doubt that national development policies and plans have played significant roles in influencing the direction of the post-political-independence development processes in Africa. This paper argues, however, that far more serious attention (...) needs to be paid by the African public to the important contributions that the nature of their development plans can make in the transformations of their lives. This paper uses development plans as an exemplar of social mechanisms in critical realist philosophy and argues that the development planning authorities in Africa need to take seriously the nature of the relations between their ‘informal’ and ‘formal’ sectors in the formulation and implementation of their development plans. The great urbanist Jane Jacobs details how urban planning impacts the social interactions and social networks responsible for the economic death or life of a city. How might urban planning impinge on the moral values that underlie that development? I draw on Jacobs’s work on the moral foundations of commercial society to identify two “urban values” (tolerance and innovation). I then examine how these values support the social networks and processes that facilitate urban-based innovation and how urban (...) class='Hi'>planning can strengthen or undermine those values. The indistinct division of spatial planning-related powers and functions in the Constitution of the Republic of South Africa, 1996, often leads to the overlap, conflict, and confusion of responsibilities between the national, provincial, and local spheres of government. Due to much uncertainty, municipal planning powers are a subject of massive intergovernmental contentions, coupled with an array of litigations. This article, therefore, examines the judicial delineation of local government spatial planning powers in South Africa. Through a critical analysis (...) of relevant case law and legislation, particularly the Spatial Planning and Land Use Management Act 16 of 2013 (SPLUMA), this study explores the tensions between local government autonomy and the national and provincial regulatory frameworks pertinent to spatial planning powers. The research reveals that the judiciary plays a pivotal role in shaping spatial planning policy, often balancing competing interests and constitutional imperatives. Accordingly, judicial recourse has delineated spatial planning powers and asserted the autonomy of municipal planning. The findings highlight the need for legislative clarity on the division of spatial planning powers, the importance of an integrated and viable co-operative spatial governance, professional development initiatives, a more proactive approach in judicial interpretation of spatial planning laws, and meaningful community participation in spatial planning processes, to cumulatively ensure that local governments promote equitable development. This study contributes to the ongoing debate on local government powers and spatial planning in South Africa, offering valuable insights for policymakers, scholars, and practitioners. (shrink)

Scientific research that requires space flight has always been subject to comparatively strong external control. Its agenda has often had to be adapted to vacillating political target specifications. Can space scientists appeal to one or the other form of the widely acknowledged principle of freedom of research in order to claim more autonomy? In this paper, the difficult question of autonomy within planned research is approached by examining three arguments that support the principle of freedom of research in differing ways. (...) Each argument has its particular strengths and limitations. Together they serve to demonstrate particular advantages of scientific autonomy, but in the case of space science, their force ultimately remains limited. However, as the arguments highlight the interrelations between scientific autonomy, the democratic process and the collective interest in scientific knowledge, they suggest that a coherent and sustained space science agenda might best be ensured by increasing the transparency of science policy decisions and involving the democratic public. Background Within the Open Biological and Biomedical Ontology (OBO) Foundry, many ontologies represent the execution of a plan specification as a process in which a realizable entity that concretizes the plan specification, a “realizable concretization” (RC), is realized. This representation, which we call the “RC-account”, provides a straightforward way to relate a plan specification to the entity that bears the realizable concretization and the process that realizes the realizable concretization. However, the adequacy of the RC-account has not been (...) evaluated in the scientific literature. In this manuscript, we provide this evaluation and, thereby, give ontology developers sound reasons to use or not use the RC-account pattern. Results Analysis of the RC-account reveals that it is not adequate for representing failed plans. If the realizable concretization is flawed in some way, it is unclear what (if any) relation holds between the realizable entity and the plan specification. If the execution (i.e., realization) of the realizable concretization fails to carry out the actions given in the plan specification, it is unclear under the RC-account how to directly relate the failed execution to the entity carrying out the instructions given in the plan specification. These issues are exacerbated in the presence of changing plans. Conclusions We propose two solutions for representing failed plans. The first uses the Common Core Ontologies ‘prescribed by’ relation to connect a plan specification to the entity or process that utilizes the plan specification as a guide. The second, more complex, solution incorporates the process of creating a plan (in the sense of an intention to execute a plan specification) into the representation of executing plan specifications. We hypothesize that the first solution (i.e., use of ‘prescribed by’) is adequate for most situations. However, more research is needed to test this hypothesis as well as explore the other solutions presented in this manuscript. (shrink)

In their examination of elementary science classrooms, Amerine and Bilmes (1988) found that following instructions requires students to understand the relationship between the projected outcome and the corresponding course of actions. One of the most important resources for instructions is the lesson plan, which prescribes the sequence of teaching. However, there is often a gap between what is planned and what actually happens in the classroom. This raises the question of how teachers come to terms with contingent variants and unexpected (...) outcomes that real-time interactions occasion and how lesson plans are configured into these processes. This study examines a teacher education program that uses lesson plans as a central resource for teaching mathematics. The results suggest that classroom teachers use lesson plans as communicative resources to identify problems, specify assumptions about their teaching and act on the evolving contingency of classroom interaction. The interactional contingency is the locus of teaching practices, not an obstacle to the application of procedures in lesson plans. (shrink)

Developmental stuttering is a widely discussed speech fluency disorder. Research on its mechanism has focused on an atypical interface between the planning (PLAN) and execution (EX) processes, known collectively as the EXPLAN model. However, it remains unclear how this atypical interface influences people who stutter. A straightforward assumption is that stuttering speakers adopt a smaller scope of speech planning, whereas a defect in word retrieval can be confounding. To shed light on this issue, we took the semantic blocking (...) effect as an index to examine lexical planning in word and phrase production. In Experiment 1, for word production, pictures from the same semantic category were combined to form homogeneous blocks, and pictures from different categories were combined to form heterogeneous blocks. A typical effect of semantic blocking showing longer naming latencies for homogeneous blocks than heterogeneous ones was observed for both stuttering and fluent speakers. However, this effect was smaller for stuttering speakers, when it was subject to lexical defects in stuttering. In Experiment 2, for a conjoined noun phrase production task, the pictures referring to the first noun were manipulated into homogeneous and heterogeneous conditions. The semantic blocking effect was also much smaller for stuttering speakers, indicating a smaller scope of lexical planning. Therefore, the results provided more evidence in support of the EXPLAN model and indicated that a smaller scope of lexical planning rather than lexical defects causes the atypical interface for stuttering. Moreover, a comparison between these two tasks showed that the study findings have implications for syntactic defects in stuttering. (shrink)

Watershed planning has typically been approached as a technical problem in which water quality and quantity as influenced by the hydrology, topography, soil composition, and land use of a watershed are the significant variables. However, it is the human uses of land and water as resources that stimulate governments to seek planning. For the past decade or more, many efforts have been made to create democratic planning processes, which, it is hoped, will be viewed as legitimate by (...) those the plans regulate. This article uses a case study of the Cache River watershed in southernmost Illinois to analyze the complicated historical and political economic context of a specific watershed planning process that occurred from 1993 through 1995. This article assesses the claims made about the democratic, grass-roots, deliberative nature of the planning process and casts doubt on the legitimacy of its outcomes. It also proposes an alternative form of governance that would be both democratic and capable of generating outcomes viewed as legitimate by most affected parties. (shrink)

National Action Plans on business and human rights are a growing phenomenon. Since 2011, 42 such plans have been adopted or are in-development worldwide. By comparison, only 39 general human rights action plans were published between 1993 and 2021. In parallel, NAPs have attracted growing scholarly interest. While some studies highlight their potential to advance national compliance with international norms, others criticise NAPs as cosmetic devices that states use to deflect attention from persisting abuses and needed regulation. In response to (...) wider critiques of international human rights norms, and their failure to exact universal state compliance, experimentalist governance theory highlights the dynamic, dialogic and iterative character of human rights implementation as well as the role of stakeholders. In this article, we apply experimentalist governance theory to evaluate the role and character of business and human rights NAPs. Rather than attempting to evaluate NAPs’ ultimate consequences for rights-holders, which appears premature, we focus on NAPs processes. Specifically, we analyse NAPs processes in twenty-five states against five experimentalist governance criteria relating to stakeholder participation; agreement on a broad problem definition; local contextualisation; monitoring and peer review and periodic revision and learning. According to our findings, NAPs on business and human rights in most states demonstrate resemblance to the traits of experimentalist governance. In particular, our analysis points to the emergence of relatively sophisticated and demanding institutional governance mechanisms within NAPs — including the institutionalisation of complex deliberative processes. Nevertheless, our paper also identifies some significant shortcomings in NAPs, related to the lack of inclusion of vulnerable groups and the lack of explicit indicators and targets. (shrink)

The goal of the essay is to articulate some beginnings for an empirical approach to the study of agency, in the firm conviction that agency is subject to scientific scrutiny, and is not to be abandoned to high-brow aprioristic philosophy. Drawing on insights from decision analysis, game theory, general dynamics, physics and engineering, this essay will examine the diversity of planning phenomena, and in that way take some steps towards assembling rudiments for the budding science, in the process (...) innovating (parts of) a technical vocabulary. The key is focus upon the organization of effort in time. This paper categorizes forms of organization of effort in time, and yields an analysis of both individual agency and coalitions of agents as forms of effort organized in time. Finally, it articulates precise questions pertaining to the natural (evolutionary) history of forms of agency (once upon a time referred to as ‘Will’) that we now find on the ground. (shrink)

BackgroundAdvance care planning implementation reveals complex tensions between ethical principles and cultural-specific moral frameworks. Within the Chinese healthcare context, medical decision-making operates within a unique ethical landscape shaped by Confucian values, yet systematic ACP promotion in this context remains limited.ObjectiveThis study aims to (1) develop a grounded theory of older adults’ engagement with advance care planning in the Chinese context; (2) understand how participants navigate decision-making processes within China’s cultural and healthcare systems.DesignThe investigation employed Charmaz’s constructivist grounded theory (...) methodology guided by Nie’s framework of Chinese medical ethics through a three-stage approach across diverse geographical regions in China.ParticipantsTwenty-five participants (13 males/12 females) aged 60–95 years from representative regions of China.MethodsFollowing Charmaz’s constructivist grounded theory methodology, data collection progressed from pre-experimental convenience sampling (3 participants), to Stage 1 purposive sampling (12), and Stage 2 theoretical sampling (13) until saturation. Analysis employed concurrent interviews and constant comparative methods guided by Chinese medical ethical principles.ResultsThe analysis produced the substantive theory “Navigating the Path to Planned Endings,” encompassing three interconnected categories: Negotiating Death Discourse, The Locus of Decision, and Systemic Support Infrastructure. “The Locus of Decision” emerged as the core category where participants reconcile individual autonomy, filial obligations, and family harmony.ConclusionsThe theoretical framework reveals complex ethical processes through which Chinese older adults engage with advance care planning, highlighting the crucial role of moral agency where traditional values and modern bioethical principles intersect. These findings necessitate culturally sensitive ACP implementation approaches acknowledging family roles while upholding principles of autonomy and justice. (shrink)

Drawing on models of the interaction order, we describe how planning is an inherently social activity. We argue that planning as a practice involves five core elements: mirroring, identifying, coordinating, timing, and surmounting. Specifically, planning depends on (1) a realization of likely responses of others, (2) a recognition of communal understandings, grounded in local cultures, (3) a commitment to collaborative engagements with allies, (4) an adjustment to temporal sequences involving the use of “in time” strategies and tactics, (...) and (5) an ability to overcome or avoid obstacles and blocking moves set by competitors and adversaries. Planning is evident in micro-, meso-, or macro-level domains. To demonstrate how planning is a social accomplishment, we analyze three distinct ethnographic sites: the world of competitive chess, dependent on the micro-interactions of two competitors; the meso-level process of homebuying, requiring the aid of real estate agents as allies; and macro-level structures in directing social movement activism in a contentious action field. Planning extends beyond cognitive achievement and is central to a sociology of the future. (shrink)

Is actively planning one?s learning route through a learning domain beneficial for learning? Moreover, can learners accurately judge the extent to which planning has been beneficial for them? This study examined the effects of active planning on learning. Participants received a tool in which they created a learning route themselves before accessing learning material and, for comparison, also worked with a tool in which the route was planned automatically. Eighty-three participants participated in learning sessions with both tools (...) over two topics in statistics. Both tools were found to influence the learning process. However, results indicate inconsistency between participants? judgement of the relative effectiveness of the two types of tools and their actual learning outcomes. Although participants thought they had learned more when they actively created a plan themselves, knowledge tests showed no differences on performance between actively planning a learning route or receiving it ready-made. It is our contention that the concept of planning in Glover's model is too broadly defined, encompassing both action/goal selection and the programming of the constituent movements required to acquire the goal. We argue that this monolithic view of planning is untenable on neuropsychological, neurophysiological, and behavioural grounds. The evidence demands instead that a distinction be made between action planning and the specification of the initial kinematic parameters, with the former depending on processing in the ventral stream (...) and the latter on processing in the dorsal stream. The ageing population is increasing worldwide with an increase in chronic disorders. At the same time, person‐centred care has become a policy within both health and social care. To facilitate coordination and collaboration and integrate the older adult's perspective in the decision‐making process the collaborative care planning process with the development of a written care plan can be used. In this study, the result of an interpreted analysis of four empirical studies of the collaborative care planning (...) as a person‐centred practice will be discussed and reflected on. A framework based on the French philosopher Paul Ricoeur's little ethics was used in the synthesis of the studies. The findings revealed two common threads: personhood and power asymmetry. Both challenges in achieving a person‐centred collaborative care planning. Ricoeur's dialogical thinking and description of a person served as an underpinning in discussing and reflecting upon the findings of the interpreted synthesis. Collaborative care planning is a complex process. However, Ricoeur's philosophy contributed to a greater understanding of the collaborative care planning as a person‐centred practice and accentuated that ethics, human values, and the older adults and care partners perspectives need to be given the same importance and considerations as the medical and social sciences perspectives for the collaborative care planning process to truly become person‐centred.
